After the COVID-19 pandemic, hand hygiene has become more important to prevent and reduce infection. To manage and provide water to ensure safe handwashing, water governance and the role of public servants are also getting critical. Many organizations have given their priority to capacity building of public servants. In the Strategic Plan for the ninth phase of the Intergovernmental Hydrological Programme (2022-2029), 'Water education in the Fourth Industrial Revolution' is included as a priority. In Korea, ODA in the field of water and sanitation is emphasized in Korea's 3rd Mid-term Strategy for Development Cooperation (2021-2025). Also, KOICA and various water-related organizations have been organizing water education programs for developing countries. This study presents the direction for water education for public servants in developing countries in the post COVID-19 through the education program cases of the International Centre for Water Security and Sustainable Management established by the agreement between the Korean government and UNESCO in 2017. The study suggests that water-related organizations should cooperate with each other to prevent duplication of water education contents. It also suggests that blended learning should be actively utilized for the improvement of education program effectiveness. Lastly, the study emphasizes that education demand for the water technologies related to the fourth industrial revolution and smart water management is increasing, which should be considered when water-related organizations create online content or design education programs.

Entering the era of the fourth industrial revolution, information and communication technologies such as CCTV, home network systems and equipment are being used in the construction industry. In particular, in order to increase the autonomy of information and communication technologies in apartments, the government has announced an administrative revision of information and communication-related laws, and companies are focusing on developing technologies such as smart home services. In addition, most domestic and foreign studies on the information and communication work were mainly conducted on technology and management. However there is a lack of research on physical defects affecting the quality of ICT. Therefore, this study collected the defect data registered in the project management system of three domestic construction companies and classified them according to the standards of the Enforcement Decree of the Apartment House Management Act. According to the analysis of the frequency of defects work type, 88.10% of defects occurred in home network equipment work. In addition, analysis of defects type in the four detailed works showed the highest number of operation error. The cause was analyzed and prevention measures and countermeasures were presented in parts of design, construction, and maintenance. The results of this study will improve the quality of apartment housing and be used as basic data for future research on practical defect minimization and prevention measures.

Now, Huawei is outperforming at AI chipset manufacturing, Bigdata analysis and cloud, positioning to become a critical player in the 4th industrial revolution. The purpose of this research is to analyze the effect of recent Huawei issues to Korean SMEs focusing on the relation between Huawei and Korean companies; the cooperation status from the Global Value Chain (GVC) perpsective, and Korean government's policies related to Huawei's information security issues will be the three main frames for the analysis. Then, this research proposes policy implications such as increasing Korea's competitiveness in manufacturing and information security.

Across the world, 'housing' comprises a significant portion of wealth and assets. For this reason, fluctuations in real estate prices are highly sensitive issues to individual households. In Korea, housing prices have steadily increased over the years, and thus many Koreans view the real estate market as an effective channel for their investments. However, if one purchases a real estate property for the purpose of investing, then there are several risks involved when prices begin to fluctuate. The purpose of this study is to design a real estate price 'return rate' prediction model to help mitigate the risks involved with real estate investments and promote reasonable real estate purchases. Various approaches are explored to develop a model capable of predicting real estate prices based on an understanding of the immovability of the real estate market. This study employs the LSTM method, which is based on artificial intelligence and deep learning, to predict real estate prices and validate the model. LSTM networks are based on recurrent neural networks (RNN) but add cell states (which act as a type of conveyer belt) to the hidden states. LSTM networks are able to obtain cell states and hidden states in a recursive manner. Data on the actual trading prices of apartments in autonomous districts between January 2006 and December 2019 are collected from the Actual Trading Price Disclosure System of the Ministry of Land, Infrastructure and Transport (MOLIT). Additionally, basic data on apartments and commercial buildings are collected from the Public Data Portal and Seoul Metropolitan Government's data portal. The collected actual trading price data are scaled to monthly average trading amounts, and each data entry is pre-processed according to address to produce 168 data entries. An LSTM model for return rate prediction is prepared based on a time series dataset where the training period is set as April 2015~August 2017 (29 months), the validation period is set as September 2017~September 2018 (13 months), and the test period is set as December 2018~December 2019 (13 months). The results of the return rate prediction study are as follows. First, the model achieved a prediction similarity level of almost 76%. After collecting time series data and preparing the final prediction model, it was confirmed that 76% of models could be achieved. All in all, the results demonstrate the reliability of the LSTM-based model for return rate prediction.

Recently, the Korean government promoted the construction of metropolitan express subway to connect major transportation hub in the metropolitan area within 30 minutes. Most stations of the metropolitan express subway are connected to existing subway stations, so the importance of transfer increased. Although many studies have been conducted on the effect of transfer penalty on route choice, there are few studies on the transfer behavior of the metropolitan express subway. Therefore, in this study, a transfer behavior analysis was conducted on the Shinbundang Line, a representative metropolitan express subway. To analyze the transfer behavior according to the degree of traffic congestion and the presence of fare payment, route choice models were made using transport card data divided according to week, time, and user characteristics. As a result of the analysis, users of the metropolitan express subway had greater disutility to the transfer waiting time compared to the transfer moving time. Furthermore, especially during the peak time, EIVM(Equivalent in-vehicle minutes) of the transfer waiting time was 3.51. In this study, EIVM for metropolitan express subway users were analyzed to be 2.6 minutes, which is significantly lower than the results of previous studies on subways. This suggests that there is a difference in the transfer penalty between subways and metropolitan express subway, and that it is necessary to apply the transfer penalty between subways and express subway differently when forecasting subway traffic demand.

