The objective of this study is to evaluate the instream flow in the North Han River basin according to the operation of Imnam Dam in North Korea. The water budget and instream flow satisfaction were analyzed using hourly, daily and monthly data of Water Management Information System (WAMIS) from Jan. 1991 to Dec. 2018. As a analysis result of water budget using hourly data in the North Han River basin, although inflows compared with dam release in the upstream basin of Peace Dam-Hwacheon Dam and Chuncheon Dam-Soyanggang Dam-Uiam Dam were calculated as negative values, the reasonable results using daily and monthly average data were estimated. It showed that the results of water budget analysis of dam inflow and total release may be different by time units of data. The monthly average inflow of Hwacheon Dam decreased significantly after the construction in 2003 of Imnam Dam, which confirmed that the operation of Imnam Dam had a significant effect on the dams in the North Han River basin. The operation of Imnam Dam is one of the main reasons for the lack of instream flow and total shortage amounts and shortage period increased up to +330% due to the decrease in inflow and total release of dams in the North Han River water after the operation of Imnam Dam. This study is on the gate operation of dams, which are for the hydropower and multipurpose in Han River Basin, considering the safety under the emergency. The results of the study on the safety of dams in Han River Basin associated with the gate operation of dams against the design flood flow and the combined inflow are as follows; 1) The empirical formula (1) can be used for gate operation with the informations of reservoir's water level and the inflow. 2) The applicability of the multiple regression formula (2) among the gate opening area, inflow, water level, and outflow is assured. 3) From the safety analysis of dams for the emergency by the procedures developed in this study, six dams are safe except Soyanggang, Euiam, and Cheongpyung Dam, but the above three dams can be safe with the lowering of the starting water level of gate opening by the pre-discharges.
This study attempted to simulate the flood discharge in the Duman River basin containing Hoeryong City and Musan County of North Korea where were damaged from Typhoon Lionrock on August, 2016. For hydrological modelling remotely sensed datasets were used to estimate watershed properties and hydrologic factors because the basin is ungauged where hydrological observation is not exist or sparse. For validation we applied our methodology and datasets to the Soyanggang Dam basin. It has not only similar shape factor and compactness ratio to those of the target basin but also accurate, adequate, and abundant measurements. The results showed that the flood discharge from Typhoon Lionrock corresponded to three to five years design floods in the Duman River basin. This indicate that the Duman River basin has a high risk of flood in the near future. Finally this study demonstrated that remotely sensed data and geographic information could be utilized to simulate flood discharge in an ungauged watershed.
To investigate the effect of upstream dam operation and river water use on the downstream flows, SWAT-K watershed model was applied to the Paldang Dam watershed of the Han River basin. Analysis results from 2001 to 2009 showed that outflows from the multi-purpose dams such as the Soyanggang Dam and Chungju Dam much have a strong influence on the downstream flows during both the low- and high-flow seasons. This resulted an increase of low-flow at the Paldang Dam, the end of Pukhangang, and the Yangpyeong stage station by $100.57m^3/s$, $33.01m^3/s$, and $49.66m^3/s$, respectively. Whereas, the impact of river water use was hardly found in the Pukhangang, and also was not significant in the (Nam)hangang. Therefore, the effect of small dam such as the Hoengseong Dam or river water use would be able be excluded for long-term runoff analysis. But, in the case of the areas with a large amount of water use, a sufficient information such water-intake and water movement also must be taken into account like this study.

Future uncertainty on water demand caused by future climate condition and water consumption leads a difficulty to determine the reservoir operation rule for supplying sufficient water to users. It is, thus, important to operate reservoirs not only for distributing enough water to users using the limited water resources but also for preventing floods and drought under the unknown future condition. In this study, the reservoir storage is determined in the first stage when future condition is unknown, and then, water distribution to users and river stream is optimized using the available water resources from the first stage decision using 2-stage stochastic linear programming (2-SLP). The objective function is to minimize the difference between target and actual water storage in reservoirs and the water shortage in users and river stream. Hedging rule defined by a precaution against severe drought by restricting outflow when reservoir storage decreases below a target, is also applied in the reservoir operation rule for improving the model applicability to the real system. The developed model is applied in a system with five reservoirs in the Han River basin, Korea to optimize the multi-reservoir system under various future water demand scenarios. Three multi-purposed dams - Chungju, Hoengseong, and Soyanggang - are considered in the model. Gwangdong and Hwacheon dams are also considered in the system due to the large capacity of the reservoirs, but they are primarily for water supply and power generation, respectively. As a result, the water demand of users and river stream are satisfied in most cases. The reservoirs are operated successfully to store enough water during the wet season for preparing the coming drought and also for reducing downstream flood risk. The developed model can provide an effective guideline of multi-reservoir operation rules in the basin.
Due to the randomness of reservoir inflow and supply demand it is not easy to establish an optimal reservoir operation rule. However, the operation rule can be derived by the implicit stochastic optimization approach using synthetic inflow data with some demand satisfied. In this study the optimal reservoir operation which was reasonably formulated as Linear Tracking model for maximizing the hydro-energy of seven reservoirs system in the Han river was performed by use of the optimal control theory. Here the operation model made to satisfy the 2001st year demand in the capital area inputted the synthetic inflow data generated by multi-site Markov model. Based on the regressions and statistic analyses of the optimal operation results, monthly reservoir operation rules were developed with the seasonal probabilities of the reservoir stages. The comparatively larger dams which would have more controllability such as Hwacheon, Soyanggang, and Chungju had better regressions between the storages and outflows. The effectiveness of the rules was verified by the simulation during actually operating period.period.

