PURPOSES : In this study, the pavement condition of non-mill-and-overlay and mill-and-overlay on deteriorated concrete pavement was compared. In addition, the suitable time to perform the initial overlay was investigated. METHODS : The condition of the pavement sections that were not additionally overlaid on non-mill-and-overlay or mill-and-overlay on deteriorated concrete pavements was investigated according to overlay pavement age. The condition of non-mill-and-overlay and mill-and-overlay sections of expressway route 25, which has more information on overlay history than other routes, was compared according to the number of times of overlay. The relation between the concrete pavement condition just before the overlay and the number of times of overlay was investigated for the non-mill-and-overlay and mill-and-overlay sections for which the first overlay was performed in the same year. RESULTS : The pavement condition of the non-mill-and-overlay sections was better than that of the mill-and-overlay sections, showing higher Highway Pavement Condition Index(HPCI) regardless of overlay pavement age. The number of reflection crackings of the non-mill-and-overlay sections was smaller than that of the mill-and-overlay sections. As a result of observing the cores obtained from the overlay sections, the proportion of the deteriorated non-mill-and-overlay sections was smaller than that of the mill-and-overlay sections. The SD measured just before the overlay on the concrete pavement for which additional overlay was not performed was smaller than that for which additional overlay was performed regardless of the milling of the concrete slab surface. The HPCI of the concrete pavement for which overlay was performed just once was higher than that for which overlay was performed more than one time. CONCLUSIONS : Accordingly, it was concluded that the condition of the non-mill-and-overlay sections was better than that of the mill-and-overlay sections. In addition, the better the condition of concrete pavement just before the initial overlay, the longer the duration of the overlay effect.
This paper examines the seismic responses of a reinforced concrete (RC) frame core-tube building with pre-pressed spring self-centering energy dissipation (PS-SCED) braces. The PS-SCED brace system consists of friction devices for energy dissipation, pre-pressed combination disc springs for self-centering and tube members as guiding elements. A constitutive model of self-centering flag-shaped hysteresis for PS-SCED brace is developed to better simulate the seismic responses of the RC frame core-tube building with PS-SCED braces, which is also verified by the tests of two braces under low cyclic reversed loading. Results indicate that the self-centering and energy dissipation capabilities are well predicted by the proposed constitutive model of the PS-SCED brace. The structure with PS-SCED braces presents similar peak story drift ratio, smaller peak acceleration, smaller base shear force and much smaller residual deformations as compared to the RC frame core-tube building with bucking-restrained braces (BRBs).

The producer's to tolerance concept (in contrast to the consumer's tolerence) fellows naturally from the notion of continuous loss function Emerging producer tolerance methodology has proceeded without benefit of carefully defined assumptions. We rectifg this omission and consider the process mean deviation. Then develope the models for which determine the tolerenes in cases of the-nominal-the-best, the-smaller-the-better and the-larger-the-better. Finally the numerical examples are Presented to illustrated these results and also the sensitivity analysis to apprehend the changes of loss tolerances varying with mean is presented.

