Simplified procedure for seismic demands assessment of structures

  • Methods for the seismic demands evaluation of structures require iterative procedures. Many studies dealt with the development of different inelastic spectra with the aim to simplify the evaluation of inelastic deformations and performance of structures. Recently, the concept of inelastic spectra has been adopted in the global scheme of the Performance-Based Seismic Design (PBSD) through Capacity-Spectrum Method (CSM). For instance, the Modal Pushover Analysis (MPA) has been proved to provide accurate results for inelastic buildings to a similar degree of accuracy than the Response Spectrum Analysis (RSA) in estimating peak response for elastic buildings. In this paper, a simplified nonlinear procedure for evaluation of the seismic demand of structures is proposed with its applicability to multi-degree-of-freedom (MDOF) systems. The basic concept is to write the equation of motion of (MDOF) system into series of normal modes based on an inelastic modal decomposition in terms of ductility factor. The accuracy of the proposed procedure is verified against the Nonlinear Time History Analysis (NL-THA) results and Uncoupled Modal Response History Analysis (UMRHA) of a 9-story steel building subjected to El-Centro 1940 (N/S) as a first application. The comparison shows that the new theoretical approach is capable to provide accurate peak response with those obtained when using the NL-THA analysis. After that, a simplified nonlinear spectral analysis is proposed and illustrated by examples in order to describe inelastic response spectra and to relate it to the capacity curve (Pushover curve) by a new parameter of control, called normalized yield strength coefficient (${\eta}$). In the second application, the proposed procedure is verified against the NL-THA analysis results of two buildings for 80 selected real ground motions.

Review of Qualitative Approaches for the Construction Industry: Designing a Risk Management Toolbox

  • Objectives: This paper presents the framework and protocol design for a construction industry risk management toolbox. The construction industry needs a comprehensive, systematic approach to assess and control occupational risks. These risks span several professional health and safety disciplines, emphasized by multiple international occupational research agenda projects including: falls, electrocution, noise, silica, welding fumes, and musculoskeletal disorders. Yet, the International Social Security Association says, "whereas progress has been made in safety and health, the construction industry is still a high risk sector." Methods: Small- and medium-sized enterprises (SMEs) employ about 80% of the world's construction workers. In recent years a strategy for qualitative occupational risk management, known as Control Banding (CB) has gained international attention as a simplified approach for reducing work-related risks. CB groups hazards into stratified risk 'bands', identifying commensurate controls to reduce the level of risk and promote worker health and safety. We review these qualitative solutions-based approaches and identify strengths and weaknesses toward designing a simplified CB 'toolbox' approach for use by SMEs in construction trades. Results: This toolbox design proposal includes international input on multidisciplinary approaches for performing a qualitative risk assessment determining a risk 'band' for a given project. Risk bands are used to identify the appropriate level of training to oversee construction work, leading to commensurate and appropriate control methods to perform the work safely. Conclusion: The Construction Toolbox presents a review-generated format to harness multiple solutions-based national programs and publications for controlling construction-related risks with simplified approaches across the occupational safety, health and hygiene professions.

Development of a Probabilistic Safety Assessment Framework for an Interim Dry Storage Facility Subjected to an Aircraft Crash Using Best-Estimate Structural Analysis

  • Using a probabilistic safety assessment, a risk evaluation framework for an aircraft crash into an interim spent fuel storage facility is presented. Damage evaluation of a detailed generic cask model in a simplified building structure under an aircraft impact is discussed through a numerical structural analysis and an analytical fragility assessment. Sequences of the impact scenario are shown in a developed event tree, with uncertainties considered in the impact analysis and failure probabilities calculated. To evaluate the influence of parameters relevant to design safety, risks are estimated for three specification levels of cask and storage facility structures. The proposed assessment procedure includes the determination of the loading parameters, reference impact scenario, structural response analyses of facility walls, cask containment, and fuel assemblies, and a radiological consequence analysis with dose-risk estimation. The risk results for the proposed scenario in this study are expected to be small relative to those of design basis accidents for best-estimated conservative values. The importance of this framework is seen in its flexibility to evaluate the capability of the facility to withstand an aircraft impact and in its ability to anticipate potential realistic risks; the framework also provides insight into epistemic uncertainty in the available data and into the sensitivity of the design parameters for future research.

