  • Currently, our society is showing many changes due to the influence of information and communication technology (ICT). At the center of these information and communication technologies are software, intelligence, and sensing technologies. The software-related industry is steadily developing due to various software development policies implemented by the government and related organizations. Software development is desirable, but on the other hand, some negative aspects are also appearing. In this study, we proposed an objective way to infer the progress of software development for reasonable resolution of cases when a dispute related to the progress of development occurred during the software development process. The proposed solution was based on the waterfall model. The outputs generated in each process of the waterfall model are contents excluded from subjectivity. Therefore, it can be used as an objective method for calculating software development progress.

  • Since 2013, Seoul Metropolitan Government (SMG) has introduced big data initiatively in administration and put into practices in transportation, safety, welfare in order to overcome limited resources and conflicting interests. For establishing a new midnight bus service, SMG prepared optimized midnight bus routes by analyzing big data from mobile phone Call Data Record (CDR) through collaboration with a telecommunication company. Despite of limited budget and resources, newly identified routes can cover over 42% of the citizen with 9 routes and less than 1% of buses compare with day time operation. In addition to solve transportation problem, SMG utilizes big data to resolve location selection problem for choosing new facility locations such as life double cropping centers and senior citizen leisure centers. As results, SMG demonstrates big data as a good tool to make policies and to build smarter city by overcome space-time limitation of resources, mediation of conflicts, and maximizes benefit of the citizen.

  • The government has set the mechanization of paddy agriculture as a national task, aiming to achieve over 70% by 2025. The main objective is to stabilize the farming costs of rural households due to the aging and feminization of rural areas, as well as the shortage of agricultural labor. In response to this, the Korea Rural Economic Institute operates a farm machinery rental business. However, there are challenges in selecting and managing rental machinery, including issues related to labor, costs, verification, and time. Additionally, there is a limit to upgrades, and overseas models are being imported and used for transplanters and rice planters, which do not conform to domestic standards and face maintenance difficulties. In order to solve the difficulties of the agricultural machine rental business, we intend to develop an application that shares domestic and foreign machines purchased and used by individuals at a low cost and use them in gun-level administrative districts.

  • This study examines the factors influencing loyalty to cultural arts events using data from the Survey Report on National Culture and Arts Activity in 2022 and 2023. The dependent variable is a binary variable representing the intention to revisit in the future, which serves as a proxy for loyalty. Given that the dependent variable is binary, the logit model specification is employed to estimate the average marginal effects. The estimation results indicate that audience satisfaction exerts the strongest influence on loyalty in both years. It can be observed that participation in cultural arts events is the second most important variable in determining loyalty. This suggests that the government should support the expansion of the scope of these activities and the diversification of programs in order to facilitate greater participation in a wider range of cultural arts activities.

  • As interest in advanced countries regarding the convergence technology development increases, a methodology for identifying the core convergence technology that has a large spill-over effect on the technology and industry is required for the nation's competitiveness enhancement in the convergence technology field. Based on patent citation network analysis using 1,124 USPTO patents in the ICT convergence technology field of the smart factory, this study examined the proposed heterogeneous technology convergence index as a tool for measuring the convergence characteristics of the spillovers compared to other indexes (i.e. other sector ratio index and homogeneous technology convergence index). The proposed heterogeneous technology convergence index was used to investigate core technology sectors among ICT technology sectors of smart factory identified by government ministries. Results found 6 core ICT convergence technology sectors including the manufacturing execution analysis application sector. Also, this study conducted blockmodeling analysis using the IPC codes of patents in the manufacturing execution analysis application sector, and identified that the blocks representing the electronic communication and electric digital data processing technology sectors (Block 3 & 4) are related technology sectors which can be converged with core technology. Based on the findings, the implications for the convergence technology development planning of the smart factory field are discussed.

  • With massive and dense production, the livestock industry is rapidly moving into a large-scale, capital-intensive industry especially in swine, poultry, and ducks. However, livestock epidemics can pose a serious threat to the livestock industry and the lives of the people. The government has established and operates the National Animal Protection and Prevention System (KAHIS) since 2013 in order to control the threat, in accordance with the five stages. The digitalized data and information are excellent in ease of management, but it is also pointed out that it is difficult to take countermeasures through linkage with the data in an emergency situation. Recently, the technology of the fourth industrial revolution such as Internet of Things (IoT), Big Data, Artificial intelligence (AI) has been rapidly implemented to the livestock industry, which makes smart livestock disease control system possible. Therefore, this study investigated the domestic and overseas cases which apply 4th Industrial Revolution technology in the industry, and derived 13 possible candidate tasks in the near future. In order to ascertain the priority of policy formulation, we surveyed the expert groups and examined the priority of each of the five stages of the prevention and the priority of each stage. The results of this study are expected to contribute to the establishment of policies for the advancement of smart livestock disease control research and livestock protection.
