An Analysis on the Economic Effectiveness of Abalone, haliotis discus hanai Releasing Project in the coastal area near Ulsan city (울산 연안의 전복 방류사업에 대한 경제적 효과분석)

  • The present study is aimed at evaluating the economic effectiveness of Abalone, haliotis discus hanai Releasing Project(ARP) conducted in the fishing ground owned by a fishing village in Ulsan, Korea. The results were summarized as follows: First, an average ratio of released abalones in the total landing after releasing is shown to be 85.0%. Second, the recapture rate of released abalones is 46.8%, exceeding the recapture rate of BEP(Break-Even-Point), 22.9%. Third, it is evaluated that total economic effectiveness of the ARP is 6.7-6.8 times, net effectiveness is 2.2-2.3 times, and the NPV(Net Present Value) discounted by a 8% interest rate is 474, 635 thousand wons, indicating the project is profitable. Considerable parts of the positive results on the ARP are based on some beneficial conditions, including the selection of favorable releasing sites, best self-regulation system of a fishing village for preservation of seaweed facilities and continued activities for protecting small abalones and their rearing. These results imply that the success of the ARP would be primarily dependent upon the selection of releasing site and effective management system after releasing.

  • The Ministry of Maritime Affairs & Fisheries have plaining the advancing fishery information integrated system for the fishing present condition, marine resource administration and applicability considering. The fishery information communication system is build up to the raw date & process-network-content. The communication system must be small size, low cost and adapted SSB transceiver, that is using fishery shipping. In this paper We present digital data communication network to exchange information for fishery and safety between fishing ship and coast station in cheeper communication free using SSB(Single Side Band) in HF(High Frequency) band.

Current Status of Fishery Resources in Kenya

  • Fishing in Kenya, until the discovery of Nile perch as an export commodity in the early 1990s, has basically a subsistence occupation for the lake and coastal communities. The government also did not recognize the importance of fisheries as a contributor to the macro-economy and therefore, did not pay much attention in terms of resource allocation for the development of the sector. Most fishing in Kenya is artisanal, with a little industrial fishing by prawn trawlers. The deep sea (EEZ) fishery resources are currently exploited by DWFNs through a licensing system. Only a small quantity of catch from the EEZ is landed in Kenya, primarily tuna loins for processing for export. Currently capture fisheries, mainly from Lake Victoria, earn local fishers over Kenya shillings (K Sh) 7 billion, while exports earn the country K Sh 5 billion (US$ 50 million) in foreign exchange annually. The government has been putting in place an enabling environment to promote investment activities in order to achieve economic recovery as well as for the development and sustainable use of fisheries resources in the country within the specified period. The Department's major roles are to ensure sustainable exploitation of fisheries resources; to promote aquaculture development; to assure quality and safety of fish and fishery products; and to facilitate fish marketing in order to maximize the benefits that can be derived from fisheries. The contribution of fisheries to local incomes, subsistence and food nutrition is significant, as this occurs in areas with the highest incidences of poverty in the country.

A Study on the Dynamic Behavior Characteristics of a Small Fishing Crane (소형 어로 크레인의 동적 거동 특성에 관한 연구)

  • The dynamic behavior characteristics of a small fishing crane for inshore and coastal fishing vessels was experimentally analyzed in order to improve the fishing operation and to reduce considerably manual work of fisherman. The small fishing crane was designed to be controlled electro-hydraulically by means of proportional valves and solenoid valves, and also to be controlled the speed of each operation. The dynamic behavior characteristics was investigated by measuring the changes of parameters such as oil pressure, swing angle of load, load tension, the lifting angle and the swing angle of crane arm when the arms extended in a side way was given a test load. The results obtained are summarized as follows: 1. The designed small fishing crane can be proportionally controlled by means of proportional valves and rapidly by operating the solenoid valves, respectively. The capacity, turning angle, maximum reach of crane were 2 T-M, $180^\circ$, 3.7m, respectively. 2. The vertical change of crane arm on the extension of lifting cylinder was $1.2^\circ$/cm, and the swing speed of crane arm due to the extension of swing cylinder by on/off operations of solenoid valves was $15^\circ$/sec, with the swing period of 1.4 sec and the angle fluctuation of $\pm$11.0$^{\circ}$. 3. When changing simultaneously the horizontal and vertical positions of the lifting load by on/off operations of solenoid valves, the swing and lifting speeds of crane arm were $4.46^\circ$/sec and $6.4^\circ$/sec, respectively. 4. The movements of the designed crane were particularly smooth as they are controlled with the aid of proportional valves than by means of solenoid valves.