국내 고속도로 교량의 차량 충돌 위험도 평가 (Vehicular Collision Risk Assessment on the Highway Bridges in South Korea)

  • 차량충돌은 가장 빈도가 높은 교량 붕괴의 원인 중 하나로 알려져 있으며, 최근 재해에 대하여 대책 수립 및 관리의 필요성이 공익 안전을 위해 제기되고 있다. 본 연구에서는 차량 충돌로 인한 교량 피해에 대하여 위험도 분석을 실시하였다. 위험도 분석 단계는 세 단계로 구분하였고, 예비위험분석 단계에서는 충돌의 발생가능성을 확인하며, 기본위험분석 단계에서는 발생가능성, 취약성, 중요도에 대한 위험도 점수평가를 통한 위험도 등급을 산정하였다. 마지막 상세위험분석 단계에서는 위험도가 높은 등급에 대하여 상세분석을 실시한다. 본 연구에서는 예비위험분석과 기본위험 단계에 집중하여 위험도 등급 구분을 위한 네 가지의 급간분류법을 적용하였다. 충돌 사례와 분석 결과를 비교하여 적절한 급간분류법을 결정하고자 하였다. 본 연구에서 사용된 위험도 분석법은 유사한 재난에 대한 대책수립을 위해 사용될 수 있을 것이다.

  • 상수도시설은 운영관리 환경, 사용범위, 빈도 등 특성에 따라 수명이 달라지며, 현행 법률에서 일률적으로 정하고 있는 내용연수와 차별된 접근이 필요함에 따라, 시설의 파손, 보수이력 등 관리현황 및 시설의 경시적인 변화 상태를 조사 분석하여 기술적 판단을 토대로 한 수명평가 방안이 필요하다. 따라서 본 연구에서는 국내외 내용연수 적용현황과 시설별 내용연수 산정 방안, 외국의 상수도시설물 관리 방법, 기존 관로 상태평가 기준 수립을 위한 현황 등을 조사하고, 매설 상수관로에 현장조사를 수행하여, 상수관로의 물리적인 파손위험성과 사고이력을 기반으로 경제적 가치 기준에 의한 잔존수명 평가 기법을 개발하였다. 또한 기존 우리 공사의 노후도 기법을 물리적인 노후진척에 따른 상태변화와 실측 데이터를 활용하여 통계적인 분석을 통하여 평가항목은 축소하고, 신뢰도는 제고하였으며, 관 상태평가를 통해서 합리적인 개량계획 수립을 추진할 수 있도록 관상태평가 가이드라인을 개발하였다.

부산항 컨테이너부두 임대료 산정체계 표준화 방안 (Standardization of the Lease Fee Assessment System of Busan Port Container Terminals)

