A Study on the Development of Architectural Design Indicator for Small Public Building (소규모 공공건축물의 디자인 지표 개발에 관한 연구)

  • Public buildings as a public space of the community have a close relationship with local residents and urban space. Public buildings are not a simple role as office space, but closely related to the life of the local residents. In addition, a variety of approaches, spatial, and program elements should be considered. Rising awareness for public buildings recently, aspect of design also has began to be interested. Small building is a public building that can actively cope with the social and economic environment in the rapid change. However, small building is lacking the design consideration according to the scale and economics. This paper is to present the Design Indicator that can be used to create 'small public buildings' that has been alienated from the large public buildings design development. This is intended to derive and utilize the design categories and design detail indicator of small public buildings. There are composition of design categories and design detail indicator of developed small public buildings. Design categories have developed six such as Public and Harmony, Access, Landscape Design, Space, Sustainable Design, Technique and Performance. Design Detail indicator of Small public buildings have developed all 24. Presented Design Categories and detail indicator are composed of design indicator available in all areas of design evaluation and review that includes design, function, environment, and technology of public buildings. And it is possible to apply with small public buildings in all purpose.

  • The number of public libraries is not good enough in Korea. The main reasons why there are not many libraries are: the lack of people's recognition of necessity and importance of public libraries, stingy investment by the central and local governments for building public libraries, and no policy on effective building of public libraries. Now, there should be a policy on building and operating small-size public libraries that the developed country adopts. Redevelopment of local areas and reconstruction of old apartment complex are the best chance of building small-size libraries in those areas. The apartment complex in which this study took place is going to be reconstructed in the near future. A small-size library can be built with a district office and a post-office as a multi-complex building. Building a small-size library with public institutions or business buildings in the place of redevelopment of local areas and reconstruction of old apartment complex is one of the best solution of solving the lack of public libraries in Korea.

A Study on the Size of the Public Libraries in Korea (우리나라 공공도서관의 규모에 관한 연구)

  • In terms of expanding the infrastructure of public libraries, building many small-size libraries is more efficiency than building a small number of big size libraries. Korean public libraries have been built in big-size in compare to the public libraries in the developed countries. This study aims to analyse why the majority of the Korean public libraries have been built in middle and large size and the floor space of 791 public libraries were examined. It was revealed that the average floor space of 791 public libraries is $2,495m^2$. The study aims to find what policy on library building should be considered to expand effectively the infrastructure of public libraries.

  • The Purpose of this study is to analyze the investigation of consumer's consciousness for Han-Ok construction of community facilities in an apartment housing. The contents of this study were largely composed of two parts; First was about concept and type of 'New Han-Ok type' public building. Second was about consciousness for Han-Ok construction of community facilities in an apartment housing. The result to this study is as following: 1) the concept of 'New Han-Ok type' public building should not only be defined in terms of cultural property or Han-Ok experience facilities but daily life and practical community. 2) the consciousness for Han-Ok construction of community facilities in an apartment housing was recognized affirmatively more than 75.9%. 3) the strengths of 'New Han-Ok type' public building was as following: daycare centers & small libraries & management office-use of eco materials, senior centers-traditional maintenance, community center-ease of daylight and ventilation. 4) Weaknesses of 'New Han-Ok type' public building was as following: daycare centers-security problem, senior centers-inconvenience of space, community facilities-inconvenience of facilities, small libraries-lack of storage space, management office-inconvenience of moving line. The conscious research for 'New Han-Ok type' public building should succeed for vitalizing for Han-Ok.

Environmental-Friendly Amendment of the Non-Resident Supervision Systems for the Private Small Buildings

  • Current supervision systems have been changed by the demands of social, physical and institutional environment, and have a role of preventing safety accident and in improving the construct ability through the analysis of issues in quality, time, construction, safety, and environmental management. The public sector "Construction Technology Management Act", a general and private sector "Building Act" and "Certified Architects Act", the residential building "Housing Act" are dealt with supervision systems, respectively, but private small building construction is excluded from the discussion of the main targets because of their relatively small scale and the lack of social interests, Thus, this study focused on the small buildings for improving the non-resident supervision systems. Survey results revealed that the non-resident supervisor needs to be selected not by clients but by officers in order to obtain its publicity. Based on the proper selection and execution of the supervision system suggested in this study, the potential effects can be summarized as 1) recovering of publicity, 2) correcting abnormal practice, and 3) realizing design intention for increasing the public value of buildings. In addition, findings in this study will be effective to amend current non-resident supervision systems for improving the quality of buildings and communities as well as for adopting the environmental-friendly energy-efficient smart building technologies.

  • Recently there are many efforts for saving energy in building. therefore Building energy management systems(BEMS) are expected to a reduction energy cost. BEMS has many benefits which could switch plant on and off automatically. Also It optimize plan operation and services, monitor plant status and environmental conditions and to provide energy analysis and management information. In these days, many public buildings are applied BEMS but there are few studies about application of small or medium buildings. Therefore, in this study, we will find how to apply BEMS in small or medium buildings.

  • The British public library services could be provided earlier than other countries as a result of the Industrial Revolution which was started in the U.K. earlier than other countries. Britain has steadily been building public library infrastructure during the last 150 years and currently maintains the highest level of public library services and operation. Until the 20th century, each local government in Britain remodeled other buildings into libraries and adopted a small and simple form of library building to build more libraries and also to help the convenient use of library, while minimizing the cost of library construction. The construction of public libraries of local governments was supported by the Public Libraries(and Museums) Act enacted in 1850. Korea is in an effort to build more public libraries. The study suggests that a small and simple form of library building should be constructed in order to build more public libraries with minimum costs.

  • The purpose of this study is to establish a system that manages the safety of buildings efficiently by finding the correlation of elements related to the safety of buildings and intuitively visualizing them. Data were collected using the data of small-scale buildings managed by public institutions and the government, and an effective analysis visualization environment was established through pre-processing. We selected safety-vulnerable factors such as the structure of the building and completion date to find the relationship, and established a model to prioritize management to find vulnerable buildings.

A "Radical Departure"? How the Home Insurance Building Won the "First Skyscraper" Debate

  • Today, most architectural and engineering historians no longer consider the Home Insurance Building to be the first skyscraper. Despite this, the popular belief remains that William Le Baron Jenny invented the first skyscraper when he designed the Home Insurance Building in 1884. This paper recounts the history of how Jenney won the public debate starting in 1896, despite his building being only a small evolutionary step forward. In that year, a series of letters in The Engineering Record allowed Jenney and his colleagues to engage in a public relations campaign to recast the debate about the first skyscraper to place the Home Insurance Building as the pivotal structure in skyscraper history.

  • The number of public libraries in Korea has been dramatically increased over the last 40 years. since the first Korean Libraries Act was passed in 1963. However, the public library infrastructure is still inadequate and there is a big difference between the number of public libraries in Korea and western countries. This result proves that Korea's method of enhancing its public library infrastructure has not been effective. Therefore, this study suggests the building of small, rather than large. public libraries as a more effective means of enhancing the public library infrastructure in Korea - the method adopted in Great Britain.
