Rural development should be understood that simple: rather than for business applications, processes community is going to build capacity through continuous learning and practice. Its accumulated capacity should be possible to predict and then steps must be developed continuously for a long time, looking at the previous phase. Thus, according to the support structure of the capacity phase, it should be applied a causal relationship between the front and rear phase.

In Korea there is the law related to social enterprises, and the government takes control of all of the organization in charge of the policy, intermediary support organizations, cooperation and network, and authentication system. However, Hong Kong has yet to establish a basic institutional system to grow and activate social enterprises, and foreign intermediary supporting organizations increase the network and cooperation level to support social enterprises. Thirdly, for supporting methods for social enterprises, there were direct financial support, indirect business support and other kinds of support in Korea, whereas indirect support was activated in Japan. Although The Hong Kong government barely supports social enterprises, it comes up with a plan to support the firms serving as social enterprises under its the 12th 5-year development plan. • The purpose of this study is to examine the current status and R&D activities of disabled enterprise, and to find ways to support R&D. Through this study, the company's demand for R&D and the characteristics of companies with active R&D activities were derived, and the research and development support plan was proposed by integrating them. As a result of comparing the location quotient (LQ) of small and medium-sized businesses and disabled enterprise by industry, the number of workers with disabilities showed great specialization by business type. R&D was active in companies with sales of over 2 billion won in four industries including manufacturing. As a result of the research, R&D support for disabled enterprise needs to be supported by categorizing them into field-hardened technology-oriented and innovative technology-oriented, depending on the type of business and the size of the company.

  • Purpose: This study was designed to identify factors affecting depression among hospitalized older adults prior to discharge from an acute care hospital. Methods: This descriptive study included adults aged 65 or older who were hospitalized in a general hospital in Seoul, Korea. Depression was measured by the Short Form Geriatric Depression Scale and illness perception was evaluated by the Brief Illness Perception Questionnaire. Social support was examined using the Perceived Geriatric Social Support Scale. Data were collected from August 25 to October 12, 2015. Data analysis included descriptive statistics, independent t-test, Kruskal-Wallis test, Pearson's correlation coefficient, and hierarchical multiple regression. Results: Among a total of 120 participants, 57 patients (47.5%) experienced depression. Mean depression score was $7.37{\pm}3.67$. Depression was associated with illness perception (r=.53, p<.001), social support (r=-.19, p=.043), number of admission due to the recurrence (r=.31, p=.001), and time to recognize discharge plan (r=.25, p=.044). In hierarchical multiple regression, illness perception (${\beta}=.45$, p<.001) and time to recognize discharge plan (${\beta}=.21$, p=.039) were predictors of depression (F=7.68, p<.001, Adjusted $R^2=.38$). Conclusion: The findings of this study suggest that management of illness perception and timely notice of discharge are important to reduce depression in hospitalized elderly patients.

  • Purpose: This study is to identify the implications and improvement solutions to plan the local community spaces bringing empty homes back into use that fit for regional characteristics, by analyzing the Empty Home Utilization Project implemented in Nam-gu, Incheon. Methods: Among 20 homes sponsored by the Project, five homes being currently operated were analyzed in depth, and features of exterior and interior spaces, and operational characteristics of the subject homes having been renovated through the project sponsorship were examined. Results: A plan is being established to systematically manage deserted or empty homes by assigning classification to each home in Nam-gu, Incheon and they are being utilized as a community space, a place of business or a cultural art space. Most of the physical improvements only included minor repairs such as redoing interior finish, as no major renovation was implemented including layout change and wall removing. Absence of major changes including improvement of house structure resulted in problems regarding accessibility and safety. Also, there was a limit to utilize the spaces only with support on physical improvement cost for empty homes, and it was identified that positive support for renovation should be conducted in accordance with its uses for the purpose. Implications: To complete the Empty Home Utilization Project successfully, it is most critical to reflect the resident opinions and demands, and discover local operators. Furthermore, for sustainable operation of local community space, additional plans for support would be required including financial support and training local leaders, consulting support for operation, encouraging community participation, and connecting with neighbor community.

  • Purpose - The purpose of the study was to find out how the Korean government reflected its policy goal and direction by analysing the budget allocation on support measures for the Korea-China FTA in the fisheries sector. Design/methodology/approach - Concentration Ratio, Herfindahl-Hirschman Index and BCG Matrix were applied to the government's budget allocation on support measures for the Korea-China FTA in the fisheries sector. Findings - The study result shows that the government has provided various programmes without over-investing in some programmes. Meanwhile, the government has increased its budget for some programmes that are in line with its long-term policy goals, such as promoting sustainable fisheries and transforming fisheries into a value-added industry. In addition, the government has reduced its budget for programmes that threaten its fiscal sustainability. Research implications or Originality - The Korean government planned a 10-year budget plan for support measures for the fisheries sector after the implementation of the Korea-China FTA. Since 2016, the government has operated the subordinate programmes under the 10-year budget plan each year, reflecting its new policy direction, which takes into account both domestic and external factors. Accordingly, this study is meaningful in that it allows us to examine the government's policy direction for the fisheries sector after the Korea-China FTA.

The subjects were 190 girls in 2 Kunsan schools. The instruments used for this study were the social support scale developed by Park(1985) and the health behavior scale developed by Walker etc(1987). As modified by Lee & Han(1996). The data were analysed by correlation coefficient, regression coefficient using an SAS program. The results of this study were as follows: 1. The mean score of social support was 3.96 and the mean score of health behavior was 3.33. 2. 1) General characteristics were related to the degree of social support: personality, spending money, friend number, exercise(p<0.05). 2) General characteristics were related to the degree of health behavior: personality, spending money, friend number, exercise, stress(p<0.05). 3. The hypothesis of this study, 'The higher the degree of social support perceived by the student, the higher the degree of health behavior' was supported(r=0.5730, p=0.0001). For these subjects, there was a significant relationship between social support and the degree of health behavior. Nurses should plan interventions in promotion health behavior with social support as a significant factor in adolescents. If so, their coping ability and well- being may be promoted.

  • This study investigated the pathways of factors affecting 173 employed mothers' second childbirth plans. Participants were all employed working mothers with an infant under 10 months old. The hypothetical model used in this research proposed that workplace childcare support, social support, value of children and parenting stress of employed mothers will directly affect second childbirth plans. Additionally, workplace childcare support, social support, value of children, marital satisfaction and job satisfaction will indirectly influence second childbirth plans as a result of parenting stress. The results of this research demonstrated that value of children and parenting stress were the factors which directly affected second childbirth plans of employed mothers. In addition, workplace childcare support, social support, marital satisfaction and job satisfaction indirectly influenced second childbirth plans as a result of parenting stress. This study suggests the need for the establishment and development of workplace childcare support and the need for enhancing the value of children. This research further suggests the need for policies aimed at increasing psychological well-being and decreasing parenting stress for working mothers who are contemplating second childbirth plans.

  • National Health Insurance Service(NHIS) provide care-plans for beneficiaries in the long-term care insurance(LTCI) systems that help them use LTC services appropriately. The care-plan includes recommendations for the most adequate type of care (gold standard) for beneficiaries. This study develops a decision-support system to determine the appropriate type of care plan. To develop a model, we used a data set that well-trained assessors in the NHIS investigated as a gold standard for beneficiaries: nursing home care, home-visit care, home-visit bathing, home-visit nursing, or day and night care. The decision-support system was established through a decision-tree model, because it may be easy to explain the algorithm of a decision-support system to working groups and policy makers. Our results might be useful in evidence-based care planning in an LTCI system and contribute to the efficient use of LTC services.
