Faculty of engineering, Niigata University has been executing start-up engineering education programs for the first-year students to educate his or her ability to solve engineering problems. They are divided into teams and tackle a task that they expect to easily accomplish. The expected results are hardly obtained. Then they try to seek the gap between the results and their knowledge. They analyze the phenomena and improve the approach. They evaluate the results of second trial and the effectiveness of the measures. That is, the project requires so-called PDCA cycles for students to solve engineering problems. The start-up engineering project is one of the compulsory subjects and seven departments have given the students several tasks based on their technicality. The students exchange their knowledge, ideas and learn how to use knowledge to solve the problems. Their reports and questionnaire survey proved that the projects are highly effective to improve his or her ability to solve engineering problems and give them strong motivation to learn engineering. We introduce the some tasks and the outcomes of the projects set by seven departments; mechanical and production engineering, electrical and electronic engineering, information engineering, biocybernetics, chemistry and chemical engineering, civil engineering and architecture, and material science and engineering.

The study aims to examine the impact of Start-Up Business Incubator System on Performance of the Start-up Graduated from the Business Incubator. This has analyzed 813 startups which had supported by Seoul Metropolitan City in particular from 2009 to 2010. Empirical analysis has choosed business room for free, startup grant for operation, education & coaching support, consulting support by practitioner, promotion & new market opening support and collaboration support among startups in the business incubator as independent variables and also implemented startup success satisfaction degree as a depentent variable. The results shows that the degree of satisfaction on start-up activity support fund for entrepreneur and the degree of satisfaction on collaboration support among firms in the business incubator have statistical significant impact on start-up success satisfaction degree. The study has an implication that it provides a basic data on policy support strategies by central and local autonomous governments that facilitate entrepreneurs to achieve start-up business goals by understanding the factors that affect the business performance of entrepreneurs. In addition, the study offers new directions for entrepreneurs in a way that promotes the start-up performance by business room for free, education & coaching support, consulting support by practitioner, promotion & new market opening support which were investigated as statistical insignificant constructs, so that the author expects new studies about more effective business incubator system to enhance the performanc of start-up in business incubator.

Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.

As the main purpose of R&D changes from the center of knowledge creation to the center of economic value creation through technology transfer and commercialization, public technologies can also secure economic feasibility as well as make a social contribution. Korea has been focusing on fostering core human resources who can lead the commercialization of basic and original research results by launching the 'Support project for exploring startups linked with public technology-based markets' since 2015 in order to promote public technology startup. This study is based on the results of a survey for the purpose of analyzing the performance of this project. In addition, this study derived four factors related to the I-corps project performance from the results of this survey and verified the relationship between these factors through structural equation model analysis. In summary, it was confirmed that 'Application Level' and 'Business Model,' which are positively affected directly from 'Entrepreneurship Learning,' have positive effects on 'Financial Resources'. Furthermore, the indirect effect of 'Entrepreneurship Learning' on 'Financial Resources' was verified. In particular, the high level of impact of 'Entrepreneurship Learning' on 'Application Level,' and the impact of 'Application Level' on 'Business Model' and 'Financial Resources' were also positive.

With the era of the Fourth Industrial Revolution in sight, innovative business models utilizing new technologies are emerging, and startups are enjoying an abundance of opportunities based on the agility to respond to disruptive innovations and the opening to new technologies. However, what is most important in creating a sustainable start-up ecosystem is not the start-up itself, but the process of research-start-investment-investment-the leap to listing and big business-in order to build a virtuous circle of startups that leads to re-investment. To this end, the environment created in the hub area where start-ups were conducted is important, and these material and non-material environmental factors are described as being inclusive by the word "entrepreneurial ecosystem." This study aims to provide implications for Korea's entrepreneurial ecosystem through the study of the interaction of the elements that make up the start-up ecosystem and the relationship of ecosystem participants in Singapore. Singapore has been consistently mentioned as the top two Asian countries in assessing the start-up environment and business environment. In this process, six elements of the entrepreneurial ecosystem presented by Isenberg(2010)-policies, finance, culture, support, human resources, and market-are the best frameworks for analyzing entrepreneurial ecosystems in terms of well encompassing prior studies related to entrepreneurial ecosystem elements, and a model of regional transformation is formed focusing on some elements to suit Singapore, the target area of study. By considering that Singapore's political nature would inevitably have a huge impact on finance, Smart Nation policy was having an impact on university education related to entrepreneurship, and that the entrepreneurial networks and global connectivity formed within Singapore's start-up infrastructure had a significant impact on Singapore's start-up's performance, researches needed to look more at the factors of policy, culture and market. In addition, qualitative research of participants in the entrepreneurial ecosystem was essential to understand the internal interaction of the elements of the start-up ecosystem, so the semi-structured survey was conducted by visiting the site. As such, this study examined the status of the local entrepreneurial ecosystem based on qualitative research focused on policies, culture and market elements of Singapore's start-up ecosystem, and intended to provide implications for regulations related to start-ups, the role of universities and start-up infrastructure through comparison with Korea. This could contribute not only to the future research of the start-up ecosystem, but also to the creation of a start-up infrastructure, boosting the start-up ecosystem, and the establishment of the orientation of the start-up education in universities.

