A Legal Study on the Environmental Liability of Financial Institutions and its Responses (금융기관의 환경책임과 대응방안에 대한 법적 고찰)

  • The role of the financial institution to promote corporate sustainability may be reviewed in two angles, as a commercial lender and an investor. As a commercial lender, financial institutions should minimize the legal risks and the political risks. Financial institutions began to recognize environmental risks as legal risks that directly affect their lending practices since the legislation of the Comprehensive Environmental Response, Compensation, and Liability Act("Superfund") of the U.S.A. The so-called lender liability rule has a detailed guideline where the financial institutions may be exempted from the Superfund Liability. Similar attempts are noticed in the recent EU White Paper on Environmental Liability. In Korea, comprehensive environmental liability laws are yet to be developed. The Soil Environment Preservation Act now includes a far-reaching environmental liability provisions, where the owners and operators as well as receivers of the facility bear responsibility. However, whether the financial institutions may be captured as a potential responsible party is not very clear. Until the relevant legislation is developed and court decisions accumulate, Korean financial institutions are well advised to raise awareness on this issue, to develop environmental policies and to train personnels.

COLLABORATION BETWEEN PROFESSIONAL INSTITUTIONS IN RAISING THE PROFILE OF ASTRONOMY RESEARCH

  • The Physics Outreach Unit at UNSW Australia contributes to the goals of the IAU's Commission 55 by collaborating with established institutions to improve public engagement with science. We aim to not only increase public awareness of astronomy but also ensure the benefits to society of our scientific endeavours are understood. We have found collaborating with like-minded institutions who are working in similar spaces allows both parties to make a larger impact than working alone. For example, our long-term collaboration with the Australian Museum provides the opportunity to engage urban and rural communities with science, audiences to which we do not normally have easy access. To increase our national presence we are exploring new relationships with other institutions, in particular the Astronomical Society of Australia (ASA), in hosting events such as public talks with eminent astronomers, star parties and astronomical workshops. These partnerships help build firm foundations for planning future events, in particular during the International Year of Light 2015.

  • Various institutions provide various welfare-related services, and accordingly, the quantity and quality of welfare-related services are improved. Along with the improvement of welfare services, the rate of fraudulent and redundant supply and demand due to inappropriate applicants is also increasing. In particular, in the case of similarly promoted projects by various institutions, confirmation of duplicate applications may be insufficient due to system inconsistency between institutions and delays in qualification verification, which may result in duplicate supply and demand. In this paper, in order to prevent the redundant supply and demand related to welfare service similar projects in various institutions, the problem of data management and sharing between institutions was reviewed and a method of applying blockchain technology was proposed step by step. Through the proposal of this paper, transparent data management of recipients is possible, and through this, trust-based welfare benefit management will be possible.

Factors Affecting Mother's Dental Utilization in Metropolitan Area (대도시 지역 일부 어머니들의 치과의료 이용행태에 영향을 미치는 관련요인 분석)

  • The present study attempted to analyze the influence of the mother's demographic characteristics and knowledge on oral health as well as dental care behaviors on her practice of using dental care institutions. A self-report survey was conducted among 172 mothers of children aged 5-6 attending on three preschools located in Daegu metropolitan city. Statistical analysis was conducted using the SAS 8.01 with $X^2$-test, t-test and logistic regression. The obtained results were as follows: 1. No significant association was found among the demographic characteristics of the mother, her past experience as well as the purpose of using dental care institutions. 2. There was significant relationship between the mother's knowledge and behavior concerning oral health and her past experience of using dental care institutions; the mothers having a higher level of knowledge and who thought they themselves didn't have healthy teeth and gum tended to have more visits to dental care institutions(pE0.05). There was also significant relationship between their purpose and their actual practice of using dental care institutions: the mothers having a higher level of knowledge and who thought their own oral health was good tended to visit dental institutions more for the preventive purpose than for treatments(pE0.05). 3. As a result of logistic regression, the variables formed as models were their knowledge on oral health and their values for oral health. The standardized coefficients for the two variables were -0.19 and 0.19, respectively. For the mother's purpose of visiting dental care institutions, the variables formed as models were their knowledge on oral health and their values for oral health. The standardized coefficients for the two variables were -0.40 and -0.37, respectively. The relative contributions of the two variables to the mother's practice of using dental care institutions were on the similar level.

