Strategic Development and SWOT Analysis for IT/ICT Programs in Universities of Mazandaran in Iran Using Digital Indices

  • The rapid growth of information and communication technologies prompted the need for developing the strategic implementation framework of IT/ICT programs in universities. Here, we propose a strategic framework for the development of the IT/ICT programs in the universities of the province of Mazandaran in Iran. We use the SWOT analysis to assist the formulation of the strategy, where the Analytic Hierarchy Process (AHP) is applied to weigh the SWOT factors and the fuzzy TOPSIS is used to evaluate the strategic plans. Based on Iran and Mazandaran Digital Indices (DI) and considering the SWOT matrix, four strategies are identified. Finally, an analytical concept, namely the strategy shooting, is considered to show the role of SWOT factors and strategic plans on the performance of the system.

  • Purpose: In an increasingly globalized world, foreign direct investment (FDI) plays an essential role in the economic improvement of countries. This study aims to delve into the topic of overseas direct investment (FDI) and offer a complete analysis of its strategic advantages and disadvantages. By thoroughly examining the present literature, this study aims to discover and explore the diverse advantages and drawbacks. Research design, data and methodology: The information analysis system systematically and rigorously examined the selected studies. The evaluation will follow a thematic technique in which conventional subject matters and styles associated with FDI's strategic benefits and downsides can be recognized and synthesized. Data extraction contained relevant facts from the chosen research, along with the study objectives. Results: This study provides the findings of the, which explores the strategic advantages and disadvantages of foreign direct investments (FDI) primarily based on the evaluation of previous research. A comprehensive review of the identified benefits and drawbacks highlights their implications for businesses engaged in FDI. Conclusions: In sum, the findings offer valuable insights for practitioners, guiding their decision-making methods in the international commercial enterprise landscape. Organizations can function for fulfillment and sustainable development in the global marketplace by leveraging the advantages and effectively managing demanding situations.

  • After 'emphasizing the development of the precision reconnaissance drone' in 2021, North Korea unveiled two strategic drones in July 2023, just two years later. Despite the majority of experts offering negative assessments and stating that "the performance may not be good," North Korea can be seen as having not only enhanced its routine surveillance capabilities through strategic drones but also possessing limited long-range strike capabilities. In other words, although the performance of North Korea's strategic unmanned aerial vehicles (UAVs), namely the 'Satbyol-4' and '9' models, may not match that of U.S. drones, they appear to play a significant role in offsetting North Korea's considerable aerial and surveillance inferiority compared to the joint forces of South Korea and the United States. Based on these trends, North Korea seems to be concentrating on drone development to counterbalance its considerable aerial power and surveillance capabilities deficit compared to the joint forces of South Korea and the United States, especially as the global use of drones continues to increase.

  • A research model based on the concept of a strategic grid was developed to examine the relationship between the role of information system(IS) and organizational use of the web-based electronic commerce(EC) system to achieve business competitiveness. A survey questionnair was sent eletronically to 141 internet shopping malls which sell physical goods direct to an individual end consumer and 125 usable responses were abtained. The results indicated that firms with the strategic views of IS make more use of web-based EC system than firms with support views of IS to achieve their bossiness goals.

  • This paper posits that arm's length buyer-supplier relationship as the intermediate type between market exchange relations and strategic partnership might be advisable, and information technology may have a role as a mechanism actualizing the effects of such arm's length relationship by strategic supply-line diversification. Based on the theoretical analysis on interactive feedback relationships among IT level, buyer-supplier relationships, and supply chain structure, we suggest a set of advisable buyer-supplier relationship type for efficient supply chain management. Also, doing so would be helpful in suggesting a dynamic IT investment and adoption model appropriate for the establishment of productive buyer-supplier relationship, and further in providing theoretical foundations and practical guidelines on the role and function of B-to-B E-commerce for efficient SC integration.

Outsourcing of Information Systems Functions : An Empirical Study of A Contingency Model (정보시스템 기능의 아웃소싱 : 상황모델의 실증적 연구)

  • A contingency model of outsourcing is developed from the information systems (IS) literature and strategic management literature in order to assess the following question: What factors influence change in the extent to which an organization outsources IS functions? Based on the literature, this study identifies four IS factors-gaps in information quality, IS support quality, IS staff quality, and IS cost effectiveness-and three organizational factors-the gap in financial performance, strategic orientation, and the role of information technology in an organization-that influence the change in degree of outsourcing. These factors are hypothesized to influence the change in the extent of an organization's outsourcing of IS functions. From a mail survey of 188 top IS executives in U.S. companies, the results of analysis of covariance and bivariate correlational and multivariate regression analyses provide the following major findings: (a) This study found support for the proposed research model. (b) The change in the degree of IS outsourcing is determined by gaps in information quality, IS support quality, IS cost effectiveness, and financial performance and by the role of IT among IS and organizational factors.

Innovation Policies and Locational Competitiveness : Lessons from Singapore

  • The relationship between innovation policies and locational competitiveness has emerged as an important area in the analysis of economic development, reflecting both the centralisation and decentralisation of globalising economic activities. The underlying spatial and institutional components are subject to a pattern of cumulative causation in which strategic interventions of policy actors exercise a decisive role in shaping competitive advantages, while promoting interactions with local and foreign partners both from the private and public sectors. The Singaporean development experience illustrated these strategic interdependencies of innovation policies and locational competitiveness. Based on her role as a manufacturing and service hub, Singapore is viewed as an infrastructural nodal point which is interconnected to global production networks. Paralleling efforts in the domain of technological innovation, Singapore's policies for locational competitiveness aim at an adaptive harmonisation of the needs of international investors with local developmental objectives. This orientation characterises also current efforts in promoting Singapore as a knowledge agglomeration with a distinct science base, expanding R&D operations and an innovation-driven pattern of economic development. In conclusion, the locational rationale of Singapore's innovation policies provides lessons for dealing with the spatial and institutional implications of technological globalisation.

  • The primary purpose of this thesis is to define and discuss the integration of fixed-base operators(FBO) and general aviation terminals(GAT) in Korean aviation practices in order to develop effective management and operational processes needed for Korea's expanding role in the northeast Asian region. The foundation of this research rests on four interconnected strategic points: the Korean government establishing regulations that define general and business aviation, increasing awareness of FBO and GAT, developing standards for effective operations, and optimizing the budget to build necessary infrastructure. There must be an initiative in establishing a guideline of future demand in order for these aforementioned points to take hold and for aviation activities to flourish. Korea will play a more integral role in an emerging market of general and business aviation by adhering to these strategic efforts.

  • Information Systems Planning(ISP) has gained considerable interest among researchers and practioners in recent years because of the impact of information systems on organization performance. This study aims at analyzing organizational characteristic factors, information system characteristic factors influencing ISP's performance. The organizational characteristic variables are considered organizational strategy, organizational culture, and managerial leadership. And the IS characteristic variables are considered IS resource and IS strategic role. The ISP's performance variables are measured BP-ISP integration effectiveness and ISP efficiency. For data on the 493 sampled company, a mail survey using a questionnaire was conducted in this study. The following results were obtained. First, there was significant relationship between organizational characteristics and ISP's performance. Specially, organizational strategy and organizational culture affect the both of BP-ISP integration effectiveness and ISP efficiency. Second, there was significant relationship between Information Systems characteristics and ISP's performance. Specially, IS resource and IS strategic role affect ISP efficiency.
