The purposes of this study is to identify the problems arising from current Test & Evaluation process of the naval ship acquisition program and to suggest methods to increase the acquisition efficiency. Considering that the present rule of developmental test &evaluation(DT&E) and operational test & evaluation(OT&E) has caused an inefficiency effect on the acquisition procedures due to the limited practices on it, the DT&E and OT&E procedures through test & evaluation master plan(TEMP) is proposed based on the selective practices of the defense instruction articles. Also, considering characteristics of naval ship acquisitions, efficient procedure systems are derived through case analysis results by comparing each performances of the system. The suggested methods are able to meet the requirements of the changed acquisition environments and also increase efficiency of acquisition systems by adoption of DT&E and OT&E combined test scheme.

Low operational cost and high efficiency is absolute requirements in the mass production of the ship engine. Increasing the performance of the fuel injection system in the diesel engine is one kind of solution to improve the efficiency. Modern diesel engines are using electronic control module as the main controller in the fuel injection control system, however the mechanical system still involved in the modern control system. In modern ship engine, a control valve was used in injection fuel to regulate the flow of the fuel. High pressure and friction are intensively occur within this part, therefore high wear resist and low friction coefficient material including fine lubricating are needed. This study is to figure out the wear resist material and proper lubricant in the control valve fuel injection. The experiment has been tested using pin on disk in several treatments those are used various lubricants and non-lubricant condition. Two kinds of lubricant were used in this experiment such as INDERIN AW-32 and paraffin oil. INDERIN AW-32 has a better result compared to non-lubricant condition, which are 20% performance increases than non-lubricant condition. SCM 440 was providing small friction coefficient in the lower velocity. The friction coefficient was constantly maintains at 0.1 m/s of velocity or above respectively with the increment of the loads. Using INDERIN AW-32 and paraffin oil the lowest friction coefficient occurred at the lower load, and increases side by side with the increment of loads.
Over the past decade, there has been global expansion in the advancement of underwater cleaning technology for ship hulls. This methodology ensures both diver safety and operational efficiency. However, recent attention has been drawn to the harmful effects of ship hull-cleaning wastewater on marine animals. It is anticipated that this wastewater may have various impacts on a wide range of organisms, potentially leading to populationand ecosystem-relevant alterations. This concern is especially significant when the wastewater affects functionally important species, such as aquaculture animals and habitat-forming species living in coastal regions, where underwater cleaning platforms are commonly established. Despite this, information on the ecotoxicological effects of this wastewater remains limited. In this mini review, we discuss the adverse effects of wastewater from in-water cleaning processes, as well as the current challenges and limitations in regulating and mitigating its potential toxicity. Overall, recent findings underscore the detrimental effects posed by sublethal levels of wastewater to the health status of aquatic animals under both acute and chronic exposure.
While extensive research is being conducted to reduce greenhouse gases in industrial fields, the International Maritime Organization (IMO) has implemented regulations to actively reduce CO2 emissions from ships, such as energy efficiency design index (EEDI), energy efficiency existing ship index (EEXI), energy efficiency operational indicator (EEOI), and carbon intensity indicator (CII). These regulations play an important role for the design and operation of ships. However, the calculation of the index and indicator might be complex depending on the types and size of the ship. Here, to calculate the EEDI of two target vessels, first, the ships were set as Deadweight (DWT) 50K container and 300K very large crude-oil carrier (VLCC) considering the type and size of those ships along with the engine types and power. Equations and parameters from the marine pollution treaty (MARPOL) Annex VI, IMO marine environment protection committee (MEPC) resolution were used to estimate the EEDI and their changes. Technical measures were subsequently applied to satisfy the IMO regulations, such as reducing speed, energy saving devices (ESD), and onboard CO2 capture system. Process simulation model using Aspen Plus v10 was developed for the onboard CO2 capture system. The obtained results suggested that the fuel change from Marine diesel oil (MDO) to liquefied natural gas (LNG) was the most effective way to reduce EEDI, considering the limited supply of the alternative clean fuels. Decreasing ship speed was the next effective option to meet the regulation until Phase 4. In case of container, the attained EEDI while converting fuel from Diesel oil (DO) to LNG was reduced by 27.35%. With speed reduction, the EEDI was improved by 21.76% of the EEDI based on DO. Pertaining to VLCC, 27.31% and 22.10% improvements were observed, which were comparable to those for the container. However, for both vessels, additional measure is required to meet Phase 5, demanding the reduction of 70%. Therefore, onboard CO2 capture system was designed for both KCS (Korea Research Institute of Ships & Ocean Engineering (KRISO) container ship) and KVLCC2 (KRISO VLCC) to meet the Phase 5 standard in the process simulation. The absorber column was designed with a diameter of 1.2-3.5 m and height of 11.3 m. The stripper column was 0.6-1.5 m in diameter and 8.8-9.6 m in height. The obtained results suggested that a combination of ESD, speed reduction, and fuel change was effective for reducing the EEDI; and onboard CO2 capture system may be required for Phase 5.

