The Spatial Distribution of Elderly Welfare Service in South Korea

  • Purpose: This study aims to not only measure the elderly welfare supply index but investigate spatial patterns and determinants of local elderly welfare services in South Korea. Research design, data, and methodology: The index for local elderly welfare services is measured by employing standardized scores for critical variables related to elderly welfare. The present study utilized the GIS technique and Moran's I index to examine spatial patterns of elderly welfare services. The determinants of local elderly welfare service are analyzed by a series of regression models using R. Results: Spatial imbalance and asymmetric distribution were serious in the supply of elderly welfare service. It was also confirmed that the factors affecting the level of welfare services for the elderly vary depending on the type of service. In particular, the higher the proportion of the elderly population and the social welfare budget, the lower the level of welfare services for the elderly. Conclusions: Given the circumstance of spatial mismatch between supply and demand for elderly welfare services, it is necessary to consider and provide policy tactics about how the economic benefits and welfare budgets generated in the region can contribute to strengthening the welfare service system for the elderly.

Survival of Mothers with Disabled Children in Social Welfare Institutions : Growing from Passive Actors to Active Actors (뇌병변 장애자녀 어머니들의 사회복지제도 속에서 생존하기 : 수동적 행위자에서 능동적 행위자로 거듭나기)

  • The aim of this study is to reveal development processes of mothers with disabled children as active human agents utilizing social welfare institutions. Many social welfare studies have generally described welfare service users as passive subjects alienated from welfare information and subordinate to dominant welfare system. However, this investigation indicates that they do not merely remain as passive policy targets. They also perform as active actors who seek for useful information, strategically acquire profits in the given system despite institutional constraints, and create new welfare institutions. Through in-depth interviews with 11 mothers of disabled children with brain lesions, this study has derived a grounded theory on the mothers' maturation processes in interaction with social welfare institutions, which consist 6 stages(entering, awakening, exploring, struggling, resigning and utilizing period). This substantive analysis on the survival processes of mothers with disabled children in the social welfare system provides empirical knowledge and evidence about relationship between the structure and agents. It also suggests a practical policy proposal for disabled people and their families based on these stages.

The Search for New Model of Delivery System for Family Welfare Service (가족복지서비스 전달체계 수립을 위한 방향과 원칙에 관한 탐색적 연구)

  • This study examines the changing paradigm of family welfare policy and tries to find an appropriate model for the delivery system of family welfare service. First, the study reviews the contexts of family policy in new paradigm, and traces the changing process of family welfare-related administration from the ministry of human and health to the ministry of family and gender equality. Second, the study examines the principles of the delivery system for family welfare service to pursue the advancement of family policy. In conclusion, it proposes an alternative model for the successful settlement into community of family welfare delivery system, and a desirable position and role of family support center. The principles of the delivery system of family welfare service is fundamentally to make family policy come realistic, such as strengthening family stability through the harmonic reconciliation of work and family, preventing any forms of families from social safety net, and securing happy lives. Comprehensiveness, continuity, effectiveness, and accessibility of the system are also needed. In particular, family support center, recently very controversial, could be better as a representative council of networking various kinds of community organizations in the fields of family welfare enhancement, rather than organization of direct service provision, such as family counselling, education and therapy. Finally, an alternative model of delivery system for family welfare service is presented.

  • This study was designed to search for the direction to develop housing service which assists the older people to live independently in their community and provides the systematization of community care. The subjects of the research include 533 older people between the age of 60 to 79 residing in Seoul and 84 welfare officials at a dong(in)-office and 67 social workers working at comprehensive social welfare institutions. The results were as follows: Both demanders and deliverers recognized that housing service for older people was necessary for community care, and, in particular, the deliverers had higher degree of necessity as people charged in welfare service. The most needed service was community alarm service which currently is proceeded partially for low-income and living-alone olders. It needed to expand the scope of the people to be served. It appeared that the need for inside safety measures rather than for housing space or structural problems. It requires less effort and cost for those who need simple repair, such as safety grips or slippery protection, and safety checks. Among financial support services, the need for tax benefits appeared the most necessary service for the older people. It suggested that more 'direct' financial support service is needed for the elderly people.

