After being introduced "4th Industrial Revolution" in the Davos Forum 2016, it is continuously talked about "4th Industrial Revolution" as an industrial and social innovation momentum for solving structural problems of economy and society. In this situation, our government established "the Committee of 4th Industrial Revolution" as a control tower and announced a policy "4th Industrial Revolution recommendation for government" in 2019. The Ministry of National Defense is pursuing "4th Industrial Revolution" policies and organizing a team "4th Industrial Revolution Smart Defense Innovation Team" in accordance with government-wide policies from 2019. In this paper, I will look at the background and status of the Smart Defense Innovation policy. And I am proposing development plans to create practical results as like "Strengthening governance for the Smart Defense Innovation" and "Implementation of the budget for the Smart Defense Innovation" and so on.
The defense system development process is a process of developing various systems that perform functions in various functional areas such as battlefield awareness, command control, force application, and logistical support. In other words, the defense system development process is a process of developing many systems simultaneously in various functional areas. Various systems developed through this process should be interoperable so that they can be integrated and operated in a joint warfighting environment. To successfully implement this, the US Department of Defense uses the Joint Capability Integrated Development System(JCIDS) for the defense system development, and within this JCIDS processes the Capability Based Assessment(CBA) methodology as its core technology. This CBA methodology transforms the mission activity requirements to functional capability requirements logically and transforms the functional capability requirements to system requirements logically also. Smart City is a city that improves the convenience and quality of life of the citizen by integrates various systems that perform various functions of the city and smarties various functional systems with smart services by using IT technology. In other words, defense system development and smart city development have a common feature of the process of developing many systems simultaneously in various functional areas. In order to address the problem of having to develop many systems simultaneously in each functional area, it is important to logically transform the various mission scenarios into functions and logically transform the functions into systems. Therefore, a joint capability integrated development system and its core methodology, Capability Based Assessment(CBA), can be applied to smart city development. This paper proposes a method for performing a smart city concept design method using the capability based evaluation (CBA) method.
정보통신기술과 타 산업분야 기술과의 융복합은 전통적인 제조업을 비롯한 의료, 건설 분야뿐 만이 아니라 국방 분야에서도 그 수요가 점점 증대되고 있어 민 군의 공통적인 기술 수요와 요구사항들이 새롭게 대두되고 있다. 미래 전장환경은 점차 네트워크를 근간으로 하는 NCW(Network Centric Warfare)로 전환될 것으로 예측되고 있다. NCW 는 C4I-ISR-PGM 의 사이클로 이루어지는 적의 탐지부터 타격까지를 의미하는 것이다. 이를 위하여는 정보통신 기술이 근간이 되어야 하며, 실제 전장을 모사할 수 있는 사이버 전장환경이 수반되어야 더욱 더 효과적이다. 본 논문에서는 최근에 연구개발이 본격화하고 있는 스마트 국방 IT 기술 개발 현황 및 향후 전망에 대해 제시하고자 한다.
In recent years, we have seen a proliferation of mobile-network-enabled smart objects, such as smart-phones and smart-watches, that form a cyber-physical integrated network to connect the cyber and physical worlds through the capabilities of sensing, communicating, and computing. Discovery of the relationship between smart objects is a critical and nontrivial task in cyber-physical integrated network applications. Aiming to find the most stable relationship in the heterogeneous and dynamic cyber-physical network, we propose a distributed and efficient relationship-discovery algorithm, called dynamically maximizing remaining unchanged time with minimum connected dominant set (DMRUT-MCDS) for constructing a backbone with the smallest scale infrastructure. In our proposed algorithm, the impact of the duration of the relationship is considered in order to balance the size and sustain time of the infrastructure. The performance of our algorithm is studied through extensive simulations and the results show that DMRUT-MCDS performs well in different distribution networks.
For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.
