The fee system on spectrum usage is a usage fee that is charged for using spectrum provided by a wireless tower, and is used for management and promotion of the waves. The current fee system for spectrum usage in South Korea has faced many problems, such as complex calculation for fees, unjustified charges, unfairness in cost sharing among providers, and general inefficiency of operation. This study focuses on comparison of fee systems for spectrum usage of South Korea and other foreign countries, extraction of the root causes and problems by case analyses, and recommendation for better solutions to make a reasonable fee system for spectrum usage. The result of this study can be used as a solution to render spectrum usage more effective.

The spectrum usage fee has been imposed on spectrum users. The objective of the fee is spectrum management, so it is important to utilize it efficiently. Our study focused on how to efficiently utilize the spectrum usage fee. For this purpose it tried to found what the preconditions are for the efficient utilization, and analyzed current execution. The study showed that it did not comply with those preconditions, and produced policy recommendations. The authors expect that policy recommendations this study brought up will contribute to improve the policy process how to collect and use the spectrum usage fee.

The Spectrum Usage Fee System which has been introduced and enforced since 1993 has had a great role for effective use of the radio frequency resources and the promotion of radio wave industry. However, the current system has been criticized due to several drawbacks. For example, broadcasting stations and national institutions are exempted whereas the overdue utility rate on some frequency has been imposed. So there has been rising the questions on whether the principles of fair imposition are broken. Another problem regarding the current system is that how to calculate the fee is too much complicated, and it needs to be revised into a simpler and clearer formulation. In this regard, this study intends to propose a new calculation framework for the radio spectrum usage fee and then prove its validity empirically on the basis of real data gathered from MIC and focus group interview.

The determination of spectrum charges for the operators is a main issue to efficiently manage the limited radio spectrum resources. In this paper, we propose a model to compute the optimal charges for radio spectrum usage. The objective is to determine that will maximize the spectrum charges, and decision variables of ratios for actual or estimated revenues are considered. The spectrum charges are maximized under satisfying the least profit for operators based on Log-Linear demand function. The parameters of actual sales and minimum profit of operators are analyzed to make an efficient management for radio spectrum. The results show that the spectrum charges increase as the actual sales increase, but it decrease as the required minimum profit of operator increases. It is also observed that the government should increase the ratio for estimated sales if anticipating the poor market in the future, otherwise they should increase the ratio for actual sales to maximize the spectrum charges.

Recently, the Ministry of Internal Affairs and Communications of Japan has reported on a plan for the "effective use of radio waves" to be promoted in the 2020s. This includes promotion of the effective use of public frequencies, reviews of frequency allocation and transition systems, and spectrum usage fee system. Based on the proposals in this study, concrete systems for revising related laws, such as the Radio Law, will be designed and implemented. In addition, the government will jointly conduct research and development as well as verification tests in cooperation with industry, academia, and government. A plan to improve the system for the effective use of radio waves will then be devised. This study examines the policy directions of the frequency utilization system that Japan plans to use for radio waves in the 2020s. The policy directions are analyzed selectively while considering the radio waves utilization system in Korea, and implications for domestic applications are derived. Based on the research from this study, analyzing the radio policies of advanced countries, including those of England and the United States, and utilizing them to establish an effective use plan of radio waves in Korea are deemed necessary.