This paper, a meta-analysis of the effect of the start-up support policy on the start-up performance was conducted to examine the effect of the start-up support policy on the start-up performance of beneficiary companies and to provide theoretical and practical implications to support organizations and practitioners. To this end, 35 papers containing the correlation coefficient, which is a positive statistical value, were selected from the previous studies in academic journals and dissertations published in Korea from 2007 to 2020. In the preceding study of the start-up support policy, the independent variables include funding, education support, facility/equipment support, network support, mentoring support, consulting support, marketing support, management support, technical support, manpower support, and finance as a dependent variable. The effect size of the impact on aptitude and non-financial performance was reviewed. The pattern of the effect size was presented as a forest plot for easy visual understanding, and outliers were verified through sensitivity analysis for small-study-effect data with publication convenience. As a result of analyzing the effect size of the government-supported policy, it was verified that the effect size was generally medium or higher, affecting the entrepreneurial performance. Among the independent variables, the factor that has the greatest effect on startup performance is manpower support, followed by technical support, marketing support, management support, facility/equipment support, education support, mentoring support, funding, network support, and consulting support. It was analyzed that the effect size was large in order. As the 「Small and Medium Business Startup Support Act」 was recently reorganized from the manufacturing industry to digital transformation and smartization on October 8, 2020, the start-up support policy should consider the start-up stage and verify the priorities to organize the budget.

In this paper a Hybrid Real Time HVDC Simulator fur both operator Training and Researching in the Cheju-Haenam HVDC System is proposed and its performance is studied by means of RTDS (Real Time Digital Simulator), EMTDC (Electro-Magnetic Transients system for DC), PSS/E (Power System Simulator for Engineering), and experienced scenarios. The objective of this paper is to represent the strategy in development for KEPCO's hybrid HVDC simulator for the Cheju-Haenam HVDC system. This simulator consists of two DC stations, DC cables, external digital/analog controllers, monitoring systems and control desk for education, and AC networks. Its suitability for operator's education is tested during startup/shutdown and normal state operations. Dynamic performances of it are also verified.

The purpose of this study is to explore a collaborative start-up space(Co-Space) configuration plan in terms of university-regional linkage through demand analysis on the composition of university-regional linkage startup space. To this end, a survey was conducted for request analysis, and the collected data were analyzed through the t-test, The Lotus for Focus model. In addition, FGI was implemented for entrepreneurs, and the direction of the composition of the university-region Co-Space was derived from various aspects. The results of this study are as follows. First, as a result of the analysis of the necessity of university-community Co-Space, the necessity of opening up the start-up space recognized by local residents and the necessity of building the start-up space in the region were high. In addition, men recognized the need to build a space for start-ups in the community more highly than women did women. Second, as a result of analysis of demands for university-regional Co-Space, the difference between current importance and future necessity of university-regional Co-Space was statistically significant. Third, as a result of analysis on the composition of the startup space by cooperation between universities and regions, different demands were made for composition of the startup space considering openness and closeness, and for composition of the startup space size. The implications of the study are as follows. First, Co-Spaces need to be constructed in conjunction with universities in accordance with the demands of start-up companies in the region by stage of development. Second, it is necessary to organize a customized Co-Space that takes into account the size and operation of the start-up space. Third, it is necessary to establish an experience-based open space for local residents in the remaining space of the university. Fourth, it is necessary to establish a Co-Space that enables an organic network between local communities, start-up investment companies, start-up support institutions, and start-up companies. This study is significant in that it proposed the regional startup ecosystem and the cooperative start-up space structure for strengthening start-up sustainability through cooperation between universities and local communities. The results of this study are expected to be used as useful basic data for Co-Space construction to build a regional start-up ecosystem in a trend emphasizing the importance of start-up space, which is a major factor affecting start-up companies.

In this paper, the purpose of this study was to analyze various information related to the government's youth entrepreneurship support policy, propose a customized entrepreneurship promotion strategy for college students majoring in sports, and increase their entrepreneurship efficacy. Through this, the aim was to increase the entrepreneurship efficacy of sports majors. Firstly, a literature study was conducted, and secondly, alternatives for promoting entrepreneurship among college students majoring in sports were analyzed based on expert interviews. Therefore, the following suggestions were made. 1. Recognizing the added value and individuality of the sports field in startup policy. 2. Creation of a start-up network and platform for sports majors to start a business. 3. Sports start-up space composition. 4. Organizing and supporting start-up clubs. 5.
