Effect of Preventive and Prepared Fire Administration on Response Fire Administration (예방소방행정과 대비소방행정이 대응소방행정에 미치는 영향)

  • This study aimed to provide an empirical analysis of the effect of preventive fire administration (PVFA) and prepared fire administration (PPFA) on response fire administration (RPFA) in fire service organizations in Korea. To this end, panel data was collected from 16 metropolitan councils from the period of 2008 to 2018 and statistically analyzed using PVFA, PPFA, and RPFA. The independent variables were PVFA and PPFA, while the dependent variable was RPFA. The analysis of the current situation of the specific target for firefighting (STFF), public use facilities, proof of completion of safety families for public use facilities, and special fire inspection were sub-variables of PVFA. Fire safety education (FSE) and the mobilization for fire suppression (MFS) were sub-variables of PPFA and RPFA, respectively. In the results, STFF and FSE had a significant positive influence on the MFS. This study will contribute to the basic research regarding the investigation of the effectivity of fire service organizations in Korea.

Development of Self-Diagnosis Methodology Based on Process for Improving the Effectiveness in Public Institutions Service (공공기관의 대국민 서비스 효율성 제고를 위한 프로세스 기반 자가진단 방법론 개발)

  • The purpose of this study is to develop the self-diagnosis methodology based on process for improving the effectiveness in public institutions service and to suggest it. For this goal, we would like to select the management methodology which can be easily handled from the viewpoint of working personnel in the public institutions and make it as a process. First, the strategy for the public institutions and the strategic task for practicing it are acquired using BSC (Balanced Score Card) which is now under the active research. At this time, the relative degree of significance is derived using the AHP (Analytic Hierarchy Process) which is conducted for the professionals and management to get the degree of importance in the strategic tasks. The acquired relative degree of significance and the figures related to the performance of each strategic task derived from the subsequent questionnaire are used to get the final highly efficient strategic task through IPA (Importance Performance Analysis). In this study, this process based self diagnosis methodology will be explained in detail using the case of Project A in order to verify the effectiveness of the management science technique on the self diagnosis of the public institutions.

Linkage between Public Policy, Green Technology and Green Products on Environmental Awareness in the Urban Kuala Lumpur, Malaysia

  • The main purpose of this study is to investigate the factors that have an impact on public policy, green products and technology in Kuala Lumpur, given government initiatives to boost the environment awareness. The data used in this study was collected by distribution questionnaires randomly in six areas of Kuala Lumpur and 400 respondents were interviewed. Based on a literature review, three hypotheses were stated and tested using structural equation modeling (SEM). SEM is a statistical analysis method that involved two or more variables in analyzing structural relationships among the variables. The SEM model shows that green products and government policies have a direct influence on environmental awareness. However, green technology does not have a direct influence on environmental awareness. Since, knowledge on green technology does not have a significant impact on raising environmental awareness among the public, a much more pragmatic awareness campaign needs to be put in place to use green technology as a part of modern living. The study suggests that the urban population needs to be more aware of the environmental issue as cities tend to have better infrastructure to raise public awareness on green issues. Moreover, the government should increase the environmental awareness among younger generation through workshops, seminars, campaigns, and pamphlets.

  • This study organizes how managerial women in the public sector in Korea challenge feminism, policy, leadership, and managerial women's the public administration in Korea by themselves. Although Confucian values are still evident in the Korean organizational culture, this article challenges the notion of public sector organizations being strongly to the capacity of managerial women in the public sector in Korea. A lot of studies contribute to the research literature by clarifying the perceptions of managerial roles and behaviors of managers, and by describing the feminism, policy, women's leadership capacity in the public organizations in Korea where very few studies have been conducted. This study also should provide a foundation for future empirical research of women's leadership capacity to further understanding of managerial women's development in the public sector in Korea

A study on the Satisfaction of QOL in Daily Living Environment - in the area of Hongseung-gun - (삶의 질 향상을 위한 일상생활환경의 만족도에 관한 연구 - 충남 홍성군을 중심으로 -)

  • The purpose of this research is to analyze the perception and satisfaction of QOL (Quality of Life) in daily living activities in the area of Hongseung-gun. The subjects included 467 residents in the area. The results of this study are as follows: First, the factors affecting the satisfaction with daily living activities were three types such as social system & welfare service, living convenience & cultural service, and public administration & medical service. Second, those who are young, females, highly educated, and holding professional jobs showed lower satisfaction of QOL than their counterparts. Lastly, the surveyees were more satisfied with public administration & medical service than social system & welfare service and living convenience & cultural service. The results of this study can be applied to the decision-making of public administration and welfare-policy.

