A Study on Strategies of Smart Green City - The Priority Analysis and Application of Planning Technique -

  • Purpose: The goal of this research is to identify the planning techniques of Smart Green City with Ubiquitous method and carbon-neutral city planning techniques and to induce the main planning techniques through the analysis of relative importance and practical adaptation. Method: First of all, eighteen planning techniques were derived and categorized into three organization systems and six sectors through literature review and FGI analysis considering the applicability of Ubiquitous service for carbon-neutral city planning techniques. Secondly, based on expert surveys and AHP analysis, the importance of Smart Green City planning techniques was evaluated. Thirdly, using case study, six cases related to Smart Green City were analyzed for the current status of application of planning techniques. Lastly, considering the importance of planning techniques and practical aspects, the characteristics of Smart Green City and its implication were estimated. Result: Energy, Resource and Waste and Transportation sector were identified as important sectors for Smart Green City. In addition, 'Construction of Smart Grid', 'System for Utilization of New & Renewable Energy', 'Smart Resource Circulation Management System', 'Establishment of Public Transportation Information System basis', 'Construction of Pedestrian / Bicycle oriented Road Environment' are essential planning techniques to create Smart Green City.

사회연결망 분석을 활용한 스마트도시종합계획과 스마트도시계획간 연결성 연구 - 광명시와 춘천시의 스마트도시 서비스를 중심으로 (A Study on the Connectivity between the Smart City Comprehensive Plan and Smart City Planning Using the Social Network Analysis - Focusing on Gwangmyeong and Chuncheon Smart City Services)

  • 스마트도시계획은 스마트도시 건설사업의 기본방향, 추진전략, 서비스 구축 및 운영방안 등을 제시하여야 하고, 상위계획인 스마트도시종합계획의 내용을 반영해야 한다. 그러나 스마트도시계획 위계에 따라 계획 내용이 체계적으로 수립되고 있는지에 대한 실증적 연구는 미흡한 실정이다. 이에 본 연구에서는 지자체의 스마트도시계획이 국가 차원의 마스터플랜인 스마트도시종합계획과 실제로 연결성이 높은지를 네트워크 분석을 활용하여 파악하고자 한다. 이를 위하여 최근에 스마트도시계획이 승인된 광명시와 춘천시를 대상으로 사회연결망 분석을 실시하였다. 먼저 제2차 스마트도시종합계획에서 108개의 키워드를 도출하였고 이러한 키워드와 스마트도시계획의 연결성을 분석하였다. 사회연결망 분석결과, 광명시의 스마트도시계획의 총연결수가 371개로 춘천의 307개 보다 높았고, 키워드당 평균 연결정도와 네트워크 밀도도 광명 스마트도시계획이 춘천 스마트도시계획보다 높게 나타났다. 연구결과에 의하면, 스마트도시계획은 스마트도시종합계획과 실제로 연결성이 높았으며 연결중심성이 높은 키워드는 지자체마다 상이하게 나타났다. 본 연구결과는 지자체가 수립한 스마트도시계획이 상위계획과 계획간 연관성이 높은지 판단하기 위한 근거로 활용될 수 있을 것이다.

Smart City Policies Revisited: Considerations for a Truly Smart and Sustainable Urbanism Practice

  • The notion of smart cities, presently, is a highly popular topic in urban policy circles. This concept is adopted by many cities across the world-with an aim of increasing urban smartness in various ways and areas. Productivity, innovation, liveability, wellbeing, accessibility, sustainability, governance, planning, and citizen participation are among these areas. Despite good policy intentions, smart city initiatives in practice had only limited impact in delivering the desired urban outcomes. This paper aims to investigate the smart city phenomenon and its planning practice approaches from an evolutionary perspective. The study places smart city plans and strategies of a number of cities across the globe under the microscope. The findings reveal that current smart city efforts are not adequate to combat the challenges of the Anthropocene epoch-that is already upon us. This paper concludes with a consolidated definition of smart and sustainable cities and considerations for moving towards Post-Anthropocentric urbanism-that is truly smart and sustainable urbanism-to avoid an imminent urban ecocide.

