방글라데시 해안지대 기후변화에 따른 영세 어업인 생계 위험 경감 방안 (Livelihood Risk Reduction for Artisanal Fisheries Communities due to Climate Change in Coastal Area of Bangladesh)

  • This study aimed to suggest an alternative income generation (AIG) for local artisanal fisheries communities in the southern coastal area of Bangladesh, which is vulnerable to climate change. To analyze the problems of local artisanal fisheries caused by climate change, field surveys and in-depth interviews with fishermen and government officials were conducted. Livelihood risk factor (LRF) in the marine fishing sector included reduction of fishing days and fish production and damage to fishing vessels and fishing gear due to cyclone and sea-level rise. LRF in the aquaculture sector included cultured fish escape, reduction of aquaculture production, and water pollution due to Monsoon flood. A common challenge for two sectors was high interest rate on commercial loans. Small-scale tank aquaculture is recommended as AIG for securing income of artisanal fisheries communities. In the early stages of dissemination of small-scale tank aquaculture technology, it is necessary to prevent fishermen from struggling to repay high-interest rate loans through technology transfer and facility support by official development assistance. The aquaculture training center, along with the technical education, will also contribute toward expansion of local distribution network and marketing support to establish a value chain for local artisanal fisheries communities.

지방어항개발의 투자결정요인 분석 - 충청남도 어항 중심으로 - (A Study on Decisions on Investment Factors in the Development of Local Fishing Harbors)

  • In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. 소형 연근해 어선의 조업 시스템 개선에 관한 연구-II -원격 조타 시스템의 설계- (Improved Design in Fishing Operation System for Small Inshore and Coastal Fishing Vessels -II -Design of a Remote Steering System-)

  • A combination steering system was designed to provide the flexibility in controlling the steering wheel in fishing operations of the inshore and coastal fishing vessels. The designed steering system basically is consisted of three driving units, such as a electrically driven hydraulic pump unit with a solenoid control valve, a DC motor driven hydraulic pump unit and a manually driven hydraulic pump unit, and two controllers to provide remote steering on the deck, respectively. The steering torque was measured and analyzed to investigate the dynamic performance of the developed steering system. The steering system showed excellent linearity between the working pressure of cylinder and the torque of rudder post in case of increasing in rudder angle from $5^{\circ} to 35^{\circ}$ that is, the steering torque increased from $10.4 kgf{\cdot}m$ to $105.3 kgf{\cdot}m$ and then the working pressure of cylinder fluctuated from 6.3 kgf/cm super(2) to 16.4 kgf/cm super(2). The steering time of 3.2 sec in remote hydraulic steering by the on/off solenoid valve control was much faster than 13.2 sec in the manual steering by the helmsman and 11.6 sec in the electric steering by a DC motor, and then it was verified that operation of one unit does not affect other units in combination steering system in any way. Furthermore, the developed steering system can be remotely controlled in multiple stations of the deck during the fishing operation and the automatic pilot steering unit can be used to add hydraulic steering.

수조 실험에 의한 게 통발 어선의 복원성에 관한 연구 (A study on the stability of a crab trap fishing boat with water tank experiment)

  • According to the recent statistics of marine casualties in Korea, fishing boats are more likely to be ended in the casualties, and small fishing boats especially cause much more accidents in sinking and capsizing than any other big vessels. These casualties were mainly produced from the ignorance on the lack of own ship stability. From this view, this study aims to analyze the characteristics of stability on the crab trap fishing boat receiving transverse wave by means of carrying out the water tank test. The rolling angle of the model ship was affected largely with the displacement and the wave period of it, and the trends were shown that the magnitude of the angle was proportional to the displacement, but inversely to the wave period. And the wave height had effect on the rolling angle just in the specific range of the wave period. The force of steady wind didn't have influence on the rolling variation significantly.