Influence of Sail on the Reduced Rolling Motion of Small Ship (돛이 소형선박 횡동요 감소에 미치는 영향)

  • In this study it will be discussed how to solve the problem of discomfort from rolling motion on the small fishing boats. Up to now, the equipments of reducing rolling system can be examined by various case, but difficult to apply small vessel by function, space and costly establishment. A way of improving the feeling of getting on a boat through the equipped sail at stern edge of bulwark top was researched and developed. The author has tested the sailing performance of the experimental skiff boat, from the signals obtained by the inclinometer in irregular waves and compared with the results got in sail on and off mode operation for 10 minutes duration at the conditions of stop and underway. These data has been analyzed in the application statistical methods. Eventually we summarize the analyzed results obtained from the vessel while stationary and underway for two cases, the vessel with a sail and the vessel without a sail. The field test was done in Jeju outer harbor. The ratio of the motion responses at resonance for the sail with and without cases indicate that under given conditions the motion was reduced by the efficiency of diminution is 4.726%, 2.792% in the stopping and 11.663%, 3.282% in the underway and mean rolling periods are 2.158, 2.142, 2.421, 2.412sec. and 1.968, 1.963, 2.089, 2.051sec. respectively. Consequently the efficiency of diminution was higher when the ship is underway and rolling periods got longer in the equipped sail.

Research on the Actual Condition of the Group Homes for the Elderly Living Alone In Farming and Fishing Villages - With Focus on Demonstration Projects in the Chungnam Region - (농어촌 독거노인 공동생활주거 실태조사 연구 - 충남지역 시범사업을 중심으로 -)

  • Due to rapid decrease in population of farming and fishing villages and drain of young rural manpower to the cities, aging is being intensified, and the conditions of housing and welfare of elderly households are inadequate. Currently, group home is being discussed as part of specialized housing and welfare support policy for the people in the vulnerable class with poor self-supporting abilities such as the aged living alone in farming and fishing villages, and aged farming and fishing households. So the purpose of this research is to present the basic data for proposing the policy of supplying group home through examining the realities of housing and welfare of the people in the vulnerable class in farming and fishing villages. Survey was conducted on the 4 regions -Cheonan-si, Gongju-si, Yesan-gun, and Seosan-si - whose apartments were all occupied by the residents among the group homes for the elderly living alone in Chungcheongnam-do and the following results were derived from the analysis on the data collected from the survey. First, great effects can be attained at small costs by reorganizing and utilizing the public facilities that are unused or little used and the existing houses that are exposed to risks due to improper maintenance. Second, it can be pointed out that the residential environment of the vulnerable members of society was improved without impairing the existing village landscape. Third, housing welfare was enhanced without investing a large sum of money and the system to promptly cope with negligent accidents and emergency can be built and operated. Fourth, the cases promoted to solve the problems of the poor, unhygienic, and unsafe housing of the elderly and the vulnerable members of society were very positive and well worthy of being presented as planning direction of future group homes in farming and fishing villages. Finally, if they are operated entirely for free, it will cause the lack of the sense of ownership and the problems in securing the budget, so the ways of paying minimum individual housing expenses should be examined. The alternatives of housing welfare for the vulnerable members of farming and fishing villages are needed and the ways of constructive planning and researches should be continuously made. Also, the government's support policy should be actively promoted.