  • The concept of smart city is understood as an indispensable component of urban regeneration projects in small cities in terms of providing a better urban environment and efficient living systems with a limited budget. Recently, the Korean government revised the law that related to the construction of the smart city and started to implement the smart city concept not only to new-large urban development but also to small-existed regeneration projects. However, it is difficult for small and medium-sized cities that are suffering from the insufficient professional workforce; knowledge supports for high-tech and lack of professional networks to proceed smart city planning and project that containing regional characteristics. This paper aims to examine the effective way of urban regeneration for small and medium-sized cities through smart city planning and strategy. As an important case, this paper looks at the 'Smart City Challenge' competition that was hosted by the US Department of Transportation in 2015. It examines the background and operation process of the smart city challenge competition, and then analyses each city's strategy and characteristics of seven finalists. This paper highlights the several key lessons to Korean cities: 1) the importance of national government's support in financial and professional resources; 2) the cooperation with local governments and IT corporations which provides realistic and detailed technical solutions; 3) the holistic and integrated approach to urban regeneration starting from transportation issues; 4) the necessity of the government's clear visions and guidelines toward the smart city.

에너지 측면의 스마트 그린시티 계획기법에 관한 연구 : 행복도시의 적용실태를 중심으로 (A Study on the Energy Planning Technique of Smart Green City : Focus on Application Condition in Multi-functional Administrative City, Korea)

  • 본 연구는 스마트 그린시티의 목표를 충족시켜 줄 수 있는 에너지 측면의 계획기법과 적용기술을 정리하고, 국내에서 가장 먼저 스마트 그린시티 계획을 수립한 행복도시를 분석함으로서 스마트 그린시티 계획의 실현방안을 정립하는 데 목적을 두고 있다. 이를 위해 첫째, 선행연구 고찰을 통해 스마트 그린시티의 개념을 정의하고, 3개 목표, 3개 부문, 6개 기본방향을 설정하였다. 둘째, 선행연구 분석과 스마트 그린시티 목표와 계획기법의 기대효과의 연관성을 고려한 전문가 브레인스토밍을 통하여 18개 계획기법을 도출하였다. 셋째, 행복도시를 대상으로 도출된 계획기법의 적용실태를 기반여건 조성과 기술 및 시스템 도입 측면으로 파악하였다. 그 결과, 스마트 그린시티 조성을 위한 주요 계획기법은 '도시 에너지 통합관리 센터 구축', '건축물 에너지 관리 시스템', '빌딩 자동화 시스템', '녹색교통 체계 구축', '지능형 교통 시스템', '친환경 교통수단 보급', 등 건축물 에너지 소비 절감과 지능형 녹색 교통 시스템 구축에 관련된 계획기법으로 도출되었으며 향후 개선 방안을 확인할 수 있었다.

  • 본 연구는 스마트 그린시티로 전환을 위한 설계 및 건설 측면과 지원시스템 측면의 통합적 계획의 필요성을 인식하고 고층주거단지를 대상으로 공간위계별로 적용 가능한 계획기법과 적용실태를 파악하고자 한다. 이를 위한 연구의 방법은 다음과 같다. 첫째, 문헌 및 선행연구 고찰을 통하여 스마트 그린시티의 개념을 정립하고 3개 공간 위계, 7개 기본방향, 17개 주요특성으로 분류된 고층주거단지 계획체계를 설정한다. 둘째, 선행연구 검토와 전문가 FGI를 통해 스마트 그린시티 개념을 적용한 고층주거단지 설계 및 건설 측면의 계획기법 28개와 스마트 시스템 측면의 계획기법 28개를 도출한다. 셋째, 행정중심복합도시 2-1생활권 4개 고층주거단지 계획안을 대상으로 계획기법의 적용실태를 분석한다. 연구의 결과 스마트 그린시티 개념을 적용한 고충주거단지 계획의 주요특성 중 '교통네트워크 연계', '친환경 단지배치', '녹색교통 활성화', '신재생에너지 효율적 활용', '범죄 및 재해 안전 성능', '고성능 고효율 설비 활용'에 해당하는 계획기법이 사례에서 적극적으로 적용되었음을 확인하였다. 또한 고층주거단지 계획 시 공간 위계별로 설계 및 건설 계획기법과 스마트 시스템 계획기법 적용의 시사점을 확인할 수 있었다.

