  • The trend of Development Projects has been changing through a few recent years. Small-scale development projects in the past were usually for building residences or officetel in a big cities. making lots of profits. These projects made not only lots of profits but also unbalance between the urban centers and the suburbs. So government made some regulations to prevent the things from being worse anymore, planned to develop the country in balance and began to lead large-scale development project such as Inno city and Newtown. At first, in this study, the phases and the characteristics of development project's change will be looked around. And then, after overview about PFV(project financing vehicle) used a lot in large-scale development projects will be seen, the better ways to use PFV in large-scale development projects are going to be proposed by considering the problems in PFV's conformation.

A Software Process Certification Model of Small sized Software Development Using Scrum (스크럼을 활용한 소규모 소프트웨어 개발 기반의 소프트웨어 프로세스 인증 모델)

  • It is difficult to apply a Software Process Certification to small scale project, because of much activities and documents for manage project and guarantee the qualities in small manpower. This paper presents optimized Software Process Certification Model for small scale software development, a combine Scrum with essential elements of NIPA's(National IT industry Promotion Agency) SP-Certification model. The proposed model defined minimum Activities and Documents for SP Certification. The model that I showed consists of 16 Processes and 58 Activities, and 39 Artifacts are created. As a result of having compared proposed model with a Standard Process of Small Business, I confirmed that a small scale project's burden reduced because Activity decreased 38% and Document decreased 20%. In order to verify the validity of the proposed model, applied it in two small scale projects, and compare with the project by Scrum process only, it finished that systematic management was possible without additional manpower, and reached SP-Certification level 2.

  • Various strategies and management plans have been established in order to conserve water quality as well as ecosystem, prevent deterioration of scenic area, and more importantly, retain drinking water securely. However, due to the introduction of numerous small-scale development projects on the waterside area outside protection area of source water and reparian area, river water quality and landscape are severely deteriorated. In this study, We analyzed the expected environmental impacts on the ecosystem, topograph, geology, landscape, water quality according to development type, and assigned different environmental points to each development type depend on environmental impacts, which is able to divide small-scale development project into three categories such as projects with rigorous review, projects with general review and projects with simple review. Finally, we suggested the appraisal basement is to avoid or minimize the expected environment impacts of the small-scale development projects in riparian areas so that make them sustainable development by reasonable restriction.

  • Since the concept of software engineering was first used in 1968 by NATO Science Committee, a lot of research work and improvements have been made on software development methodology and software quality control, but they still fall short of ensuring successful development of small and medium scale software systems. Under these circumstances, Center for Software Engineering (CSE) at National IT Industry Promotion Agency(NIPA) has been conducting studies on quality control methodologies of software visualization well-suited for small and medium scale software systems, and also working on the systemization and quantification of software quality control. In this paper, we attempt to scope on the software development management of domestic and foreign small and medium-sized enterprises that are lying in the blind spot, compared to large enterprises with well-organized software development systems. In particular, based on software visualization that CSE is pursuing for small and medium-sized developers, we propose a practical quality control methodology well-suited for small and medium scale projects, and a low-cost quality control management tool by combining open-source quality control tools. Our proposal is expected to induce developers' mind change in SI-specialized small and medium-sized software enterprises, increase their profits and improve customer satisfaction through project quality control.

Development of Ready-to-use Starters for the Production of doenjang (된장 제조를 위한 바로 사용 종균의 개발)

  • In Korea, traditional doenjang is manufactured using the conventional method at home and by small-scale enterprises. Because this age-old process depends on natural inoculation of various microorganisms, it is difficult to reproduce or maintain consistency in the final product quality across batches. Moreover, doenjang occasionally prepared by this method raises safety concerns related to aflatoxin, biogenic amine, and Bacillus cereus contamination. To develop starters that can be conveniently used at home or in small industry settings for the manufacturing of safe and flavor-improved doenjang, autochthonous microbe starters were developed in dried forms as ready-to-use starters. Each starter powder prepared by heat- or freeze-drying methods remained stable even after 24-week storage. These ready- to-use starter powders were successfully applied to lab-scale fermentation for the production of safe and flavor-improved doenjang. We believe that these ready-to-use starter powders will benefit small-scale enterprises in the manufacturing of doenjang of good reproducible quality.

