Model Development for Increasing Shippers′ Attraction of Small and Medium Ports: With the Focus on Kunsan Ports (중소형항만의 화주유인증대를 위한 모형개발에 관한 연구 - 군산항을 중심으로-)

  • Although the small and medium ports are actually competing with various strategies, the definition and structural understanding of small and medium ports are not known very much. Therefore this study has launched from this fact, and has the objective of obtaining the structural model for increasing shippers' attraction of small and medium ports. The process began by abstracting the components that composed the success factors through recent research, and grouping it by FA(Factor Analysis) method. Also, by using the FSM(Fuzzy Structural Modeling) method to understand the structure of the grouped components, and the structural model for increasing shippers' attraction of small and medium ports was able to obtain as the result. When analyzing the obtained structural model, easiness of shipment, connection to hubport and efficiency of hinterland network came out to be the most important component groups.

  • The recent rapid increase of international ocean cruises calling at Korea has prompted the interests of central and local governments in promotion of cruise ship tour. Korea's cruise tour policies and facility improvement plans tend to be focused only on main ports of cities with high calls at cruise port, such as Busan, Incheon, and Jeju. However, small and medium-sized ocean cities which represent the coastal areas are also seeking to activate cruise ship tour and attract investment, and therefore they merit governmental support as well. This study looks at the current conditions of cruise tourism in small and medium-sized ocean cities and searches for the means to activate cruise tours. It suggests improvement policies for port services, transport accessibility, urban facilities and tour activity support, as well as expected roles of public and private sector. As a case study of Yeosu in Jeollanam-do, it analyzes the present state and discusses possible future activation programs, comparing small and medium-sized cities with cities with main ports. In order to be a port of call, steady exertions for improvement are required in all areas regarding cruise tourism whether it's main or local. Especially, since local ports in small and medium-sized ocean cities are relatively unlikely to be developed into home ports, policies and tourism programs should be established to support them in being chosen as ports of call.

The Spatial Growth Pattern of Korean Small-Medium Size Port and its Implications (우리나라 중소 무역항의 성장 패턴과 유형별 시사점)

  • Due to the high importance of foreign trade in the national economy, Korea has a lot of ports designated as trade ports compared to the small land size. However, because of the poor utilization results, some small trade ports have been criticized for wasteful financing due to redundant investment in SOC. This is because the characteristics and comparative advantage of foreign trade in trade ports have not been analyzed in detail by region. Therefore, this study analyzes the patterns and types of change in the size of trade, number of cargo items handled, and the number of trade target countries in the past 20 years for 19 domestic small trade ports using the time-series cluster analysis technique. As a result of analysis, Korean small trade ports were classified into five growth pattern types according to the analysis index, and characteristics and implications for each type could be derived. Today, as the foreign trade environment changes drastically and the importance of balanced regional development is emphasized, it is very important to study the growth types and implications of small trade ports and the results of this study are expected to provide meaningful implications for regional port development and operation in the future.

  • The purpose of this study is to analyze traffic volume between the Korean container ports located at the west coast and northern Chinese ports and then the distribution trend of container between Korea and China. The findings of the study are as follows. First, Container traffic between western Korean ports and northern Chinese ports has been increasing due to an increasing trade volume between both countries and geographical accessibility. Second, Seoul and neighboring area tend to use the trade route between the western ports and northern Chinese because of lower logistics costs and time-saved advantage compared to another ports. Third, the growth of the western ports did depend mainly on the northern China oriented growth. Such a fact could leads to the overlapping investment in port development in Korea and another intense competition among national ports to attract cargoes and liners. Therefore, port development policy considering the characteristics and function of national ports have to be established. and also alternatives and strategies for improving the competitive edge of small and medium sized shipping lines against the opening of shipping market have to be worked out.

How Should We Randomly Sample Marine Fish Landed at Korea Ports to Represent a Length Frequency Distribution of Those Fish? (한국 연근해 어업에서 수집되는 어류 개체군 체장자료의 표집(sampling) 방법 제안)

  • In Korea, marine fish landed at ports are randomly sampled on a periodic basis (e.g., daily or weekly), and body sizes (e.g., lengths and weights) of those sampled fish are measured. The motivation for our study is whether or not such measurements reflect the size distribution, especially the length distribution of fish landed (= a population), because such length measurements are key data for a length-based assessment model. The current sampling method is to sample fish landed at ports by body size group (e.g., very small, small, medium, large, very large), using the sampling weights as the number of boxes by body size group. In this study, we showed that length composition data about fish sampled by the current method did not represent the length frequency distribution of the fish landed, and suggested that an alternative sampling method should be applied of using the sampling weights as the number of fish landed by body size group. We also introduced a method for determining an appropriate sample size.

