Recently, bridge design and/or construction works on marine traffic route are undertaking in Korean waters. Naturally the ship-handling difficulty and hazardous to navigation should be increased when the bridge is constructed on the shipping route. Unfortunately, however, it is impossible or not desirable to secure wide enough bridge span width due to geographical condition or economic point of view. Therefore this study aims to propose the consideration factors during the bridge design process, and the traffic volume control, speed limit and other alternative measures to secure traffic safety using marine traffic flow simulation technique.
Recently, shipping operators have been making efforts to reduce the fuel cost in various ways, such as trim optimization and bulb re-design. Furthermore, IMO restricts the hydro-dioxide emissions to the environment based on the EEDI (Energy Efficiency Design Index), EEOI (Energy Efficiency Operational Indicator), and SEEMP (Ship Energy Efficiency Management Plan). In particular, ship speed is one of the most important factors for calculating the EEDI, which is based on methods suggested by ITTC (International Towing Tank Conference) or ISO (International Standardization Organization). Many shipbuilding companies in Korea have carried out speed trials around the Korea Straits. However, the conditions for these speed trials have not been exactly the same as those for model tests. Therefore, a ship’s speed is corrected by measured environmental data such as the seawater temperature, density, wind, waves, swell, drift, and rudder angle to match the conditions of the model tests. In this study, fundamental research was performed to evaluate the ship resistance performance due to changes in the water temperature and salinity, comparing the ISO method and numerical simulation. A numerical simulation of a KCS (KRISO Container ship) with a free-surface was performed using the commercial software Star-CCM+ under three conditions that were assumed based on the water temperature and salinity data in the Korea Straits. In the simulation results, the resistance increased under low water temperature & high salinity conditions, and it decreased under high water temperature & low salinity conditions. In addition, the ISO method showed the same result as the simulation.

국내·외 사회 전 분야의 급속한 전자상거래 발전에 따라 해운·항만 분야에도 인터넷 사업의 진출기회가 확대되고 전략적 활동이 증가하고 있다. 그 중에서도 인터넷을 기반으로 세계가 하나의 시장으로 통합되는 경향을 보이고 있어 기업의 활동 범위가 광역화되고 있으며, 시간과 장소의 통합이 기업간 거래에서 중요시 되고 있다. 지금 세계 각 국은 해상연계 물류, 무역 등 물품의 중개 관련 사이트 및 선박 운송에 따른 각종 해운관련 서비스를 가상 공간에서 제공하는 사이버 해운 시장의 선점 및 구축에 모든 힘을 쏟고 있다. 해상 운송에 따른 각종 수송서비스를 생산, 공급하는 경제활동을 해운 활동이라 한다. 해운 시장의 불확실성, 다변성, 국제성, 개방성을 특성으로 하는 해운 거래는 전자상거래를 통해 효율적으로 처리될 수 있다. 즉, 해운 거래의 비용 감소와 양질의 서비스로 선주, 화주 등 거래 당사자들의 만족도를 높일 수가 있다. 이에 따라 국내에서도 오프라인상의 해운 거래소가 사이버 해운거래소로 옮겨질 예정이다. 가상 공간을 통한 해운 거래의 구체적인 장점은 다음과 같다. 구매업체는 기존 공급업체에 대한 접근 및 새로운 공급업체의 확보가 용이하며, 경쟁 입찰 등을 통해 저렴한 비용으로 물품을 구입할 수 있다. 판매 업체의 경우 채널 확장이 가능하며 판매비를 절감할 수 있다. 또한 e-Marketplace의 입장에서 보면 해운 산업 전체를 위한 새로운 시장을 형성할 수 있으며, 이를 통해 지속적인 수익 창출도 가능하다. 이러한 해운 거래의 B2B e-Marketplace의 출현은 향후 해운 거래의 새로운 패러다임으로 자리 잡을 것이다. 사이버 해운 거래소는 선박 매매와 용선, 화물 거래를 위한 선·화주의 연결, 표준화된 카탈로그 구축, 각종 전자문서 생성, 전자 결제, 온라인 보험 가입, 해운 선용품 판매 및 관련 정보 제공 등 해운 거래를 위한 종합적인 서비스가 제공되어야 한다. 이를 위해, 본문에서는 e-Marketplace의 효율적인 연계 방안에 대해 해운 관련 업종별로 제시하고 있다. 리스트 제공형, 중개형, 협력형, 보완형, 정보 연계형 등이 있는데, 이는 해운 분야에서 사이버 해운 거래가 가지는 문제점들을 보완하고 업종간 협업체제를 이루어 원활한 거래를 유도할 것이다. 그리하여 우리나라가 동북아 지역뿐만 아니라 세계적인 해운 국가 및 물류 ·정보 중심지로 성장할 수 있는 여건을 구축하는데 기여할 것이다.

Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. Over the past few years, as maritime trade and traffic were highly expanding, problem of invasive species via ballast water have been raised. In 1988, Canada and Australia had firstly experience that unexpected and hazardous species were observed on their own sea, they have issued the problem to MEPC under the IMO. At the end of many years of discussion, on the diplomatic conference in 13 Feb. 2004, "International Convention for the Control and Management of Ballast Water and Sediments of the Ship" was adopted. Requirements for entering into force of this Convention is that 30 countries ratify and world merchant marine fleet is more than 35% and BWM Convention will be effected after 12months from date satisfying conditions. With Finland ratifying the BWM Convention on 8 Sep. 2016, the fleet amounted to 35.1441% and ratification country became 52 countries. Therefore, after 12month, BWM Convention will be formally effected on 8 Sep. 2017. Ballast Water Treatment System is to be fitted in new ships as well as existing ships. Thus, there are concerns of ship owners to be suitably installed a variety typed BWTS in many kinds of vessels. As approaching for resolving these problems, engineering analysis was carried out research studies and detailed design to analyze to optimal installation space for retrofitting a BWTS using 3D Scanning method, targeting representative DWT 180K Bulk carrier of dry cargo vessels charged more 40% on worldwide vessel and mainly two type BWTS as electrolysis treatment type and ultra violet treatment type. Optimal design of 3D Scanning technology was applied to analyze four step process and the overall conclusion was described in this paper.

Marine accidents of 70.9% have been caused by small ships less than 100 tons in the past 5 years(1998${\sim}$2002). This is ascribable to the graying and lack in expertise on shipping of small ship operators, and merchant ships are hindered from coastal navigation due to the increase of coastal fishing boats and liners. Currently, ECDIS and GPS Plotters are widely used as navigation equipment providing route information to operators, but it can not give any function of automatic route creation and route explanation, so they are available only experienced operators. Especially, the present situation is that no study is made of the automatic route creation and route explanation using ENC for ECDIS, substitution system of paper chart. In this paper, Navigation Guiding System(NGS) is proposed to generate an optimal route where ENC and GPS data is fusioned including the wind speed and direction of anemometer. The proposed system was testified by a simulation, and its effectiveness was verified.

It was decided by national vote in Panama to expand the Panama canal. Therefore 12,000TEU sized vessel can pass the canal from 2014. The Far East-North America shipping route, over than post panamax size vessels have to use other routes such as Miniland bridge instead of using the panama canal due to limitation of canal size. Therefore, some changes in the transport route in Far East-North America are expected due to expansion of Panama canal. The objective of this paper is to analyze the transport cost between Far East and North America then compare the competition between Panama canal route and land bridge route.

ILO has contributed for seafarers to promote conditions of employment and decent work through maritime labour standards. Between 1920 and 1996, a total of 39 Conventions and 29 Recommendations concerning seafarers have been adopted, which demonstrates the import part of ILO activities devoted to seafarers' questions. But many instruments were outdated, deficient and not reflective of modern practice, many contained technical detail which discouraged ratification. the Governing Body of ILO, at its 262nd Session(March-April 1995), decided to set up a Working Party regarding the revision of maritime labour standards. This Working Party initiated its examination of maritime instruments to 273rd Session(November 1998) of the Governing Body. The review made by the Working Party has concluded that existing maritime Conventions were considered either up to date or were identified for promotion, most of which were approved by the Governing Body. Therefore, ILO started to create a single, coherent instrument embodying as far as possible all up-to-date standards of existing maritime labour convention. The Maritime Labour Convention 2006 has been adopted in February 2006. This paper aims to analyze the significance of this convention and the influence regarding to maritime labour affairs in the field of shipping industry.

The amount of transshipment cargoes had been increased in Korea ports due to the rapid Chinese economic growth and the lack of facilities in Chinese ports. Recently, this increasing rate of transshipment cargoes in Korean ports is declining because Shanghai port is developing and establishing direct calls and shipping lines to China. Therefore, it is considered a big obstacle for Busan port to be a hub port. Due to that fact, an innovative development of domestic ports is necessary in order to overcome this obstacle. This paper analyzes the cargo O/D between Busan port and Japanese ports, and logistics costs are analyzed when Japanese cargoes are transshipped in Busan port.
