A Study on Development Direction of Smart Pole for Smart City Construction

  • Smart pole is one of mega trend in smart city development. It has multi-function to get as much as data from the street to better city management. And smart street lighting of smart pole as core part of smart city development is being implemented by many cities in globally. Refer to the latest edition of Navigant Research's Smart City Tracker includes smart city projects in 221 cities, a quarter of which are deploying smart street lighting ranging from initial pilots to citywide and regional deployments that span tens and even hundreds of thousands of lights. The most important feature of smart street lighting solution is "Connectivity" through the IoT technology. In order to implement the smart city, we should have so-called intelligent watchdog and mesh networked post for keeping the various smart city technology development progress and operation properly. Smart street lighting solution could be main infrastructure as an enabler for a range of smart city applications. We can talk about the expected role of smart street lighting for the smart city development on this paper.

  • Continuous development is the key of development issue in developing nations. Smart city measurement is prevalently carried through in the cities in which the nations have been classified as industrialized countries. In addition, cities in Europe becomes the models of smart city system. Smart city concept used in the cities in Europe applies six predominant features i.e. smart economic, smart mobility, smart environment, smart people, smart living, and smart governance. This paper focuses on figuring out city' development strategy in developing nations particularly Indonesia in regard with European Framework by way of Multi Expert Multi Criterion Decision Making (ME-MCDM). Recommendation is resulted from the tests using the data collected from one of the metropolis cities in Indonesia, whereby issuing recommendation must firstly implement smart education, secondly communication, thirdly smart government, and fourthly smart health, as well as simultaneously implement smart energy and smart mobility.

Survey on Sustainable Smart Cities Development: Challenges and Solutions

  • This paper aims to presents the overview of research in the sustainable smart cities development domain. It investigates the key challenges of the sustainable smart cities development that faced by the developers from different countries. The qualitative research method via the interview is conducted to collect the data. 10 experts on the sustainable smart cities development project were interviewed in this study. The results indicate that there are 12 sustainable smart cities development challenges named: (1) budgetary constraint; (2) lack of resources; (3) lack of institutional capacity to deliver technology; (4) lack of systems integration; (5) social acceptability; (6) lack of awareness level in the smart city development among residents; (7) the need to drive towards content development; (8) lack of strategically approach in the smart city transformation; (9) disagreement on standardizing the smart city model; (10) lack of overarching institution to create the governance structure; (11) lack of sustainable focused strategies; and (12) lack of the smart city operational framework. Furthermore, the solutions framework for these challenges was proposed as the guidelines to overcome or minimize them.

  • The notion of smart cities, presently, is a highly popular topic in urban policy circles. This concept is adopted by many cities across the world-with an aim of increasing urban smartness in various ways and areas. Productivity, innovation, liveability, wellbeing, accessibility, sustainability, governance, planning, and citizen participation are among these areas. Despite good policy intentions, smart city initiatives in practice had only limited impact in delivering the desired urban outcomes. This paper aims to investigate the smart city phenomenon and its planning practice approaches from an evolutionary perspective. The study places smart city plans and strategies of a number of cities across the globe under the microscope. The findings reveal that current smart city efforts are not adequate to combat the challenges of the Anthropocene epoch-that is already upon us. This paper concludes with a consolidated definition of smart and sustainable cities and considerations for moving towards Post-Anthropocentric urbanism-that is truly smart and sustainable urbanism-to avoid an imminent urban ecocide.

지속가능한 스마트 도시 추진방안 (Implementation Measures for Sustainable Smart City)

  • 본 연구의 목적은 지속가능한 발전의 개념이 적용된 지속가능한 스마트 도시 추진방안을 제시하는 데 있다. 이를 위해 지속가능한 발전, 스마트 도시 관련 이론 및 두 개념 간의 관계를 검토하고 국내외 사례를 조사 분석하였다. 다음으로 지속가능한 스마트 도시의 개념을 정의한 후 경제, 사회, 환경부문의 목적을 도출하고 부문별 전략을 구상하였다. 마지막으로 지속가능한 스마트 도시가 추구해야 할 통합적인 추진방안을 제안하였다. 지속가능한 스마트 도시 추진 방안은 '4차 산업혁명시대 지속가능한 스마트 도시로의 전환'이라는 비전을 바탕으로 (1) 지속가능한 스마트 도시 조성, (2) 스마트 인프라 구축 및 유지관리, (3) 스마트 도시재생 등 3가지 전략 및 전략 부문 별 17개 주요 기술로 구성되었다.

