Characteristics of Social Service Provision According to the Community Size and Financial Provision Types (지역적 환경과 제도적 특성을 고려한 사회서비스 공급체계 분석)

  • This study investigates the current features of social service provision system focusing on the core institutional traits of the system and community environment. Specifically, the study analyzes the differences in the contents and characteristics of social service provision, according to the community types, such as metropolitan area, medium size cities, and rural area. Also, the study explores the relationships among the three major subsystems in the social service provision system based on the types of financial provisions. Furthermore, the interaction effects between the community factors and financial traits on the relationships among sub- components in the service provision system are investigated. In this study other organizations, service users and public sector are regarded as three major sub-components in the provision system. The study utilizes the raw data from '2015 Social Service Demand and Provision Survey', which interviewed 4,100 social service organizations. Results from analyses show that the gap among metropolitan area, medium cites, and rural area is not so much bigger in the diverse provision features(e.g. the competition level, the major focus on the users, and policy demands on public sector) of provider-provision-organizations than in those of both of user-provision-organization and of market-way-organizations. User-provision organizations show the distinct differences in terms of the focus points on the users, while marketed organizations do in terms of the policy demands to the public sector. In rural area, user-provision organizations act like provider-provision-organizations whereas they do market-way-organizations in the urban area. Research findings show that the social service provision types utilizing market mechanism(such as user-provision, and market-way) are not so well fit into the characteristics of rural area.

A Study of Social Service Extension and Reorganization in Welfare State -Focusing on Social Service in Germany- (복지국가의 사회서비스 제도화 및 재구조화에 대한 고찰 - 독일의 사례를 중심으로-)

  • This is a study to review provision and production system of social services in European welfare states and find out implications to Korea. Firstly, trends of social service extension and reorganization in welfare state restructuring process, and approaches in interventions to social service system are theoretically discussed. In this discussion, we focus on the discussion of Jessop's workfare in social service extension and reorganization and the concept of innovation in intervention to social service system by state. Then, In order to look at details of reorganization of social service system through restructuring of European welfare states, German case is reviewed. In this review, the reorganization of social service provision and production system in Germany is analyzed through the comparison with the pre-existing system in terms of relationships with public sector as well as between public and private sector respectively. Finally, implications of the European and German experiences to Korea are explored. In order to do so, the state of social services in Korea is examined whilst comparing to the European development process of social services. Also, pros and cons of the electronic voucher scheme, which transforming the social service provision system in Korea, are discussed then challenges in Korean social service delivery system are discussed.

  • A notable recent change in Korean social service delivery is adopting voucher system. A significant portion of foreign literature suggests that the structure of service provision is critical to enhance consumer choice in voucher-based social service delivery system. As domestic research on voucher operation system is very limited, little is known about voucher-based social service provision structure and operating system. Given these limitations in the domestic literature, this study aims to examine the status and effectiveness of voucher-based system with specific focuses on the provision structure of early intervention service for children at the risk of ADHD. Data were collected from 194 service providers across the nation. Based on Cave's analytic paradigm on voucher operating system, data analyses were done to examine (1) the influence of adopting voucher system on service provision system and (2) whether consumer choice has been increased or not. The results indicated that (1) adopting voucher have brought into diversification of service providers, but (2) consumer choice is still limited. Based on these results, future directions for voucher-related policy were discussed.

Meal and Food Provision Services for Community-dwelling Vulnerable Older Adults Perceived by Health & Welfare Service Providers in Seoul (서울 지역 건강·복지담당자가 인식하는 취약계층 고령자를 위한 지역사회 식사·식품지원서비스 실태)

  • The purpose of this study were to identify the dietary practices of vulnerable older adults and to assess the foodservice and food provision service programs perceived by the health and welfare service providers in the community. A survey was conducted on health and welfare service providers working in outreach community centers and community health centers in Seoul. A total of 260 nurses and social workers participated in the survey and 224 responses were used for data analysis after excluding significant missing data. The respondents consisted of nurses (58.5%) and social workers (41.5%). In terms of the dietary life of the vulnerable older adults, they perceived that the food cost was burdensome to the older adults and poor dental conditions prohibited them from eating various foods. The health and welfare service providers rated highly for 'home-delivered meal and side dish services are effective for checking older adults' conditions' but rated low for availability of menu choices. In targeting vulnerable older adults for food and nutrition service programs, the home-delivered meal service was found to be suitable for older adults living alone, those over age of 80 years, those with mobility difficulties, and those with economic difficulties. The food provision service was appropriate for older adults living with their spouse or other family members. Vulnerable older adults are a heterogeneous population with diverse needs related to food and nutrition. Home-delivered meal/side dish service and food provision services will achieve their goals when they reach the correct targets with a customized service.

