  • Objectives: It has been well documented that people on the lower socioeconomic position are significantly more likely to smoke cigarettes. The purposes of this study were (a) to identify a potential difference of socioeconomic factors, and (b) to compare a smoking rate, one of the most representative health behavior between people with/without disabilities after the controlling socioeconomic factors. Methods: The Korea Panel Survey of Employment for People of Disabilities (2012) and the Korea National Health and Nutrition Survey (2012) were employed for calculating the smoking rates of persons with/without disabilities. Results: The results demonstrated that the socioeconomic position indicators (education, occupation and household equivalent income) of persons with disabilities were lower than persons without disabilities. The smoking rates of the persons with/without disabilities were 35.9% and 19.0% respectively before propensity score matching. After propensity score matching with the socioeconomic factors, however, ATT of people with disabilities was 0.201 which is lower than ATT of people without disabilities (0.227). Conclusions: Our findings indicated that the socioeconomic level of persons with disabilities is important to improve the smoking rates and health level regardless of their disabilities.

  • This article examines the accessibility and usability of library websites to students with visual and physical disabilities in public universities in Kenya. The study used survey research design and adopted a mixed methods approach. Data were gathered using survey questionnaire, focus group discussions, structured interviews, and observation. The study population consisted of six public universities that had a longstanding tradition of enrolling students with disabilities. Census was used to obtain a study sample comprising of students with visual disabilities (86), students with physical disabilities (91), University Librarians (6), Personnel from Disability Mainstreaming departments (6), Systems Librarians (6) and Library Personnel who provided information services to students with disabilities (133). The Social Model of Disability and IFLA Access to Libraries for Persons with Disabilities checklist were used as conceptual and theoretical framework in the study. Study results revealed that all the libraries had library websites. However, the websites did not have disability services page or information specific to individuals with disabilities. Also a section of students with disabilities lacked awareness of the existence of library websites and e-resources available through them. Additionally, the website design posed various access challenges. The study concluded that people with disabilities were excluded from access and use of library websites in public universities. The authors recommended that library websites must contain disability services page containing information specific to persons with disabilities. Moreover, libraries should evaluate their websites to ensure compliance with W3C requirements for web content accessibility. Additionally, libraries should develop disability policy to provide guidance on provision of information services to persons with disabilities.

  • The history of rehabilitation of disabilities in Korea began with the foreigners and missionaries who were interested in it after Korean War. In 1981, Disabled Persons Welfare Act was enacted and the 88 Paralympics brought the nations attention to the welfare and rehabilitation of persons with disabilities. Since then, the facilities and the services for the disabled persons have expanded rapidly and the rehabilitation treatment and nursing intervention are drawing more attention. Against this background, the survey on the current status of disabilities, welfare service, facilities, and rehabilitation nursing was conducted. The results of this survey are as follows. 1. According to the 2000 census of disabilities, the number of persons with disabilities in Korea is estimated at 1,449,500, or 3.09% of the entire Korean population, 0.74% up from 2.35% in 1995. 2. Disability Types in 2000 The 2000 census showed that the persons with disabilities numbered 1,449,496 out of the total population and 1,024,371 persons are registered for disability, making up 70.7% of the estimated disabled population. Among them, physically disabled persons accounted for the largest 41.7% (605,127) and mentally retarded persons stood at the smallest 9% (13,481). 3. Percentage of Disability Presence The survey showed that more than 90% of disability were acquired. However, 44.8% of mental disability and 61.4% of hearing/speaking disability were not acquired after birth. This means that these disabilities happened by congenital cause or birth accident. 4. Yearly Figure of Registered Disabled Persons In 1989, 218,601 persons registered for disability and, in 2000, the number increased by 4.7 times to 1,024,371. These figures are different from the actual number of disabled persons. According to the 1995 census, 1,053,486 were disabled persons but only 378,323registered for disability. And, in the 2000 census, 1,024,371 out of the 1,449,496 of disabled persons registered for disability. 5. Welfare Service for Persons with Disability 62.6% of the total disabled people are registered and physically disabled persons accounted for the highest percentage of 96.7%. 26.5% of non-registered disabled people said that they didnt know the registration procedure. The rest of them replied that they didnt think they were disabled or that registration didnt seem to give any benefits. 6. Welfare Policies for Disabled Persons The welfare benefits given to the disabled are as follows: Issuance of disabled sign for car drivers, Permission to use LPG fuel, Communication fee reduction, Tax exemption related to cars, Reduction of public facility fees, Household allowance, Tax reduction or exemption, Medical allowance and education subsidy for children, and Housing. 7. Current Condition of Welfare Facilities by Disability Type The welfare institutions for disabilities numbered 188 in total and they can accommodate 16,823 persons. Categories of these institutions are physical disability(37), visual disability(10), hearing/speaking disability(14), mental retardation(59), and sanatoriums(68). 8. Human Resource of Rehabilitation of Disabilities Advanced education programs include rehabilitation nursing in its curriculum and this was selected as the program of Korean Academic Society of Nursing in 1990. In November 1997, Korean Academic Society of Rehabilitation Nursing was launched and many academic meeting and seminars were held. • An opportunity for dental students to come into contact with individuals with disabilities is insufficient. Therefore, prejudice and negative attitudes towards persons with disabilities persist. Working under the assumption that educating dental students regarding people with disabilities will bring about positive awareness, we conducted this study. We investigated the changes in the recognition of the issues and needs of people with disabilities before and after special care dentistry class of students of dental college that will include an experience in a dental clinic with a disabled person. Seventy-two Kyung Hee University School of Dentistry third-year dental students attended the special care dentistry class in one semester and they took the same survey was before and after the class. In the questionnaire, we used the disability factor scale (DFS) that Siller has proposed. The authoritarian virtuousness factor getting lower to a significant level after receiving an education. This means that after the education, the respondents realize that how hard to adapt the disabilities. After receiving an education, the rejection of intimacy factor score significantly get higher than before they took the class. This means that after the training, positive attitudes towards those with disabilities were better than those towards the opposite sex. We were able to confirm a positive change in the recognition for persons with disabilities through the special care dentistry class. Our study shows that educating dental students on the how to take care of individuals with disabilities can bring about a positive change in the attitudes students may have regarding them.

  • Objectives: To validate the role of a new information and communication technology platform that we created for the betterment of the oral health of persons with disabilities and for providing appropriate health care services. Methods: A Delphi survey was conducted among 16 people in various professions, including academia, government agencies, and dentistry, to evaluate the validity of the information and communication technology platform. Moreover, platform satisfaction was evaluated using a user experience questionnaire among 200 people, including persons with disabilities, parents, and public institutions. Results: Experts in consensus indicated a high validity for the categories of service provider (CV=0.29, CVR=0.69), service target (CV=0.29, CVR=0.38), service contests (CV=0.27, CVR=0.63), and financial support (CV=0.30, CVR=0.63) in our information and communication technology platform. In addition, information from questionnaires on user experience and communication technology satisfaction analysis showed that both users and providers were highly satisfied with the platform. Conclusions: The provision of oral health services based on the new information and communication technology platform has numerous advantages, in addition to providing adequate oral health care for the disabled. Furthermore, the social safety net for improved oral health may be further strengthened.
