This study analyzes how breach fee under long-term contract and/or cap regulation on the breach fee can affect the impacts of "Mobile Device Distribution Improvement Act" on handset bundle price, average revenue per unit (ARPU), and social welfare. We conduct comparative analysis with an economic model of duopoly competition in price when users are under long-term contract and the breach fee can be regulated. The results show that the Act lowers the equilibrium prices, lower than incumbent price without the Act. Price of non-dominant Mobile Network Operator (MNO) can be lower than poaching price without the Act if significant portion of switching cost is breach fee or the market is significantly asymmetric. Under the significant circumstances, the Act can raise ARPU even though it improves social welfare. By contrast, the Act increases consumer surplus without affecting social welfare if breach fee is the only source of user's switching cost and is capped by the regulation, and more symmetric market and the stronger cap leads to higher consumer surplus.

본 연구는 개정 사회보장기본법의 사회서비스가 안고 있는 개념적 긴장이 어떤 것인가를 살펴보려는 목적을 가진 것이다. 참여정부 때부터 본격적으로 사용되기 시작한 사회서비스는 적어도 네 가지의 의미를 갖고 있었는데 개정 사회보장기본법의 사회서비스는 이 중 사회적일자리와 가장 가까운 의미를 가지고 있다. 이런 의미를 가진 개정 사회보장기본법의 사회서비스는 대단히 넓은 개념으로 정의되어 있다. 하지만 이렇게 됨으로써 개정 사회보장기본의 사회서비스는 오히려 개념적 긴장을 안게 되었다. 즉, 사회서비스는 한편으로는 복지뿐만 아니라 보건, 교육, 고용, 주거, 문화, 환경 등 매우 넓은 분야를 포괄하려는 지향성을 갖지만 다른 한편으로 서비스내용을 사회복지서비스에 적합한 것들로 나열함으로써 사회서비스를 사회복지서비스에만 제한시키려는 지향성도 갖는다. 이러한 개념적 긴장은 앞으로 지속될 가능성이 높은데, 이로 인해 복지부 및 사회서비스 전달체계의 개혁이 요구되며 동시에 일관된 사회서비스를 제공하는 데 필요한 이론적 실천적 원칙의 발전이 요구된다는 점에서 사회복지학에 중대한 도전을 던져주고 있다. 이 도전에 대응하기 위해서는 미시와 거시적 접근의 소통과 공동노력이 어느 때보다 절실히 필요하다.

사회복지시설은 지역주민의 복지욕구에 적합한 서비스의 자원개발과 전달체계를 국가로부터 위임받아 국민에게 전문적인 사회복지서비스 제공을 위해 시설의 합리적이고 효율적인 시설운영과 효과적인 서비스전달 등에 대한 사회적 책임의식을 가진다. 지금까지 사회복지사업법 규정에 의한 제5차에 걸친 평가는 사회복지시설 운영의 효율성과 책임성을 제고하는 동시에 합리적이고 체계적인 운영방향을 제시하여 사회복지시설의 균형적 발전과 선진화를 위한 중요한 토대를 마련하였다. 그러나 사회복지시설 평가의 문제점에 대해서도 지속적으로 제기되어 온 것도 사실이다. 따라서 본 연구에서는 사회복지시설에 대한 사회적 요구에 부응할 수 있는 평가체계가 갖추어야 할 기준과 개선방안을 도출함으로써 시설이용자들의 복지를 통한 삶의 질을 향상시킬 수 있는 융합모형을 제시하고자 한다.

With the advancement in the area of cloud storage services as well as a tremendous growth of social networking sites, permission for one web service to act on the behalf of another has become increasingly vital as social Internet services such as blogs, photo sharing, and social networks. With this increased cross-site media sharing, there is a upscale of security implications and hence the need to formulate security protocols and considerations. Recently, OAuth, a new protocol for establishing identity management standards across services, is provided as an alternative way to share the user names and passwords, and expose personal information to attacks against on-line data and identities. Moreover, OwnCloud provides an enterprise file synchronizing and sharing that is hosted on user's data center, on user's servers, using user's storage. We propose a secure Social Networking Site (SSN) access based on OAuth implementation by combining two novel concepts of OAuth and OwnCloud. Security analysis and performance evaluation are given to validate the proposed scheme.

