한국의 정부주도형 지역 산학연 협력 정책에 대한 비판적 고찰 (A Critical Review on the Government-led Region-based Business-University-Research Institute Collaboration Policy in Korea)

  • 이 연구의 목적은 정부주도형 지역 산학연 협력 사업에 대한 문제점을 분석하고, 향후 이러한 문제점들을 보완하기 위한 정책적 쟁점 사항을 제시하는 데 있다. 우리나라의 정부주도형 지역 산학연 협력의 문제점은 산학연 주체 상호 간에 대한 시각의 차이가 크다는 데 있다. 우리나라의 지역 산학연 협력은 '시스템적 측면'과 '인적 측면'에서 모두 문제점을 안고 있다. 대학 중심의 산학연 협력은 이와 같은 현실의 대표 사례로 제시될 수 있다. 이와 같은 특성을 고려하면서 우리나라 정부 주도형 지역 산학연 협력의 주요 쟁점으로는 정책적 사각지대에 놓여 있는 '서민경제 지원형 산학연 협력'과 '기업의 장수화를 위한 산학연 협력'을 들 수 있다. 2000년대 이후 정부 정책 전문가들은 대학 중심의 산학연 협력보다 기업 중심의 산학연 협력이 필요함을 강조하고 있다. 현재 시점에서 이와 같은 견해는 한 단계 더 나아가야 한다. 즉, 향후 기업 중심의 산학연 협력에서 기업의 눈높이를 고려한 맞춤형 산학연 협력과 정책적 사각지대에 놓인 '자영업 창업'과 '기업 수명 늘리기'에 정책적 초점을 둘 필요가 있다.

지역사회 문제 해결을 위한 도서관 리빙랩에 관한 지역기반 방향성 도출 연구 - 충주시의 지역사회 문제를 중심으로 - (A Study on Deriving a Regional-based Direction for a Library Living Lab to Solve Local Community Problems)

  • 본 연구에서는 도서관과 연계한 지역사회의 문제 해결을 위한 도서관 리빙랩에 대해 살펴보고, 지역사회에 도서관 리빙랩을 적용할 수 있는 문제를 발굴하고자 하였다. 이를 위해 국내·외사례를 조사하였으며, 리빙랩이 지역사회 문제를 해결하기 위해 적용되고 있는 다양한 양상들을 조사하였다. 또한, 충주지역의 주민들을 대상으로 설문조사를 실시하여 도서관이 지역사회의 문제를 해결하는데 기여할 수 있는 분야를 도출하고 그 필요성도 조사하였다. 그 결과, 도서관은 재난안전, 환경, 교통, 교육, 지역발전, 문화예술생활, 주거, 에너지, 건강, 관광 분야 등에서 도서관이 리빙랩 활동에 참여하는 '도서관 리빙랩'이 지역사회의 문제해결에 필요하다는 지역주민들의 응답이 전체적으로 높게 나타났다. 이는 도서관이 제공할 수 있는 서비스·활동범위가 지역사회로 넓어지고 도서관 리빙랩을 통해 지역사회의 거의 모든 문제를 해결할 수 있는 도서관 서비스의 혁신적 방안이 될 수 있음을 알 수 있다.

중국 향촌관광의 발전 특성과 의의 (Characteristics and Significances of China's Rural Tourism)

  • The purposes of this research are to not only investigate the time-based and regional characteristics in process of development of rural tourism in China, but also explain the significances of rural tourism in China by economic-political significance and social-cultural significance. The characteristics and significances investigated throughout this research are as follows. First, the development of rural tourism in China can be divided by three stages: the first stage(1980-1990), the second stage(1990-2000), the third stage (2000 -). Second, the rural tourism in China has been mainly developed around the metropolitan city such as Beijing, Chengdu. But, they showed different characteristics in process of development of rural tourism. Third, rural tourism in China has been used in solving san-nong(三農) problems which are the most urgent issues in contemporary China and reducing the gaps of living standard between urban and rural area. Forth, rural tourism in China has contributed in satisfying the needs of travel and leisure caused by the improvement of living standard of people due to China's rapid economic growth. Last, it is suggested in this research that the legal and institutional systems be prepared to guarantee the benefits of farmers.