A Nexus Between Employee Engagement and Goal Orientation to Employee Competence and Performance: Evidence from Indonesia

  • This study examines the relationship between employee engagement and goal orientation toward competence. In addition, it also examines the relationship between competence and employee performance in financial institutions in Indonesia. Questionnaires were distributed to several employees who work at financial institutions in Aceh, North Sumatra, and Riau. The basis for selecting the research object was that most financial institutions have similar business products. The similarities are the marketing of home loan ownership products and multipurpose investments. The three study regions are located in western Indonesia's most central provinces and have a significant amount of trade. The sampling technique used was purposive sampling based on specific criteria for the respondents. 275 employees made up the research sample, and partial least squares data analysis methods were applied. In data analysis, initial testing was carried out on the components of the research statement items to see their validity and reliability. The results of this study indicate that employee engagement behavior can improve employee performance, which improves financial institutions' organizational performance. The study's findings offer suggestions for policies and guidelines that will encourage productive work behavior among employees and boost organizational performance. The fact that employees must think and act creatively to develop their competence and become superior employees is another distinctive feature of this research.

  • Deterioration and brittleness of resources on the shelves of institutions such as libraries and archives have been increased and accelerated as time passes in accordance with the preservation environment and the nature of their own material. It can be a loss of current information with little importance in prolong the life of valuable materials and to preserve them in security, integrated preservation programs should be developed and implemented according to missions, sizes, the nature of collections, users, and budgets of individual institutions. In reality, most institutions, however, are not able to implement perfect preservation programs due to lack of budget, human resources, and expertise. To solve this problem, some institutions in similar circumstances have planned cooperative preservation programs in various levels. Through cooperative systems individual institutions can not only pursue common interests but gain real benefits for themselves. Consequently institutions are recommended to collaborate with in development and implementation of various preservation programs at local, national, and international levels in addition to individual institutional programs.

The Primary Care Performance of Three Types of Medical Institutions: A Public Survey using the Korean Primary Care Assessment Tool

  • Purpose:The healthcare system of South Korea is at the extreme of the dispersed system. Few regulations limit patients from directly visiting higher-level medical institutions for primary care sensitive conditions. As a result, similar to local clinics, general and tertiary teaching hospitals also provide diverse primary care services. Our study aimed to examine the general public's perceptions of their primary care performance. Methods: Face-to-face surveys were conducted with 1000 adults who were living in South Korea with the aid of a questionnaire that included the Korean Primary Care Assessment Tool (KPCAT). The KPCAT consists of five domains, which are the main indicators of primary care performance: first contact, comprehensiveness, coordination, personalized care, and family/community orientation. One-way analysis of variance and post hoc tests were used to compare the KPCAT scores across the three types of medical institutions. Results: Domain-wise analyses revealed two different patterns. With regard to first contact and its subdomains, the highest and lowest scores emerged for local clinics and tertiary teaching hospitals, respectively. However, the other four domain scores were significantly lower for local clinics than for the other two types of medical institutions. Conclusions: Local clinics were perceived to be medical institutions that are responsible for providing primary care. However, the general public perceived only one domain of their primary care to be superior to that of the other two types of medical institutions: first contact. National efforts should be taken to strengthen their other four domains of primary care by training their workforce and providing appropriate incentives.

