A new medical materials scheduling system and its modeling method for the complex rescue are presented. Different from other similar system, first both the BeiDou Satellite Communication System (BSCS) and the Special Fiber-optic Communication Network (SFCN) are used to collect the rescue requirements and the location information of disaster areas. Then all these messages will be displayed in a special medical software terminal. After that the bipartite graph models are utilized to compute the optimal scheduling of medical materials. Finally, all these results will be transmitted back by the BSCS and the SFCN again to implement a fast guidance of medical rescue. The sole drug scheduling issue, the multiple drugs scheduling issue, and the backup-scheme selection issue are all utilized: the Kuhn-Munkres algorithm is used to realize the optimal matching of sole drug scheduling issue, the spectral clustering-based method is employed to calculate the optimal distribution of multiple drugs scheduling issue, and the similarity metric of neighboring matrix is utilized to realize the estimation of backup-scheme selection issue of medical materials. Many simulation analysis experiments and applications have proved the correctness of proposed technique and system.

This special issue focuses on Smart Tuned Mass Dampers (STMD) that are either active or smart or semi-active in nature. Active tuned mass dampers or active mass dampers have found wide acceptance and have been implemented in many tall buildings and long span bridges. Recently researchers have developed a new class of smart tuned mass dampers using either variable stiffness and/or variable damping to effect the change in instantaneous frequency and damping. Since tuning plays a central role in STMDs it is of great current interest thus the topic of this special issue. Discussions of recent active and smart TMD implementations in tall buildings and bridges are also included.

Trends toward an influx of new migrants have been pronounced in East Asia through a development we call the third round of migrant incorporation. At the same time, other features of East Asian societies, such as strong levels of ethnic nationalism, have changed little, posing challenges to multiculturalism. In this introduction to this special issue, we review the latest research trends broadly concerning multiculturalism, migrant groups that have received little attention, racism and xenophobia. We first discuss the state of migrant incorporation in East Asia and the limits of multiculturalism in this region, where various features of the developmental state persist. We then introduce research on voices opposing multiculturalism in East Asia. This introduction highlights what is peculiar―and ordinary―about migrant incorporation and the associated challenges in East Asia.

This editorial on 'Smart Services and Internet of Things (IoT)' focuses on the topics related to the applications of IoT to consumer products and services, which have become 'smarter' thanks to IoT. This special issue explores, in different ways, the phenomena of smart services and the role of IoT in business innovation across different contexts such as product-service system, car auction, tourism industry, communicating platform, online travel agency, self-service retail, and bike sharing. We hope that this special issue will provide a significant step forward in enabling researchers and practitioners to understand smart services and IoT.
