대규모 공연장의 안전관리 개선방안 - 민간경비업체의 역할 개선을 중심으로 - (A study on the improvement of safety management for large-scale of event site - on the focus of the improvement of security company's role -)

  • 최근 지방자치단체에서 개최하는 각종 문화행사와 K-POP의 열풍으로 각종 공연행사가 수시로 개최되고 있는바 그로 인한 안전사고의 우려가 대두되고 있다. 지난 2005년 10월 3일, 상주 시민운동장에서 발생한 'MBC 가요콘서트 행사'와 2006년 3월 26일, 서울 롯데월드에서 발생한 '무료개방 행사'에서 대규모 안전사고가 발생하였다. 이 연구는 각종 공연장에서 발생한 안전사고의 공통적인 원인을 파악하고 그 사례를 수집하였으며, 각 행사장별 사고원인을 분석하여 이에 대한 문제점을 도출, 안전업무를 담당하는 민간경비업체의 개선방안을 모색하는데 연구의 목적이 있다. 이러한 연구과정을 통한 '대규모 공연장의 안전관리 개선방안'은 다음과 같다. 첫째, 행사의 안전을 담당하는 민간경비업체의 영세성 보완을 위한 제도적 장치를 마련해야 한다. 둘째, 공연장 경비인력에 대한 교육훈련을 강화해야 한다. 셋째, 사전준비단계에서 안전조치를 위한 준비를 보다 철저히 해야 한다. 넷째, 질서유지대책을 강화해야 한다. 다섯째, 유관기관과 협조체계를 강화해야 한다. 여섯째, 철저한 우발상황대비책을 수립해야 한다.

방사성폐기물 지하처분장에 대한 가상의 사례 연구를 위한 KURT 부지의 지하수 유동 모의 (Groundwater Flow Modeling in the KURT site for a Case Study about a Hypothetical Geological Disposal Facility of Radioactive Wastes)

  • 한국원자력연구원의 지하처분연구시설인 KURT 부지에 가상의 심지층 처분 시설을 가정하고 안전성평가를 수행하기 위해 필요한 지하수 유동 자료를 작성하기 위한 지하수 유동 모의가 수행되었다. 연구지역의 전반적인 지하수 유동 특성을 고려하기 위해, 광역 규모의 지하수 유동 모의를 먼저 실시하여 국지 규모 지하수 유동 모의에서 이용될 경계 조건을 구하고, 현장에서 확인된 단열 자료를 반영하여 국지 규모에서의 지하수 유동계가 모의되었다. 같은 방식으로 국지 규모에서 지하수 유동에 관한 경계 조건을 뽑아내어 KURT 부지 규모의 지하수 유동 모의에 이용하였다. 국지 규모의 지하수 유동 모의 결과로 얻어진 지하수위 분포를 통해 입자 추적(particle tracking) 모의를 수행하여 가상의 처분 부지 위치에서 지표로 흐르는 지하수의 유동 경로를 확인하고, 경로의 길이와 지하수의 시간당 유동량(discharge rate)을 구하였다. 본 연구에서 이용된 일련의 지하수 유동 모의 및 입자 추적 모의 방법은 향후 심지층 처분 시설의 안전성 평가에 필요한 자료를 작성하는데 유용하게 쓰일 것으로 기대된다.

Logistical Simulation for On-site Concrete Waste Management in Decommissioning

  • Large amounts of concrete waste are likely to arise from the decommissioning of a Kori-1 nuclear power plant. Several studies have been conducted on decommissioning concrete waste in recent decades, however, they have been limited to contaminated concrete issues or were small pilot-scale experiments. This study constructed two industrial-scale models of on-site concrete waste management for clean as well as contaminated concrete. To evaluate the performance of both the models, simulations were conducted using the Flexsim software. The concrete particle size distribution of Kori-1 and concrete processor properties based on widely used construction equipment were used as sources of input data for the simulations. It was observed that it may take over two years to complete the on-site concrete management processes owing to the performance of existing processors. In addition, it was demonstrated that it is essential to identify bottlenecks in the system and enhance the performance of the relevant processors to avoid delays of the decommissioning schedule. Our results suggest that this novel approach can contribute to developing schedules or expediting delayed activities in the Kori-1 decommissioning project.

The "Swing-Door" Regrafting of Donor Site: An Alternative Method for Split-Thickness Skin Graft in the Hand

  • Background Skin defects in the hands are common injuries, and autologous skin grafting is the ideal treatment. However, complications can occur at the donor and recipient sites. This study compares the "Swing-door" technique with conventional skin grafting. Methods From August 2019 to February 2023, 19 patients with skin defects of hand underwent the "Swing-door" split-thickness skin graft (STSG) technique. The thin epithelial layer was elevated with proximal part attached. Skin graft was harvested beneath. Donor site was then closed with epithelial flap like a "Swing-door". The outcomes were evaluated in terms of healing time, scar formation, and pain at the donor and recipient sites. The data were compared with the conventional STSG. Results The "Swing-door" group had lower graft take percentages, but complications did not significantly differ between the two groups. The "Swing-door" technique resulted in better cosmetic outcomes, as evidenced by lower Vancouver Scar Scale scores, faster donor site epithelialization, and reduced pain and discomfort during the early postoperative period, as measured by Visual Analog Scale. Conclusion The "Swing-door" STSG is a useful alternative for treating hand skin defects.

