In this study an adequate type of offshore structure at the Sakhalin region as cold region is proposed and its structural design results are presented based on the reliability analysis. Structural safety assessment has been carried out for the proposed offshore structure at the Sakhalin area as designed by the reliability method. And a rational design procedure is presented based on the reliability analysis. Followings are drawn through the present study : - Four colum TLP structure is proposed as an adequate offshore structure type at the cold region like the Sakhalin region and the reliability-based structural design results are presented. It is seen that the proposed type is a more adequate and economic than the fixed type. - Safety assessment of the proposed structure applying the extended incremental load method is performed. - Referring the allowable safety level for offshore structures it has been found present TLP structure has sufficient structural safety at the system level as well as at the component level.
In order to take account of the statistical properties of random variables used in the structural analysis, the conventional approach usually adopts the safety factor based on past experiences for the qualitative assessment of structural safety problem. Recently, new approach based on the probabilistic concept has been applied to the assessment of structural safety in order to circumvent the difficulties of the conventional approach in choosing the appropriate safety factor. Thus, computer program called "Probabilistic finite element method" is developed by incorporating the probabilistic concept into the conventional matrix method in order to investigate the effects of the random variables on the final output of the structural analysis. From the comparison of some examples, it can be concluded that the PFEM developed in this study deals consistently with the uncertainty of random variables and provides the rational tool for the assessment of structural safety of plane frame.

In the present structural codes the safety verification is based on a linear analysis of the structure and the satisfaction of ultimate and serviceability limit states, using a semi-probabilistic security format through the consideration of partial safety factors, which affect the action values and the characteristic values of the material properties. In this context, if a non-linear structural analysis is wanted a difficulty arises, because the global safety coefficient, which could be obtained in a straightforward way from the non-linear analysis, is not directly relatable to the different safety coefficient values usually used for the different materials, as is the case for reinforced concrete structures. The work here presented aims to overcome this difficulty by proposing a methodology that generalises the format of safety verification based on partial safety factors, well established in structural codes within the scope of linear analysis, for cases where non-linear analysis is needed. The methodology preserves the principal assumptions made in the codes as well as a reasonable simplicity in its use, including a realistic definition of the material properties and the structural behaviour, and it is based on the evaluation of a global safety coefficient. Some examples are presented aiming to clarify and synthesise all the options that were taken in the application of the proposed methodology, namely how to transpose the force distributions obtained with a non-linear analysis into design force distributions. One of the most important features of the proposed methodology, the ability for comparing the simplified procedures for second order effects evaluation prescribed in the structural codes, is also presented in a simple and systematic way. The potential of the methodology for the development and assessment of alternative and more accurate procedures to those already established in codes of practice, where non-linear effects must be considered, is also indicated.

본 논문에서는 부유식 원유저장 해양구조물(FSU; Floating Storage Unit)의 상부 하역구역(Laydown Area) 내에 낙하물(Dropped Object)이 떨어질 경우의 충격 구조 안전성 평가(Structural Safety Assessment)를 수행하여 표준해석 절차서를 정립하고자 한다. 이를 위해서는 내충격 구조해석을 통한 평가 기법을 개발하고 그 기법의 적용성을 검토하여 표준해석 절차서를 정립하는 것이 필요하다. 현재는 충격 구조해석 시나리오를 작성하고 내충격 구조해석을 수행하여 설계기준(design criterion)에 적용하고 있는 중간단계로써 그 결과들을 소개하고자 한다.

Fatigue strength of the structural materials of lead-cooled fast reactors (LFRs) and accelerator-driven systems (ADS) may be degraded in liquid metal (Lead or lead-bismuth eutectic (LBE)) environments. The fatigue crack growth (FCG) data of structural materials in liquid LBE are necessary for damage tolerance design, safety assessment and life management of key equipment. A novel monitoring system for fatigue crack length was designed on the compliance method and the monitor technology of crack opening displacement (COD) of CT specimens by the linear variable differential transformers (LVDT) system. It can be used to predict the crack length by monitoring the COD of CT specimens in harsh high-temperature liquid LBE using a LVDT system. The prediction accuracy of this system was verified by FCG experiments in room temperature air and liquid LBE at 150, 250 and 350 ℃. The first results obtained in the FCG test for T91 steel in liquid LBE at 350 ℃ are presented.

Since there is a large variation in measurements of the thickness of corroded elements, the thickness of corroded elements are considered as imprecise elements. There is also a considerable degree of uncertainty in a visual assessment of thickness loss. The remaining thickness of a severly corroded element may be represented by an imprecise which expresses the range over which there is uncertainty about the thickness. Therefore, the objective of this paper is to propose a new methodology to safety assessment using imprecise reliability into conventional safety assessment frameworks. For this purpose, this study presents a safety assessment model using Imprecise reliability for large civil structures and demonstrates the applicability of the approach to cable-stayed bridge projects.

There has been recent demand for extending the life of age-degraded structures and equipment by such techniques as diagnosis, maintenance, safety assessment, and estimating residual life on iron-making plants and hydraulic, thermal, and nuclear power plants. These techniques take into account comprehensive scenarios that may cause malfunction and structural damage and allow an assessment of risk based on the likely scenarios. In particular the safety assessment and residual life estimation of age-degraded ships and equipment facilities require consideration of various factors such as mechanical and thermal stresses, corrosion, hardness, load variation due to changes of operating condition, crack generation and strength reduction of material by fatigue. In this study, a detail thermal stress analysis, one of useful techniques of safety assessment and maintenance, is performed on a blast furnace by using general FEM code (MSC/NASTRAN).
Capacity assessment of structural member must be ahead of the safety assessment of wooden traditional building. Capacity assessment of structural member has been dependent on empirical method with visual inspection even now. Safety assessment of building, however, can be more correct and reasonable provided non-destructive evaluation technique that scientific and logic would be used to evaluate the capacity of structural member. For that purpose, non-destructive evaluation technique was applied to column among many structural members of wooden traditional building to examine the possibility of capacity assessment of structural member. And then, those data will be used as a basic data for capacity assessment of structural member in a following study. Specially, deterioration progress levels of column according to exposed condition were measured. Similar results were obtained as compared with results of visual inspection, so there was a good possibility of application for non-destructive evaluation technique.

Formal safety assessment (FSA) is defined as a structured and systematic methodology aimed at enhancing maritime safety including protection of life, health, and the marine environment and property, by using risk and cost/benefit assessment or, more specifically, it is a process of identifying hazard, evaluating risk and deciding on course of action to control those risks. Emphasis is placed on the structural aspect of the failure of cargo hold. This study is expected to illustrate how a new methodology, i.e. the Formal Safety Assessment, can be applied to specific ship safety problems.