이 연구의 목적은 경비업법에 대한 연구자들의 관점이 아닌 언론보도 빅데이터를 분석하여 경비업법에 대한 이해를 넓히고 다양한 현상들에 대한 의미를 살펴보는데 연구의 목적을 두고 있다. 연구방법은 우리니라의 범죄예방과 사회질서유지의 중요한 주체로써 경비업무의 대한 규정하고 있는 「경비업법」을 키워드로 검색하였다. 자료검색은 빅카인즈에서 제공가능한 1990년부터 2021년까지로 하였다. 또한 자료검색 기간동안의 구체적인 분석을 위해 정착기(1976~2001), 성장기-양적(2002~2012), 성장기-질적(2013~2021)로 구분하여 분석하였다 연구결과에 따른 경비업법의 언론보도 인식은 시대의 흐름에 따라 민간경비의 사회적 역할 및 중요성은 계속 강조되고 있다고 볼 수 있다. 그에 따른 민간경비의 시장성은 앞으로도 다양한 산업군과 결합되어 국민의 생명과 재산을 보호하는데 큰 역할을 할 것으로 판단된다. 하지만 경찰과 더불어 치안서비스를 제공하는 민간경비산업은 법적 규제 및 불법적인 문제들로 야기되는 다양한 사회적 이슈로 인해 민간경비산업의 발전을 저해하는 요소로 부각될 수 있기 때문에 거기에 따른 책임 및 역할을 더욱더 강화시킬 필요성이 제기된다.

Korea Credit Guarantee Fund(KODIT) is a public financial institution under the provision of the Korea Credit Guarantee Fund Act. Facing the waves of change both locally and globally, KODIT will serve as 'social value creator' in making a paradigm shift from a large corporation(Conglomerate-dominated) economy to a social enterprise-oriented one based on social economy. This study focuses on the supporting service programs for social enterprises and job creation how it affects the performance of social value creation of KODIT. There is currently no detailed research of the social value in terms of the business and management academic agenda. Therefore, the present study describes the importance of social value creation on the policy financial institution. This study conducted in-depth case study for social value performance. As a public policy financial institution, KODIT exert diverse efforts to correct market failure and achieve inclusive growth. For example, KODIT extends credit guarantee services for the liabilities of promising corporations and stimulates financial and non-financial supporting programs for social enterprises. Although the role of social value and social economy has gained business field attention, few investigations have been conducted to explain how social value is achieved. The present study can thus act as the foundation for exploring the social value creation in the circumstances of public financial institution.

By virtue of the development and widespread of social network services, the importance of SNS for an individual's social capital formation as well as people's act of sharing information is increasingly highlighted. However, there are still few empirical studies on successful formation of SNS, people's attitude towards participation in SNS, and the brisk act of sharing information in the SNS as yet. This study performed an analysis that, in terms of forming the successful SNS, people's attachment to the group in SNS induces the attitude towards the participation in SNS, and the information-sharing act on the basis of the socio-psychological theory. For this purpose, this study carried out empirical study by dividing the influential factors into the attachment to online group, and attachment to the members in SNS group on the basis of trust. This study set up the component factors in trust as high-dimensional factors, and used SPSS 18.0 and SmartPLS 2.0 as analysis tools. Analysis results confirmed that group formation in SNS and people's attachment to the group were significantly influence attitude towards participation in SNS as well as information sharing behavior. This result implies that group formation in SNS plays an important role in active use of SNS.

