  • The General Conference of International Labour Organization adopted the Maritime Labour Convention on 23 February 2006 in Geneva, Swiss and it is. composed of four structures of Preamble and Articles, Regulations, Code A and Code B. According, in the preparation of future enforcement, amendments to the Seamen Act, etc. and relevant regulations are needed and regarding issue of the Maritime Labour Certificate and preparation of The Declaration of Labour Compliance, relevant law and regulation for Recognized Organization and training for related persons, etc. should be established.

  • 운송 컨테이너의 식별자를 추출하고 인식하는 것은 컨테이너 식별자들의 크기나 위치가 정형화되어 있지 않고 외부의 잡음으로 인하여 식별자의 형태가 훼손되어 있기 때문에 어렵다. 본 논문에서는 이러한 특성을 고려하여 컨테이너 영상에 대해 Canny 에지 추출 기법을 이용하여 컨테이너의 식별자 영역을 추출하고 추출된 컨테이너 식별자 영역에서 히스토그램 방법과 윤곽선 추적 알고리즘을 결합하여 개별 식별자를 추출한다. 추출된 컨테이너 개별 식별자 인식은 ART1을 수정하여 지도 학습 방법과 결합한 개선된 자가생성 지도학습 알고리즘을 제안하여 적용한다. 실험결과에서는 제안된 컨테이너 식별자 추출 및 인식 방법이 다양한 컨테이너 영상에 대해 효율적인 것을 보인다.

  • In recent years, shipping at the sea has been rapidly grown in marine nations and vessel's collisions are increasing as well. The collision avoidance is one of issues maritime safety. To reduce vessels' collisions, the fuzzy inference system is one of popular algorithms for collision avoidance. In this paper we aim to implement Matlab. Fuzzy logic toolbox software for collision avoidance algorithm. For this we used an original Matlab fuzzy logic toolbox and customized the toolbox for the collision avoidance algorithm.

A comparative Review between the English Language Programs of Maritime Institutes in Korea and Europe

  • This paper compares the English language programs of two maritime institutes in very different parts of the world, South Korea and Belgium. It will show that although both institutes comply with the minimum standard set by the STCW Code issued by the IMO, requirements for entry and graduation can vary greatly. Method of class delivery, choice of learning tools and testing systems will also be examined to illustrate these differences. It will also shown that in order to train new seafarers in the best possible ways that will fulfill the IMO mandate of Safer Shipping and Cleaner Oceans, examination of course curriculum at any maritime institute should be an ongoing process so that cadets are encouraged to communicate in a targeted, efficient and professional way within a nautical context.

  • Recently several researches of high speed container ship and loading system are mainly accomplished in U.S.A. and Japan. Its shipping service is not realized but it is realized in near future. To effective use of the feature and efficiency of them, quay, loading/unloading. yard operation system, port management system and connection transport system must be well integrated and operated. Specially, loading /unloading speed of container crane is important for making effective use of them. To speed up loading/unloading system, RO-RO and LO-LO methods that are mostly exclusive system are studied on the container crane with special structure and mechanism to handle individual container or bundle of containers. In this paper these methods are shown. When new high speed loading system of container is desighed, the realistic constrains must be considered.

  • The main purpose of this study is to design the port maketing strategies for strengthening the competitive power of container terminal. So far many attempts have been to analyze the international competitiveness of the terminal. As a results, Six factors hypothesized by this study come from previous research analysis about customers preference for port selection. Those are Cost, Centrality, and Intermediacy, Free trade port, Inland transportation connections, Political and Economic institution, and Port facilities. This study analyze the most important factor about hub port, and transhipment port separately, though questionnaire analysis about users(shipper, shipping company, and freight forwarder) influenced on port selection.   • A lot of efforts have been made to improve maritime safety by means of enhancing safety legislation and verifying the compliance thereof. However, with the development of mutual insurance, it is contributing more and more to better maritime safety. The P&I clubs to be discussed in the paper are now not only exercising controls and providing guidance in event of emergencies, but also keeping close and continuous monitoring over safety operations and conditions of those vessels entered, through their world-wide network and advanced communication, and by professional accident-handling teams. In view of this, it is necessary to discuss the roles of commercial shipping and the close linkage between it and onboard safety practices. The paper looks at first basic principles in maritime insurance, and then focuses on the rules and activities of P&I clubs and their implications upon shipboard operations.

  • Integrated Ship-Shore Information System makes use of advanced technology of marine mobile communication and extends the computer network of shipping company to ship. This system conveniently accomplishes the information exchange between company and ship, guarantees navigation safety and improves commercial performance. The framework of integrated ship-shore information system and the analysis of its function are provided in this paper. Meanwhile, the idea based on the specification of J2EE to build this system is put forward and the relevant technology is demonstrated.

  • The management system of port facilities using the current RFID technology has the effects of reducing working hours and improvement in data processing, but it is not proper for human resource allocation since it is dominantly worked for physical resources. In this paper, we designed and implemented personnel control system using RFID of 여러대역과 다양한 디자인 in port facilities which analyzes presents of a monitoring system for safety operation and increase of efficiency in order to overcome the limitations and problems of current port operation management techniques.

  • 이동 컴퓨팅 환경에서의 통신은 유선 네트워크 상에서 이루어지는 통신에 비해 대역폭이 적고 패킷 에러율이 크다는 제약 사항들을 갖는다. 이러한 환경에서 분산 파일 시스템 서비스는 데이터 송수신이 시간과 위치에 따라 일정하지 않고 데이터가 손실되었을 때 복구 가능성이 낮은 문제점이 있다. 본 논문에서는 기존의 파일 시스템에 사용되는 저널링 기법과 기존의 이동 컴퓨팅 환경을 위한 파일 시스템(mobile filesystem)에서 사용되는 연산 적재(operation shipping)기법을 혼합한 방식으로 이동 컴퓨팅 환경을 위한 파일 시스템을 고안하였다. 이 기법은 기존의 이동 컴퓨팅 환경을 위한 파일 시스템보다는 데이터 복구가능성을 높이고 데이터 재통합(reintegration) 기능을 효율적으로 수행할 수 있다.
