Establishment of Ministry of Health: Reform of Central Government for National Disease Control and Healthcare System (보건부 설립)

  • Korea has failed to respond to the Middle East respiratory syndrome of 2015 and the early phase of coronavirus disease 2019 (COVID-19) of 2020. This is due to the structural problems of the Ministry of Health and Welfare that has been more increased manpower and budgets of the welfare part relative to those of the health part, and the ministers were appointed welfare experts, not health experts. In 21 (56.8%) of the Organization for Economic Cooperation and Development countries, the Ministry of Health operates independently, and these countries have been relatively well coping with COVID-19. The importance of the Korean health sector is increasing even further. Korea faces on the emerging infectious diseases, chronic infectious diseases such as tuberculosis that has been being a huge burden, and rapidly increasing non-communicable diseases, suicide and mental disorders, and some diseases due to fine dust and climate change. In addition, the rapid advancement of the aging society, the entry of an era of ultra-low fertility and low-economic growth, and the unification of the Korean peninsula are calling for a health policy reform. Therefore, the Ministry of Health should be established and systematically responsible for health policy, disease policy, medical policy, and medical security policy. Ministry of Health will be the control tower for K-Disease Control, K-Bio, and K-Health.

The Study of Criminal Lingo Analysis on Cyberspace and Management Used in Artificial Intelligence and Block-chain Technology

  • Online cybercrime has various causes. The criminal guilty language, Criminal lingo is active in the shaded area with the bilateral aspect of the word on cyber. It has been continuously producing massive risk factors in cyberspace. Criminals are shared and disseminated online. It has been linked with fake news and aids to suicide that has recently become an issue. Thus the criminal lingo has become a real danger factor on cyber interface. Recently, Criminal lingo is shared and distributed as cyber hazard information. It is transformed that damaging to the youth and ordinary people through the internet and social networks. In order to take action, it is necessary to construct an expert system based on AI to implement a smart management architecture with block-chain technology. In this paper, we study technically a new smart management architecture which uses artificial intelligence based decision algorithm and block-chain tracking technology to prevent the spread of criminal lingo factors in the evolving cyber world. In addition, through the off-line regular patrol program of police units, we proposed the conversion of online regular patrol program for "cyber harem area".

Metabolic Syndrome Perception and Exercise Behaviors in the Elderly (노인의 대사증후군 인지 및 신체활동 실천 요인)

  • Objectives: A great number of the elderly are not aware of having metabolic syndrome, and this pattern differs among regions of the nation. This issue is particularly important for the elderly people with chronic diseases. This study was conducted in order to identify the prevalence, predicting factors of perception and exercise behaviors of among the elderly population. Methods: Using data from the 2009 Korean Community Health Survey, we employed two-level logistic regression models to determine whether individual and community factors are associated with perception and exercise behaviors among the elderly population. Results: Results from weighted two-level logistic regression analyses indicated the individual-level factors of smoking, education level, health center education, community exercise program participation and unmet needs in men, and marital status (being separated), health center education women predicted the elders' perception. As for the community-level predictors, higher smoking and living in regions with high suicide rates significantly predicted the elders' perception and exercise behaviors of metabolic syndrome. Conclusions: These findings demonstrate that education according to stage would increase the perception and motivation toward healthier behavior particularly for the elderly with lower perception levels of metabolic syndrome.

The Mediating Effect of Hope between Stress and Suicidal Ideation of Adolescents (청소년의 스트레스와 자살생각에서 희망의 매개효과)

  • This study aimed to investigate the mediating effect of hope between stress and suicidal ideation of adolescents. For the study, 399 adolescents were surveyed at 10 cities of Korea from May to August in 2010. Main results of the study were in the followings. First, it was found out that stress of adolescents was positively correlated with suicidal ideation, hope was negatively correlated with suicidal ideation, and stress influenced more suicidal ideation than hope. Second, suicidal ideation of adolescents tended to be low, stress was in the middle level, and agency and pathways thinking of hope was higher than middle level. Third, it was proved that agency and pathways thinking of hope was mediated between stress and suicidal ideation of adolescents. Lastly, for the female adolescents living in the metropolitan and large cities, only agency thinking of hope was mediated but pathways thinking was not mediated. Policy implications for preventing and decreasing adolescent's suicide were suggested.

Factors Affecting Suicidal Ideation of Depressed Adults by Age (우울감있는 성인의 나이에 따른 자살생각 영향요인)

  • The purpose of the study was to provide basic data for planning and offering nursing intervention to prevent suicide attempts by identifying the factors influencing the suicidal thoughts of depressed adults. The subjects of this study were 1,202 individuals who answered clearly in 2013-2015 National Health and Nutrition Survey. A composite sample plan file was generated using the IBM SPSS 23.0 program, and then the data were weighted and analyzed. Suicidal ideation was influenced by income (50-60s), number of family members (50-60s), marital status (40-50s), subjective health (30-50s, over 70s), stress (30s, over 50s), economic activity status (50s), diabetes (60s or older), alcohol consumption (60s), and Body Mass Index (BMI) (40s). These results suggest that tailor-made interventions for the prevention of suicide need to take into account the general and health-related factors of the subjects.