For estimating the minimum discharge to maintain a river, low flow analysis is required and long term runoff records are needed for the analysis. However, runoff data should be estimated to run a hydrologic model for ungaged river basin. For the reason, parameter estimation is crucial to simulate rainfall-runoff events for those basins using Tank model. In this study, only runoff data recorded for dry season are used for parameter estimation, which is different to other methods based on runoff data recorded for wet and dry seasons. The Harmony Search algorithm is used to determine the optimum parameters for Tank model. The coefficient of determination ($R^2$) is served as the objective function in the Harmony Search. In cases that recorded data are insufficient, the recording interval is changed and Empirical CDF is adopted to analyze the estimated parameters. The suggested method is applied to Yongdam dam, Soyanggang dam, Chungju dam and Seomjingang dam basins. As results, the higher $R^2s$ are obtained when the shorter recording interval, the better recorded data quality, and the more rainfall events recorded along with certain rainfall amount is. Moreover, when the total rainfall is higher than the certain amount, $R^2$ is high. Considering the facts found from this study for the low flow analysis, it is possible to estimate the parameters for Tank model properly with the desired confidence level.

Growing needs for efficient management of water resources urge the joint operation of dams and integrated management of whole basin. As one of the tools for supporting above tasks, this study aims to constitute a hydrologic model that can simulate the streamflow discharges at some control points located both upper and down stream of dams. One of the currently available models is being studied to be applied with a least effort in order to support the ongoing project of KWATER (Korea Water Resources Corporation), "Establishment of integrated operation scheme for the dams in Han River Basin". On this study, following works have been carried out : division of Han River Basin into 24 sub-basins, use of rainfall data of 151 stations to make spatial distribution of rainfall, selection of control points such as Soyanggang Dam, Chungju Dam, Chungju Release Control Dam, Heongseong Dam, Hwachun Dam, Chuncheon Dam, Uiam Dam, Cheongpyung Dam and Paldang Dam, selection of SSARR (Streamflow Synthesis and Reservoir Regulation) model as a hydrologic model, preparation of input data of SSARR model, sensitivity analysis of parameter using hydrologic data of 2002. The sensitivity analysis showed that soil moisture index versus runoff percent (SMI-ROP), baseflow infiltration index versus baseflow percent (BII-BFP) and surface-subsurface separation (S-SS) parameters are higher sensitive parameters to the simulation result.
Factor analysis has been usually employed in reducing quantity of data and summarizing information on a system or phenomenon. In this analysis methodology, variables are grouped into several factors by consideration of statistic characteristics, and the results are used for dropping variables which have lower weight than others. In this study, factor analysis was applied for extracting primary factors influencing multi-dam system operation in the Han River basin, where there are two multi-purpose dams such as Soyanggang Dam and Chungju Dam, and water has been supplied by integrating two dams in water use season. In order to fulfill factor analysis, first the variables related to two dams operation were gathered and divided into five groups (Soyanggang Dam: inflow, hydropower product, storage management, storage, and operation results of the past; Chungju Dam: inflow, hydropower product, water demand, storage, and operation results of the past). And then, considering statistic properties, in the gathered variables, some variables were chosen and grouped into five factors; hydrological condition, dam operation of the past, dam operation at normal season, water demand, and downstream dam operation. In order to check the appropriateness and applicability of factors, a multiple regression equation was newly constructed using factors as description variables, and those factors were compared with terms of objective function used in operation water resources optimally in a river basin. Reviewing the results through two check processes, it was revealed that the suggested approach provided satisfactory results. And, it was expected for extracted primary factors to be useful for making dam operation schedule considering the future situation and previous results.

The purpose of this paper is to develop a meso-scale grid-based continuous hydrological model and apply to assess the future watershed hydrology by climate change. The model divides the watershed into rectangular cells, and the cell profile is divided into three layered flow components: a surface layer, a subsurface unsaturated layer, and a saturated layer. Soil water balance is calculated for each grid cell of the watershed, and updated daily time step. Evapotranspiration(ET) is calculated by Penman-Monteith method and the surface and subsurface flow adopts lag coefficients for multiple days contribution and recession curve slope for stream discharge. The model was calibrated and verified using 9 years(2001-2009) dam inflow data of two watersheds(Chungju Dam and Soyanggang Dam) with 1km spatial resolution. The average Nash-Sutcliffe model efficiency was 0.57 and 0.71, and the average determination coefficient was 0.65 and 0.72 respectively. For the whole Han river basin, the model was applied to assess the future climate change impact on the river bsain. Five IPCC SRES A1B scenarios of CSIRO MK3, GFDL CM2_1, CONS ECHO-G, MRI CGCM2_3_2, UKMO HADGEMI) showed the results of 7.0%~27.1 increase of runoff and the increase of evapotranspiration with both integrated and distributed model outputs.
