A Study on Enhancing Cybersecurity of Weapon Systems for Life-Cycle (무기체계 수명주기 간 사이버보안 적용 개선방안)

  • Recently, the Ministry of National Defense has included embedded software for weapon systems as targets for the Defense cyber security. The Concept has been extended and evolved from the cyber security area that was previously limited to the information domain. The software is becoming increasingly important in weapon systems, and it is clear that they are subject to cyber threats. Therefore, We would like to suggest a improvement direction by diagnosing problems in terms of cyber security of the weapon systems for the life cycle. In order to improve cyber security of weapon systems, comprehensive policy including the weapon embedded software management should be established and the involved stakeholder should be participated in the activities.

  • The Urban Transit Standardization Program has been supported by the Ministry of Land, Transport and Maritime Affairs. The Program consists of dozen or more projects and thus is quite complex, which implies that the program success heavily depends upon the effective management of various artifacts during the development. Particularly, in the complex systems development, developing and managing requirements is very important throughout the whole system life cycle. The requirements can be the basis of the design changes to be made later as well as the test and evaluation to be performed in the subsequent stages of the systems development. As such, the derivation of the system's requirement based on the needs from the customers, or stakeholder in a broad sense must be done properly. In particular, notice that the system is being developed but the system requirements are not fully available for some reasons. To complement this situation is the purpose of the study. To derive proper requirements effectively in the process of development, this paper proposes to draw up scenario using the output of the system under development and to utilize the use case diagrams and operational scenarios.

The Effects of Meeting Modes and Task Types on Group Decision Making in a GSS Environment (GSS 환경에서 회의방식과 과업유형이 그룹의사결정에 미치는 영향)

  • The objective of this study is to investigate the effects of different meeting modes and task types on the outcomes of group decision making. The hypotheses postulate the potential effects of different meeting modes on appropriation process; different meeting modes on group outcomes; and the appropriation process on group outcomes. A laboratory experiment was conducted. A GSS was developed using Lotus Notes for this experiment. The results provide partial support for the hypotheses derived from the theoretical model. The interaction effects between meeting modes and tasks are not always observed in the analyses. However, groups using a face-to-face meeting mode in negotiation task reach significantly higher levels of perceived outcome quality, of satisfaction with the outcome, and of satisfaction with the process than groups using a dispersed-synchronous meeting mode. It suggests that a face-to-face meeting mode can enhance the effectiveness of groups working on a negotiation task such as stakeholder analysis. Furthermore, the manner in which groups appropriate the technology significantly influence the group performance. The results support the validity and usefulness of the IRT and the AST as a GSS research framework.

  • IT convergence plays a key role in increasing the value of goods and services in other industry sectors. The government has enhanced the policy and institutional support for convergence technology development and technology commercialization. Some of the leading companies already achieve performance through the strategic IT convergence. However, in order to maximize the benefits and performance of IT convergence, policies should be established from the viewpoint of industrial ecology and many companies can participate in and share benefits of IT convergence business. From an industrial ecology perspective, this study suggests a role of the government, keystone enterprise, and other stakeholder for promoting the IT convergence using analytic hierarchy process(AHP).

  • This study is carried out in order to propose a drought risk assessment methodology. This methodology is required to deal with practical questions that a variety of stakeholder often raise in the course of discussions on mitigation measures. With a focus on the socioeconomic aspect of drought, more particularly, residents' hardship from water scarcity, it suggests basic concepts and a system of methods in order to assess hazard, exposure, vulnerability and risk. The case study shows a considerable possibility of the methodology in evaluating potential levels of damages in a certain area, in identifying the boundary of districts where risk is disproportionately concentrated, and also in understanding the underlying risk factors of those districts. The authors think that the proposed methodology is able to offer risk information in terms of socioeconomic damages, and therefore contribute to reducing information gaps that policy-makers are currently encountered with.

  • A change request in design education is a phenomenon manifested by changes in the value of the industry and market demands. Changes in external requirements and internal values that affect the design industry today are shifting from consumer-centered design to stakeholder-centered design. At the center of these changes, design education should be transformed into an educational mechanism that conforms to the characteristics of each field and design specialization should coincide with the direction of the capitalist market. Design specialization must realize the policy of education in economic value first, and should be changed to a design process that enhances rationality and efficiency from the previous apprenticeship education.