Trends Analysis of Suicidal Poisoning in Korea- Comparison before and after the IMF Crisis and the Economic Recession (IMF와 경기침체 전후 음독자살 환자에 대한 분석 -1997년부터 2004년까지 일개 대학병원 응급센터 연구조사를 중심으로-)

  • Purpose: Nowadays the Korean society is in the center of time of the social change. Because of dissociation of traditional family, IMF (International Monetary Fund) crisis and economic recession, the mortality rate of suicidal attempts are increasing annually. The majority of suicidal attempts were by poisoning considering the characteristics of korean society. Therefore we studied to find out the characteristics of suicidal poisoning before and after social economic stress, and to suggest the direction for the proper management. Methods: We reviewed medical records of 547 patients of suicide by poisoning who visited the emergency medical centers of St. Mary's hospitals from 1997 to 2004. For the annual trends analysis, we analyzed the demographic and toxicologic data of these patients compared with before and after IMF crisis (1998) and the economic recession ($2003\~2004$). Results: At the time of IMF and the economic recession, the number of suicidal poisoning increased, especially in fifth decade. The refusal rate of toxicological emergency treatment increased. Also the mortality rate and the admission rate to ICU (Intensive Care Unit) increased during the same period. In the result of the comparison analysis, clinical severity and mortality of social problem group were higher. However they couldn't be treated appropriately because of financial problem and the family indifference. Conclusion: At the economic recession period, the severity of suicidal poisoned patients was high. But the refusal rate of toxicologic treatment also increased, so the patients had lost the chance for proper toxicologic treatment. Therefore they would be supported by medical institution and public health.

The Effect of Depression, Anxiety, Stress on Suicidal Ideation of the Elderly in Youngdong County (영동군 고령자들의 우울, 불안, 스트레스 정도가 자살생각에 미치는 영향)

  • This study was the effect of depression, anxiety, stress on suicidal ideation for some of the elderly living in the Youngdong county. Then it establishes alternatives for elderly suicide prevention and community improvements to help improve the quality of life of the elderly. For this study, a random sampling of 367 people aged sixty or older living in the eleven villages in Youngdong county participated in a survey. As a result, depression, anxiety and stress affects suicid in the positive direction. The correlation between depression, anxiety, stress, and suicidal ideation was significant. The relationship between depression and anxiety was highest and the probability is less than 0.05. As an alternative to the Elderly Suicide Prevention, First, mental health census and management for elderly, Second, a need to provide jobs for the elderly. Third, it requires a tight safety net of health and safety officer with reinforcements. Fourth, there is a need for enhanced recognition of life-love.

Effects of a Suicide Prevention Program on Pain, Depression, Meaning of Life, and Suicidal ideation of Low-income Women aged 80 or older in Rural Area (자살예방프로그램이 농촌 거주 저소득 80세 이상 여성 노인의 통증, 우울, 삶의 의미 및 자살생각에 미치는 효과)

  • The purpose of this study was to examine the effects of a suicide prevention program on pain, depression, meaning of life, and suicidal ideation of low-income women aged 80 or older in rural area. A non-equivalent control group pre-post test study design was used. The participants were 89 women, aged 80 or older of a project for employment from O & K province. (experimental group = 45, control group = 44). The experimental group were participated in a total of eight-session, once a week. The collected data were analyzed with descriptive statistics, 𝑥2-test, t-test using SPSS 26.0 program. After a eight-week of intervention, the experimental group showed significant differences in depression (t=-2.19, p=.031), meaning of life (t=2.13, p=.036), and suicidal ideation (t=-2.11, p=.038). Therefore, the study program has proven to be effective in reducing depression and suicidal ideation, and improving the meaning of life of participants.

Related Factors of Suicide Ideation in Elderly People with Diabetes Mellitus Living Alone in Rural Area (농촌지역에 거주하는 독거 당뇨병 노인의 자살사고 관련 요인)

  • The purpose of this study was to identify suicidal ideation and related factors of elderly people with diabetes mellitus living alone in rural area. A descriptive study design was used. The participants were 466 elderly people, aged 65 years and over, and diagnosed with diabetes mellitus living at O province in South Korea. Collected data were analyzed using descriptive statistics, t-test, χ2-test, and logistic regression analysis with SPSS statistics 26.0 program. The results of the analysis showed that the suicidal ideation rate of the subjects was 27.3%, and the subjects showed significant differences in suicidal ideation as Cognitive function was lower (t=-4.23, p<.001), Depression(t=9.56, p<.001) and Loneliness (t=4.88, p<.001) were higher. Related Factors of suicidal ideation were Cognitive function (OR=0.86, p<.001), Depression (OR=1.18, p<.001) and Loneliness (OR=1.17, p=.001). These variables explained 32.2% of suicidal ideation. Therefore, in order to reduce suicide ideation of the elderly with diabetes mellitus living alone in rural areas, intervention that can improve Cognitive function, Depression, and Loneliness is needed.

  • This study aimed to investigate the relationship between the general characteristics of adolescents and their mental health in relation to experiences of heavy drinking. The research utilized raw data from the 18th Youth Health Behavior Online Survey (2022), focusing on 530 participants who reported experiencing heavy drinking in the past 30 days. The study applied weighted composite sample analysis, incorporating frequency, chi-square test, and logistic regression to examine the data. According to the research findings, experiences of heavy drinking showed statistically significant differences across variables such as gender, academic achievement, economic status, sexual experience, and smoking. Additionally, among the mental health characteristics, stress perception, depression, loneliness, suicidal thoughts, suicide planning, and suicide attempts were identified as influencing factors on heavy drinking experiences. These results underscore the need for prevention programs addressing alcohol consumption habits, considering the mental and physical health of adolescents. Developing programs that take into account the relationship between mental health and drinking habits can contribute to forming healthy lifestyle habits during adolescence.