Additionally, the study delves into future digital trends, with particular attention to climate and environmental issues, emphasizing corporate responsibilities in averting crises similar to COVID-19. The overarching goal is to provide a holistic perspective, shedding light on both positive and negative facets of digital transformation, and advocating for regulatory enhancements and legal frameworks conducive to a balanced and resilient digital future. Design/methodology/approach This study employs a comprehensive approach to analyze the impact of the COVID-19 outbreak on digital transformation. It considers various facets, such as smart devices reshaping daily routines, transformative changes in corporate ecosystems, and the adaptation of government institutions to the digital era within the broader context of the Fourth Industrial Revolution. The analysis extends to the post-COVID-19 landscape, examining the implications and meanings of digital transformation. Future digital trends, especially those related to climate and environmental issues, are prognosticated. The methodology involves a proactive exploration of challenges associated with digital transformation, aiming to advocate for regulatory enhancements and legal frameworks that contribute to a balanced and resilient digital future. Findings The findings of this study reveal that the digital economy has gained momentum, accelerated by the proliferation of non-face-to-face industries in response to social distancing imperatives during the COVID-19 pandemic. Digital transformation, both preceding and succeeding the onset of the pandemic, has precipitated noteworthy shifts in various aspects of daily life. However, challenges persist, and the study highlights factors that either bolster or hinder the transformative process. In the post-COVID-19 era, corporate responsibilities in averting crises, particularly those resembling the pandemic, take center stage. The study emphasizes the need for a holistic perspective, acknowledging both positive and negative facets of digital transformation. C-ITS (Cooperative-Intelligent Transportation System) refers to user safety-oriented technology and systems that provide forward traffic situation information based on a two-way wireless communication technology between vehicles or between vehicles and infrastructure. Since the Daejeon-Sejong pilot project in 2016, the C-ITS infrastructure has been installed at various locations to provide C-ITS safety services through highway and local government demonstration projects. In this study, a methodology was developed to verify the effectiveness of the warning information using individual vehicle data collected through the Gwangju Metropolitan City C-ITS demonstration project. The analysis of the effectiveness was largely divided into driving behavior impact analysis and environmental analysis. Compliance analysis and driving safety evaluation were performed for the driving impact analysis. In addition, to supplement the inadequate collection of Probe Vehicle Data (PVD) collected during the C-ITS demonstration project, Digital Tacho Graph ( DTG ) data was additionally collected and used for effect analysis. The results of the compliance analysis showed that drivers displayed reduced driving behavior in response to warning information based on a sufficient number of valid samples. Also, the results of calculating and analyzing driving safety indicators, such as jerk and acceleration noise, revealed that driving safety was improved due to the provision of warning information.
After introducing the industry 4.0 policy, Korean government announced 'Digital New Deal' and 'Green New Deal' as 'Korean New Deal' in 2020. We analyzed Korea Institute of Geoscience and Mineral Resources (KIGAM)'s research projects related to that policy and conducted markets analysis focused on Digital Twin and environmental monitoring technologies. Regarding 'Data Dam' policy, we suggested the digital geo-contents with Augmented Reality (AR) & Virtual Reality (VR) and the public geo-data collection & sharing system. It is necessary to expand and support the smart mining and digital oil fields research for '5th generation mobile communication (5G) and artificial intelligence (AI) convergence into all industries' policy. Korean government is suggesting downtown 3D maps for 'Digital Twin' policy. KIGAM can provide 3D geological maps and Internet of Things (IoT) systems for social overhead capital (SOC) management. 'Green New Deal' proposed developing technologies for green industries including resource circulation, Carbon Capture Utilization and Storage (CCUS), and electric & hydrogen vehicles. KIGAM has carried out related research projects and currently conducts research on domestic energy storage minerals. Oil and gas industries are presented as representative applications of digital twin. Many progress is made in mining automation and digital mapping and Digital Twin Earth (DTE) is a emerging research subject. The emerging research subjects are deeply related to data analysis, simulation, AI, and the IoT, therefore KIGAM should collaborate with sensors and computing software & system companies.

Among marine accidents caused by bad weather, visibility restrictions caused by sea fog occurrence cause accidents such as ship strand and ship bottom damage, and at the same time involve casualties caused by accidents, which continue to occur every year. In addition, low visibility at sea is emerging as a social problem such as causing considerable inconvenience to islanders in using transportation as passenger ships are collectively delayed and controlled even if there are local differences between regions. Moreover, such measures are becoming more problematic as they cannot objectively quantify them due to regional deviations or different criteria for judging observations from person to person. Currently, the VTS of each port controls the operation of the ship if the visibility distance is less than 1km, and in this case, there is a limit to the evaluation of objective data collection to the extent that the visibility of sea fog depends on the visibility meter or visual observation. The government is building a marine weather signal sign and sea fog observation networks for sea fog detection and prediction as part of solving these obstacles to marine traffic safety, but the system for observing locally occurring sea fog is in a very insufficient practical situation. Accordingly, this paper examines domestic and foreign policy trends to solve social problems caused by low visibility at sea and provides basic data on the need for government support to ensure maritime traffic safety due to sea fog by factually investigating and analyzing social problems. Also, this aims to establish a more stable maritime traffic operation system by blocking marine safety risks that may ultimately arise from sea fog in advance.

RFID could be applied to copying machine to manager and control it's user, copying quantity and It could provide some function such as observation of copy content, access control of user. RFID tag adhered to small storage device prevent carrying out of item using the position tracking function and control carrying-in and carrying-out of material efficiently. magnetic card and smart card have been doing good job in identification and control of person, but RFID can do above functions.
