여성의 경제활동참여증가, 생활수준향상 및 가족유지비용증가, 개인적가치우선의 현상에 따라 최근 저출산현상이 더욱 심화되었으며, 이에 대한 사회적 비용 급증을 우려하여 전반적인 대응전략을 마련된 것이 바로 저출산고령사회기본계획이다. 1차에 이은 2차 기본계획은 일반가족의 양육지원과 종합적인 일가정양립지원 강화가 주요 핵심으로 이는 비단 정책뿐아니라 전방위적으로 사회전반에 걸친 변화가 수반되어야 가능한 일이다. 이 논문에서는 이러한 저출산대응정책의 실제사례를 살펴보기 위해 가족과 지역사회내 돌봄지원정책을 살펴 보았다. 가족내 자녀양육지원사업으로서 아이돌봄지원사업과 가족내 돌봄나눔에 있어 핵심요인인 남성의 자녀양육참여를 촉진하기 위한 남성대상교육, 그리고 지역내에서 가족 돌봄나눔을 실천할 수 있는 가족품앗이와 공동육아나눔터 운영을 통해 향후 저출산 정책에서 강조하고 있는 일반가족의 자녀양육지원 방향에 대한 해법을 제시하고 있다.

This study reviews an overview of the current tax support system in Local Tax Law for venture company. And this study provides the directions for developing tax support system in Local Tax Law related policy for the venture company in Korea. The tax authority provides a supporting directions of venture company in three ways: a financing viewpoint, a technical and manpower viewpoint, and the location viewpoint. And the supporting system for venture company is devide into tax support system through tax laws and support system through other law. The requirements of receiving tax supporting for venture company in Local Tax Law are a venture company, a small and medium company, a newly starting firm, and so forth. To mitigate the restriction imposed by the current tax law on venture company encourage venture activities in Korea.

Recently many peoples served multimedia data from Internet. But characteristic of multimedia-object about that effect on weight and transport-time causes Streaming Application is restricted to high-quality-service. This research propose the Quality-of-service(QoS) supporting for Home Gateway that behaving Routing and media platform equipment, using CBQ Scheduling scheme. The QoS Supporting for Multimeda Service that using general Rouging policy is difficult because media platform locate in Home Gateway. Therefore this research propose Routing mechanism to QoS support of media platform located in Gateway using TCP based CBQ Control.

With the advent of new order of international competition, the technology Policy of Korea has been changed from vertical one which focuses on specific technologies or selective industries to a horizontal one which supports R&D activities on a neutral basis. TIP(Technology Infrastructure Policy) is WTO free in the sense that it is Indirect method of supporting technology development and properly defined as a part of government role by OECD. Technology infrastructure is embodied in human capital, and includes also elements of physical capital and knowledge. Hence it is more differentiated than, and distinguished from conventional infrastructure. It implies a need for carefully designed strategy with the recognition of those differences. As a fundamental element of innovation and technological development, technology infrastructure should become the main focus of industrial technology Policy.

Basic research is becoming more important in knowledge-based economy. In Korea, government's research policy has been enforcing applied research and development for economic growth rather than basic research. But, in 21st century, Korea's catch-up policy in science and technology arrived its limit. Without creative knowledge, we cannot expect national competitiveness. Therefore, we have to reform our research policy for national competitiveness. The directions are as follows; first, strengthening basic research, especially use-inspired basic research. Second, enlarging individual research program rather than group research program. Third, encouraging universities' specification through research grant review criteria. Fourth, beginning a new program for supporting regional universities' competitiveness.

Current trend on sustainable tall building shows significant efforts on the integrated design approaches for the performative design to achieve efficient building for the energy, structural and materials. The design of tall buildings should take into consideration of environmental impact and economic benefits from sustainable approaches to ensure low energy consumption and CO2 emissions. Designing sustainable tall building require concerns and comprehensive understanding of sustainable building technology, sustainable rating system and supporting incentive policy. The research has been conducted on available rating system and the incentive policy for sustainable building design methodology through cases studies for this study. In the paper, author tried to emphasis the role of the incentive policy for the sustainable building and provides survey of the impact on rating, adaptable use of sustainable building technology on the current practice of tall building design.

Whatever the country, nanotechnology features as a key priority of most national research and innovation policies. This focus on nanotechnology is due to the promises of this general purpose technology, this new technological wave. As 'one size does not fit all', policies supporting its development cannot just adopt the 'best practices' of the preceding wave. We argue that specific on-going dynamics of nanoscience and technology production justifies the existence of dedicated nanotechnology policies. It also questions the portfolio of instruments mobilized and their balance. In this article, we discuss policies developed for the preceding technological waves and, based on the characteristics of nanosciences and technologies, propose five dimensions of policies to be taken into consideration for their governance at the country and cluster levels.

Objectives: This job analysis of a staff in charge of quit-smoking policy at public health centers aims at providing fundamental information to establish strategies supporting various quit-smoking. Methods: The job analysis of a staff in charge of quit-smoking policy at public health centers was carried out through DACUM(Development of Curriculum) method from April through May 2006. Three experts had developed job description with staffs in charge of quit-smoking policy at public health centers through two workshops. The survey was practiced for staff in charge of quit-smoking policy at the other public health centers. The characteristics of the staffs such as age, years for working at public health center, years for charging with quit-smoking work, the proportion of responsibility for quit-smoking work, were surveyed. Results: The research has reached the conclusions below. 1. The job description have been developed considering input-process-outcome axis and plan-do-evaluation axis for quit-smoking policy at public health centers. The final job description is composed of 3 missions, 7 accountabilities, 20 sub-work items. 2. The quit-smoking activity mostly focused at direct education and counselling. But planing and evaluation activity for quit-smoking have been under-achieved. 3. The staffs for quit-smoking policy were feel it is easy to educate and counsel to comer to public health centers for quit-smoking. But having the high proportion of responsibility for quit-smoking policy have usually difficult to do that. So they want to education about counselling for smoker. 4. The staffs who worked over the 2 years for quit-smoking policy the public health center have responded that investigate the smoking rate of the jurisdiction community and the problem of the culture about smoking and smoking policy is important. Conclusions: The study helps reinforcing the initiatives of central government for quit-smoking policy at public health centers. Especially staffs want education in technology area for counselling smoker. And they want nationwide supporting for investigating smoking rate and related factors at the local level.

In this paper, we propose the integrated security management framework supporting the trust for the ubiquitous environments. The proposed framework provides the gathering and analysis of the security related information including the location of mobile device and then dynamically configures the security policy and adopts them. More specially, it supports the authentication and delegation service to support the trusted security management for the ubiquitous networks. This system also provides the visible management tools to give the convenient view for network administrator.

On average, small business support projects appear to improve beneficiary sales, and the growth effect is obvious when supporting young or growing firms. However, the effect is largely offset by sales reductions due to overcrowding. Small business support projects must be operated in two ways to alleviate the overcrowding of businesses in a few industries and to enhance the overall effectiveness of the support programs.