A Basic Study for Utilization of Autopilot System Using Electromagnetic Compass in a Small Fishing Boat (소형 어선에서 전자자기 컴퍼스를 이용한 항행자동시스템의 실용화에 관한 기초적 연구)

  • Experiments were carried out to measure the variation of the compass error on ship's head up bearing by magnetic compass and electromagnetic compass on berthing at the pier in order to obtain a basic information on the utilization of autopilot system using electromagnetic compass in fishing boat. The wooden fishing boat, turned on attracting fish lamps of power consumption 85kW, steering magnetic compass and electromagnetic compass indicated westerly compass error with 7$^{\circ}$ and 13 $^{\circ}$~16$^{\circ}$ respectively. The FRP fishing boat, turned on attracting fish lamps of power consumption 130kW, electromagnetic compass indicated easterly compass error 19$^{\circ}$~23$^{\circ}$. The steel fishing boat, turned on ship's navigation equipments of power consumption 225kW, steering magnetic compass indicated westerly compass error with 16$^{\circ}$. While the difference of compass error using electromagnetic compass indicated westerly compass error with 68$^{\circ}$ on the upper deck when the navigation and fishing equipment turn on compare to turn off the equipment, it had easterly compass error with 16$^{\circ}$, 32$^{\circ}$, 20$^{\circ}$ on the forecastle deck, wheel house and compass deck respectively.

Rolling Motion Simulation in the Time Domain and Ship Motion Experiment for Algorithm Verification for Fishing Vessel Capsizing Alarm Systems (어선전복경보시스템 알고리즘 검증을 위한 어선 횡동요 시험 및 시간영역 횡동요 시뮬레이션)

  • This study contributes to deepening understand of the characteristics of fishing vessel rolling motions to improve the development of capsizing alarm systems. A time domain rolling motion simulation was performed. In order to verify capsizing alarm systems, it is necessary to carry out experiments assuming a capsizing situation and perform actual fishing vessel measurements, but these tasks are impossible due to the danger of such a situation. However, in many capsizing accidents, a close connection with rolling motion was found. Accordingly, the rolling motion of a fishing boat, which is the core of a fishing vessel capsizing alarm system, has been accurately measured and a time domain based on a rolling motion simulation has been performed. This information was used to verify the algorithm for a capsizing alarm system. Firstly, the characteristics of rolling motion were measured through a motion experiment. For small vessels such as fishing vessels, it was difficult to interpret viscosity due to analytical methods including CFD and potential codes. Therefore, an experiment was carried out focusing on rolling motion and a rolling mode RAO was derived.

Developmental Plan of Man-Overboard Alert Devices of Small Fishing Vessels: A Study (소형어선의 선외추락 경보장치 개발 방안 연구)

  • A method of transmitting an alert signal in case of man-overboard (MOB) systems in a small fishing vessel navigating within coastal area is being operated as VHF-DSC equipment via a distress alert button and V-P ass Equipment via alert button or beacon separation. However, a small fishing vessel with a couple of crews on board is an inappropriate way to alert a man-overboard condition. However, internationally, MOB equipment using VHF-DSC, AIS, and Bluetooth technologies is used to transmit alert signals directly to the mother ship and other radio stations. In order to analyze the performance and technology of the MOB equipment operating in foreign countries, it was confirmed that the alarm signal can be received within a maximum of one nautical mile when the MOB device is on the water surface. An MOB device that meets domestic conditions needs to send an alarm signal to a station within the VHF communication range. However, in order to reduce the false alert signal, it is most appropriate to operate the VHF-DSC radio equipment installed on the ship remotely. Analysis of various technologies connecting the MOB and the VHF-DSC revealed that the Bluetooth system has advantages such as device miniaturization. When an emergency signal is transmitted from the MOB device, it can be received by a dedicated receiver and recognized through an external input terminal of the VHF-DSC equipment generating its own alarm. If the emergency situation cannot be processed at the mother ship, a distress alert is sent to all radio stations via VHF-DSC for response under emergencies faced by small fishing vessels.

  • The roll damping characteristics of the three models of a 3 ton class fishing vessel such as the bare hull, hull with bilge keels, and hull with bilge keels and a central wing are investigated by the free roll tests in calm water in a towing tank with the variations of the forward speed, initial angle and OG. The experimental results are compared with the numerical results of mathematical modellings by the energy method for these three models and the energy dissipation patterns are also compared.