  • 본 연구는 스마트시티의 발전과 고도화를 위해 스마트도시서비스 지원기관이 나아가야 할 발전방향에 대해 제시하는 것을 목적으로 한다. 이를 위해 첫째, 스마트도시서비스 지원기관의 필요성과 법적근거, 주요기능 등에 대해 이론적으로 검토하였다. 둘째, 스마트도시서비스 지원기관의 기능영역별 현황을 검토하고 기능영역별 상대적 중요도 도출 및 의견수렴을 위한 전문가 심층인터뷰를 수행하였다. 셋째, 이론적 검토와 기능별 현황파악, 우선순위 도출, 전문가 의견 수렴 등을 종합한 스마트도시서비스 지원기관의 발전방향을 제시하였다. 본 연구결과는 향후 국내 스마트시티 사업에서 핵심적인 역할을 수행할 것으로 예상되는 스마트도시서비스 지원기관의 역할과 기능, 그리고 향후 발전방향을 제시하였다는 점에서 그 의의가 있다.

Opportunities and challenges in the development of smart cities in Tanzania

  • In developing countries especially in African continent, rapid population growth in cities is a major concern. Majority of governments in Africa have made more effort to develop urban areas as compared to the rural ones. Social and economic activities are more concentrated in urban areas. This is a pushing factor for the rapid population growth in cities as many people, especially young generation, tend to migrate from rural to urban. This growth leads to excessive exploitation of natural resources, environmental degradation and increased pressure on social services. Rapid increased population acts as an encouragement to construct smart cities for achieving needs for present and future generations. Tanzania as one of the developing countries in Africa has taken initiatives in establishing smart cities. The aim of this study therefore, is to examine opportunities and challenges in the development of Smart cities in Tanzania with a case study of Mbeya city. In addition, conceptualization about development of smart cities is proposed to prioritize the planning of smart grid among other smart city infrastructure systems. Conclusively, Mbeya city has a full potential of many strengths and opportunities for successful development as a smart city.

국내 스마트시티 서비스 적용 경향 분석 (Current Trend of Smart City Service Application in Korea)

  • 최근 스마트도시 조성을 도시의 지속가능한 경제성장 동력으로 접근하는 시각이 늘어나고 있다. 스마트시티를 통한 산업활성화를 위해서는 기술과 서비스 개발에 대한 투자가 필요하기 때문에 정부와 지자체 차원의 지원 확대가 예상된다. 도시 성장 동력으로써의 스마트도시서비스 활성화와 스마트도시 산업의 지원을 위한 스마트시티 정책을 추진하기 위해서는 우선적으로 스마트시티 서비스 개발과 적용 현황 분석을 통해 서비스 개발 현황을 파악할 필요가 있다. 본 연구에서는 스마트시티 서비스 추진 경향을 분석함으로써, 이를 바탕으로 스마트시티 산업 활성화와 스마트도시 산업 지원을 위한 정책적 의사결정과정에서의 근거자료를 구축하고자 한다.

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.

미국방성의 전력개발 프로세스를 활용한 스마트 시티 개념설계 방안 (Concept Design Method of Smart City using Defense System Development Process of DoD)

  • The defense system development process is a process of developing various systems that perform functions in various functional areas such as battlefield awareness, command control, force application, and logistical support. In other words, the defense system development process is a process of developing many systems simultaneously in various functional areas. Various systems developed through this process should be interoperable so that they can be integrated and operated in a joint warfighting environment. To successfully implement this, the US Department of Defense uses the Joint Capability Integrated Development System(JCIDS) for the defense system development, and within this JCIDS processes the Capability Based Assessment(CBA) methodology as its core technology. This CBA methodology transforms the mission activity requirements to functional capability requirements logically and transforms the functional capability requirements to system requirements logically also. Smart City is a city that improves the convenience and quality of life of the citizen by integrates various systems that perform various functions of the city and smarties various functional systems with smart services by using IT technology. In other words, defense system development and smart city development have a common feature of the process of developing many systems simultaneously in various functional areas. In order to address the problem of having to develop many systems simultaneously in each functional area, it is important to logically transform the various mission scenarios into functions and logically transform the functions into systems. Therefore, a joint capability integrated development system and its core methodology, Capability Based Assessment(CBA), can be applied to smart city development. This paper proposes a method for performing a smart city concept design method using the capability based evaluation (CBA) method.
