  • The Taiwan National Quality Award (TNQA) has been conducted for 14 years. However, small and medium-sized companies (SMSCs) rarely win the TNQA. This study undertakes a capability analysis to explore how SMSCs do win the TNQA. A survey instrument involving 149 questions extracted from 'the 2001 Handbook of Standard Criteria for Evaluation of TNQA' is used to measure the capability of SMSCs in competing for the TNQA. The paper concludes with a summary of the essential qualities required by an SMSC if it is to compete successfully for the TNQA.

  • The competence of enterprise for managing information is evaluated not by the amount of information but by the quality of information such as response time, data consistency, and data correctness. The degradation of data quality is usually caused by the inappropriate process of managing the structure and value of stored data. According to the recent survey on the actual condition of data quality management, the correctness and consistency of data appeared to be the most problematic area among the six criteria of data quality management such as correctness, consistency, availability, timeliness, accessibility, and security. Moreover, the problem was more serious in case of small and medium-sized companies than large enterprises. In this paper, therefore, we attempt to propose a new data quality control methodology for small and medium-sized companies that can improve the correctness and consistency of data without consuming too much time and cost. To adopt the proposed methodology to real application immediately, we provided some scripts for as-is analysis and devised automation tools for managing naming rules of vocabulary, terminology, and data code. Additionally, we performed case study on the distribution service of a small-sized company to estimate the applicability of our tool and methodology.

  • Recently, the collaboration among small and medium-sized enterprises(SMEs) has been recognized as an effective competitive tool. As several systems have been developed to boost the collaboration, it is necessary to analyze the effectiveness of the systems in terms of their contribution to enhance operational performance of SMEs through objective and quantitative validation. In particular, the analysis for SMEs rather than large-scaled enterprises has not received much attention due to lack of relevant information and difficulty of collecting data. This paper presents a framework for analyzing the effectiveness of the collaboration support system, called i-manufacturing hub, which has been implemented by Korean government. Identification of influential factors to the effectiveness of collaboration hub, and constructing necessary hypotheses are proposed. To overcome the difficulty in data collection only by means of surveys through subjective questionnaires, we exploit system log data that are generated while SMEs use the system. As an initial phase to analyze the effectiveness through hypothesis validation, we discuss several interesting observations and challenges in the direction of enhancing collaboration among SMEs for better operational performance improvement and more participation in the collaboration hub.

  • The retirement pension is one of the security systems for retirement income. In Korea, since 2016, companies with 300 or more employees are obligated to introduce retirement pensions, so the rate of introduction of retirement pensions by large companies is high, but the rate of introduction of small and medium-sized enterprise(SME) is very low. This study aims to suggest a direction for the government's policy establishment to introduction of a retirement pension plan by looking at what financial attributes affect the intention to introduction of retirement pension plan. As a result of the analysis, it was found that among the financial attributes, Return on Sales in the positive (+) direction and Equity Capital Ratio in the negative (-) direction were significant factors influencing the intention to introduce a SME retirement pension. Accordingly, the government policy to induce the introduction of the retirement pension for SMEs needs to be implemented in stages with priority to SMEs with large Return on Sales and Equity Capital Ratio.

  • The proportion of small and medium sized enterprises based on the number of corporations in China is 99%, the number of employees is 80%, and the proportion of GDP is 60%. These facts show that small and medium sized enterprises have an very significant effect on the economic growth of China. However, most of the researches conducted so far have studied large corporations, thus, there are relatively insufficient researches on the determinant of the capital structure of small and medium sized enterprises. Therefore, the purpose of this paper is to confirm the factors that determine the capital structure of small and medium sized enterprises in China. To achieve this purpose, we performed multiple regression method to 45 small and medium sized manufacturing enterprises listed on the Shenzhen Stock Exchange of China. Results of this study are as follows. First, the growth appeared to have a significant positive effect to the debt ratio in 1% significance level. Second, the profitability appeared to have a significant negative effect to debt ratio in 1% significance level. Third, the firm size appeared to have no effect on the debt ratio. Fourth, the secured value and tax shield effect by non-debt appeared to have a weak positive effect on the debt ratio, however these variables showed statistical insignificant.

  • This study empirically examines the impacts of policy funds from three different aspects using data on Daegu city's local government loans. First, we estimate the influence of policy funds on mitigating financial constraints affecting the investment decisions of Small- and Medium-sized Enterprises (SMEs), yielding inconclusive results indicating no significant discernible effects of policy funds. Second, we scrutinize the ramifications of policy funds on enterprise's management stability, revealing that these funds contribute to stabilizing the operations of small-scale enterprises. Third, we explore whether policy funds engender an unintended consequence of bolstering distressed enterprises, presenting empirical evidence that suggests a delayed exit of such enterprises.
