Sunken vessels on major fairways can cause many problems in terms of maritime safety and the marine environment. In order to prevent secondary marine pollution accidents caused by sunken vessels, information on sunken vessels has been collected, a risk assessment has been conducted, and the relevant vessels are being managed according to the results of each assessment. However, there is still a demand for improvements. The most important of the improvement plans is a paradigm shift. In other words, the management of sunken vessels needs to be transformed according to a new paradigm to manage all sunken vessels within three years from the time of sinking. Legislative improvements are also needed for the reporting system for sunken vessels, risk assessment tools, the implementation of risk mitigation measures, and criteria for the implementation cost of risk mitigation measures. In addition, close coordination between marine pollution response and sunken vessel management efforts is needed. As the division of duties between the Korea Coast Guard and the Ministry of Oceans and Fisheries is vague, collaboration between the two ministries is required. Close collaboration is also needed between the departments of navigation safety management and sunken vessel management. Therefore, it is necessary to more clearly establish the relationship between the two systems and create a synergy effect between the two administrative operations using the results of the risk assessment in the Marine Environment Management Act to determine the navigational risk posed by obstacles with regard to the Maritime Safety Act.

The strip method, unified theory and 3-D panel method are commonly used methods for the seakeeping analysis of high-speed vessels. The strip method which is basically 2-dimensional method is known to give incorrect hydrodynamic coefficients and motion responses for the cases of high speed and low frequency region. And the unified theory which uses two dimensional approach in inner domain and slender body theory in outer domain is very complicate in computational modelling. Though the 3-D panel method requires comparatively long computation time, it is believed that the method gives good results without any limitation in ship speed and range of frequency for computation. In the 3-D panel method the source singularity representing translating and pulsating Green function is used and Hoff's method is adopted for the numerical calculation of the Green function. The computation time can be reduced by using the symmetry relationship with respect to longitudinal axis. In this paper the strip method and the 3-D panel method are compared for the seakeeping analysis of a high-speed catamaran. The Compared items are the hydrodynamic coefficients, wave exciting forces, frequency response functions and short-term responses in irregular waves.
On October 27, 2015, USS Lassen(DDG82), a 9,200 ton class Aegis destroyer of the United States Navy, began its operations within 12 nautical miles of Subi Reef, one of the seven artificial islands that China has built and claimed sovereignty over. The maneuver was joined by anti-submarine patrol airplanes such as P-8A and P-3. The White House press secretary mentioned that the President of the United States approved the operation. In response, China announced that it warned the US Navy ship about the 'illegal violation' by sending two destroyers(PLAN Lanzhou and Taizhou). This event represents a close call case where tension between the United States and China in the South China Sea might have been elevated to a conflict between the two navies. Moreover, considering that this happened only one month after Chinese president Xi's state visit to the United States, the event shows that the positions of the two countries have become starkly different to the extent that they are so hard to be reconciled. The United States' position is different from those of Vietnam and the Philippines. Countries like Vietnam and the Philippines have been directly involved in disputes with regard to sovereignty claims across the waters in the South China sea. As for the United States, being a third party in the disputes, it still cannot be a by-stander watching the whole waters in the region fall under the influence of China. Accordingly, the United States maintains that all countries bear the rights of innocent passage and military operations in the Exclusive Economic Zones(EEZ) as stipulated by the United Nations Convention on the Law of the Sea(UNCLOS). In contrast, China claims that, historically, the South China sea has been part of China's territorial waters, and that foreign countries are not allowed to conduct military operations within the waters. It strongly accuses that such military operations are illegal. Against this background, this paper tracks the different positions of the United States and China on the issues regarding the South China sea. It also carefully looks at the possibility that, in the process of dealing with the issues, the two countries may get into an armed conflict as the phrase 'Thucydides Trap' predicts.