A Study on the Outport for the conquest of Usanguk through the Location Analysis of Natural Environment in the Port of the East Coast (동해안 항포구의 자연환경 입지분석을 통한 우산국 정벌의 출항지 검토)

  • In this study, location evaluation of the natural environment of ports in the Joseon Dynasty was carried out to investigate the outport of east coast for the conquest of Usanguk. As a result of study, there were 55 ports and naval stations in the Joseon Dynasty, including the Yeongokpo, Aninpo, Samcheokpo, Susanpo, and Wolsongpo. As a result of the restoration work in the sea level that was done in the sixth century, the sea level at that time was about 1m higher than that at present. In terms of the location type, three types were identified via natural-environment analysis. Location type I consists of a total of 21 ports suitable for defense due to the sand spit in all the sides and because it is located in the bay of small and medium rivers. Location type II is composed of 22 ports close to the open seas, and location type III consists of a total of 12 ports centering on the bay. A total of nine ports satisfied the location factor in the shortest distance analysis(targeting location type I), 15 ports in the slope analysis, 13 ports in the hinterland analysis, 13 ports in the visibility analysis, and 11 ports in the ocean current analysis. It was found in the final evaluation that the I level regions consist of two ports(Obunjin and Mangyangjin). Obunjin has a location characteristic that is advantageous for defense and that makes it suitable to serve as an anchorage harbor for a large-scale fleet as its water level is deep and as it has a wide embayment. In conclusion, Obunjin is considered the outport that has the highest possibility of serving as Isabu's departure port for the conquest of Usanguk.

An Analysis of the Concentration Ratios and the Shift Effect of Korean Container Ports (우리나라 컨테이너항만의 집중도와 변이효과 분석)

  • This study analyzes the concentration ratios (CR) and the shift effect in the system of Korean container ports that concern the export and import of container cargos, especially from/to 5 overseas origin/destination (O/D) regions, using the Hirshmann-Herfindahl Index (HHI) and the Shift-Share Method. The results shows that the CR has decreased during the last 20 years, from 0.86 to 0.44, mainly because cargos from/to the Far-East/South-East Asian regions have become more dispersed to several domestic container ports, especially from the Port of Busan. This study also indicates that there has been little change in the CR for all cargos, like the value of -0.3%, in the last 5 years. However the change in CRs for the cargos from/to the North America and Europe is positive, with the value of 7.6% and 6.6%, respectively. It can be inferred that the future development of medium- and small-sized container ports in Korea is not very likely. The study also suggests that the CR and the shift effect of the Korean container ports for the cargos by the domestic O/D regions should be analyzed in the future to suggest policy implications in great detail.

A Development of Simple Fuel Consumption Estimation and Optimized Route Recommendation System based on Voyage Data of Vessel (항차 데이터 기반 간이 연료 소모량 추정 및 최적 경유 항구 추천 시스템 개발)

  • Recently, The MRV (monitoring, reporting and verification) regulation, which measures, reports and verifies the emission gas of vessel to head for member countries of Europe Union (EU), is being implemented. As part this reason, we develop a system that estimates simple fuel consumption and recommends optimized stop-over ports of vessel, to calculate amount of carbon emission. To do this, we analyze fuel, distance and time consumption between port and the other port based on stored voyage data for over 10 years of real-ship, and implement a simple fuel consumption estimation module using analyzed result. Also, we design and implement the optimized route recommendation algorithm, existing navigation route display function including comparison with the optimized routes and user custom route plan function. Therefore, we expect the developed system is helpful when makes a navigation route and so on by reference indexes and we anticipate the system to have a sense for future research which learns and predicts for accuracy result.

A Study on the Competitiveness Improvement of Port Policy in the Philippines (필리핀 항만정책의 경쟁력 제고방안에 관한 연구)

  • The purpose of this study is to give a guiding implications to strengthen the competitiveness of port policy in Philippines, considering the inefficiencies in the port infrastructures and management systems in the country, despite its average economic growth of 5-6% and subsequent increment in passenger and trading volumes. These growth figures imply a compelling need for a systemic development plan and impellent actions. This study used the analytic hierarchy process for conducting a port competitiveness analysis and the data on deterrent factors were collected through literature and internal government documents including on-site interviews of the parties involved. The implications of the analysis led the study to conclude the need for adopting an enhanced centralized management, a separate investment and management for ports, a grade classification of nationwide small-, medium, and large-sized ports, efficient incoming systems for port dues, and an advanced mode of financing and investment inducement, among others.
