The suggestion for Biotope Types and Field Datasheet based on Habitat Ecological Characteristics by German Policy Analysis (독일 정책 분석을 통한 서식지 생태특성 기반 비오톱 유형 분류 및 조사표 제안)

  • This study aims to propose biotope field datasheet and biotope type classification based on habitat-based by analyzing the German biotope system. The German system began in 1976 and has established a habitat-based national biotope classification system. On the other hand, Korea institutionalized in 2018 to build a classification system based on land use and land cover, which is a classification system that does not fully reflect ecosystem in Korea. Germany operates 44 biotope classification systems and 40 biotope field datasheet. Korea uses a single biotope field datasheet regardless of the biotope type. This classification system may not reflect the characteristics of Korea's biotope ecological habitat. The biotope classification system of Korea was proposed by dividing it into five categories: mountain ecology, freshwater ecology, land ecology, coastal ecology, and development area to reflect ecosystem habitat. The biotope type was designed as a system of large-classification-middle-small classification and subdivided into medium-classification and subdivided in each biotope system. The major classifications were classified into 44 categories according to the mountainous biotope(11), freshwater biotope(8), terrestrial biotope (12), coastal biotope(6), and development biotope(7). Unlike Germany, Korea's biotope field datasheet was proposed in five ways according to the classification of major ecosystem types. The results of this study are expected to contribute to the policy suggestion and the utilization of ecosystem conservation because the biotope classification system is classified to reflect the characteristics of ecosystem habitats.

  • It is very difficult to find optimal train operation plan when analyzing the economic investment using traditional railroad travel demand estimation method. Train operation plan depends on travel demand and vice versa. To solve this problem, this study suggests a demand estimation method to address an optimal train operation scheme with the modal spilt using initial train operation plan and trip assignment.

  • The government's financial subsidy system for the construction project of urban rail transit needs to be revised. In 1998, the central government raised its subsidy rate to 50$\%$ of the total cost of construction. The 'method for differentiating subsidies depending on construction type and transit System' is suggested here, so that a subsidy rate can be raised for the construction of Light Rail Transit, which costs less to construct. Such methods will force local governments to make decisions regarding construction method and project size in a more rational manner.

  • The purpose of this study is the suggestion for national railroad system policy at the changing environment such as rail restructuring and high speed rail open in 2004, especially railroad safety management system through the comparison between countries. This kind of comparative study will give the effective measure for building the safety management and ensuring their roles of organizations, construction authority and operating companies.

  • In this study, the 154kV 800 MVA cryogenic resistive cable and its power transmission system were designed and built in a purpose of suggestion a plan using high density and large power transportation systems in practice to solve the recent increase in demands of electrical energy. Cryogenic resistive cable uses the benefits of increasing the conductivity of matals in LNS12T. We describe the details of designs of cryogenic resistive cable consisting of main part in this system.

Suggestion on Korean Internet governance system by multi stakeholder approach and Introduction of Korean Internet address law (한국 내 인터넷 거버넌스 형성과 인터넷주소에 관한 법률)

  • This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

  • The Korean Health Insurance (KHI) has been introduced since 1977 and it took only 12 years that KHI had accomplished the total coverage of Korean population. The remarkable success of KHI can be compared with other OECD countries which had taken some 30 years to over 100 years to establish the total coverage of the population. Life expectancy at birth and the infant mortality rate in Korea in 2005 both surpassed the average figures of the OECD countries, The main reason for the success of KHI can be delineated with the three characteristics in KHI development; low premiums, low benefits, and low fee-schedule charges. However, these three characteristics of KHI, which had been the key for the rapid development of the system, have become terrible disadvantages for the stable development of KHI. The dissatisfaction and discontent of health care providers are ever increasing. The population is reluctant to pay more premiums though it seems essential for the better care coverage. The health care system has been heavily distorted toward high technology-oriented expensive care. There should be several factors seriously tackled for the secure development of KHI in the future. This paper will review a brief history of KHI development, and I would like to make a suggestion of health insurance for children.