We purpose a decision model to select the optimal facilities for the Decision Making problems with multiple characteristics(nominal-is-best characteristics, larger-is -better characteristics, smaller- is -better characteristics). Using this model, concept of the loss function is used in this comprehensive method of for select the optimal preferred facilities. To solve the issue on the optimal preferred facilities for multiple characteristics, this study propose the loss function with cross-product terms among the characteristics and derived range of the coefficients of the terms.
Among many variables in processing the high performance MgB2 bulk superconductors, simple and important approach is to optimize the size dependence of the Mg & B raw powders. The present study is dedicated towards the variation in superconducting properties of MgB2 depending upon the various combination of Mg & B powders with the two different particle sizes respectively. From morphological investigation of the MgB2 samples, narrow and long pores are observed when the larger Mg powders are used, whereas it is rather like the oval shapes with the smaller Mg powders. Also, it can be seen that the connectivity of the MgB2 samples is much enhanced with the smaller size of the B powders. Jc-H properties of the MgB2 samples also indicate that the highest Jc can be obtained when using the smaller size of the B powder with the combination of the smaller Mg powders than that of the larger Mg powders. If the cases with the larger B powers, it is more favorable to select the larger Mg powders with the better Jc-H properties considering shorter diffusion length of Mg and more homogeneous mixture between the Mg & B powders.
In the transition to a multipolar international system, the literature has focused on great power competition while little attention has been given to the strategic possibilities of smaller states. However, as a result of globalization, states are so closely interconnected that the primary strategies of even major powers are not to achieve zero-sum solutions but to create asymmetric dependency through which they can influence the behavior of other states and non-state actors. States are assisted in this effort by a variety of tools, including setting up institutions, direct economic influence and through building different forms of infrastructure connectivity networks. By discussing asymmetric dependency situations from the perspective of the great powers, the literature presents smaller states primarily as passive actors, paralyzed by their dependence on great powers. Our paper argues that interdependence allows smaller states to effectively influence larger actors and examines strategies from which smaller states can choose in order to influence the behavior of larger states. Despite an extremely asymmetric relationship between Myanmar and China, actors in Myanmar have sought to influence China's Myanmar policy. We examine a case study of the Myitsone Dam, including Myanmar's strategic aims, chosen strategy and limitations in maneuvering space. Semi-structured interviews with local decision-makers and stakeholders are conducted in order to portray the full picture. Our study concludes that further research on the influencing strategies of small states in response to asymmetric dependence can contribute to a better understanding of the interdependence of states.
The contact problem of a rigid smooth plane and computer-slmuiated elastic rough surfaces is studied by divided the sampling intervals into three groups. An iso-parametric element ,is used to calculate the contact pressure-separation relationship accurately. It is obtained that: 1) the more asperity shows the higher contact pressure, 2) the smaller element gives the better results but the effect is negligible.

Due to insufficient available bandwidth resources and the continuously growing demand for cellular communication services, the channel assignment problem has become increasingly important. To trace the optimal assignment, several heuristic strategies have been proposed. So far, most of them focus on the small-scale systems containing no more than 25 cells and they use an anachronistic cost model, which does not satisfy the requirements ity. Solving the small-scale channel assignment problems could not be applied into existing large scale cellular networks' practice. This article proposes a decomposition approach to solve the fixed channel assignment problem (FCAP) for large-scale cellular networks through partitioning the whole cellular network into several smaller sub-networks and then designing a sequential branch-and-bound algorithm that is made to solve the FCAP for them sequentially. The key issue of partition is to minimize the dependences of the sub-networks so that the proposed heuristics for solving smaller problems will suffer fewer constraints in searching for better assignments. The proposed algorithms perform well based on experimental results and they were applied to the Taiwan Cellular Cooperation (TCC) in ChungLi city to find better assignments for its network.
In this study, the optimum design process of an indoor package air-conditioner (PAC) was implemented by Taguchi method. The goal of this study is to obtain the best set condition of each control factor composing of an indoor PAC. The number of revolution of a double inlet sirocco fan installed in an indoor PAC was measured by the orthogonal array of $L_{18}(2^3{\times}3^4)$ and analysed by using the-smaller- the-better characteristic among the static characteristic analyses. As a result, the optimum condition of an indoor PAC was found as a set of when the cost of production, assembling and working conditions were considered. Moreover, the number of revolution of a double-inlet sirocco fan used for an optimum condition was reduced about 8.5% more than that of a standard condition for the target flowrate of $18.5m^3/min$.

The study analyzed on each kind of basic characteristics in mortar to prove an effect of pre-mix cement, ultra high strength binder. The results were as follows. in characteristics of not set mortar, fluidity time was the quickest at the time of using POBSA and was more delayed at the time of using Fly Ash than at the time of using Blast Furnace Slag as a binder. Mortar ring flow and flow con flow got smaller as fluidity time got longer, on the contrary to fluidity time. Unit capacity mass was smaller at the time of using Fly Ash than at the time of using Blast Furnace Slag. According to pre-mix, it was difficult to discover a regular tendency. In characteristics of hardening mortar, the 28th day compressive strength was better than thing mixed after measuring separately in pre-mix. According to a binder's kind, Silica Fume B, C was better than Silica Fume A.