Purpose: The purpose of this study is to present a preferred parts list, establish a search tool for common parts, and propose a development plan for parts management. Methods: When selecting the preferred parts list, the weight of the selection of the military parts and the online site of the civilian parts were taken into account. By establishing a database of selected preferred parts list, we have established a system for searching common parts. Results: The results of this study are as follows; In order to establish parts management work in Korea's defense, it is necessary to improve the Defense Acquisition Program Act, Enforcement Decree (Rules), and the Regulations for Defense Acquisition Program Administration. Development of performance indicators for parts management is required, and establishment of procedures and standards for selection of preferred parts lists is required. Considerations for the selection of preferred parts list include whether they are used a lot in civilian products, whether they are used a lot, whether they are certified suppliers, whether they are national and industrial standard products, whether they perform well considering reliability, durability, and quality, and whether they can be supplied continuously. Conclusion: It is necessary to establish policies and systems related to parts management and to establish criteria for selecting preferred parts list for the development of domestic parts management tasks.
The Army, Navy, and Air Force are currently making various efforts to apply defense IoT technology by reflecting the characteristics of each military. However, there are concerns that comprehensive collection, management, and analysis may be limited because each military has no overlapping system or guaranteed interoperability of data, and there are inefficient aspects in terms of using and investing a limited defense budget. In this study, evaluation items and priorities for pilot projects were selected by applying Delphi technique and AHP method to determine which projects are preferentially effective when commonly applied in terms of Army, Navy, and Air force. As a result of the analysis, the project basis and driving force, project feasibility, performance and ripple effect, redundancy and connection were identified in the order of IoT-based small detachment units and unmanned base construction, intelligent smart unit, smart ground ammunition depot, and smart training management system. According to the comprehensive results reflecting the weights of each evaluation item, the fact that small detachment units and unmanned base construction project are recognized as the first project to be applied to the Army, Navy, and Air Force is a valid approach to be effective while each military is burdened with personnel management because of the reduction of manpower. Through the research results, it is expected that the direction of application to the policy of the defense IoT project can be confirmed in terms of efficient use of limited budgets.
Purpose: Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems, the one and only government defense quality assurance agency, DTaQ(Defense Agency for Technology & Quality) tried to improve many quality assurance procedures and introduced new systems such as MRA(Manufacturing Readiness Assessment), TRA(Technology Readiness Assessment), and etc. However, as the amount of war supplies increasing every year, the resource(budget and manpower) for quality assurance is limited. Therefore, DTaQ had difficulty to handle the issue efficiently and effectively, and we propose the method to address this problem. Methods: The most popular quality assurance technique is a sampling method, in this research, we first review the many sampling techniques and compare the strength and weakness of each method. After then, we selected the most appropriate sampling techniques and applied the procedures in combat force support material and ammunition areas. Results: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value(desirable value). 스마트무장은 종말 유도조종을 통해 정밀타격 임무를 수행하는 초소형 유도무기로 미래 전장환경의 신무기체계이다. 하지만 크기로 인한 구조적 제한으로 인해 압전구동 방식의 조종날개를 이용해 제어를 수행하기 때문에 기동력이 작아 유도범위가 제한적이다. 본 논문에서는 스마트무장의 효과도를 높이기 위한 비 표준조건 사격제원 산출 알고리즘을 제안한다. 제안된 알고리즘은 획득한 전장환경 정보를 이용해 표준조건에서의 사격제원을 보정해 비 표준조건의 사격제원을 산출한다. 다양한 조건에서의 수치 시뮬레이션을 통해 제안된 알고리즘의 성능을 검증하였다.
4차 산업혁명은 고도화된 정보기술과 지능기술로 촉발되는 초연결 기반의 지능화 혁명이라 할 수 있으며, 이러한 기술을 구현하기 위해 가장 기본이 되는 것은 '데이터'이다. 본 연구에서는 국방 영역에서 이러한 지능화 혁명을 이끌어 내기 위하여 데이터를 전략적으로 활용할 수 있는 방안에 대해 제안한다. 우선 국내외 동향 및 선행 연구 분석을 통해 시사점과 국방 데이터 관리의 현 실태를 분석하였으며, 4가지 발전방향을 제시하였다. 향후 국방의 환경을 고려한 국방 데이터의 구축, 개방, 공유, 유통, 융합 등의 전 수명주기관리에 대한 환경을 조성하고 활용할 수 있는 여건을 조성해 준다면 4차 산업혁명 시대 스마트 국방혁신을 통한 디지털 강군으로 재탄생하는 밑거름과 지름길이 될 것으로 기대된다.