일본의 단지형 공동주택 리모델링 정책특성 및 활성화 지원제도에 관한 연구 (A Study on the Policy Characteristics and the Activation Support System of Remodeling Apartment complexes in Japan)

  • The present study analyzed what policies are being executed for deteriorated apartments in Japan and what characteristics each policy had in order to examine policy direction and implications for the improvement of vitalization of remodeling business of deteriorated apartments in Korea. The study results are as follows. Japan recognized social problems of deteriorated apartments and pushed forward a national level remodeling actively by preparing financial support of central government and supporting plan by city and province. First, Japan maintained initial performance of buildings through phased maintenance for deterioration of buildings and aimed to reduce environmental load and maintain asset values of buildings through enlarging durability of buildings by responding to lifestyle according to social changes. To this end, they promoted the long life of buildings through the establishment of systematic long term repair plan from the stage of moving in the buildings. Second, in order to reduce the risk of remodeling projects, they prepared an environment where business could be carried out with an easy mind in various aspects by introducing remodeling business registration system and large scale repair construction defect insurance system. Third, they reduced economic burden of main agents of remodeling business with tax preferential treatment and financial support policies. Fourth, they have established remodeling support system based on overall social issues and connected it with social effect that could be obtained through this. The remodeling policies of Japan were carried out in the direction of solving social problems and considering economic aspect rather than just improving individuals' residence environment.

중국 도·농 간 소득격차에 영향을 미치는 요인 (Factors Effect on Income-Gap Between Urban and Rural Area in China)

  • The purpose of the study is to review the real situations of the income-gap between urban and rural areas which is focused on as one of the biggest issues revealed in the process of Chinese economic development and to find out which factors will alleviate or deteriorate such income-gap, also to find out such factors will effect differently on the regional characteristics. To analyze it, six factors such as industrialization-ratio, urbanization-ratio, tertiary industry-ratio, the level of both governmental educational support and agricultural support, and Chinese dual-economic structure are considered as explanatory variables, and OLS regression analysis was implemented to the factor data for the period of 1986-2007 about Chinese 31 districts(castles and cities). The results of the analysis show that both industrialization factors and urbanization factors affect significantly to alleviate income-gap between urban and rural areas, and as predicted, they also shows that dual-economic structure between urban and rural areas is the most biggest factors to enlarge the above mentioned income-gap. However, in accordance to the different level of economic development in eastern, central, and western districts the study shows that such factors will affect them differently respectively. The contents are as follows; In eastern district governmental educational support factor will affect the most great influence to alleviate the income-gap, in central district industrialization factor will affect the most great influence to alleviate the gap, and western district governmental agricultural support factor will affect the most great influence to alleviate the gap. Therefore, in solving the issue of income-gap between urban and rural areas in China we recommend that it is necessary for more differential policy in considering regional characteristics than unilateral policy to Chinese whole areas.

빈집 실태조사에 따른 농촌주거복지의 활용방안 연구 -영월군을 중심으로- (Research on agricultural dwelling welfare application plan according to empty house reality condition -Centered on Yeongwol-gun-)

  • 본 연구는 빈집 실태조사에 따른 농촌주거복지의 활용방안을 연구하고자 한다. 연구대상은 2013년 영월군 빈집을 대상으로 실태 현황조사를 하였다. 자료분석은 측정문항을 중심으로 하였고, 통계는 SPSSWIN 16.0을 사용하여 빈도분석, 평균분석을 실시하였다. 분석결과는 첫째, 빈집의 발생배경과 환경이 파악되었다. 둘째, 폐광과 이농현상으로 빈집이 증가되었고, 이는 지역의 경관을 훼손하며, 우범지대로 전락하는 사회문제로 나타났다. 셋째, 빈집을 활용한 리모델링, 정책지원, 다양한 변신유도, 체계적 관리, 주거복지, 지속적 홍보 등의 접근방법이 필요한 것으로 나타났다. 본 연구의 시사점은 빈집으로 인하여 발생되는 사회문제를 해결할 수 있으며, 활용방안을 통하여 농촌주거복지의 발전과 소득증대 및 환경개선은 물론이고, 도시민과 기존거주자를 빈집으로 유인할 수 있는 정책 자료가 될 것으로 사료된다.