Social Geography of Poverty and Social Welfare Services (빈곤계층과 사회복지서비스의 공간적 연계성)

  • The central aim of this paper is to identify the distributional pattern of poverty and to investigate the spatial relationship between poverty and welfare service providers in Busan, Korea. It is intended to explain how the relationship of service-dependency between impoverished people and social welfare services leads to uneven social geography. Welfare services controlled by public or private agencies may support the impoverished people in different ways, generating social outcomes. By exploiting the spatial variations in the incidence of poverty and the provisions of social welfare services, this paper is to understand the dynamics of the geography of poverty from a local scale so that it can help us understand how various governmental and nongovernmental area-based service providers are spatially uneven when they are compared to the distribution of service dependency group such as impoverished people. From this research, it is finally argued that the implications of locational interdependence between such needed groups and social welfare services for their support demand a paradigm for urban social geography that centers on the changing welfare provision structure and the linkages between population and service-provision.

Analysis of Labor Market Activation Policy and Its Employment Outcomes: the Effects of Employment and Tailored Social Service Provision (한국의 노동시장 활성화 정책 특성과 취업 성과: 취업지원서비스와 맞춤형 사회서비스 중심 정책의 비교)

  • This article aims to analyze main features of activation policy and compare major programmes in terms of their impact on employment performances in Korea. Since the introduction of National Basic Living Security Act in 2000, a series of activation policies have been in place for social assistance recipients, low-income employees, and youth unemployed by means of providing tailored employment and social services via in-depth counselling and case management. These activation policies carry both enabling and demanding elements: requiring programme participation in exchange for public assistance benefit receipts on the one hand, and providing various social services to remove barriers to employment through case management on the other hand. Therefore, it merits attention to analyze how various features of activation programmes affect employment outcomes, the effectiveness of delivery system and policy instruments as well. In analyzing employment outcomes of activation policy of which main characteristics lie in provision of employment and social services, this article points out the features and policy instruments of the activation policy that contribute to labor market entry of public assistance recipients and low income employees. In addition, it also delineates the determinants of exit from benefit receipts. Results from statistical analysis show that activation policy with intense employment service helps both benefit recipients and low income employees enter into the labor market at a faster rate. However, tailored social service provision enables social assistance recipients to exit from benefit receipts. These results suggest theoretical and policy relevant implication in regards to redesigning the delivery mechanisms and service instruments of activation policy.

  • The purpose of this study is to review recent trends and major emerging problems and explore alternatives of Korean social welfare service policies. The concerns on social welfare service are triggered by the issues of rapid getting lower birth rate and severe growing rate of old people. These concerns resulted in the expansions of social welfare services. But Korean social welfare service systems are not prepared for these expansions. Presenting problems are disconnection between state and local governments, not securing minimum standards on accessibility and service provision, excessive concerns on making caring jobs and lacking in securing of safety and rights of vulnerable service users. As alternatives, this study proposes the integration of market approaches which can facilitate service user's choice and anti-market schemes which could act against the negative effects of market approaches.

  • Since the provision of Permanent Affordable Housing in the early 1990's, it is confronted with the need to strengthen its welfare service due to aging of its facilities and the declining welfare system for its tenants. In addition, the aging population of tenants is on the rise, increasing the group of tenants that are in need of care. The local social community center has entered into the community of permanent affordable housing and takes partial responsibility in the tenant's social welfare. However, social community center is mainly responsible for providing welfare service to its local residents and thus limited in its ability to satisfy welfare service to tenants of permanent affordable housing. Therefore, it is required to renew the existing welfare system to better suit social demands of tenants according to its specific social group and the characteristics of housing complex. This study aims to propose methods that can strengthen welfare service and analyze the characteristics of welfare service by investigating the existing conditions of welfare system for the tenants in permanent affordable housing complex. For this purpose, this study presents with categories of service standards, by breaking down and codifying welfare service and propose applicable mixed-use service in pre-existing permanent affordable housing.

A Study on the Establishment of One-stop Portal Service for Humanities and Social Assets (인문사회자산 원스톱 포털 서비스 구축 방안 연구)

  • The study is to make a development initiative for humanities and social assets one-stop portal services intended for researchers, thereby establishing long-term road map for Korean Research Memory(KRM) in National Research Foundation of Korea(NRF). The empirical studies conducted for this purpose are as follows: SWOT analysis of KRM's internal and external environment; Usability test for 90 graduate students; Focus group interview for 8 experts. The results of the studies are as follows. First, KRM needs to focus on the sustainability of information provision as well as the integration of research provision. Second, KRM needs to establish the strategy of acquisition for R&D products in quality. Third, KRM needs to be the hub of humanities and social assets and social network platform for researchers. Forth, KRM needs to develop education service for lay users as well as research services for professional researchers.
