In 2003, the Uniform Commercial Code(UCC) which is a kind of model law to unify commercial law between several states in US was amended to use electronic document of title including bill of lading. It is the second following the Australia legislation in 1996. Also, the Korean government amended Commercial Act and made the Presidential Decree for using electronic bill of lading in 2008. In this paper the authors reveal the characteristics of the clause of UCC for electronic bill of lading. The characteristics of the clause are on the technical neutrality of the signature, the possibility of reissuance in alternative medium, and adoption of the concept of "control." It helps to suggest some implications for Korean government authority. The authors suggest the amendment of the Presidential Decree to the Korean government authority to use additionally digital signature authorized by non Korean government such as VeriSign. It will activate the use of electronic bill of lading issued by Korea repositary out of Korea.

We study on the power of local autonomous fire fighting in Korea. Chapter I which sets out purpose, scope and method, is followed by Chapter Ⅱ , dealing largely with the organization, man-power, equipment, activites of local fire fighting administration and the fire fighting environment. Chapter III made a comparative study on the power of autonomous fire fighting, local budget , fire fighting activities, fire present conditions. It is followed by concluding abservation made in Chapter Ⅳ and Chapter V. We indicated a few disputed points on the power of local autonomous fire fighting and suggested several alternatives to improve our fire fighting administration system. The alternatives suggested are as followes : (1) Reinforcement of the man-power, (2) Regulation of the standard fire fighting power, (3) Improvement of the using on fire fighting facilities tax and state finance, (4) Aplication of the local borrowings, (5) Tax reduction and exemption on the fire fighting equip-ment investment, and so forth.

It has been proven in previous work that rosin sizing agents are distributed relatively homogeneously on the outer surface of paper. Therefore, rosin sizing agents on paper surfaces can be characterized by macro domain measurement techniques with very thin layer from the surface. In this work, the role of rosin sizing agents on paper surface was investigated by comparing wettability from contact angle measurement with the chemical state of the outermost surface by the ESCA. Furthermore, the role of rosin on the surface of paper was discussed by the quantity of hydroxyl groups obtained from chemical modification with the TFAA-ESCA technique. It was found from the ESCA data that the fixing mechanism with soap-type rosin sizing is different from that with emulsion-type rosin sizing.

China has been experiencing high economic growth along with massive change in its industrial structure. How will the industrial structure change affect the Chinese economy? Similar changes were observed by Japan, when the Japanese banking system fell into a structural failure in terms of the inability to respond to the paradigm shift from "catching up" to "frontier economy." This paper is undertaken to highlight the lessons that China can learn from Japan's prolonged financial slump. We point out that big cities in China have already shifted to frontier economy and major provinces are on the same trend. We argue that in spite of economic reform reshaping the Chinese banking system, the financing pattern of state owned commercial banks (SOCB) is not in line with the industrial change. The Chinese banking system should be overhauled or transformed to respond to the increasing uncertainty along with the paradigm shift. Otherwise, China may fall into the same dilemma that Japan had faced in its industrial structure change.

U.S. Obama government is submit a motion to consider cyber attacks on State as a war. 7.7DDoS attack in Korea in 2009 and 3.4 DDoS attacks 2011, the country can be considered about cyber attacks. China hackers access a third country, bypassing South Korea IP by hacking the e-commerce sites with fake account, that incident was damaging finance. In this paper, for WiBro service, DDoS attacks, hackers, security incidents and vulnerabilities to the analysis. From hacker's attack, WiBro service's prognostic relevance by analyzing symptoms and attacks, in real time, Divide Red, Orange, Yellow, Green belonging to the risk rating. For hackers to create a blacklist, to defend against attacks in real-time air-conditioning system is the study of security. WiBro networks for incident tracking and detection after the packets through the national incident response should contribute to the development of technology.

The main purpose of the study is to analyze the main aspects of personnel security in the context of the public administration system. Today the civil service is the central link in increasing the efficiency of the public administration system. One of the most important directions of reforming the civil service is strengthening personnel security, since the level of formation and implementation of managerial decisions depends on the staff of professional employees with the necessary qualities, competencies and competencies. As a result, the main aspects of personnel security in the context of public administration were analyzed.

The article considers general tendencies in world and education, and also both principles and methods of forming professional, communicative, intercultural competences and in the process of teaching foreign language for professional purposes in the conditions of engineering, economic and other non-linguistic specialties at technical university. The article views some essential issues of this competence including awareness of pedagogical values, the construction of the pedagogical process, pedagogical communication and behavior; pedagogical technology, its essence, structural components, understanding of innovative components of professional activity, requirements for the design and engineering of pedagogical technologies.

This study investigates the impact of corporate governance (defined as companies' ownership structure and board of directors' characteristics) on cash holdings in the context of Oman. This study leverages a quantitative panel pooled regression on a dataset of Omani non-financial firms from 2009-2015. The findings of this study are generally in line with the predictions of Agency Theory and Mentoring and Busyness Hypotheses. The analysis demonstrates that a large stockholder size has a significant positive relationship with cash holding. Meanwhile, a positive (but insignificant) relationship was also found between institutional ownership and cash holding. Furthermore, state ownership was found to exhibit a significant negative relationship with cash holding. In terms of the board of directors' traits, this study's findings suggest that board sizes have a positive (but insignificant) relationship with cash holding. Furthermore, busy and independent boards were found to have a significant positive relationship with cash holding. The above findings suggest that boards with such traits are less effective in providing oversight on managers' actions, which would then increase Omani non-financial firms' cash holdings.

For successful outcome of real estate development projects, it is important to understand the potential tenants as they drive the demand for properties. The aim of this study is to investigate tenant characteristics of the Australian green office building sector. The specific objectives are to; (1) compare and contrast the increment trend of green buildings within the green office building sector; (2) identify the tenancy profile of green buildings; (3) ascertain the possible industry concentrations within the current green building sector; and (4) explore the relationship between green building occupants' characteristics and their tenancy. Descriptive statistics shows that Finance, Insurance and Real Estate (FIRE) industries along with government owned companies are the major tenants of green office buildings in the NSW State of Australia. In particular, real estate companies occupy more than half of the NSW based green office buildings whilst one third of them are the tenants of the 6-star rated buildings - the highest rated building in the current form of Australian Green Star accreditation scheme.

This study is to respond to the urgent demands of both society and times on public schools in regards to training an educated person who can cope with the financial environment of this diversified modern society. Therefore, this study will explain the concept of Financial Consumer Education and its trends of several other countries. By focusing on the current state of Korean Financial Consumer Education, it will call attention to the needs of introducing Financial Consumer Education to the school curriculum in order to educate students about finance systematically. To support our viewpoint, this paper analyzed and organized the materials concerning Financial Consumer Education in two curricula (2007 and 2011 Revised National Curriculum), and in a Practical Arts (Technology Home Economics) textbook of the 2007 revised version. Hence, the purpose of this study is to explore the desired direction and revitalization of Financial Consumer Education by analyzing the existing curricula. Even though the content of finance education begun from one of the subcategories of consumer education called 'Financial Management,'the number of research about financial education through public education has been increased in response to the social and academic consensus. Therefore, we suggest the re-conceptualization of consumer education for financial education is necessary. Therefore, this paper suggests that Financial Consumer education in a Practical Arts (Technology Home Economics) should not be regarded as only one of the components of Consumer Education. Instead, by raising it to the status of Financial Customer Education, it is required to teach the learners to improve their personal financial management skill as well as to help them achieve financial knowledge, skill, and attitude as financial consumer.