How do People Understand and Express "Smart City?": Analysis of Transition in Smart-city Keywords through Semantic Network Analysis of SNS Big Data between 2011 and 2020

  • The purpose of this study is to grasp the understanding of smart cities and to review whether the common perception of smart cities, as people understand it, is changing over time. This study analyzes keywords related to smart cities used in social network services (SNSs) in 2011, 2016, and 2020 respectively through semantic network analysis. Smart city discussions appearing on SNS in 2011 mainly focused on technology, and the results of 2016 were generally similar to those of 2011. We can also find policy or business-oriented characteristics in emerging countries in 2020. We highlight that all the results of 2011, 2016, and 2020 have some correlation with each other through QAP(Quadratic Assignment Procedure) correlation analysis, and among them, the correlation between 2011 and 2016 is analyzed the most. The results of the frequency analysis, centrality analysis, and CONCOR(CONvergence of interaction CORrelation) analysis support these results. The results of this study help establish policies that reflect the needs and opinions of citizens in planning smart cities by identifying trends and paradigm transitions expressed by people in SNS. Furthermore, it is expected to help emerging countries by enhancing the understanding of the essence and trend of smart cities and to contribute by suggesting the direction of more sustainable technology development in future smart city policies for leading countries.

  • Planning activity is complex process assuming the term "complexity" as a group of elements interconnected each other. The common knowledge about city planning underlines its main aim as: figuring the present, imaging the future, governing every day the territory and the way people use and live it at different scales. When considering the strength of technological opportunities and the spreading of ICT and IoT devices within everyday life, that mean within the life of cities, the complex nature of the urban system increases with the intensification of information and their connections. Recent orientations about urban and regional planning try to carry the discipline to a more flexible approach in respect to the hyperdeterminant role of direct technical applications. This passage is a fundamental aspect considering the faster and faster modifications of social and economic assets at the global and local scale. At the same time, the "environment question" became more and more relevant at the worldwide scale within the 2015 UN 2030 Agenda for Sustainable Development. Another relevant aspect about the recent urban planning orientations regards the role of the different subjects that are part of the planning process. Approaching the government of smart cities means to define how every subject, with different roles (public or private), could enrich the knowledge of the functioning of the "urban machine" and the awareness of participation of people and city users in the quality of urban life. In the paper author starts defining recent approaches in urban planning, then the nature of the city as a complex system is analyzed from the point of view of planners and of the different subjects that act in the city. Then the smart city is introduced as a further level of complexity and finally author propose the basic element of a Planning Support System.

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.

Treatment Planning in Smart Medical: A Sustainable Strategy

  • With the rapid development of both ubiquitous computing and the mobile internet, big data technology is gradually penetrating into various applications, such as smart traffic, smart city, and smart medical. In particular, smart medical, which is one core part of a smart city, is changing the medical structure. Specifically, it is improving treatment planning for various diseases. Since multiple treatment plans generated from smart medical have their own unique treatment costs, pollution effects, side-effects for patients, and so on, determining a sustainable strategy for treatment planning is becoming very critical in smart medical. From the sustainable point of view, this paper first presents a three-dimensional evaluation model for representing the raw medical data and then proposes a sustainable strategy for treatment planning based on the representation model. Finally, a case study on treatment planning for the group of "computer autism" patients is then presented for demonstrating the feasibility and usability of the proposed strategy.
