우리나라 지방자치단체의 정보화사업은 1995년 건설교통부에서 국가지리정보체계 구축사업으로 대축척의 수치지도를 구축하고, 이와 관련 GIS 업무시스템들이 구축되면서 본격화되었다. 그러나 GIS업무시스템별 정보화의 추진은 데이터의 중복 구축, 표준기술의 중복현상으로 이들을 체계적으로 관리하며 효율적으로 활용할수 있는 기틀마련에 대한 요구가 증대하였고, 이러한 요구에 따라 Enterprise GIS도입에 대한 필요성이 논의되었다. 서울시도 Enterprise GIS 개념을 토대로 한 공간데이타웨어하우스를 구축 및 운영하여 여러 가지 결실을 보았지만 활용성의 부족, 정보화 환경의 급격한 변화등은 Enterprise GIS를 고도화해야 할 필요성을 제기하였다. 본 연구에서는 서울시를 사례로 데이터중심의 아키텍처에서 서비스중심 아키텍처로 지방자치단체의 Enterprise GIS를 고도화하기 위한 전략을 제시하고자 한다.

Many companies have implemented ERP systems to enhance their process competitiveness. Since most ERP systems down to date are implemented and managed on each separated business-unit or company level, such systems run short of the consideration about global business processes and global system managements. In order to integrate a successful global ERP, it is essential to apply the well-systematic implementation methodology which considers global standardization and global IT requirements. It is, however, the actual circumstance that such well-structured methodologies for global ERP implementation are hardly shown not only from domestic site but from foreign one. This paper indicates the global ERP implementation guideline with integrated approach including; the standard process design for efficient execution of global business; the ERP implementation method considering global IT requirements; and, the management method for global system operation. GSI ERP methodology is composed of 3 Phase：Global Strategy Planning, Global Template Construction and Global Roll-Out. Phase1; Global Strategy Planning contains Environment Analysis, GSI direction and Implementation Plan. Phase2; Global Template Construction contains Business blueprint, GSI operation design and Global template implementation. Phase3; Global Roll-out contains local business analysis, local ERP implementation and Global ERP Operation.

This study focuses on the detailed explanation of the strategic allocation algorithm which can be used as an ATP(Available To Promise) from the perspective of customers, and as a sales plan for sales organizations. A strategic allocation algorithm includes three methods depending on FIXED RATIO, RANK and DEMAND BASIS. In addition, further topics would be discussed regarding the method of system implementation utilizing strategic allocation algorithms and information flow with an aim to integrate such a sales plan into the e-Biz. This study aims to provide a new solution in order to secure emerging competitive factors in today's enterprise world; that is, an achievement of faster business processes. It is suggested that this new solution be implemented in order to achieve an efficient business environment by systemizing the decision making process which in the past was manually conducted.

작업성취율(Percent of Plan Completed: PPC) 도입을 통한 효과는 선진 건설 사례들을 통해 검증되고 있으나, 우리 건설현업에서는 이에 대한 적용사례가 없다 본 연구는 외국에서 작업성취율을 적용한 사례를 분석하고 이를 우리 건설현업에서의 공정관리체계와 비교함으로써 작업성취율 활용을 위한 공정관리체계를 제시하는 것을 목표로 하였다. 외국 사례와 국내 공정관리체계를 비교함에 있어 3주 미래 작업계획단계의 예비작업목록 작성과 제반요건분석, 1주 작업 단계의 실패원인 분석과 작업성취율 측정 등의 관리 도구를 선정하였고 이틀을 대상으로 LPS(Last Planner System)와 국내의 공정관리현황을 비교 분석함으로써 차이점을 분석하고 작업성취율 활용을 위한 추가 공정관리절차출 제시하였다. 또한, 국내 건설 전문가들에게 설문 및 면담을 통해 본 연구에서 제시한 공정관리체계의 현장 적용성 검토를 실시하였다.

The problems like exceeding estimated cost, late due-date, expensive maintenance, insuffiency of experts and low productivity are becoming emphasized related with the software development. In order to overcome these problems and to develop the highly qualified software within the limited resources, a project management tool is used. The purpose of this study is to develop a conceptual model of the project management system which can plan, analyze and control the software development projects effectively. The model is constructed with plan and track management system, cost management system and operation management system for the efficient project management. It is named by LSD-PMS : Large-scale Software Development Project Management System. We reviewed 5 cases of project management. LSD-PMS is evaluated and reviewed by the project managers in the field. It is proved that LSD-PMS is a tool which can help project managers develop software successfully given budget and time schedule. In the future, this system should be further developed as an integrated model with system implementation tools such as CASE products.