우리나라 장애인복지의 발전과정은 대체로 4기로 구분할 수 있다. 제1기는 1981년 이전으로 장애인을 한낱 자선의 대상으로만 보았던 시절이고, 제2기(1981~1988)는 "장애인복지법"제정으로 장애인복지 이념의 등장과 태동시기에 해당하며, 제3기(1989~2006)는 장애인복지제도의 틀을 정비하고 복지서비스 확대를 도모하던 시기라고 할 것이며, 제4기(2007~현재)는 장애인차별금지법 제정 등으로 장애인 인권 및 복지 보장의 확대전환기라 할 수 있다. 특히 우리나라에 있어서 장애인복지 관련 법제는 2007년이 새로운 역사적 이정표를 세운 해라고 할 것이다. 이 해에 장애인계의 오랜 숙원이었던 "장애인차별금지 및 권리구제 등에 관한 법률"이 제정되었고, 기존의 "특수교육진흥법"이 폐지되면서 새로운 "장애인 등에 대한 특수교육법"으로 대체 입법 제정되었으며, "장애인복지법"이 장애인복지 패러다임 변화를 수용하는 내용으로 전부개정되는 등 법제도상의 괄목할만한 성과를 이룩하였던 것이다. 여기서는 우리나라 현대사에 있어서의 장애인복지 수준을 가늠할 수 있는 관련 법제도의 입법화과정과 현행 법제의 체계를 살펴보고, 현행 법제의 주요내용과 개선과제를 논함으로써 향후 우리나라 장애인복지 관련 법제의 발전방향을 제시해보고자 한다.

최근 우리 사회는 인구의 도시집중화와 외국인의 이민 유입으로 범죄의 유형 및 형태가 다변화 되어가고 있다. 기존의 살인, 납치, 성폭력 등의 강력 범죄이외 학교폭력, 데이트 폭력, 가정폭력, 노인폭력을 비롯한 사회증오형 범죄, 묻지 마 범죄 등 다양한 범죄는 국민 생활 전반으로 확산되고 있다. 이러한 국내 실태에 따라 신변보호에 대한 수요가 급증하면서 민간경비 산업의 규모는 지속적으로 확장 되어가고 있다. 민간경비 산업의 발전에 수반하여 그에 대한 법 제도적인 측면이 체계적으로 정비되고 개선되어야 함에도 불구하고 국내 경비업법상 신변보호 관련 규정은 수차례의 개정에도 불구하고 1995년 법 규정이 현재까지 유지되고 있어서 사회의 변화 및 민간경비업의 현실과 괴리되어 본래의 취지에 부합하지 못하고 있다. 특히 신변보호업과 시설경비업은 경비업법상 법체계 및 구성요건이 동일하여 경비업자 및 종사자 또는 관리 감독 기관인 경찰까지도 경비업무의 범위와 임무에 대해 혼란을 갖는 문제점이 제시되고 있다. 이러한 문제들을 개선하기 위해서는 경비업법상 신변보호 관련 규정의 체계적인 법 제도적 정비가 필요하다. 본 연구에서는 현행 경비업법상 신변보호 관련 규정을 검토하고, 이에 따른 문제점을 도출하여 법 개정을 하는데 있어 현실적인 근거가 될 수 있도록 개선 및 발전방안을 제시하였다.

본 연구는 최근 우리사회에서 중요한 화두가 되고 있는 저출산 고령화 대책, 사회적 일자리 창출 등의 영향으로 사회적 주목의 대상이 되고 있는 사회서비스 정책의 동향을 살펴보고, 거시적인 관점에서 대안을 제시하는데 목적을 두고 있다. 현재의 사회서비스 정책은 중앙과 지방의 단절, 최소생활보장 장치의 미흡, 서비스 일자리와 취약한 서비스 대상자에 대한 균형의 결여 등이 문제로 제기되었다. 이에 대하여 이용자의 선택과 참여를 증진하는 수단으로서의 시장기제의 도입과 시장의 부정적인 영향을 최소화할 수 있도록 하는 견제장치로서의 반시장기제의 통합을 대안으로 제시하였다.