EU organic policies reflected on EU, Wales and England organic action plans for the development of Korean organic action plan

  • Although national and regional environmentally friend agriculture (EFA) and food development programmes such as the Life-Food Development Plan (LFDP) have been established in Korea, some policy measures in these programmes seem to be unsuitable for Korean organic farming development. Policy measures tend to support external input purchases of organic fertilizers rather than market development actions such as providing consumer information, research, education, training and statistical data collection. The development of an organic action plan (OAP) for Korea is therefore considered essential for the sustainable future of organic farming in Korea. The purposes of OAP are 1) to define and set the clear goals/targets for the organic sector development, 2) to integrate various organic stakeholders and public institutions in partnership, 3)to focus on specific issues with tailored measures and 4) to integrate and develop different policy measures (Stolze, 2005). Most EU member state countries have developed their own OAPs and each reflects its own priorities with regard to organic sector development. This study compares and contrasts the Welsh, England and EU OAP with the Korean Jeonnam Life-Food Development Plan (LFDP) in order to facilitate the development of the organic food and farming sector in Korea. Early action plan, for example, the first Welsh OAP(1999) focused support on developing the supply of organic products whereas later action plans (e.g. England OAPs in 2002 and 2004 and the second Welsh OAP in 2005) focussed more on developing consumer demands for organic products. The EU OAP (2004) also aims at market support related to consumer demand and then organic farming production for its environmental and other social benefits. OAPs not only provide specific issue-solving tools but also perform a role as providing a focus for organic sector development as a whole. The Korean LFDP provides issue-solving tools but plays no regulatory role such as policy development, harmonizing various policy measures and conflicting factors and providing evaluation tools for further development. A national-level OAP could also facilitate international trade of organic products. To achieve better harmonized and sustainable approaches for the Korean organic industry, National- as well as regional- regulatory policy systems are urgently required in the form of an Organic Action Plan.

개방화시대의 수산경제학의 과제 (The Problem of Fisheries Economics Arising from the Liberalization of korean Economy)

  • In this paper, fishery economics is reviewed to extend a basic opportunity for developing new fishery economics and to evaluate the effects of the import liberalization on the fish trade structure of Korea. The principle outline of extensions emphasis to realize the modern fishery problems based on fishery economics and develop the practical methodology in order to analyze the impacts of the import liberalization on the fishery and fishermen welfare. During the process of export - oriented industrilization, the role and position of fishery in the economy is changed dynamically. When faced with the imperative of the role and position of fishery in the economy, fishery economists and domestic policy makers must decide how to organize themselves for solving fishery problems under the new regime in the import liberalization on the fish trade. Fishery problems impacted by the new regime can not be solved by fishery itself but be solved by the centralized efforts of all contributors in national views. Therefore the new systematic analytical methodology must be develop and the traditional fishery economics must be related to the regional development strategy and fishery sociology as subsidiary theories specialized. Due to the impacts of the import liberalization on the fish trade structure, fishery economists face with radical changes in the domestic fishery : a place of the resources harvest to place of the combination resource harvest and its demand, a fishing as a resource exploitation to a fishing as a resource management, a traditional small scale costal fishing to a modernized and scaled fishing, fishery using the given natural resource itself to fishery as technology intensive industry, and a food supply industry to a welfare indusry based on the regional and economic resource and social environment. As these changes, fishery and its community's regional and economic resource and social environments as multiple roles of the regional economic development are emphasized in fishery economics under the new regime in the import liberalization on the fish trade. Furthermore, domestic policy makers and administrators in a public sector must realize the above radical changing trends in fishery and understand a social and economic environment in fishery and develop a new fishery structure focusing on the fishing system and the fishery laws. As this point, they make efforts to improve and develop fishery as a food supply industry. Japan, for example, has a non - governmental organization to conflict the problem of international fishery such as a movement of a civil environmental protection. Also fishermen in Japan already realized conservation and pollution problems in fishing as fundamental issues of human being.

