In the context of sustainability which is understood as equilibrium among three elements; human, space and time, the imbalance within the Seoul metropolitan area hinders its own area or the nation from development. Claims for the balanced development in the area are set up on the premise that there is a locational order of priority among the zones named 'overpopulation suppression', 'growth management' and 'conservation'. Based on the systematic consideration of competitiveness this study adopts the premise as a research hypothesis. Factor scales derived from the factor analysis, a kind of multivariate dependence analysis play an important role in this research process since they are measured by interval-ratio level and can be used for dependent variables in the statistical analysis. The hypothesis test carried out by means of the analysis of variance(ANOVA) concludes that the hypothesis assuming no difference in the competitiveness is rejected but the alternative hypothesis of the locational order mentioned above should be adjusted. Eigenvalues derived from the factor analysis could be used as weights for aggregate factor scales and the scales show that the priority is in the order of growth management - overpopulation suppression - conservation zones. This finding has also a significant implication that the countermeasures to cope with the lowering of the competitiveness resulted from the continuous and absolute restraints should be provided. And strategic approaches which are composed of key factors for each zone are deducted from in-depth review. (1) overpopulation suppression zone; health-welfare, educational base, public service factors, focusing on health-welfare one, (2) growth management zone; public service factor and (3) conservation zone; health-welfare, educational base factors, also focusing on health-welfare one.
Final regulatory steps for commercialization of transgenic crops are risk assessment and variety registration. The risk assessment of transgenic crops requires broad network of scientists, high cost and long term. Developers of transgenic crops, therefore, face to additional challenges to consider theoretical and strategic aspects on risk assessment. The general concept for risk assessment of genetically modified organisms was derived from chemical risk assessment. Due to the complexity of organisms, however, comparative approaches that are substantial equivalence and familarity have been developed. In practical view, the integration of risk assessment is more difficult than the evaluation of each risk factors involving gene flow, toxicity and allergenicity. Variety registration of transgenic crops requires the results of risk assessment compared with non-GM crops and agronomic data analyzed with standard varieties. For economic and fast commercialization, risk assessment process should combined with condition of cultivation test for variety registration.
Despite a commonly held belief that standards obstruct innovation, recent research shows that they can actually play critical roles in supporting various activities of technological innovation. Thus, providing an innovation-friendly environment through standardization has been gaining much attention in recent years; however, there is as yet limited understanding, due to complex dynamics and high uncertainties associated with innovation, as well as a variety of different types and functions of standards with various stakeholders involved. The problem becomes even more challenging for standardization in highly complex systems, such as Information and Communication Technology (ICT) systems, where a large number of domains and components are involved, along with various types of stakeholders. In order to deal with such complexity and variations, a systematic approach of standardization roadmapping has been used in many technology-leading countries as a strategic policy tool for supporting effective management of standardization. Despite its wide adoption, the current understanding of standardization roadmapping is somewhat limited, leaving significant challenges for policymakers and standards organizations in terms of how to structure and manage roadmapping exercises, and how the government should get involved. In this regard, the current research explores existing standardization roadmaps in various contexts related to ICT systems (ICT in Korea, Smart Grid in the US, and electromobility in Germany), as there is a particular need for systematic development of strategies for such complex systems of ICT. Focusing on various aspects of standardization roadmapping exercises such as their structures, processes, and participants, their common features and key characteristics are identified. Comparing these roadmaps also reveal distinct differences between standardization roadmapping approaches adopted by different countries in different contexts. Based on lessons learnt from existing practices, the study finally provides insight for the Korean ICT standards community on the ways in which their standardization roadmapping approach can be improved to support anticipatory management of standardization activities more effectively. It is expected that the current research can not only provide increased understanding of standardization roadmaps, but also help policymakers and standards organizations to develop more effective strategies for supporting innovation through the systematic management of standardization.

This study proposes the O P E N Triad framework as a future set of tools and perspectives for individual members and institutes to further their professional and academic potential as well as prospect and vitalize the future of the Korean Clothing and Textiles discipline through a global perspective. The millennial generation desires On-demand, Personal, Engaging, and Networked (O P E N) experiences effecting cultural change for creative and influential interaction in transactions, communication, and education. O P E N Individuals offers a WebSphere model as a holistic learning system that has a synergizing value of education across academic courses, industries, and cultures. Through a digitalized and virtualized class, it complements relevant technologies already familiar to the student population. By employing environmental scanning approaches, the most influential and viable future global issues related to the clothing and textiles discipline are identified and dialogued within O P E N Institutes. For future clothing and textiles institutes, this scanning allows them to be open to new ideas, to focus on inter-engagements, to collaborate among individuals, to associate as a part of web of people, organizations, and ideas, to personalize an institutes curricula, and to dialogue generative knowledge. O P E N Industries reveals three dominant future issues that cross academia and industry, sustainability, supply chain management, and social networking. In-depth interviews with U.S. industry experts identified interdependent gaps in global consumer experience practices and suggested the following gaps as future research areas: a standardized business model to the entrepreneurial model, strategic management to a sustainable competitive advantage, standardized to differentiated products, services and operations, market segmentation to global consumer clusters, business-driven marketplaces to consumer-engaged marketspaces, and excellent services to optimal experience. This O P E N Triad framework empowers millennial students, universities, and industries to anticipate and prepare for a radically changing world.