A study on the Satisfaction of QOL in Daily Living Environment - in the area of Hongseung-gun - (삶의 질 향상을 위한 일상생활환경의 만족도에 관한 연구 - 충남 홍성군을 중심으로 -)

  • The purpose of this research is to analyze the perception and satisfaction of QOL (Quality of Life) in daily living activities in the area of Hongseung-gun. The subjects included 467 residents in the area. The results of this study are as follows: First, the factors affecting the satisfaction with daily living activities were three types such as social system & welfare service, living convenience & cultural service, and public administration & medical service. Second, those who are young, females, highly educated, and holding professional jobs showed lower satisfaction of QOL than their counterparts. Lastly, the surveyees were more satisfied with public administration & medical service than social system & welfare service and living convenience & cultural service. The results of this study can be applied to the decision-making of public administration and welfare-policy.

Changes in the Concept of Disability and its Implications for Social Work Practice (장애개념의 변화와 사회복지실천 현장 함의)

  • This study attempts to identify the changes in social reactions to disabilities in general, and to research the contextual implication of these changes in social work practice in Korea. In the early years after the Industrial Revolution, disability was conceived as social unfitness and it was assumed that the cause and responsibility could be attributed to people with disabilities. But, in the midst and late 20th century, social responsibility for people with disabilities was argued and generally accepted. As the results of these changes, conceptual models explaining disabilities have changed gradually; there has been a transition, so called, from individual model to social model. In a similar vein, WHO has refined the definition and classification of disability. Related to these changes, social welfare service paradigm for people with disabilities has shifted. This paradigm shift can be explained with the perspective of strength approach, empowerment approach, case management and independent living model. In Korea, 1998 Act on welfare for people with disabilities meant that social service for the disabled were categorized with, namely, residential service, community rehabilitation service and vocational rehabilitation service. Recently, the extent of these services has been rapidly broadened. In these situation, this study researched to identify the implications on social work practice in the context of changes in social response, conceptual model, definition and also service paradigm. Such as the followings are enumerated for the implications: disabled person's participation in assessment process, development of assessment tools focusing on social and environmental perspectives, reinforcement of information service helping self-determination, supporting on formal and informal helping network, expanding self-help programs and, finally, a shift from displacement model to support model.

  • In this paper, we developed u-Care service system using technologies of USN and LBS to help construct social welfare infrastructure and social safety net for lone seniors and handicapped people. This service not only monitors the in-house and outdoor activities of those disabled people but also sends the messages, whenever abnormal behaviors are detected, to the people related to them as well as the social welfare organizations and public safety institutions such as police and emergency services and etc in order to alert them.

Measuring the social effects of the origin labeling of beef in the Korean food service sector

  • In Korea, origin labeling is one of the main issues in the food service sector. Many restaurants presented the incorrect or no origin of the food material, and Korean consumers have kept complaining about it. Even though the origin labeling program was welcomed by consumers, the food service sector has claimed that there is an increasing cost due to the origin labeling program. It is an important issue to determine whether the origin labeling program is good for the social welfare; however, the specific effects of the origin labeling program have rarely been measured. The purpose of this study was to measure the effect of origin labeling of beef in the Korean food service sector. Through survey and model analyses, a few findings are presented. First, Korean consumers showed a positive willingness-to-pay for the origin labeling of beef. Especially, consumers without information on the origin of the beef showed a larger willingness-to-pay for the origin labeling. Second, the origin labeling of beef changed the price and quantity of beef, and this change became larger when the consumers had no information on the origin of the beef. The change in the marketing margin due to the origin labeling program also affected the changes in the price and quantity of the beef. Third, the origin labeling of beef increased the social welfare, which is the sum of the consumer surplus and producer surplus. And this increase of the social welfare became larger when the consumers had no information about the origin.

  • In order to improve the quality of social services, developed countries overseas have introduced authorization or permit system to primary filtering when entering the market that provides social services. However, in Korea, a quality evaluation system for social service quality management has been introduced and implemented, but no significant effect has been achieved so far. Therefore, the purpose of this study is to investigate the relationship between service quality, service satisfaction, and repurchase intention, which are important variables to measure social service quality improvement, and to use it for service quality management. As a result of this study, service quality, service satisfaction, and repurchase intention are important factors for service quality improvement. It is necessary to secure a service provider of and continuous user selection and service quality management are also important.

  • After social service voucher schemes were introduced in Korea, many controversies have been concentrated on market-based approach, which encourage competition and choice while amount of funding, number of providers, and types of services have been rapidly expanded. This also could mean that transform of social service paradigm from provider-centered approach to user-cantered approach, one of the trends found internationally. Therefore, this is the study to reveal development of social service discourses in Britain where various models of social services have been attempted in their modern history. Then, through the historical analysis, the trends toward more user-cantered approach were found to be distinguished based on the division of individualism and collectivism. This could provide theocratical implication to the current discussion on social services in Korea.