Joseph Mallord William Turner (1775-1851) has been widely regarded as the most original and brilliant English landscape painter in the 19th century. Admitted to the Royal Academy Schools in 1789, Turner was a precocious artist and gained the full membership of the prestigious Royal Academy in 1802 at the age of 27. Already in the 1800s he was recognised as a pioneer in taking a new and revolutionary approach to the art of landscape painting. Among his early works made in this period, The Shipwreck, painted in 1805, epitomizes the sense of sublime Romanticism in terms of its dramatic subject-matter and the masterly display of technical innovations. Of course, the subject of shipwreck has a long standing history. Ever since human beings first began seafaring, they have been fascinated as much as haunted by shipwrecks. For maritime societies, such as England, shipwreck has been the source of endless nightmares, representing a constant threat not only to individual sailors but also to the nation as a whole. Unsurprisingly, therefore, shipwreck is one of the most popular motifs in art and literature, particularly during the 18th and 19th centuries. Yet accounts, images and metaphors of shipwreck have taken diverse forms and served different purposes, varying significantly across time and between authors. As such, Turner's painting registers a panoply of diverse but interconnected contemporary discourses. First of all, since shipwreck was an everyday occurrence in this period, it is more than likely that Turner's painting depicted the actual sinking in 1805 of the East India Company's ship 'The Earl of Abergavenny' off the coast of Weymouth. 263 souls were lost and the news of the wreck made headlines in major English newspapers at the time. Turner's painting may well have been his visual response to this tragedy, eyewitness accounts of which were given in great quantity in every contemporary newspaper. But the painting is not a documentary visual record of the incident as Turner was not present at the site and newspaper reports were not detailed enough for him to pictorially reconstruct the entire scene. Rather, Turner's painting is indebted to the iconographical tradition of depicting tempest and shipwreck, bearing a strong visual resemblance to some 17th-century Dutch marine paintings with which he was familiar through gallery visits and engravings. Lastly, Turner's Shipwreck is to be located in the contexts of burgeoning contemporary travel literature, especially shipwreck narratives. The late 18th and early 19th century saw a drastic increase in the publication of shipwreck narratives and Turner's painting was inspired by the re-publication in 1804 of William Falconer's enormously successful epic poem of the same title. Thus, in the final analysis, Turner's painting is a splendid signifier leading the beholder to the heart of Romantic abyss conjoing nightmarish everyday experience, high art, and popular literature.
Container Vessel is becoming larger and faster thanks to the rapid growth of global trade and development of technology. Therefore, 15,000TEU vessel is expected to be ordered in near future. Every nations in north-east Asia are facing strong competition to be logistics hub to get the initiatives of logistics in response to the rapid change of logistics environment. According to the globalization of economy and major ports in this region also are trying to catch big shipping line for their survival. Considering above circumstances of the advent of ultra-large container vessel and spoke-and-hub strategy, it is inevitably necessary to make a fast and accurate vessel job in the terminal in order to be a leading port To meet this objective, current vessel planning system has to be improved innovatively. Therefore, this thesis propose multi distributed vessel planning system which enables multi loading/discharging planning with several planner simultaneously for faster and more accurate than existing planning and enhances quality of planning through information sharing among planners. Also this thesis uses simulation through Arena to verify the efficiency of this multi-distributed vessel planning system.

Fuel oil mostly used for a ship is made from crude oil by refining process. In order to produce plenty of high-quality fuel oil, the Fluid catalytic cracking(FCC) method is widely adopted to many refinery factories during the decomposition process from high molecule into lower molecule. The major constituents in spent FCC catalysts are Si, Al, Fe, Ti, alkali metals and some others. The spent catalyst is also composed small amounts of rare metals such as Ce, Nd, Ni and V. The big problem in FCC oil is mixing the catalyst in the oil. This reason is unstable separation of FCC catalyst in separator. Such a FCC catalyst will become a reason of heavy wear down in moving parts of engine. The impurity in oil is ash and deposit compound, such as Al, Si, Ni, Fe and V, which will accelerate the wear down on fuel pump, fuel injection valve cylinder liner and piston ring. It is important to find a basic reason of an engine trouble for preventing similar troubles anymore. Insurance compensation will be different according to the reason of an engine trouble which might be natural abrasion or other external causes. In this study, types and reasons of engine troubles related to fuel oil will be covered.
After reviewing the concept and previous studies related to green ports, this study analyzes the implications of green port policy of advanced ports in foreign countries and analyzes problems in terms of environmentally-friendly green port policy for Ulsan port, and to present sustainable green logistics establishment measures. The literature survey and Benchmarking methods are adopted as research methodology and the results are as follows. First, the pan-government climate change response management system, legislation of relevant laws, implementation of fiscal support policies, and roadmaps should be established. Second, the foundation for eco-friendly green growth should be established through the discovery of business models in conjunction with leading industries in the Southeastern Metropolitan Economic Area. Third, the Ulsan Port Greenport, such as AMP, in-port LNG propulsion ship, and ESI vessel incentive, should be built. Fourth, a low-carbon, high-efficiency sea-shuttle service shall be established through the introduction of the sea-shuttle service along the sea route. Fifth, energy self-reliant ports, including all institutions in the metropolitan Ulsan port area that have exceeded the level of Ulsan port Authority, should be built. Finally, water-type ports need to be built through the creation of coastal forests, the purification of marine water quality, and the introduction of colors to port.

