Objectives: This study was conducted in order to ascertain the important factors for SMEs in managing the risks of chemicals and to suggest a government role in strengthening the responsibility of small and medium enterprises(SMEs) as employers. Methods: About 100 enterprises were surveyed in Incheon. A questionnaire for employers and walk-through surveys by occupational hygienists were performed at each enterprise. Results: The results showed that most employers thought chemicals were not hazardous but chemical management was needed. When employers determine how to manage chemicals, they rely heavily on personal experience and rather less on information from the government or experts. However, if employers think the chemicals are hazardous, they do more to manage the chemicals. Conclusions: When employers think chemicals are hazardous, risk assessment would be an effective tool to control chemical hazards in SMEs. Employers' position on chemical hazards is very important. Since the government is the initiator, it is the government who develops messages for SMEs, such as "Chemicals are hazardous and management can reduce the risk of chemicals." Governmental messages can play an invaluable role in strengthening the responsibility of SME employers to manage chemical hazards.

Recently, government supporting policies on the revival of manufacturing industries are building up in the advanced economies like US and so on. Root manufacturing industry as the base of all manufacturing industries is accounting for SMEs by an absolute majority and Korean policies for SMEs are apt to increase in numbers. Nevertheless, there is no much concern in the area of root manufacturing industry SMEs. Especially, the effectiveness of R&D in root manufacturing industry is on the verge of controversy. As the results of root manufacturing industry SME's analysis, there are lots of various characteristics by fields in root manufacturing industry and the R&D results are not well carried over to business commercialization. In this paper, five policy proposals for root manufacturing industry SMEs are suggested based on the current situations of domestic and overseas countries.
Technological innovation is one of critical challenges for small and medium enterprises(SMEs) as well as larger firms. This study focuses on empirical test about the role of absorptive capacity on the relationship between technological collaboration and technological innovation outcomes in the context of SMEs. To achieve the purpose, we conducted hierarchical regression analysis through 266 samples from Korean manufacturing SMEs that is defined as an enterprise less than 300 employees. As a result, more diverse exploitations for types of technological collaboration have significant and positive impact on technological innovation outcomes. Additionally, the results show that absorptive capacity based on knowledge realization capability strengthens the impact on which external sources and types of technological collaboration affect technological innovation outcomes. Based on the results, we propose that SMEs require intense management efforts in establishing capability to create new knowledges, by combining existing knowledges, because excessive exploitations for external sources of technological collaboration necessarily do not help enhance technological innovation outcomes.
The purpose of this study is to establish the Balanced Score Card for 'I Company' which is a small and medium sized manufacturing company in Busan City. It is suitable for SMEs and suitable for the management environment. The study was intended to contain the detailed needs of managers and employees when developing the performance measurement system. It also allowed other SMEs to benchmark through this study. We also proposed a solution to the problems after BSC construction. In addition, BSC has been developed for the purpose of shifting business strategy from RDS to SSS in accordance with changes in the demand market environment. Strategy Maps were divided into the whole company level and each team level. You can look at strategic goals, core success factors, and key performance indicators at each glance. Finally, we developed a smart performance evaluation system that can easily calculate the score, strategic goal, key success factor, weight of key performance indicators, target score, performance, and achievement rate by creating a smart chart. Benchmarking is more than just a comparison of measures about different company's performance in a wider sense. It is a methodology of learning-comparing-learning, at least within small and medium sized enterprises. This learning is not just limited to learn by copying successful concepts from other enterprises or competitors. It starts in learning more about the own company, about its structure and processes causing its own success or its failure. This kind of learning is necessary before the enterprise starts watching for a suitable Benchmarking partner. Learning from each other's strengths and weaknesses is the main goal of the European research project Quality beyond Borders! By using the Benchmarking methodology, small and medium sized enterprises get the opportunity to take part in a Benchmarking study and can learn more about the different strengths and weaknesses of other enterprises on both sides of the border. The results of such a Benchmarking can help to identify potentials for future cooperations among German and Polish enterprises in the same market or business. These potentials can lie in different ways of realising the same success or top-position. The Benchmarking study is not focused on an special business or region. That helps to find out trends for different kinds of top-positions, which can be claimed in all markets within a country. Every trend is characterised by different success factors which are responsible for the success in this top-position. In a first overview, the results of the Benchmarking study show 5 different groups of top-positions within a market which all have different profiles regarding to the importance of their success factors. By the end of the Benchmarking study it will be possible, to give answer about the special reasons for different kind of successes of these groups. These answers can be related to a special region within a country, a special business or of course related to possible differences in the expression of the group success factors in comparison of both countries.

