본 연구는 소규모 노후 건축물을 대상으로 현행 법 제도적 한계와 문제점을 파악하고 관리대상, 관리조직, 예산 측면의 개선방안을 도출하고자 하였다. 이를 위해 관련 법령인 「건축물관리 조례」, 「건축 조례」에서 규정하는 안전점검 대상, 지역건축안전센터의 안전관리 업무 및 조직 구성, 건축안전특별회계의 재원 조성 등에 관한 사항을 조사하였다. 또한, 전국 지방자치단체를 대상으로 지역건축안전센터 및 건축안전특별회계의 설치 및 운영에 대한 현황을 분석하여 법적 규제에 기반하여 현 안전관리 실태를 진단하였다. 결과적으로 점검대상 측면에서 법적 안전점검 대상에 포함되지 않는 안전관리 사각지대 건축물이 존재한다는 문제점을 도출하였고, 관리 조직 및 예산 측면에서 지역건축안전센터의 운영을 위한 전문인력 확보의 어려움과 건축안전특별회계 운용을 위한 재원 부족으로 설치 및 운영에 대한 한계를 파악하였다. 해당 문제에 대한 개선 안으로 소규모 노후 건축물의 점검 대상 범위 확대에 따른 안전관리 사각지대 축소, 전문인력 보수 규정 개선 및 준전문 인력 양성, 재원 확보를 위한 이행강제금 최소 비율 규정 및 건축허가 수수료의 단계적 상향 조정 등을 제시하였으며 이를 바탕으로 소규모 노후 건축물 안전관리 효율성 제고에 기여하고자 하였다.

This paper describes introductory remarks on risk management and risk-based design for ships and offshore installations with potential hazards. Clients' requirements on safety and performance was related to the risk management and risk-based design. A general procedure for risk-based design was also suggested with each step explained in detail. Various risk-based design approaches were emphasized with their needs and methodological characteristics taken into account. Related rules, standards, and regulations were summarized. The last part included recommendations for Korean ship building industries about the risk management and risk-based design.

우리나라는 1994년에 발생한 성수대교 붕괴사고를 계기로 ｢시설물의 안전 및 유지관리에 관한 특별법｣이 제정되면서 시설물의 안전점검 및 유지관리 분야에 많은 노력을 기울이고 있다. 이러한 시설물 중 건축물 다음으로 가장 많은 비중을 차지하는 교량은 현재 총33,165개소가 공용 중이며, 2, 3종 교량의 경우 28,150개소로 전체 비중의 약 85%를 차지하고 있다. 하지만 교량의 대부분을 차지하고 있는 2, 3종 교량은 상대적으로 중요도가 높은 1종 교량에 비해 점검진단 등에 관한 유지관리 현황이 미흡한 실정이다. 이러한 이유는 교량의 점검진단 수행 시 점검진단 수행자의 주관적인 판단 및 기록, 체계적으로 수립되지 못한 점검진단 보고서 양식 등에서 나타난다. 따라서 본 연구에서는 기존 점검진단 보고서의 문제점을 수정 및 보완하여 체계적이고 지속적으로 활용 가능한 점검진단 보고서의 개선(안)을 도출하고자 한다.

In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations : Building up security system along with operational expansion, building up a system for emergency medical treatment, buliding up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119, we can review the following considerations : Improving the education for fire fighting trainging corps under Jeju Provicial Fire and disaster management department, providing rescue members with more opportunity for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. Provide little more superior quality high fire fighting service to jeju islander, and need long-term and elaborate research to correspond in rising fire fighting man-power demand newly and investment. Construction of well-matched disaster administration system is assignment that must hurry in international free city. That jejudo receives time factor about that is received for another thing area's number of persons or equipment when regional special quality large scale or disaster happens is that of course the support receives limitation immediately. Jeju fire fighting services is one story reform, specialization taking into account particular situation of jeju area to grow as sightseeing and center of culture intending international free city, should be upgraded. So, it may do big contribution naturally in jeju international free city phase that coincide jeju islander's social welfare promotion and safety desire.

Replacement of actual stress distribution in a reinforced concrete (RC) flexural member with a simpler geometrical shape, which maintains magnitude and location of the resultant compressive force, is an acceptable conceptual trick. This concept was originally perfected for normal strength concrete. In recent years, high strength concrete (HSC) has been introduced and widely used in modern construction. The stress block parameters require updating to account for special features of HSC in the design of flexural members. In future, more varieties of concrete may be developed and a corresponding design procedure of RC flexural members will be required. The usual practice is to conduct large number of experiments on various sizes of specimen and then evolve an empirical relation. This paper presents a numerical procedure through which the stress block parameters can be numerically derived for a given strain ratio variation. The material model for concrete is presented and computational procedure is described. This procedure is illustrated with several variations of strain ratio. The advantages of numerical procedure are that it costs less and it can be used with new material models for any new variety of concrete.