The International Maritime Organization recently proposed a policy to establish a preemptive response strategy for exhaust gas pollution on board ships according to the recent strengthening of the sulfur content regulations. Discussions on improving the fuel oil quality and reducing emissions are also ongoing. Fuel oil quality information, which is one of the main concerns internationally, is increasing as the sulfur content standard is being applied from the current 3.5% to 0.5% by 2020. From the perspective of shipping companies and recipients, the essential quality of fuel oil is also requested for domestic and international fuel oil information, basic properties, correlation information between characteristics for application of solid ships and ships. The current standard for the basic quality of fuel oil is generally used, but the nature and composition of the fuel oil are very complex, and the interpretation of the basic quality is complicated because there are many cases outside the scope of the basic standard. Various factors were analyzed for the basic quality of fuel oil in terms of the basic quality of fuel oil, optimization of operation in ships, and fuel efficiency in ships. Moreover, the possibility of applying the standard according to the dilution was suggested.

Cable-stayed bridges are infrastructure facilities of a highly public nature; therefore, it is essential to ensure operational safety and prompt response in the event of a collapse or damage caused by natural and social disasters. Among social disasters, impact accidents can occur in bridges when a vehicle collides with a pier or when crashes occur due to aircraft defects. In the case of offshore bridges, ship collisions will occur at the bottom of the pylon. In this research, a procedure to evaluate the structural behavior of a cable-stayed bridge for aircraft impact is suggested based on a numerical analysis approach, and the feasibility of the procedure is demonstrated by performing an example assessment. The suggested procedure includes 1) setting up suitable aircraft impact hazard scenarios, 2) structural modeling considering the complex behavior mechanisms of cable-stayed bridges, and 3) structural behavior evaluation of cable-stayed bridges using numerical impact simulation. It was observed that the scenario set in this study did not significantly affect the target bridge. However, if impact analysis is performed through various scenarios in the future, the load position and critical load level to cause serious damage to the bridge could be identified. The scenario-based assessment process employed in this study is expected to facilitate the evaluation of bridge structures under aircraft impact in both existing bridges and future designs.

In the event of a marine pollution accident, Korea, which is bordered by the sea on three sides, would suffer tremendous damage. According to an analysis of marine pollution accidents in Korea, most pollutants were small fishing boats and tugboats. In particular, urgent safety measures are required due to the high incidence of marine pollution accidents caused by stranded tugboats. This study aims to decrease secondary marine pollution accidents by preparing measures to prevent accidents by stranded tugboats, the main source of pollution accidents. To this end an experiment was conducted to mark 63 locations where stranded accidents have occurred on the GPS plotters of 61 tugboats operating in Boryeong sea area. Its effectiveness was then investigated. The result showed that there was no stranded accident by the subject ship during the 20-month experiment period. As a result of survey of the captains, 36 out of 40 respondents (90%) stated that the experiment was significantly helpful in ensuring safe navigation, thus confirming its effectiveness. Various measures were proposed to prevent stranded accidents, including providing information to manufacturers and users by marking the location of grounded accidents on GPS plotters and posting the location information of unknown reefs on the official website of institution Korea Hydrographic and Oceanographic Agency.