The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.
Purpose: This study investigated Korean women in between age 30 to 60 who were obese or overweight in order to explore their self-perception based on lifetime phase. Methods: Focus group interviews were performed four times with six to eight participants in each group (a total of 27). Data were analyzed using inductive thematic analysis. Results: The data analysis from the interviews revealed recurring common themes: heavy heart, heavy body, resigned acceptance of their own condition, and compromise. The study also found that each age group had different concerns: concerning others' gaze on their obese appearances (30s), realizing their aging obese appearances (40s), recognizing red flags of their health with obesity (50s), and becoming ambivalent about their obese appearances (60s). Overall, their perceptions of being overweight were negative and stressful. Women in their 30s and 40s were more interested in their appearances, and thus were more obsessive about weight gain. In contrast, women in their 50s and 60s were more accepting of their physical appearances, and thus were more concerned about living healthy than losing weight. Conclusion: These results may be useful to consider when developing tailored weight-control programs for obese and overweight Korean women. Additionally, strategic approaches for successful and effective programs targeting healthy weight should be based on better understanding about women's self-perceptions and motivations.

Modern technology-driven society largely relies on hybrid electric vehicles or electric vehicles for eco-friendly transportation and the use of high technology devices. Lithium rechargeable batteries are the most promising power sources because of its high energy density but still have a challenge. Graphite is the most widely used anode material in the field of lithium rechargeable batteries due to its many advantages such as good cyclic performances, and high charge/discharge efficiency in the initial cycle. However, it has an important safety issue associated with the dendritic lithium growth on the anode surface at high charging current because the conventional graphite approaches almost 0 V vs $Li/Li^+$ at the end of lithium insertion. Therefore, a fundamental solution is to use an electrochemical redox couple with higher equilibrium potentials, which suppresses lithium metal formation on the anode surface. Among the candidates, $Li_4Ti_5O_{12}$ is a very interesting intercalation compound with safe operation, high rate capability, no volume change, and excellent cycleability. But the insulating character of $Li_4Ti_5O_{12}$ has raised concerns about its electrochemical performance. The initial insulating character associated with Ti4+ in $Li_4Ti_5O_{12}$ limits the electronic transfer between particles and to the external circuit, thereby worsening its high rate performance. In order to overcome these weak points, several alternative synthetic methods are highly required. Hence, in this presentation, novel ways using a synergetic strategy based on 1D architecture and surface coating will be introduced to enhance the kinetic property of Ti-based electrode. In addition, first-principle calculation will prove its significance to design Ti-based electrode for the most optimized electrochemical performance.

This study aims to seek effective measures centering on developing countries that can export Korea's e-Government ranked the first place two times in a row (2010 and 2012) in the United Nations' e-Government Survey. Up to the present, individual ministries or agencies have made efforts to export systems or services related to e-Government, but it is judged that comprehensive and systematic approaches have not been sufficient. This study, therefore, has been intended to find realistic mid- and long-term strategies and supporting methods that can promote Korean-type e-Government exports by analyzing problems identified in the strategies implemented by the current ministries or agencies for assisting enterprises engaged in e-Government exports. In addition, this study as an empirical one has been intended to diagnose improvement points by analyzing e-Government exporting strategies executed by existing government ministries and agencies, suggest methods for filling in gaps between as-is and to-be models, and seek timely and effective measures in the future.
Cyanobacteria (blue-green algae) are not only the first oxygenic organisms on earth but also the foremost primary producers in aquatic environment. Massive growth of cyanobacteria, in eutrophic waters, usually changes the water colour to green and is called as algal (cyanobacterial) bloom or green tide. Cyanobacterial blooms are a result of high levels of primary production by certain species such as Microcystis sp., Anabaena sp., Oscillatoria sp., Aphanizomenon sp. and Phormidium sp. These cyanobacterial species can produce hepatotoxins or neurotoxins as well as malodorous compounds like geosmin and 2-methylisoborneol (MIB). In order to solve the nationwide problem of hazardous cyanobacterial blooms in Korea, the following technically and strategically sound approaches need to be developed. 1) As a long-term strategy, reduction of the nutrients such as phosphorus and nitrogen in our water bodies to below permitted levels. 2) As a short term strategy, field application of combination of already established bloom remediation techniques. 3) Development of emerging convergence technologies based on information and communication technology (ICT), environmental technology (ET) and biotechnology (BT). 4) Finally, strengthening education and creating awareness among students, public and industry for effective reduction of pollution discharge. Considering their ecological roles, a complete elimination of cyanobacteria is not desirable. Hence a holistic approach mentioned above in combination to addressing the issue from a social perspective with cooperation from public, government, industry, academic and research institutions is more pragmatic and desirable management strategy.
Background: Even though degrees of deformation of microform cleft lip are not high, it has to be corrected with various procedures upon conditions and areas since it has various expressions. Many studies have focused on the classifications and procedures, but there are only a few studies on how much these procedures are performed in the actual field. This study aims to analyze the utilization of various procedures upon major correction points. Methods: A total of 52 patients who had been corrected by one surgeon from 1995 to 2011 were enrolled as subjects. Based on the medical records, it was checked whether the incision was made or not along with the correction procedures for alar base and philtral column, Cupid's bow, and vermillion free margin. Results: In case of an incision, full incision (42 times) was conducted most frequently. For alar base and philtral column, muscle re-approximation (25 times) was performed most frequently. However, recently, it was shown that excision on only the affected area and correction with dermis were more likely to be used. For Cupid's bow and vermilion free margin, elliptical excision on the only affected area followed by re-approximation was performed most frequently for 46 times (Cupid's bow) and 44 times (vermilion free margin), respectively. Conclusion: For the correction of microform cleft lip, less invasive procedures are preferred. However, in the actual field, if needed, aggressive procedures consisting of incisions have been conducted to correction. These trends are somewhat changed to utilization of a simple procedure, such as excision on the modified area, followed by a re-approximation rather than complicated procedures using the muscle.