  • This study aims to investigate the mechanism that analysis of the layout-structure of the Traditional Village Oeam. It can identify through the division of area, the properties of layout residential type, the relationship between buildings and roads and location of buildings and a gate. Traditional Folk Village is our precious cultural heritage. However, now is time for our disappearing heritage due to the indiscriminate development. This study will good references for residential Complex in modern society. As a result of this study road in the center of village is divided into two areas. The road and stream plays an important role in the housing layout and composition of the village. Oeam village houses are separated by scale as large, middle, small scale housing. The courty yard is formed widely through a various of housing plan. So that ventilation and light is favorable even if the main house is high. Each house has the individuality with avoiding the village roads and using the byroads and stone wall. Therefore, each house can protect the privacy of houses.

  • When we urgently need to develop and supply an alternative energy, wind power is growing with much interest because it has relative low cost for generating power and small area for wind turbine. To estimate the wind power resource, it is necessary to make an observation first. Although the large wind farm and resources are near coast and mountain area, the wind energy in urban area has the strong thing of direct access to power generator. In this study, we estimate the probability of wind energy in urban mountain area using A2C (Atmospheric to CFD) model, which is used for horizontally urban scale phenomena. In the steady state results, the site C is most suitable for wind power in the point of the only wind speed. But, estimating the TKE and vertical wind shear, the site B is showing the better results than the site C.

  • Large-scale offshore wind power is emerging as a viable solution to achieve carbon neutrality and solve climate change. As power generation complexes require ample space for construction, they create conflicts with residents near the construction site. To resolve the issue with residents, Korea, along with other countries, has developed policies that focus on influencing public perception. However, as the contents of such policies changed several times in a short period in Korea, they were differently applied depending on the timing of the project. This study examines how Korean offshore wind power site development policies, particularly the ones focusing on swaying public perception, were applied differently by regions.

대학 캠퍼스 공간적 지표에 의한 유형화에 관한 연구 (A Study on the Classification by the Spatial Index of the University Campuses)

  • This paper presents the investigation results on the classification of the university campuses. For the classification, we selected the spatial index as the evaluation indicator since the environmental factors and maintenance methods vary from university campus to university campus. For the study, we used eight spatial indices of the 30 national universities. This paper provides the spatial characteristics of different campus types, presents campus classification analysis as a future research approach to campus maintenance, and provides the data for the future study of comparison among universities. The results are as follows. 1) The classification investigation categorized the university campuses into three groups. Type 1 is a large-scale type, located near downtown. Type 2 is a medium-scale type, located at a remote site from downtown. Type 3 is a small-scale type, which is located comparatively near downtown. 2) Type 1 is a large-scale mixed area type, and 13 universities belong to this group. Type 2 is a medium-scale suburban area type, and six universities are in this group. Finally, Type 3 is a small-scale downtown area type, and 11 universities belong to this group.

A Study on Application of the Korea Human Scale to Anthropometric Design

  • Objective: The aim of this study is to show a correct application procedure using the compact Korean anthropometric data application program called Korean Human Scale(KHS) for anthropometric design. Background: The nation-wide anthropometric survey project called 'Size Korea' developed KHS and distributed it to the public on the web site. But some insufficiency of the current web service of KHS misleads the users; they just put their own statue and pick up a meaningless data for a body dimension. Method: This study provides five steps to follow to read appropriate data from KHS for an anthropometric design. Results: As a case study, the depth dimension of the supervisory and control console used in the Korea nuclear power plant was determined following the procedure and compared with the console design guideline recommendation. Conclusion: The supplementary anthropometry table should be added on the web service of KHS for users to read a meaningful data for design. Application: If properly used, the KHS has a lot more potential application area than users can expect such as in control center design area.

SMALL-SCALE Hα DYNAMIC FEATURES SUPPORTED BY CHROMO SPHERIC MAGNETIC RECONNECTION

  • In the present study, we have investigated morphology and evolution of small-scale Ha dynamic features on the quiet sun by analyzing video magnetograms and high resolution Ha images simultaneously taken for 5 hours at Big Bear Solar Observatory on April 18, 1997. From comparisons between time sequential longitudinal magnetograms and H$\alpha$ images covering $150" {\times} 150"$, several small-scale H$\alpha$ dynamic features have been observed at a site of magnetic flux cancellation. A close relationship between such features and cancelling magnetic fluxes has been revealed temporarily and spatially. Our results support that material injection by chromospheric magnetic reconnect ion may be essential in supporting numerous small-scale H$\alpha$ dynamical absorption features, being in line with recent observational studies showing that material injection by chromospheric magnetic reconnect ion is essential for the formation of solar filaments.