  • 부산항만공사(BPA)가 관리하고 있는 부산항 컨테이너부두는 민간운영사가 임차하여 운영하고 있다. 운영사가 BPA에 납부하는 연간 임대료는 BPA의 2010년도 연간 매출액 2,444억원의 약 66%에 달하는 1,609억원으로, BPA 총수입의 대부분을 차지하는 매우 중요한 수입원이다. 그러나 부산항의 컨테이너부두 임대료는 부두 신설에 따라 운영사 선정 입찰시 적용한 임대료 산정체계의 차이, 1999년 임대료 산정체계를 수입공유제에서 고정임대료제로 변경하면서 부두별로 적용한 임대료 산정방법 및 산정기준의 상이, 북항과 신항간 임대료 산정시기의 차이 및 그에 따른 임대료 산정기준의 상이 등으로 형평성 논란을 빚어왔다. 따라서 본 연구에서는 현행 부산항 컨테이너부두 임대료 산정체계의 문제점을 분석하여 임대료 산정체계의 표준화 방안을 제안한 후 신설부두와 기존부두를 대상으로 컨테이너부두 표준 임대료 산정체계 적용 사례를 제시하였다. 임대료 산정체계를 표준화하기 위해서는 할인 현금흐름법(DCF법)으로 산정방법을 일원화해야 한다. 또한 주요 임대료 산정기준이 되는 산정기간, 할인율, 물가상승률 및 임대료 인상률, 임대료 산정물량, TEU당 매출단가, 인건비 등의 제반 운영비용을 표준화해야 한다. 신설부두에 대해서는 표준화된 임대료 산정체계를 그대로 적용할 수 있으나, 기존부두에 대해서는 특히 임대료 산정물량, 투자비 및 재투자비, 장비 및 시설유지비 등을 신설부두와 달리 적용해야 한다. 표준화된 임대료 산정체계를 도입할 경우 임대료 산정체계의 객관성과 일관성은 물론 부두간 임대료 수준의 형평성을 도모할 수 있다. 또한 표준화된 임대료 산정체계를 도입하여 임대인의 투자비회수 관점과 운영사의 운영수지보전 관점 임대료 수준을 동시에 고려한 적정 임대료를 산정함으로써 임대 차인 간 이익의 균형을 도모할 수 있다. 본 연구는 컨테이너부두 임대료 산정체계의 표준화에 관한 초기의 연구라는 점에서 학술적인 의의와 실무적인 기여가 있을 것으로 기대된다. 향후 운영비용 추정 및 적정 운영원가 산정을 위한 비용함수 및 활동기준원가계산(activity based costing) 방식의 도입, 임대료 산정물량의 적정화를 위한 과학적 기법 도입 등 보다 다양한 시각이나 방법론으로 후속 연구가 이루어지기를 기대한다.

탄두의 관통 효과를 고려한 함정 취약성 평가 절차에 관한 기본 연구 (Vulnerability Assessment Procedure for the Warship Including the Effect of Shotline and Penetration of Fragments)

  • The survivability of warship is assessed by susceptibility, vulnerability and recoverability. Essentially, a vulnerability assessment is a measure of the effectiveness of a warship to resist hostile weapon effects. Considering the shot line and its penetration effect on the warship, present study introduces the procedural aspects of vulnerability assessments of warship. Present study also considers the prediction of penetration damage to a target caused by the impact of projectiles. It reflects the interaction between the weapon and the target from a perspective of vulnerable area method and COVART model. The shotline and tracing calculation have been directly integrated into the vulnerability assessment method based on the penetration equation empirically obtained. A simplified geometric description of the desired target and specification of a threat type is incorporated with the penetration effect. This study describes how to expand the vulnerable area assessment method to the penetration effect. Finally, an example shows that the proposed method can provide the vulnerability parameters of the warship or its component under threat being hit through tracing the shotline path thereby enabling the vulnerability calculation. In addition, the proposed procedure enabling the calculation of the component's multi-hit vulnerability introduces a propulsion system in dealing with redundant Non-overlapping components.

초등학교 수행 평가 지원을 위한 다차원 자료 분석 처리 시스템 (Multidimensional Data Processing System for Supporting Performance Assessment in Elementary School)

  • 최근 교육 평가에서는 수행 평가가 그 중요성을 인정받으며 전면 실시되고 있다. 현장에서의 수행 평가는 각 교과별은 물론 교과와 기타 활동이 서로 분절되어 평가되고 있어 평가 결과가 학습자를 종합적으로 분석해 주지 못하고 있다. 본 연구에서는 이와 같은 문제점에 기초하여 한 교과 영역의 평가 결과가 관련 있는 다른 교과 영역의 평가 결과에 영향을 미치는 다차원 처리 도구를 설계하고 구현하였다. 또한, 교과별 자료 데이터베이스를 제공하여 교사의 수행 평가 계획 수립 및 처리를 지원하며, 입력된 정보는 통합 처리되어 상담 자료, 성적 처리 자료 등으로 출력되도록 하였다. 본 시스템은 윈도기반의 수행 평가 처리 시스템으로 추후 웹 기반 지원 시스템으로의 확장을 고려하여 개발되었다. 본 연구의 시스템은 교사의 수행 평가 업무를 간편화하고 학습자의 성취도와 능력을 다양한 방법으로 평가하여 교육의 수월성을 제고하고, 평가의 투명성으로 인해 공교육의 신뢰성을 확보하는데 기여할 것으로 판단된다.

