This study was conducted to analyze the weight factors for siting the electric facilities using Analytic Heirarchy Process technique participating the stakeholders. Siting the electric facilities has been a dispute of long standing because of landscape damage, geological deformation and various environmental problems such as electromagnetic effect to human health. For analyzing the weight factors by AHP technique, the questionnaire process was applied to the fifteen committee members including representatives of resident, academic experts, members of local assembly, officers of local government, journalists, etc. in Gangwondo, Korea. Weight factors for siting the electric facilities by AHP committee members resulted in residential areas 35.06%, cultural assets 16.68%, landscape conservation 13.11%, large-scale ecological corridor 10.17%, connectability of electric transmission line 8.32% respectively. The distance from residential areas was the most important factor preferred by committee members for siting the electric facilities.

Nuclear power plant site selection is a complex process and its successful completion is a critical milestone in the NPP development cycle. Proper siting of NPP will ensure public health and safety, environmental conservation, reduced project failure risks and a smooth NPP development process among other benefits. The objective of this paper is to demonstrate the application of systems engineering to the problem of NPP siting in Kenya. The siting process demonstrated in this paper includes stakeholder need analysis where stakeholders are identified and their needs concerning NPP site are elicited and converted into system functional requirements. A value model is then developed and potential sites iteratively subjected to three types of criteria i.e. exclusionary criteria, avoidance criteria and suitability criteria. This process is used to identify the candidate sites. An additive value model; multiple objectives Decision Analysis (MODA) is then used to calculate candidate solutions values. The site with the highest solution value score is selected. Sensitivity studies using different criterion weight sets (thereby reflecting different viewpoints) can be conducted to assess their effect on the selection of a preferred site and thereby lend additional credibility to the decision process.

Since the site chosen for GBAS ground system will have a direct effect on the performance of the GBAS, the GBAS ground system siting is mightily important in the GBAS installation process. Therefore, in this paper, the major equipment of the GBAS ground system is introduced and a formal process is described for the identification and evaluation of candidate GBAS sites. Also, this paper described detail siting requirements for the GBAS ground system such as reference receiver, VDB antenna and shelter respectively.

As competition is introduced in the electricity supply industry, congestion becomes a more important issue. Congestion in a transmission network occurs due to an operating condition that causes limit violations on the transmission capacities. Congestion leads to inefficient use of the system, or causes additional costs (Congestion cost). One way to reduce this inefficiency or congestion cost is to control the transmission flow through the installation of UPFC (Unified Power Flow Controller). This paper also deals with an optimal siting of the UPFC for reducing congestion cost by using shadow prices. A performance index for an optimal siting is defined as a combination of line flow sensitivities and shadow prices. The proposed algorithm is applied to the sample system with a condition, which is concerning the quadratic cost functions. Test results show that the siting of the UPFC is optimal to minimize the congestion cost by the proposed algorithm.

The purpose of this paper is to select proposed waste facilities sites after consideration of relative importance of siting factors. From the literature review we have established the siting factors affecting selecting waste facilities sites, and constructed hierarchy of siting factors to evaluate the relative importance of the factors using Analytical Hierarchy Process(AHP). After mail surveying of expert group, we have analyzed the relative importance of siting factors affecting waste facilities. We have constructed Geographic Information System(GIS) of raster type, based on seventeen theme maps of siting factors on waste facilities, to select the proposed waste facilities sites after consideration of the relative importance of the siting factors for Gyongsan city, in Korea. After applying linear combination method, and factor combination method to overcome the methodological limitations of land suitability analysis, we have found five proposed sites, where intersected with proposed sites obtained from the two methods. From this research we have found that 1) methodologically, using GIS for selection of proposed waste facilities sites turned out to be highly useful, 2) application of relative importance of siting factors and two methods of land suitability analysis in selection of proposed waste facilities sites are pertinent enough to provide valid and reliable results, and 3) the research methods and approach employed in this research will be highly useful in site selection of other major facilities.

The siting process of municipal solid waste treatment facility consists of a structured set of policies that guide the implementation of waste management goals. The main problems of siting process are the social and political context or the community opposition. During the past, the traditional siting process has been obsolete in most pans of the country, so public officials and researchers have tried to experiment with new policies and procedures. A number of controversial issues offer insight into the factors that are related to the local residents opposition to new waste treatment facilities. The purpose of this case study focused on the establishment of criteria in the site selection of waste treatment facilities which can carry out resources recovery. incineration and landfill simultaneously. That is to say. the main points are to make concrete the quantification standards of assignment and take an objective allotment scale according to the assessment factors. The summarized results are as follows; 1. To promote the site selection based on the guideline such as rational. objective and due process of law, it is desirable to inform the local residents the methods of assessment in advance. 2. Totally 20 factors for the site selection are divided into 3 categories such as living environment characteristics, technological location characteristics and socio-economic factors. And the supposed magnitude of weight in all items are equally applied. 3. In regard to 20 assessment factors, the allotment of point is distributed by the specific location characteristics. Namely to make the assessment easily, each factors are set the scale from 1 to 5 points en masse along the data which are acquired in the region.
Local opposition and protest constitute single greatest hurdle to the siting of locally unwanted land uses(LULUs), especially siting of high-level radioactive disposal not only throughout Korea but also throughout the industrialized world. It can be attributed mainly to the NIMBYism, equity problem, and lack of participation. These problems are arisen from rational planning process which emphasizes instrumental rationality. But planning is a value-laden political activity, in which substantive rationality is central. To achieve this goals, we need a sound planning process for siting LULUs, which should improve the ability of citizens to influence the decisions that affects them. By a sound planning process, we mean one that is open to citizen input and contains accurate and complete information. In other word, the public is also part of the goal setting process and, as the information and analyses developed by the planners are evaluated by the public, strategies for solutions can be developed through consensus-building. This method is called as a co-operative siting process, and must be structured in order to arrive at publicly acceptable decisions. The followings are decided by consensus-building method. 1. Negotiation will be held? 2. What is the benefits and risks of negotiation? 3. What are solutions when collisions between national interests and local ones come into? 4. What are the agendas? 5. What is the community' role in site selection? 6. Are there incentives to negotiation. 7. Who are the parties to the negotiation? 8. Who will represent the community? 9. What groundwork of negotiation is set up? 10. How do we assure that the community access to information and expert? 11. What happens if negotiation is failed? 12. Solid waste production increases due to population and consumption increments. Landfill is the ultimate destination for all kinds of municipal solid waste; and is the most convenient waste disposal method in developing countries. To minimize investment and operational costs and society's opposition towards locating landfills nearby, proper landfill sizing and siting are essential. In this study, solid waste forecasting using Autoregressive Integrating Moving Average (ARIMA) was integrated with government future plans and waste composition to estimate the required landfill area for the state of Selangor, Malaysia. Landfill siting criteria were then prioritized based on expert's preferences. To minimize ambiguity and the uncertainty of the criteria prioritizing process, the expert's preferences were treated using integrated Median Ranked Sample Set (MRSS) and Analytic Hierarchy Process (AHP) models. The results show that the required landfill area is 342 hectares and the environmental criteria are the most important; with a priority equal to 48%.