최근 건설 프로젝트의 효율적인 관리를 위해 현장에서 각 사업주체(발주, 설계, 감리, 시공, 협력업체)간 원활한 의사소통, 협업, 정보공유 및 교환을 위하여 사업관리시스템인 PMIS(Project Management Information System)를 많이 사용하고 있다. 그러나 이러한 개별 프로젝트단위로의 시스템 개발은 회사 전체 프로젝트관리 효율성 및 통합화에 저해요인으로 지적되고 있다. 이는 프로젝트단위로 개발되는 사업관리시스템의 특성상 전사차원의 시스템개발 및 보급을 위한 Master Plan인 ISP(Information Strategy Plan) 즉 정보화 전략의 수립의 부재에 기인한다고 볼 수 있다. 본 논문은 실제 대형 건설회사인 국내 D건설사의 PMIS구축을 위한 정보화전략계획(ISP) 수립방법 및 절차의 사례를 소개하고 전사 PMIS구조, 전사업무프로세스 개선과 시스템 구축방법 및 성공요소 등을 제시한 논문이다. 이 연구 논문을 통해 향후 건설회사의 사업관리 시스템 구축 시 효율적인 PMIS개발과 최적화시스템을 구축에 도움이 되고 정보화 전략계획 수립에 활용 할 수 있기를 기대한다.

오늘날 위성핵심기술은 동보성, 광역성, 고 정밀성, 항 재난성 등을 고려하여 다양한 정보를 제공할 수 있는 방향으로 개발되고 있다. 또한 분야별로 우주발사체, 위성 버스, 위성 탑재체, 지상국시스템 이외에 측위, 영상 등의 기술이 융합되는 방향으로 진화되고 있다. 특히 우주기술 기반 지구관측 정보서비스를 위해서는 막대한 초기 투자비용이 요구된다. 우주개발 분야와 연계되는 특성에 따라 세계 주요국은 우주개발프로그램을 통해 위성기술을 확보하고 있다. 이러한 위성기술동향 및 변화에 따라 우리나라는 차세대 정지궤도 지구관측위성 국내 자립 개발에 대한 필요성을 인정하고 효율적인 사업 추진을 위한 제반 세부추진 계획 등의 기반사항을 마련하고 있다. 우리나라에서도 위성 선진국들처럼 정지궤도 지구관측위성 개발과 관련한 개발목표의 효율적인 추진, 기술 감리 및 품질보증체계의 확립, 우주기술의기획, 평가 및 관리를 통해 위성 개발 프로그램의 추진계획, 진행과정 및 결과가 투명하게 수행되어야 한다. 이를 위해 체계적이고 지속적으로 정지궤도 지구관측위성 개발 사업을 일원화하여 관리할 수 있는 부처별 전문 조직 체계의 운영이 필요하다. 따라서 본 논문에서는 국내 외 정지궤도 위성 개발 사업의 관리체계를 기반으로 우리나라 차세대 정지궤도 지구관측위성 개발 사업관리 개선 방안을 제시한다.

This study examines the meaning of the national education plan promotion background, focusing on the 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027). The purpose of this study is to present future directions for lifelong education and career education. The research results indicate that The 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027) have both been established to cope with the future social and educational environment; thus, it is necessary to realize them. For this purpose, concrete policy alternatives have been prepared. In modern society, it is vital for the state to promote basic plans related to education, particularly for developing and improving the education system. In this respect, when suggesting the direction of lifelong and career education, first, policies for social development and strengthening competitiveness are important. Second, policies are needed that respond to changes in jobs and occupations. Third, lifelong and career education are essential to ensure social inclusion and fairness. Fourth, lifelong and career education are vital in nurturing human resources for sustainable development.

The budget management in Korea is one-year budget system which is just following int he steps of last years budget plan. This system towards traditional item-by-item and restriction-centered budget system. The budget distribution without establishing and considering rational policy goals and directions have brought inefficient resource allocations. In order to promote the implementation of transportation planning, there are some alternatives like introduction of top-down planning system preparing for the provincial self-government era. In this study, the most efficient alternatives to promote the existing management system is referring by foreign countries transportation planning examples(BVWP system in Germany). First of all, mid-long term transportation and budget planning should be established and then make decisions of resource availability and allocation. In order to provide ration budget planning, introduction of Transportation Planning Programming Budget System(TPBS) has been judged as one of the method of unifying the sysematic transportation improvement planning and budgeting. All transporation planning and related activites can not be expressed in quantity and due to the limitation of excessive cost of analyzing transportation planning and ranking priority, here after, the continuous study to minimize the evaluation cost and introduction of TPBS should be done.