스마트시티사업을 위한 설문결과 분석과 추진 방향 -도농복합도시 금산군의 사례- (The Analysis and Preparation Guideline of Survey for Smart-City -Focused on the Case Study of Geumsan-gun-)

  • 본 논문은 지방 중소도시로 도농복합도시 금산군을 대상으로 진행한 스마트시티 사업에서 주민과 공무원을 대상으로 지역내 문제와 스마트서비스 선호도에 대한 설문조사를 실시한 결과를 분석하고 그 경험을 토대로 설문조사 추진 방향을 제시하였다. 본 연구를 진행하는데 금산군의 자연 인문적 환경과 스마트시티와 관련한 지역현황도 함께 조사하였다. 중요한 설문조사 결과는 다음과 같다. 주거환경에 대한 만족도는 응답자의 절반이상이 살기 좋다고 평가하고 있었으며 지역내 문제는 복지부족, 주차부족, 산업인프라(일자리)부족 등의 순서로 꼽았다. 그런데 지역내 문제와는 별도로 스마트서비스를 우선해서 확충해야하는 분야로는 관광레저인프라, 건강의료, 산업인프라(일자리) 순서로 나타났다. 이것은 지역문제를 해결하는 것과 스마트서비스 선호와는 다르게 나타나는 특징이 있다. 설문조사를 진행하는데 있어 방향 제시는 다음과 같다. 설문조사의 실시도구는 군청내 그룹웨어 설문서비스를 사용하고 주민들에게는 1대1설문, 온라인설문조사플랫폼(구글설문지, 서베이몽키 등)을 활용한다. 특히 주민설문은 지역모임을 대상으로 핵심질문으로 압축하고 쉬운 용어를 사용한다. 예비조사에서 관련공무원과 면담을 통해 관련사업, 지역밀착형 설문으로 선별하는 것이 중요하다. 무엇보다 스마트시티사업은 지역문제와 여건을 고려하고 이를 설문조사를 통해 파악한 후 지역문제를 해결하면서 주민의 니즈를 반영해야 한다.

고속화에 따른 철도터널의 단면규모 결정요소에 대한 고찰 (A Study on the Principal Factors of Rail Tunnel Cross-Section Design due to High Speed)

  • Recently, fast-growing up railway transportations. Because, regional traffic congestion problem solving and a period of rapid expansion to meet the demand of industries. In addition the government also suggest to new paradigm for the future 'Low Carbon, Green Growth' is presented as a new national vision. To meet the social needs and the time demands, Last of the railway increase very long tunnels and huge deep tunnels. Especially this trend accelerated high speed up in the tunnel, the revision of design criteria and research challenges are being actively improved. Mainly in the tunnel cross-section was under the control of the vehicle train speed 150km/hr by the construction of the vehicle cross-section of the tunnel. More than 200km/hr rail tunnel depending on the vehicle's speed caused the tunnel to the pressure fluctuations will be governed by the aerodynamic changes. Considering the economy to ensure the optimum cross-section of the railway tunnel to the description scheme is selected cross-section of the railway tunnel to determine the size domestic or international railway tunnel for the elements((based on fast Algorithm design criteria, the center line spacing, streetcar line, cross-sectional shape, sectoral issues, such as interface and aerodynamics) based on design practices and to review results. In this study, to propose guidelines depending on the size of a railway tunnel cross section for the size of the determining reasonable factors when designing the railway tunnel and cost-effective standards guidelines.
