It is understood that carriers evaluate several features of ports when fixing the T/S port. Those features can be enumerated as Geographic condition of port, Service network with overseas ports, Level of port productivity, Port infrastructure, Port services level, Port Authority's Policy direction mand Cost competitiveness. The objectives of this study are to: 1) determine if those factors could affect the T/S competitiveness of the port; and 2) to evaluate how Busan port conforms to those determinants factors in such extent. According to results of the analysis after surveying National global carrier, Intra-Asia carriers, Global overseas carriers, Terminal operators, and Busan Port Authority known to be highly influential samples, all factors were proven to be factors affecting the T/S competitiveness of the port. Meanwhile, in the analysis through AHP (Analytic Hierarchy Process) methodology about the order of weight among those factors, Cost competitiveness was answered as the most important factor. On the other hand, in the analysis to find the situation if Busan port conforms to those factors, Busan port was proven to satisfy those conditions to a moderate extent. In the analysis about the order of strength among those factors, Busan port was answered to have the highest strength in the geographic condition. However, it showed the bottom level of strength in the Cost competitiveness which was answered as the most important factor among samples for determining the T/S competitiveness of the port. This indicates that Government and Port Authority of Busan have to concentrate policy capabilities on the improvement of cost competitiveness of Busan port to enhance the T/S competitiveness. In this paper, four policy recommendations are given : Integration of Busan port operation into New port, Combining multiple operators into one or a few, Attracting Global mega carriers as the New port terminal operators, and Continuous Infrastructure expansion.

In this study, we performed an empirical research on how cultural power affects soft power as one of the elements of National Power. To fully exert the force of cultural power, appropriate level of "resources for power" need to be disseminated into cultural elements. Utilization of these resources need to appropriately developed and produced in quality and quantity when needed. This activity should be ensured with "composite support competence"; which is the combination of support organizations and their potentials. Indicators of cultural power includes society favorability rating, cultural favorability rating, E&D industry competitiveness index, and T&T competitiveness index. According to analysis of cultural power by each country, cultural industry (E&D) competitiveness index and travel and tourism (T&T) competitiveness index shows relatively high correlation. This research aims to analyze the "cultural power as soft power" of South Korea, China and US, and how they are different and how their resources of power are represented in their E&D and T&T competitiveness.

This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.

This research explores a framework of selecting suitable industry cooperation ares between South Korea and North Korea using analysis of science and technology(S&T) competitiveness. First, a generic framework to set up S&T cooperation with North Korea, which involves both a continuity as an evolving process and a peculiarity of S&T, is presented. Second, a selection procedure of specific S&T areas for South and North cooperation is suggested. It is also demonstrated how to select suitable S&T cooperation areas under two types of scenarios. Finally, promotion strategies for each scenario are described.

Science & Technology (S&T) personnel have played a major role to develop our country since S&T is the most important factor to increase national competitiveness in the 21st century. Therefore, it is very essential to increase the welfare of S&T personnel in order to increase national S&T and economic competitiveness. However, the welfare of S&T personnel has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many. social problems (for example, avoiding fields of S&T of young generation, low social recognition of S&T community and so on). Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. For this purpose, we deal with a theoretical review on the welfare of S&T personnel. After that, we will suggest 'Comprehensive Welfare Town for S&T Personnel' as a method of improving the welfare of S&T personnel.

It has caused many social problems, for example, avoidance of S&T areas by young generation, low social recognition of S&T community, and so on. Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. In this paper, we will suggest the 'Comprehensive Welfare Town for S&T personnel' as an effective instrument for improving of S&T personnel's welfare. In particular, we will discuss the detailed aspects of the comprehensive welfare town : objectives, strategies and budgets.

This paper analyses how technological capabilities and entrepreneurship of technology-based start-ups affect their performance. In this paper, a multiple regression analysis was conducted on 248 technology-based start-ups. The effects of indicators of technological capacity like R&D intensity, R&D organization, technology competitiveness, patents, and certification were analyzed. Factors affecting sales were R&D intensity and technological competitiveness. Technology competitiveness and patents were the significant factors influencing product competitiveness. The factor that positively influenced organizational performance, customer performance, and achievement of start-up goals was technological competitiveness. The results of such an analysis should be designed to discover and foster long-term innovation potential, rather than relying on short-term financial performance.

This study suggests a strategic direction for developing the Port of Busan based on evaluating and prioritizing the relative importance of competitiveness factors for ports using SWOT analysis and the analytic hierarchy process (AHP) method. The Port of Busan is the world's sixth largest container port and the largest port in South Korea. The Port of Busan constitutes a key industrial infrastructure for an exporting country. Despite the economic and industrial importance of the Port of Busan, little research has examined its strategic development. This study derives a SWOT matrix for evaluating the competitiveness of factors from previous studies and expert reviews, and it constructs a hierarchical analysis structure model based on the SWOT matrix. To deduce a strategic direction for developing the Port of Busan, a questionnaire based on SWOT·AHP was distributed to industrial and academic associations to prioritize competitive factors. This study presents four strategic tactics based on strengths (S), weaknesses (W), opportunities (O), and threats (T) (S/O, S/T, W/O, and W/T) as strategic directions for developing the Port of Busan. This study will contribute objectively to the overall effort by the government to improve the operation of the Port of Busan and establish development strategies.

With the rapid shift to a knowledge-based economy, science and technology (S&T) is considered as the principle drivers in a nation's competitiveness. All countries are focused on upgrading the level of their S&T of nations and strengthening their national competitiveness. With these factors in mind, Korea has increased its support of national research and development (R&D). As a result of this added support, Korea S&T has made great strides. This improvement can be seen in the drastic increase in the number of Korean researchers who have been published in Nature, Science and Cell (NSC), three top journals in the fields of S&T. This study is a quantitative analysis on the NSC Publications of Korean researchers. The purpose of this study is to derive research policy suggestions to improve Korea's national competitiveness in S&T.