A Study on the System Improvement Plan for an Efficient Market Maintenance Project (시장정비사업의 효율적 실시를 위한 제도개선방안 연구)

  • Purpose - This paper attempts to identify the problems and limitations of a market maintenance project conducted according to the 「Special Act for the Development of Traditional Markets and Shopping Street」 and to present a revised direction for the special law and lay the groundwork for market maintenance projects to be promoted smoothly. Research design, data, and methodology - The revised direction for the legislation and the proposal were written based on an investigation of the problems and the legal system, and proposed measures for market maintenance operation and system improvements to derive the improvements needed for market maintenance projects. Results - A market maintenance project has been conducted as a means to reinvigorate traditional markets that are economically depressed, and to revive the local economy. It was largely conducted in the form of reconstruction and redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to contribute to the gradual disappearance of traditional markets. First, as part of a market maintenance project, many companies are building multipurpose buildings or high-rise residential buildings to increase profits. In these high-rise buildings, they can raise rents, which may not be affordable for some existing small businesses. To solve such problems, the large-scale store registration requirement needs to be relaxed or abolished once the market maintenance project is completed. If the large-scale store registration requirement is to be abolished, the term 'large retail store' should be changed in the 「Special Act for the Development of Traditional Markets and Shopping Street」. After registration, the Small and Medium Business Administration should train merchants, offer consultations, and support events, to the extent that the existing traditional market management modernization project permits, and further continue to manage and support its ongoing activities. However, unless large-scale store registration is abolished, adding an exception clause in the special law to relax large-scale store registration criteria, and permitting changes to building use is another option. At the end of a market maintenance project, empty stores should be purchased by the Small and Medium Business Administration, and local government, etc., at the actual construction cost, to utilize them as public rental shopping areas, which in turn may be re-utilized as a temporary market for another market maintenance project. The second problem in market maintenance projects is merchant-protection. Currently, the special law prescribes that a temporary market be created for merchants to conduct business during the rental period of a market maintenance project. Conclusions - In reality, a market maintenance project is conducted usually in big metropolitan cities with 500,000 residents or more. The main building type created under these projects is a multipurpose building. For this reason, it is very difficult to secure a location for a temporary market in the surrounding area of such a project. To solve this problem, this study suggests 'public rental shopping areas' as mentioned above.

A Study on the Social and Economic Aspects of Environmental Impact Assessment in Small Scale Rural Development Projects (소규모 농촌개발사업의 사회.경제 부문 환경영향평가 방안 연구)

  • The objectives of the study are to improve techniques for social impact assessment and to suggest their measuring methods to apply in small scale rural development projects. Population, residence, industries, and traffic volumes were selected to measure the social and economic impact assessment of Seongeup agricultural water development project in Jeju Province. Existing data gathering methods were used to estimate the changes of population and traffic volumes. Interview schedule for villagers was applied to estimate the residents' satisfaction to living environments. Interview schedule for experts was applied to estimate agricultural productivity and land price. The results of social and economic impact assessment show that there will be considerable changes in living environments, agricultural productivity, and land price. On the contrary, the project will make little impacts on the changes of population, em-ployment, and traffic volumes.

Development of an Application Prototype for Small-Scale Construction Safety Management (소규모 건축공사 안전관리용 애플리케이션 프로토타입 개발)

  • In Korea, there is a lack of adequate safety management for small-scale construction work, particularly when compared to large-scale construction projects. The number of construction disasters is also higher on small-scale construction sites. In this regard, this study aimed to develop the application prototype to support the safety management of small-scale construction projects. The major findings of the research are as follows. 1) About 60% of construction disasters and death occurred on small-scale construction sites over the last two years. In addition, institutional support and costs for safety management were found to be insufficient. 2) The items of the application for the small-scale construction safety management were constructed on the basis of the safety management of large-scale construction work. The contents of the application were confirmed based on a survey of small-scale construction project managers. 3) The application algorithm was developed with a focus on the roles of management subjects and information exchange. For transition from the application prototype presented in this study to a commercial product, further research needs to be conducted regarding the reflection of user requirements and application management subjects.

Affect of Scaling Up a Project to the Implementation in Software Development Process (소프트웨어 개발 시 프로젝트의 크기가 구현에 미치는 영향)

  • In software development process, increasing the size of project(scaling up) is not a same problem as scaling up the parts of small project. Scaling up a project should accompany the communications, and cost, productivity, qualities, development activity, methodologies etc should be considered with it. In this paper, the effective usage of the important elements are discussed in order not to fail to scale up a project.