Analysis on the trends and causes of inhabitant's behavioral changes in medical institutions's utilization after enforcement of regional medical insurance.   • The objectives of this study was to analyze the major causes of decreasing utilization rate of health care institutios in pilot-project area of regional medical insurance, Kwang-hwa and Kun-wi country. After the implementation of medical insurance, utilization rate of health institutions turned out' to be lower than it was estimated, when the pilot-project of regional medical insurance was planned. It might be due to changes in inhabitant's behavioral attitude toward medical insurance. So this study was made to find measures for financial stability by increasing utilization rate of health care institutions and to be available for basic demand-supply program of medical care. The hypothesis of this study was as follows; First. there is difference in understanding health care institutions between Kun-wi and Kwang-hwa. Second. respondesnts of inquiry survey have exact knowledge of their past experience of treatment taken prior to enforcement of medical insurance, Questionaire survey was made as to each 700 household among total 11, 884 households in Kun-wi and 20,919 households in Kwang-hwa. In case of Kun-wi, 70% of inquired households (491) gave their answers. In Kwang-hwa, the number was 560 households (80% of inquireds). Dollected data was processed and analyzed by way of using SPSS batch system. To evaluate facto rs distribution aspects of data and to make comparison between two area, percentage and $X^2$ distribution were applied. The results were as follows; L The utilization rate of health care institutions in Kun-wi and Kwang-hwa was lower than it was estimated. when pilot-project of medical insurance was planned. 2. Prior to the implementation of medical insurance. inhabitants in two area chose the medical institutions considering such factors. First was medical care fee cheap. second in habitant's residence, Third was the institutions conveniently easy of access. 3. After the implementation of medical insurance. 26.1% of inqurieds in Kun-wi and 41.6% in Kwang-hwa, changed medical institutions. In case of Kwn-wi, from health care institution (p 0.05), and in case of Kwang-hwa, vice versa, from general medical institutions to health care institutions. 4. Evaluation by factors were made such as follows. Inquired gave high marks to following facts: In case of Kun-wi, general medical institutions were difficult of access and relation between patients: was not friendly, but burden of medical expenditure was light. Effects of treatment and facilities was good. In case of Kwang-hwa, inquired gave high evaluation marks to the follow ing facts; facilities of medical institutions was not good, but the burden of medical expenditure was light. 5. After the implementation of medical insurance, the services was evaluated as good, but inquired hopec for lessening the burden of medical expenditure. 6. In case of exact understanding of cost-sharing, the evaluation rate in Kwang-hwa was higher than that of Kun-wi (p < 0.005). And positive attitude toward necessity of medical insurance was also good in Kwang-hwa (p < 0.05). 7. In case of inquired's attitude toward medical institutions, Kwang-hwa showed positive response (p < 0.05) 8. In the case of comparison between general medical institution and health care institution, two area showed similar positive response; medical manpower, facilities of medical institutions and effest: of treatement was good. 9. In comprehensive evaluation of benefit-service; the general medical institution's positiveness was higher than that of health care institutions in Kun-wi. But in Kwang-hwa vice-versa. 10. If the medical expenditure of general medical institution and health care institutions was equal 77% of inquireds in Kun-wi and 59.1% in Kwang-hwa answered that they chose general medical insurance. Considering results above mentioned, the conclusion of this study was made as follows. 1. In Kwang-hwa county, where the understanding of health care institutions's was good, the utilization's of health care institutions was shown high. Therefore, in case of Kwang-hwa, betterment: should be made to induce increasing utilization rate for negative factors of health care institutions. 2. In case of Kun-wi, where the understanding of health care institutions was on the decrease, measures for changing such negative factors should be taken by way of strengthening public relations. And cases of Kwang-hwa should also be studied. 3. On the side of financial stabilization and establishing health care delivery system, primary health care should be available. Therefore, the major cause of inhabitant's avoiding health care institutions should be known. And measures for activating that institutions have to be taken. So, the facilities of health care institution have to be improved up to the level of clinic. And supportive measures for securing equipment and improving health care services should also be taken. It is necessary that strategy for public relations should be employed with policy considerations and supports.

A Study on the Utilization of Emergency Arbitrator for Effective Dispute Resolution in Shipbuilding and Shipping Industries (조선·해운산업의 효과적 분쟁해결을 위한 긴급중재인 제도 활용방안에 관한 연구)

  • Arbitration has grown a unique resolving method for international commercial disputes. However, it has considered a similar court process, such as interim relief, during arbitration proceedings. Further, it would be asked for urgent measures before the arbitrators are constituted in the proceedings. In this case, the disputing party has to apply in the court. This is an unattractive factor in international arbitration; therefore, some institutions are trying to reform such an inconvenient system by adopting the emergency arbitrator. The purpose of this study is to look into ways of utilizing the emergency arbitrator for effective dispute resolution in shipbuilding and shipping industries. The emergency arbitrator needs to solve problems such as making a decision on leaving cargos in the ship, matters involving a ship arrest, or issues regarding vessels under construction. In order to utilize the emergency arbitrator system, it needs to make a close partnership with related institutions, prepare Korean-style standard shipbuilding and shipping contracts, and provide training programs for new emergency arbitrators and staff of institutions. Next, the arbitration institution has to have a great working relationship with a court. Finally, it should try to implement a new system, such as on-line service, for the procedures of the emergency arbitrator.

Research on Current Combination of Public facilities in Metropolitan - Seoul, Daejon, & Pusan - (대도시 공동체 공공시설의 복합화 현황조사 - 서울, 대전, 부산을 중심으로-)

  • The purpose of this study is to examine present situation of complex community center and to develop complex community center which is considered character of the region. The method of this study was research on internet and interview with public institution by phone about the kind, scale, present situation, complex form of public institution which is situated in Seoul, Busan and Daejeon. The results of the study are as follow : 1) There is the most administration institutions in Seoul and Busan and Daejeon has the most welfare facilities among the public institutions. 2) The scale of public institution is the most buildings of $3{\sim}4$ floors. 3) The institution consisted of one facility is more than 50% in complex form. 4) The complex forms are 21 types of similar facilities and 36 types of different facilities. Therefore, public institutions were attached in Seoul, various types of facilities were not placed in Busan and Daejeon or the number of public institution has been increased continuously, but complex institution considered by social request is difficult to find.