A Study on Competency Model for EA Experts (EA 전문가 역량모델에 관한 연구)

  • This study is designed to define the competencies of EA experts. We investigated domestic and oversea curriculums and finally suggested basic and common competencies of EA experts. Especially, various EA stakeholder can commonly refer and use our competencies. Therefore those can be the foundation of continuous EA competencies development model. We define 4 EA core competencies such as common, development, analysis, management and provide definition of competencies. And we also classify the competencies importance of 3 career paths (Architect, Enterprise Architect, Chief Architect). The results of this research can help EA experts and IT personnel to understand EA and to enhance their competencies by providing standard competencies of teaching course and curriculum.

Analysis on Damages of Carcass Disposal in Rural Area in Terms of Environmental Welfare Approach: A Questionnaire Based Survey (환경복지적 관점에서의 농촌지역 가축매몰지 피해 분석 - 설문조사를 중심으로 -)

  • As carcass disposal is increasing widely in Republic of Korea, there is a need to comprehensively analyze the impacts and subsequent damages of carcass disposal. Especially, since environmental policy aims to not only reduce environmental damages, but also enhance overall sustainability, we apply the concept of environmental welfare to assess the comprehensive impact of carcass disposal, especially focusing on the rural area. In specific, assessment criteria were suggested based on the four categories related to environmental welfare, which were 'environmental quality', 'level of environmental service', 'environmental safety', and 'participation, openness to public, and communication'. The results showed negative impacts of carcass disposal in environmental, social and economical elements. Overall decrease in environmental quality negatively impacts the other elements of environmental welfare. Furthermore, there were discrepancies of level of impacts and damages among stakeholder. In the end, we suggest critical elements that need to be applied in relevant policies and regulation to promote effective carcass disposal management.

Streamflow sensitivity to land cover changes: Akaki River, Ethiopia

  • The impact of land cover changes on streamflow of the Akaki catchment will be assessed using Soil and Water Assessment Tool (SWAT) model. The study will analyze the historical land cover changes (1993 to 2016) that have taken place in the catchment and its effect on the streamflow of the study area. Arc GIS will be used to analysis the satellite images obtained from the United States Geological Survey (USGS). To investigate the impact of land cover change on streamflow the model set up will be done using readily available spatial and temporal data, and calibrated against measured discharge. Two third of the data will be used for model calibration (1993?2000) and the remaining one-third for model validation (2001?2004). Model performance will be evaluated by using Nash and Sutcliff efficiency (NS) and coefficient of determination (R2). The calibrated model will be used to assess two land cover change (2002 and 2016) scenarios and its likely impacts of land use changes on the runoff will be quantified. The evaluation of the model response to these changes on streamflow will be presented properly. The study will contribute a lot to understand land use and land cover change on streamflow. This enhances the ability of stakeholder to implement sound policies to minimize undesirable future impacts and management alternatives which have a significant role in future flood control of the study area.

Paradigm Shift in Policy of Soil Environment Conservation in Korea (우리나라 토양환경보전 정책의 패러다임 전환)

  • This paper reviews the soil conservation policies (SCP) in the global community and suggests the improved options in SCP in Korea. Soil Environment Conservation Act in Korea states soil is a valuable natural resource and it's value should be enhanced to provide the benefits that soil ecosystem can offer to people. However, SCP in Korea limits its application to not only the scope of soil environment but also the issues on soil pollution. The SCPs in the advanced countries have shifted their scopes from soil environment to soil ecosystem, put emphasis on the conservation of soil health rather than soil quality, and set the goals to optimize the soil ecosystem services to people while minimizing the soil threats. In this context, the soil security initiative was recently proposed to accomplish this goal while employing the nexus concept to bridge the soil ecosystem services with water, atmosphere, climate and biodiversity. Therefore, the key policies in soil conservation in Korea should expand the scope from soil environment to soil ecosystem, focus on soil health management, and develop the holistic governance among diverse stakeholder to maximize the soil ecosystem services. Soil ecosystem should be secured by national soil policies for human health.