  • Especially, this study focused to develop each courses in terms of subject of special study. In order to achieve these purposes, following on-going curriculums were analysized, seven courses of departments in the undergraduated school and four courses in the graduated school of Public Health, and reviewed several courses of the school of public health in the developed countries such as U. S. A., England, Canada, Japan and Australa. Nine standard models including four courses for the department of Public Health and five courses for the department of Health Administration were developed to meet the reorientation required in the objectives of education, characteristics and educational capability.

Impediments to Driving Smart Cities: a Case Study of South Korea

  • Over the past two decades, smart cities have been attracting attention as a means of solving urban problems and as a model for securing urban sustainability. Many studies have been conducted in various fields such as conceptual definitions, classification, new technologies, case analysis, and civic participation of smart cities. In particular, applicable technologies and their importance have been highlighted so far. However, since a city is a complex and meta-systematic space, it is the overly optimistic prospect that technology, one of the smart city components, will lead to successful smart cities. This study elucidates the impediments to driving smart cities as a case study of South Korea, a leading country in smart technology and digital transformation. We examined three comprehensive national plans for promoting smart cities and conducted focus group interviews with experts in smart cities to analyze the obstacles to carrying smart cities. We classified the thirteen impediments into technological, industrial, governmental, and social factors as a result. Some of them are generic issues in policy establishment and enforcement, while others are specific to smart cities.

  • The main purpose of the article is to study the key aspects of the use of modern technologies to ensure economic security in the context of achieving high efficiency of public administration.The economic security of the country is a multi-level system, the structure of which is determined by the peculiarities of the structure and key development priorities both in the regional aspect and nationally. The fundamental role of economic security is realized through a set of goals and objectives that are achieved in the process of ensuring it, among the main ones is the effective, dynamic and progressive development of the economy, which is impossible without the development of innovations. The essence of ensuring economic security from the standpoint of innovative development lies in the development of innovations that can increase the level of competitiveness of the state-level economic system, which necessitated an analysis of the conditions and dynamics of innovation development. As a result of the study, the basic aspects of the implementation of modern technologies were analyzed in the context of achieving high efficiency in public administration.

Public Perception on Coinsurance Rate of the National Health Insurance in Korea (건강보험 본인일부부담률 적정성에 대한 대중의 인식)

  • Background: Although Korean government have been adopting several policies to expand coverage of National Health Insurance (NHI) program, the coverage rate is still below average across Organization for Economic Cooperation and Development countries. This study was to identify public perception on appropriateness of coinsurance rate and factors associated with coinsurance rate in National Health Insurance. Methods: For this cross-sectional study, 507 participants over aged 20 years were recruited from telephone surveys. Respondents experienced at least one and more visiting medical facilities due to medical problems in last 12 months. Demographic factors, socioeconomic positions, and experiences on medical utilization were measured in order to identify factors associated with perception appropriateness of coinsurance rate. Results: The 49.9% (n=209) of the public responded that the coinsurance rate of NHI program was appropriate. There were no differences in positive perception according to socio-demographic factors and experiences on medical utilization except for gender, residential area, and felt expensive when using medical services. People who felt burden of medical expenditure were more likely to perceive coinsurance rate inappropriate (odds ratio, 2.33; 95% confidence interval, 1.52-3.58) Conclusion: In spite of the relatively low coverage rate of NHI, this study identified that 49.9% of the public perceived the current coinsurance rate was adequate. However, people who felt the burden of medical expenditure were still had a negative perception of the coinsurance rate needed to decrease the coinsurance rate.

  • The purpose of this study is to map mineral and coal (Minerba) policies by analyzing the law and producing research novelty on mineral and coal governance policies in Indonesia with the Theory U approach. This study uses a qualitative research with the U theory approach. The results of the SNA analysis indicate that good mineral and coal governance must be carried out at various levels, from micro to macro. First, related to regulations on mineral and coal governance at the macro level. Regulations regarding the management of mineral and coal need to be carried out with a deeper evaluation related to the tax system, licensing system, increased value added and downstreaming and mineral and coal funds. The second is related to the regulation of mining management in the meso level. Third, related to the management of mineral and coal at the micro level, it is necessary to conduct more stringent supervision of the impacts caused by the mining sector of the Minerba. In addition, surveillance is also carried out as per law in order to avoid harmful behavior for both the company and the state. The originality of this research is the theory of U in the Mining Law research.