해양 공공자연자원 피해보상의 법.경제적 평가 (Compensation for Injury to Publicly Owned Marine Resources : Legal and Economic Aspects)

  • Interest on ocean environment has increased with the development of industrialized activities. Public marine resorces are defined broadly to include fish stocks, beaches, marine waters, recreational fishing, biota, waterfowls, shorebirds, seabirds and marine mammals But, it is not easy to analyze compensation for injury to publicly owned marine resources because the claimants do not exist clearly and the economic methodology of damage on public goods is not developed fully. This paper introduces basic idea of welfare economic theory and environmental legislation to the research question : How the economics and law can be applied to the case of damage on publicly owned marine resource. The paper discusses the concepts of willingness to pay (WTP) and willingness to accept (WTA). It is accepted generally that WTA is correct concept of welfare change in the case of damaged public goods. Four methods (compensating variation, equivalent variation, compensating surplus, equivalent surplus of measuring welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes caused by environmental damage. Vartia (1983) showed CV could be measured from the ordinary demand function using the differential equations. This paper also provides an overview of the emerging U.S. and Korea legal system for compensation for natural resource damages, with particular emphasis on U.S. legal system under Comprehensive Environmen-tal Response Compensation and Liability Act (CERCLA). These regulations are to include two different types of standardized procedures for assessing natural resources injury : Type A or simplified assessment techniques for small releases ; and Type B protocols that would include detailed and extensive assessment methodologies for major releases. Type A procedures are specified by Natural Resources Damage Assessment Model for Coastal and Marine Environment (NRDAM/CME) of the U.S. CERCLA provides a legal 'legitimization for the use of economic-based nonmarket valuation in the courts and have introduced appropriate and accurate nonmarket valuation methods based on willingness to-pay for damage assessment. By briefly reviewing economic theory and environmental legislation, we hope to help provide a better understanding of the compensation process and the economics of publicly owned marine resources in the U.S. and to integrate the economics and law of natural resources valuation into a single comprehensive package in Korea.

원자력 시설 주변 환경 감시를 위한 토양 중 우라늄 동위원소 신속 분석법 확립 (Establishing of a rapid analytical method on uranium isotopic ratios for the environmental monitoring around nuclear facilities)

  • The uranium isotopic ratio in environmental samples around nuclear facilities is important because it reveals information regarding illegal activities or anthropogenic pollution. Determination of uranium isotopes, however, is a challenging task requiring much labor and time because of the complex separation procedures and lengthy process. In this study, a rapid determination method for uranium isotopes in environmental samples was developed using. The sample was completely decomposed using the alkali fusion method. The separation procedure using extraction chromatography (UTEVA) was simplified in a single step without any further removal process for Si and major matrix elements. The established method can be completed within 3 h from sample dissolution to ICP-MS measurement. Most matrix elements and uranium isotopes in the soil samples were well separated and purified. Five types of were used to assess the method's accuracy and precision for a rapid uranium analysis method. The analytical accuracy for all CRM samples ranged from 95.1 % to 97.8 %, and the relative standard deviation was below 3.9 %. From the analytical results, one may draw conclusions that the evaluated method for uranium isotopes using alkali-fusion, the extraction chromatography process, and ICP-MS measurements is fast and fairly reliable owing to its recovering efficiencies. Thus, it is expected that the evaluated method can contribute to the improvement of environmental monitoring ability.