강릉시 연안 문어어업에 관한 연구- I - 통발어업 - (Octopus fisheries in the coastal waters of Gangneung - I - Pot fishery -)

  • In order to study the catch situation of the octopus pot fishery in the coastal waters of Gangneung, catch quantities and weight per month and depth, the soaking time & loss of fishing gear were studied based on 62 fishing times (1 set consisted of 150 pots which is equivalent to 1 fishing time) over a period of 10 months from February to December 2003 using commercial fishing vessels and training ships. The monthly CPUE was generally high in the months of june - September, and during this period July showed the highest quantity (134g/pot, 19.21kg/haul). In consideration of the fact that octopus below the weight of 2kg is protected in foreign countries, the majority of the catch was small with 76% (486 octopuses) below 1kg. The octopus catch quantity was high in depth of more than 40m, and the average catch number per set of pots in depths of over 50m was the highest with 13 octopuses. CPUE(g/pot) was the highest at a depth of over 60m recording 101. In terms of catch quantity per soaking time (4-18 days) the highest was on the 7th day, and 13-18 days also recorded high catches, and this suggests the possibility of ghost - fishing with the loss of fishing gear. Loss of fishing gear was the highest in terms of loss frequency and amount at depths of 20-30m. Consequently, it seems that octopus pot fishing at depths of more than 30m would relieve friction with other types of fishing and increase fishing efficiency.

해상교통관제시스템을 위한 중앙집중형 선박정보 관리 방안 (The Centralized management method of vessels information for VTS)

  • 삼면이 바다로 둘러싸인 우리나라에서는 해상을 통한 물류가 전체 물류량에 90% 가까운 비중을 차지하고 있고, 중소형의 어업용 선박들도 다수 등록되어 있는 상황이다. 요즘 해상에서 발생하는 사고가 많은 인명 피해 및 바다 환경에 미치는 악영향으로 인해 해상교통관제에 대한 필요성이 증가되고 있다. 현재 해상에서 사용하고 있는 선박에 대한 정보는 크게 해상교통관제시스템(VTS)에서 활용하는 AIS 정보와 항만에서 운영하는 항만운영정보시스템(Port-MIS)으로 구분되어 있으며, 서로 간에 정보 교환이 이루어지지 않는 상황이다. 현재 어선에까지 선박 패스 장치(V-PASS) 설치가 확대되고 있는 상황에서 선박에 대한 정보가 다원화로 저장되어 관리, 운영, 활용에 효율성이 떨어지고 있다. 따라서 본 논문에서는 해상교통관제시스템을 위한 선박 정보를 통합하여 효율적으로 관리하는 방안에 대해 다루고, 구현 및 적용 방안을 제시한다.

항행안전정보 통합 플랫폼 구축 및 활용방안에 관한 연구 (Establishment and Application of an Integrated Platform for Navigation Safety Information)

  • 본 연구는 연해구역에서 어선 및 소형선박의 해양사고 예방을 위하여 현행 상선 중심의 항행안전정보(NSI) 제공시스템의 문제점을 인식하고 어선 등 소형선박의 안전항해를 지원하기 위한 효과적인 NSI 제공방안에 관한 연구이다. 주요 연구내용으로 첫째, 최근 해양사고 실태 및 특징을 고찰하고 NSI 중점 제공대상을 식별하였다. 둘째, 현행 NSI의 문제점을 진단하고 통합성·대 국민 접근성·활용성이 강화된 NSI 통합플랫폼(NSIP) 구축방안을 제시하였다. 셋째, NSIP 활용방안으로 한국형 e-Navigation(e-Nav) 사업과 연계하여 개발 중인 e-Nav 선박 단말기에 사용될 전자해도(ECS)에 부가정보 형식으로 다양한 NSI를 적용하고 선박이 항해위험구역 또는 속력제한구역 진입시 자동으로 시청각 알람기능이 작동되도록 설정하는 개선기능을 제안하였다. 이는 관련기관과 GPS플로터 전문제작업체의 전문가 의견을 검토 한 바 기술적으로 가능하며 상용화된 스마트폰 앱에도 적용 가능한 것으로 확인되었다. 본 연구결과의 활용방안은 어선 등 소형선박에 NSI를 제공함으로써 해양사고 예방기능과 함께 e-Nav 서비스에도 적용이 가능한 것으로 판단된다.

