The purpose of this paper is to analyze the status of naval arms race in Northeast Asia. To this end, the scope of the research was limited to national security strategies, maritime strategies and naval strengthening of the United States, China, Russia and Japan. The major powers' active maritime strategies and naval arms race give some strategic implications to the Republic of Korea Navy as follows. First, China and Japan, unlike the past, are actively using submarines in offshore waters including the Korean Peninsula. Therefore, the ROK Navy must successfully promote the Jangbogo-III-class submarine, which is currently constructed, and get a nuclear-powered submarine and P-8 MPA capable of long-range and long-time operations to enhance ASW capability. Second, North Korea's current building submarines capable of loading SLBMs and SLBMs are a new threat to the ROK Navy. The current building KAMD, which focuses on terminal phase defense, cannot effectively respond to North Korea's SLBMs and should be converted to a multi-layered defense system including SM-3 at a mid-course phase. Third, as China militarizes the South China Sea, the instability of the South China Sea is growing. Therefore, the ROK Navy should strengthen its maritime cooperation with the regional countries such as Japan and ASEAN navies to protect SLOC. In conclusion, the ROK Navy needs to build a strong naval power to keep in mind that the 21st century naval rivalry in Northeast Asia is accelerating. The navy must do one's best to protect national strategic and vital interests by strengthening cooperation with regional countries. South Korea is also accelerating its defense reforms in accordance with the pattern of future warfare and the ROK Navy do one's best to have a balanced naval capability capable of actively operating in the offshore waters.
This research aims to provide a comprehensive evaluation of the history of private education in Korea. By delving into the historical aspects of private education, this study aims to uncover key developments, trends, and transformations that have shaped the private education landscape in Korea. By understanding the historical trajectory of private education in Korea, educational practitioners can gain a deeper understanding of the challenges, opportunities, and potential areas for improvement within the private education industry. The literature analysis has shown that there are four significant historical events for developing private education industry in South Korea. First, Japanese colonial period and its Impact on private education in Korea background and context. Second, education reforms in the 1960s and the rise of hagwons in Korea background and context. Third, the role and impact of private education on the Korean education system. Fourth, Education reforms in the 21st Century and the regulation of private education background and context. In sum, this research provides a comprehensive evaluation of the history of private education in Korea, examining four key historical events and their impact on the private education landscape. The findings reveal important insights into private education's development, role, and impact in Korea.

In the 21st century, we now face the serious problems of the enormous consumption of the energy resources. Depending on the power consumption increases, both China and South Korea face a reduction in available resources. This paper considers the regression models and time-series models to compare the performance of the forecasting accuracy based on Mean Absolute Percentage Error (MAPE) in order to forecast the electricity demand accurately on the short-term period (68 months) data in Northeast China and find the relationship with Korea. Among the models the support vector regression (SVR) model shows superior performance than time-series models for the short-term period data and the time-series models show similar results with the SVR model when we use long-term period data.

In the 21st century, the global security environment has undergone rapid changes, presenting South Korea with complex security dilemmas. This study aims to explore a new national security strategy for South Korea through the implementation of 'Positive Peace.' Based on Johan Galtung's concept of 'Positive Peace,' the study proposes a comprehensive approach to build sustainable peace by redesigning the peace process on the Korean Peninsula, establishing a multilateral security cooperation framework in Northeast Asia, expanding global peace contributions, promoting domestic social integration, and spreading a culture of peace. To realize these goals, the study discusses the need to redefine the role of the military, reallocate defense budgets, introduce the concept of a peace dividend, promote the peaceful use of science and technology, and legislate for the realization of the right to peace. The implementation of a 'Positive Peace' strategy aims to transform South Korea into a leading nation in peace, contributing to the peace and stability of the Korean Peninsula, Northeast Asia, and the global community.

