In recent years, many studies have been conducted on smart low carbon cities through the fusion of ICT information technology for the purpose of reducing carbon. In this study, we investigated 13 cities in three continents that implement low-carbon city policies and analyzed the size, economic and social characteristics of each city to identify the degree of dynamic mechanism for carbon reduction. To this end, we quantified the elements of the city and analyzed the basic requirements for low-carbon cities using the TOPSIS method. The study found that most cities were better able to activate institutions and cultural conditions, facilities and functional conditions, and economic and industrial conditions than other engines, and these three were the main forms of power for smart low carbon cities. The results of this study are expected to be used as a basis for suggesting policy recommendations and improvement measures for future smart low carbon cities.
The purpose of this study is to analyze the utilization forms of hydrogen fuel cells, which are the core of building a smart city, and suggest ways to solve them. In the case of power plants to utilize hydrogen fuel cell, it was analyzed as the most promising form of use in the future due to the advantage of being free from intermittence problems. However, despite many advantages, local residents' opposition continues to emerge due to concerns about explosions and the problem of carbon dioxide generation in the case of certain hydrogen production methods, and it is analyzed that resolving them will be the main key to establishing the smart city. Finally, by analyzing the current hydrogen production method and identifying the problems facing it, the solution for the complete construction of the smart city was presented.
This study aims to propose a smart city governance logic model that can accommodate more diverse information service systems by mixing hub-and-spoke and blockchain technologies as a data management model. Specifically, the research focuses on deriving the logic of an operating system that can work across smart city planning based on the two data governance technologies. The first step of the logic is the generation and collection of information, which is first divided into information that requires information protection and information that can be shared with the public, and the information that requires privacy is blockchainized, and the shared information is integrated and aggregated in a data hub. The next step is the processing and use of the information, which can actively use the blockchain technology, but for the information that can be shared other than the protected information, the governance logic is built in parallel with the hub-and-spoke type. Next is the logic of the distribution stage, where the key is to establish a service contact point between service providers and beneficiaries. Also, This study proposes the establishment of a one-to-one data exchange relationship between information providers, information consumers, and information processors. Finally, in order to expand and promote citizen participation opportunities through a reasonable compensation system in the operation of smart cities, we developed virtual currency as a local currency and designed an open operation logic of local virtual currency that can operate in the compensation dimension of information.

On July 5, 2016, offshore magnitude 5.0 earthquake, Ulsan, Republic of Korea can anxiety not safe in the earthquake. The gas smell that occurred in Busan on July 20, 2016 did not understand a cause and spread by the ghost story for the earthquake to a citizen. Thus correct information about the disaster is important to the smart city and the quick correspondence for damage inhabitants and the community has an influence on the disaster resilience. This study is targeted for damage inhabitants, and it clarifies the importance of the evocation model of anxiety about the disaster in the smart city with social technology. In the case of the Great East Japan Earthquake, consider the self-help contents of Kamaishi-city inhabitants deeply and find out a proper application method. As a means of disaster response and recovery, suggest that the inhabitants and community will be able to practice self-help measures.

The existing city planning was performed by internal few decision-maker, but the information that an individual could contact with through the evolution of the ICT technology increased in the smart city, and a channel diversified and came to be able to participate in a decision making process by various methods. I show that it is in the collaborative planning process to come to a mutual understanding with residents directly or indirectly if utilize big data in a process of the safe community planning of the smart city. Therefore, I compare the utilization contents between data of Matsubara-shi,Japan and data of certification city of Korea which received the certification of the WHO international safe community. In the area where this study prepares for the approval of the international safe community, it wants you to use it though you utilize the data as the supporting role of the residents participation plan.

This study was conducted to develop a Web-GIS based monitoring module of smart city that can effectively respond, manage and improve situation in all stages of illegal dumping management on a city scale. First, five technologies were set for the core technical elements of the module configuration. Five core technical elements are as follows; video screening technology based on motion vector analysis, human behavior detection based on intelligent video analytics technology, mobile app for receiving civil complaints about illegal dumping, illegal dumping risk model and street cleanliness map, Web-GIS based situation monitoring technology. The development contents and results for each set of core technical elements were evaluated. Finally, a Web-GIS based 'illegal dumping monitoring module' was proposed. It is possible to collect and analyze city data at the local government level through operating the proposed module. Based on this, it is able to effectively detect illegal dumpers at relatively low cost and identify the tendency of illegal dumping by systematically managing habitual occurrence areas. In the future, it is expected to be developed in the form of an add-on module of the smart city integration platform operated by local governments to ensure interoperability and scalability.

Recently smart City has become a world-widely hot issue. Many cities have been trying to be smarter in solving urban problems. Different Countries and cities have adopted their own approaches. Accordingly, the concept of smart city is defined in diverse ways. This research emphasizes value creation of smart cities. For that purpose, thoughtful sensitivity, accuracy, and speed are critical components in planning smart cities. Among these, thoughtful sensitivity is the most important. Based on these components, policy should be conceived to develop road maps to replicate successful cases to other cities and regions for long-term innovation of regions. Such experiences will be a firm basis for competitiveness and prosperity of our cities.

Smart City is the regional innovation platform that actively utilizes information and communication technologies to diversify city services and improve the performance and quality, hence improving the quality of life and creating new trends of urban activities. Recently, the importance of citizen participation is increasingly emphasized to build smart cities successfully and the Living Lab, an open innovation platform led by users, is taking center stage as a means of realizing it. Accordingly, this study aims to establish the plans for popularizing living labs that provide innovative environments for domestic smart cities. To this end, first of all, political trends related to domestic smart cities' living labs were analyzed, and then, individual characteristics and development processes of the relevant cases were investigated. In addition, in-depth interviews were conducted with the experts of specialized agencies from Netherlands, Finland, and Denmark, etc. which are considered as leading countries in smart cities' living labs. As a result, in order to popularize living labs in domestic smart cities, the following policies were proposed; establishing support systems for commercialization and dissemination, building intermediary support organizations, improvement of laws and institutions, establishing the joint response systems with neighboring areas, etc.
This research investigates the objectives, concepts, and technical aspects of existing Smart Cities in theoretical terms in order to resolve any ambiguities the definition of Smart City currently has. Through this, theoretical recommendations for Smart City that targets elderly citizen are made. The elderly citizens in question are people currently in their mid-50s to early 60s, in order to adequately employ futuristic technologies into four major sectors: healthcare, post-retirement employment, community-based governance, and environment-friendly infrastructure. The research concludes that while the technical application of welfare to the elderlies through constructing a purposeful Smart City is desirable, environmental consideration should come in prior concern as a sustainable foundation of livelihood is needed for citizen accommodation.
In recent years, many people are living in a space limited by rapid global industrial development and economic growth, and rapid urbanization is underway, with the global urban population estimated to be more than 70 percent in 2050. Due to rapid urbanization, government-led smart city models are being developed and introduced to solve various urban problems such as disaster safety, air pollution, water pollution, energy shortage, disease, crime and transportation. However, since ICT technology of public housing is being developed as a type of social overhead capital project, it is necessary to develop micro-smart city projects that residents can feel by developing services such as public safety, living environment, living welfare, and energy management for public housing residents. Therefore, in this paper, the smart platform model of public housing for smart city in the era of the Fourth Industrial Revolution is planned and presented.