SME have typically different financial constraints. However, small company need technological innovation in order to survive. The Purpose of this paper is to strengthen their technology innovation of Korean SMEs through international technological cooperation with the EU. This study has six chapters. Section 2 deals with the innovation force about the theoretical background for SME and Chapter 3 is innovation force and international technical cooperation in SME. Chapter 4 consist of methods. And Chapter 5 is the case study of european SMES, which attain enhancing technical innovation through the EUREKA Project. Finally Chapter 6 is discussed conclusions and implications.
Due to the rapid change of corporate environment of small and medium enterprises (SMEs), there is an increasing needs for the effective utilization of knowledge intensive services. Current knowledge intensive services for SMEs include various activities including venturing, R&D planning, R&D support, marketing, and networking. However, these activities are not differentiated according to the institutions that provides those services. In response, this study aims to explore and identify core knowledge intensive services, and specify the target knowledge service. The case study was conducted for the Divison of SMEs innovation in Korea Institute of Science and Technology Information (KISTI).

While there are increasing requests for open innovation, prior studies have focused mainly on the utilizing the external sources. This study suggests to broaden the way of measuring openness to include the innovation management factors and output besides of utilizing the external sources. Additionally, the new measures will compare the status of openness in small and medium enterprises between Korea and Japan. There is greater differences in openness between SMEs and big firms in Japan than ones in Korea. Although SMEs in Japan utilize the external knowledge sources more actively than ones in Korea, they show less openness from the perspective of managerial factors such as metric for open innovation, collaboration system, investment for collaboration, and performance.

As competition has deepened between business institutions, it has been difficult to predict and respond quickly to business environment. Most business firms have started to introduce Enterprise Resource Planning (ERP) in order to improve their business environment. However, it increases the probability of failure to implement the systems without considering the structural characterisitcs of the organizations. The paper studies what influence the characteristic variables of organizational structure and management system have on the performance of the ERP systems of small and medium-sized enterprises. Also, since it is important to compare the level of information system of Korea and China in the midst of the rapid growth of Chinese economy, the paper&nbs p;compares the ERP performance of Chinese and Korean small and medium sized enterprises that implemented ERP system.
To solve the serious problem of insufficient manpower in medium and small scaled companies, our country allows introduction of foreign manpower for 5 business types such as manufacture industry, service industry, etc. and there are 226,825 people who entered by employment license system(E-9) in Sep. 2013. However, according to the results of investigation "actual status and difficulties of foreign manpower's employment of medium and small scaled manufacturing companies" of KFTA in 2013, 36.4% of respondents responded that current scale of introducing foreign manpower is insufficient to solve difficulties of insufficient manpower in industrial world and 37.7% of them responded that the quarter of new employment is insufficient. So, they hope that current quarter system of foreign manpower can be abolished. Meanwhile, introduction scale of foreign manpower was decided by 53,000 people so as to solve enterprise difficulties in manpower and vitalize economics this year, but illegal aliens are 39,623, more than 17.5%, in Sep. 2013 after employment expiration. Therefore, it becomes serious social problem. Government displays various support businesses so that foreign workers after employment expiration can return to their homeland legally. This thesis intends to find measures to maintain royalty for our country and support their smooth resettlement through the analysis on homecoming support business of foreign workers.