In this study, changes in precipitation across South Korea during snow seasons (November-April) and their potential are examined. Current (1973/74-2006/07) and future (2081-2100) time series of snow indices including snow season, snow-to-precipitation ratio, and snow impossible day are extracted from observed snow and precipitation data for 61 weather stations as well as observed and modeled daily temperature data. Analyses of linear trends reveal that snow seasons have shortened by 3-13 days/decade; that the snow-to-precipitation ratio (the percentage of snow days relative to precipitation days) has decreased by 4-8 %/decade. These changes are associated with pronounced formations of a positive pressure anomaly core over East Asia during the positive Arctic Oscillation winter years since the late 1980s. A snow-temperature statistical model demonstrates that the warming due to the positive core winter intensifies changes from snow to rain at the rate of $4.7cm/^{\circ}C$. The high pressure anomaly pattern has also contributed to decreases of air-sea thermal gradient which are associated with the reduction of snow could formation. Modeled data predict that a fingerprint of wintertime global warming causing changes from snow to rain will continue to be observed over the 21st century.
TV Broadcasting is an undeniable cultural medium. TV Broadcasting Station needs a long-term perspective that suits cultural media and an aggressive cultural and artistic program development strategy that matches rapidly changing culture and technology. Of course, production staff should be composed of experts in the field as well as cultural artists. This paper is researching the promotion strategy of TV Arts programs by substituting the three keywords - the U.S., the public broadcasting station(TV) and Arts programs. And through case studies and analyses of PBS TV's "Art in the 21st Century" series, the way the public TV broadcasting station shares cultural arts with viewers is extracted. It raises the question of how the U.S. TV public broadcaster's cultural and artistic programs are different from South KOREA's. Through the above research, let's find a clue to the future direction of how the new media, now represented as Korea's blacklist, should recognize, foster, educate and strategize Fine Arts.
China's new grand strategy, the "One Belt, One Road Initiative" (also Belt Road Initiative, or BRI) has two primary components: Chinese President Xi Jinping announced the "Silk Road Economic Belt" in September 2013 during a visit to Kazakhstan, and the "21st Century Maritime Silk Route Economic Belt" in a speech to the Indonesian parliament the following month. The BRI is intended to supply China with energy and new markets, and also to integrate the countries of Central Asia, the Association of Southeast Asia Nations (ASEAN), and the Indian Ocean Region - though not Northeast Asia - into the "Chinese Dream". The project will be supported by the Asian Infrastructure Investment Bank (AIIB), due to open in 2016 with 57 founding members from all around the world, and China has already promised US$ 50 billion in seed funding. China's vision includes networks of energy pipelines, railways, sea port facilities and logistics hubs; these will have obvious commercial benefits, but also huge geopolitical significance. China seems to have two distinct aims: externally, to restore its historical sphere of influence; and internally, to cope with income inequalities by creating middle-class jobs through enhanced trade and the broader development of its economy. In South Korea, opinion on the BRI is sharply polarized. Economic and industrial interests, including Korea Railroad Corporation (KORAIL), support South Korean involvement in the BRI and closer economic interactions with China. They see how the BRI fits nicely with President Park Geun-hye's Eurasia Initiative, and anticipate significant commercial benefits for South Korea from better connections to energy-rich Russia and the consumer markets of Europe and Central Asia. They welcome the prospect of reduced trade barriers between China and South Korea, and of improved transport infrastructure, and perceive the political risks as manageable. But some ardently pro-US pundits worry that the political risks of the BRI are too high. They cast doubt on the feasibility of implementing the BRI, and warn that although it has been portrayed primarily in economic terms, it actually reveals a crucial Chinese geopolitical strategy. They are fearful of China's growing regional dominance, and worried that the BRI is ultimately a means to supplant the prevailing US-led regional security structure and restore the Middle Kingdom order, with China as the only power that matters in the region. According to this view, once China has complete control of the regional logistics hubs and sea ports, this will severely limit the autonomy of China's neighbors, including South Korea, who will have to toe the Chinese line, both economically and politically, or risk their own peace and prosperity.

Under the background of globalization, the borderless nature of film and television language makes the exchange of film as the carrier become an important part of cultural exchanges in various countries. Therefore, film co-production between China and the United States, China and Japan, China and South Korea and other countries has become an important part of the current Chinese film industry. Among them, China and South Korea are close neighbors, and the exchanges between the two countries' films are also increasing. Korean movies have recovered since the 1990s, and they prospered at the beginning of the 21st century, and have formed a unique influence in the international community, especially in crime, suspense, love and other types of films. The co-production of Chinese and Korean films began to appear in 2000, and the signing of the "China-Korea Co-production Film Agreement" in 2014 prompted the rapid convergence of Chinese and Korean film co-productions. However, the co-productions of China and South Korea did not achieve good expectations in terms of communication effects and market evaluation. This article will use the "cultural discount" theory in cross-cultural communication to analyze the reasons for the cultural discounts produced by Chinese and Korean co-productions and how to avoid this phenomenon to the maximum extent.

Nanotechnology, along with Information Technology (IT) and Bio-technology (BT), has been regarded as a core area that will drive technological revolution of $21^{st}$ century. South Korea and other countries with advanced scientific and technological research programs are investing heavily in the field, and among its various aspects, nanomaterial industry is considered to be at the heart of this global competition. In this review, we look at nanomaterials industry from the perspective of mechanical engineering. Nanomaterials exhibit unique characteristics differing from those of micron, or sub-micron sized materials, and hence are potentially able to open up new opportunities. Specifically, environmental and biological sciences, energy, and catalysis are areas that are expected to benefit from these developments.
Synoptic and climatological characteristics of heat waves over Korea and Europe as well as their biometeorological impacts were compared. In July of 1994, excess deaths of about 2,388 in the population of South Korea are estimated by the modified excess death calculation algorithm ofKysely (2004). The excess deaths correspond to the net mortality increase of 12.5% in July of 1994 if we compare the estimated value to the expected number of deaths in this month (i.e., about 19,171). The comparative study of heat waves in Korea and Europe shows that the record-breaking heat waves in both regions are closely associated with prolonged droughts. In particular, reduction of soil moisture, precipitation and cloud cover and enhancement of insolation during the drought periods are very likely to be related to the increase in the intensity and the duration ofheat waves. Climate models predict that the frequency, intensity, and duration of heat waves in the 21 st century will be greatly enhanced in both areas. In order to reduce the biometeorological and socioeconomic impacts due to heat waves, not only the development of heat-related mortality prediction model that can be widely applied to many climate regimes, but also studies on the climatological association between extreme temperatures and abnormal hydrological cycle are needed.