해상 디지털 포렌식의 필요성에 대한 연구 (A Study on Maritime Digital Forensic with Necessity)

  • 3면이 바다로 덮여있는 해양국가인 우리나라에서 해난 사고는 다양한 원인과 결과를 보여준다. 매년 600-700건씩 발생하는 해난 사고는 소형선박인 어선이 대부분을 차지하고 있으며, 연안에서 발생하는 선박과 조업하는 어선과의 충돌, 유조선의 침몰등으로 인한 인명손실과 대규모의 환경오염에 대한 책임, 실종선박에 대한 수색 등은 반복되는 해난 사고의 유형이다. 21세기가 시작되면서 대형화된 선박과 선원들의 감소로 인하여 디지털 선박이 등장하게 되었고, 선박에 설치된 장비들에 대하여 디지털 데이터가 저장되고, 저장된 데이터 속에서 필요한 정보를 추출하고 분석하는 해상 디지털 포렌식이 필요하게 되었다. 해난 사고에 대한 원인 규명과 책임, 손해 배상 등을 다투기 위한 증거를 수집하는 방안으로 해상 디지털 포렌식을 제안하며 이를 이용하여 디지털 증거를 수집하는 방안을 제시한다.

알루미나 분말 혼합 비율에 따른 GFRP의 기계적 강도 특성 (Mechanical Behaviour of GFRP Composites according to Alumina Powder Impregnation Ratios in Resin)

  • Small fishing vessels are manufactured using FRP. Various studies have been conducted to increase the strength of the composite material by mixing alumina powder with resin. Tensile tests and flexural strength tests are conducted to examine the effect of alumina powder on the strength of GFRP. In the current study, resin/alumina composites at different alumina contents (i.e., 0, 1, 5, and 10 vol%) have been prepared. The physical and mechanical properties of the prepared composites have been investigated. From the results, the tensile strength of the specimen with alumina powder mixed in at 10% shows the highest value of 155.66 MPa. The tensile strength of the specimen mixed with alumina powder increases with the amount of alumina powder impregnated. In the flexural strength test, the flexural strength of neat resin without alumina powder has a highest value of 257.7 MPa. The flexural modulus of ALMix-5 has a highest value of 12.06 GPa. Barcol hardness of ALMix-10 has a highest value of 51. We show that alumina powder leads to decreasing cracks on the surface and decreasing length area of delamination.

충돌위험도 평가 모델을 활용한 소형선박에 대한 선박교통관제사의 위험도 분석 (Risk Analysis of VTS operators for Small Vessels Using Collision Risk Assessment Model)

  • 본 연구는 유선, 어선 등이 관제대상으로 확대됨에 따라 해당 선박이 VTS(Vessel Traffic Service) 관제사에게 미치는 충돌사고 위험도를 분석하는 데 목적이 있다. 이를 위해 VTS 관제사를 대상으로 설문을 하고 소형선박의 범위를 정하여 부산 VTS 관제 구역을 항해하는 일반상선과 소형선박의 침로 등을 3일간 조사하였다. 이를 VTS 관제사 관점에서의 충돌위험 평가모델(CoRI)로 위험도를 구한 결과, 침로 편차에 따른 위험도의 증가 감소 패턴은 비슷하였고, 최댓값과 최솟값은 큰 차이가 없었다. 또한 대부분 VTS 관제사는 선박근접상황에 대해 안전하게 관제할 수 있는 최소 시간으로 3분이 필요하다 응답하였는데, 소형선박의 충돌위험도는 3분의 시간 동안 매우 급격하게 위험도 변화를 보여 VTS 관제사의 업무량 증가와 집중도 저하 우려가 있다고 판단된다. 본 연구는 소형선박의 관제대상 포함 여부가 VTS 관제사에게 미치는 영향을 충돌위험도로 검토한 것으로, 향후 다양한 사례를 통한 CoRI 모델의 각 지수에 대한 분석과 검증을 통해 관제 대상 선박의 적절한 범위 설정을 위한 방안 마련에 기여할 수 있을 것으로 기대된다.
