사회복지시설은 역사적으로 다양하고도 심각한 문제를 표출시켜 왔는데, 지역복지를 상위분야로 한 각 대안들이 국내에서 사회복지시설을 지역복지실천의 영역에서 제외시키고 있다. 그러나 사회복지시설의 본연의 역할에 비추어 볼 때, 이러한 대안들은 논리적인 문제를 안고 있다고 할 수 있다. 이러한 문제인식 하에서 본고는 일본에서의 지역복지 중 지역복지의 구성내용, 지역복지에서의 사회복지시설에 대한 규정, 지역복지 범주에서 논의되고 있는 시설사회화론을 이론적으로 제시한다는 연구목적을 제시하였다. 연구결과에 의하면, 지역복지의 중요한 요소로서, 그리고 지역복지를 발전시키는 추진력으로서 사회복지시설이 규정되고 있다는 점과 시설사회화론 또한 지역복지를 발전시키기 위한 주요한 실천이론으로서 논의되고 있으며, 지역개방 측면만이 아니라 이를 포괄한 시설의 근본적인 개혁의 논리로서 제시되고 있다는 점이 밝혀졌다.

The purpose of this paper is a case study on welfare QC circle which is considered as one of the management techniques to improve service quality among recently changing welfare environment. Futhermore this paper is also to suggest a new introduction of the welfare QC circle in korean social welfare agency. To accomplish these purpose, this study theoretically examines activity process and techniques of welfare QC circle. In practice, three social workers and one supervisor working at 'D' community welfare center in pusan are participated during six months. As a result, we founded the specific problems that is aroused from youth volunteer group within by fish bone chart, and proposed the alternative choices by 5W1H check sheet, and also certified to decrease turnover ratio in youth volunteering by pareto chart. This study, however, has its limitation in selection only one case study on welfare QC circle of youth volunteering. Welfare QC circle could be much contributed as one of the management techniques to enhance the quality of social welfare service from the viewpoint of the customer, If it is well developed korean welfare QC model which is suitable to social welfare organization and service. Therefore, in order to introduce welfare QC circle in korean social welfare organizations, I would like to suggest to find out a useful text of welfare QC and organize some welfare QC study groups including other suggestions.

복지국가들은 사회복지를 위해 과학기술을 적극적으로 활용하고자 다양한 시도를 하고 있으며, 이러한 맥락에서 복지테크놀로지는 노인, 장애인 등을 비롯하여 일반 시민들의 삶의 질을 높이는 방향으로 활용될 수 있다. 이러한 측면에서 본 연구에서는 사회복지현장의 사회복지사들이 복지테크놀로지에 대해 어떻게 인식하고 있는지, 그리고 사회복지 분야에 복지테크놀로지를 어떻게 적용할 수 있을지, 향후 발전전망은 어떠한지 등에 대한 인식을 살펴보고자 하였다. 2018년 1월 한 달 간, 서울, 경기지역 사회복지관에서 근무하는 13명의 사회복지사를 대상으로 초점집단인터뷰를 실시하여 자료를 수집하였고, 수집된 자료에 대해 주제분석을 실시하였다. 본 연구결과, '복지테크놀로지의 개념', '복지테크놀로지의 필요성', '복지테크놀로지의 활용현황', '복지테크놀로지의 향후 전망'이라는 4개의 범주 및 12개의 하위범주, 24개의 개념이 도출되었다. 본 연구결과를 토대로 사회복지현장에서의 복지테크놀로지 발전 및 활성화를 위한 논의 및 제언을 하였다.

본 논문은 국가간 사회복지수준을 비교하는 기준으로서 경제수준과 사회수준 중 후자가 보다 적절한 기준임을 밝혀냈다. 또한 사회복지지출이 많은 나라들일수록 사회수준이 경제수준보다 높은 경향을 보였는데 이는 경제성장 위주의 정책보다는 사회 각 부문의 균형적 발전을 통한 보편적 삶의 질, 즉 사회수준 향상이 사회복지수준 향상에 중요한 요인임을 제시하는 결과였다. 한국의 사회복지수준은 우리의 경제, 사회수준을 고려한 기대수준보다 현저히 낮다는 기존의 사실을 다시 한번 확인하였다. 이러한 결과를 근거로 보편적 삶의 질과 빈곤층의 삶의 질 수준과의 격차를 해소하여 권리로서의 사회복지를 실현하는 것이 시급한 과제라는 것과 사회수준 자체의 향상을 통해 사회복지에 대한 국민적 관심을 증가시키고, 사회복지부문간 격차, 즉 사회보험과 공공부조와의 현격한 차이를 줄이는 정책이 필요하다는 점을 제시하였다.

이 연구는 일본 최고(最古) 사회복지 전문지인 "월간복지"를 자료삼아 "일본에서의 '사회복지'는 용어상 어떤 상황에서 무슨 내용으로 정치, 경제, 사회, 문화가 상호작용하며 변천했는가?"라는 연구문제를 사회사 관점으로 규명하는 데 목적을 두고 있다. 이 잡지의 이름에 따라 "자선", "사회와구제", "사회사업", "후생문제", 속 "사회사업", "월간복지"여섯 시기로 구분하여 '엄중한 자혜구제 선언', '구제사업과 사회사업가', '사회사업의 전문성과 과학성', '국민생활 재건과 후생시설의 지역화', '생활보호와 사회사업의 새 얼굴', '지역사회조직활동과 모금활동' 따위의 주제를 이끌어내어 해석하였다. 특별히 일본에서는 사회사업이 Social Work의 번역어 이외에도 여러 사업을 포괄하는 총괄어로 사용되고 있음을 밝혔고, 한국에서도 이와 같은 용례의 전개과정에 관한 연구가 필요함을 강조하였다.

Recently the change of family environment has influence on the configuration of the family welfare unit at the social welfare center. And so the relation of space and function required its change. The essential role of social welfare center is family welfare, domiciliary and community care, community organization, social education etc. In this sence, this study explored the condition of space planning for the family welfare at the social welfare center. For this study, it was reviewed the role and function, the service program, the degree of unit activity importance, space satisfaction, the usage characteristics. In sum, the useful data were collected, analyzed, and synthesized through case study and could be used in the guidelines as reference information for the spatial organization of the family welfare unit at the social welfare centers in small town.

The community chest has been known as an effective means for private sectors in social welfare by mobilizing community resources. The purpose of this study is to analyze the process of developing community chest system in Korea and to suggest how Korean community chest system can be changed to develop private sectors in social welfare. To obtain this purpose, the author studied as follows. Firstly, The difference between former Korean community chest law and new Korean community chest law were examined. Secondly, the background of establishment of Korean community chest law and the present condition and state of Korean community chest system for private sectors in social welfare were analyzed. Thirdly, the tasks to be solved about developing Korean community chest system for developing private sectors in social welfare were suggested as follows; 1) activating the demonstration work for influencing the formulation of pragmatic partnership between state and private sectors in social welfare 2) utilizing a variety of communication channels for community participation 3) cooperating and coordinating the relationship between community chest system and the most voluntary social welfare agencies 4) raising as much funds as possible for maintaining autonomy of private sectors in social welfare.

본 연구의 목적은 공공복지서비스 전달체계 내의 핵심역량이라 할 수 있는 사회복지공무원들의 복지의식이 직무가치관과 직무효과성에 미치는 영향력을 실증적으로 규명하는데 있다. 본 연구가 갖는 함의는 첫째, 사회복지공무원의 복지의식수준을 실증적으로 밝혀내었다는 점에서 의의를 갖는다. 둘째, 사회복지공무원의 복지의식이 직무가 치관과 직무효과성에 미치는 영향을 규명함으로써 사회복지공무원의 복지의식 제고의 필요성, 복지정책과 제도의 바람직한 운용을 위한 접근방향과 대안개발에 구체적인 이론적 근거를 제공하였다는 점이다. 셋째, 사회복지공무원의 복지의식을 높이기 위해서는 복지정책이 평등화 효과를 높이고 무임승차나 근로의욕 저해를 최소화하는 방향에서 수립되고 운영되어야 한다는 정책적 함의를 찾을 수 있다. 넷째, 복지관련 업무경력이 낮을수록 낮은 복지가치관과 직무가치관, 직무효과성을 보인다는 사실을 통해 사회복지공무원의 업무체계 개선의 필요성을 제시하였다. 이상의 연구결과에 의거하여 사회복지공무원의 복지의식에 대한 연구의 활성화, 사회복지공무원 대상 복지정책, 제도, 가치 등에 대한 정기적인 교육의 필요성, 사회적 형평성과 평등화를 제고하는 방향에서의 복지정책의 결정을 통한 사회복지공무원의 긍정적인 복지의식과 직무성과 제고 필요성, 사회복지공무원의 업무체계 개선의 필요성 등을 제안하였다.

Purpose - Social welfare is a social insurance system that provides funds and services for all citizens to maximize their life quality. Its ultimate goal is to alleviate social contradictions. Therefore, this paper explores the determinants of social welfare in terms of macroeconomics. Research design, data, and methodology - Based on the vector error correction model, the annual time series from 1990 to 2017 will be used to conduct an empirical analysis. The real GDP, the real income, the inflation and the degree of openness will be treated as independent variables. The input of social welfare will be treated as a dependent variable. These variables will be used to perform the cointegration test and the vector error correction model to explore how the macroeconomic variables affect social welfare both in long run and short run. Result - Via the empirical analysis, it can be summarized that the real GDP, the real income and the degree of openness are the driving determinants to enlarge the social welfare. Conversely, the inflation is the obstructive determinant to reduce the social welfare. Conclusion - The positive and negative determinants of social welfare exist simultaneously, China's government should take macroeconomic regulation and control to balance them to enlarge social welfare.