Recently, one of the major issues of shipbuilding and marine is the reduction of air and marine pollution emission to ships. In response, the International Maritime Organization (IMO) has concluded an international convention (MARPOL) to prevent pollution from ships. A Annex Six of The Convention restricts and regulates air and marine pollution of ship from exhausting gases. To this end, it is required to apply EEDI (Energy Efficiency Design Indicators) to the construction of new ships, and to minimize the emission of environmental pollutants by recommending the application of EEOI (Energy Efficiency Operation Indicators) to operational ships. Therefore, in this study, we propose to calculate the grade of operating efficiency (EG) of ships based on actual operational data for transport ships and to provide energy-efficient optimal path search information through analysis of marine environment data.
In this study, for integrated management and inter-exchange of operational data generated by ships and land-side information on safe and business, a vessel communication system with modular functions was designed that applied high efficiency compression, least-cost algorithms and Inmarsat FBB connection automation system. Performance test at the KTsat Kumsan satellite earth station; system was found to delivered an average transfer speed of 7 kB/S, which was significant improvement from the existing commercial product's average speed of 5 kB/S. It also delivered twice the efficiency of the existing product in terms of compression rate and transfer of the most widely used office files in maritime businesses.

However, concerns about the efficiency and productivity of such mega container ships from a port operational perspective have continued to be raised. The 10th Busan International Port Conference requested an in-depth study on the trends of container ship enlargement by analyzing the order status of ultra-large container ships from major global liners. Generally, the factor that drives the upsizing of ships is the realization of economies of scale that lowers transportation costs per TEU, which leads to a higher level of cost reduction per unit transportation compared to the increase in fuel consumption due to transporting large amounts of cargo with a single ship. However, it is necessary to examine whether this trend of container vessel enlargement is feasible for port operations. To this end, this study compares and analyzes the productivity and efficeiency of different ship sizes to evaluate the effect of ship size on port operations.

Ever increasing fuel prices, almost doubled in the last three years, and global pressure to reduce their environmental impact have been enforcing commercial vessel operators and designers to re-assess current vessel designs with emphasis on their propulsion systems and operational practices. In this paper the "Inclined Keel Hull (IKH)" concept, which facilitates to use larger propeller diameter in combination with lower shaft speed rates and hence better transport efficiency, is explored for a modern 3600 TEU container vessel with the aim of fitting an 13 % larger diameter propeller (and hence resulting 20% lower rpm) to gain further power saving over the similar size basis container ship with conventional "level keel" configuration. It appears that successful application of the "inclined keel Hull" concept is a fine balance amongst the maximum gain in propulsive efficiency, minimum increase in hull resistance and satisfaction of other naval architectural and operational requirements. In order to make the concept economically more viable, this paper concentrates on the fore body design with the possible combination of increase of volume in its fore body to recover the expected volume loss in the aft body due to the space for larger propeller and its low wave-making resistance to minimize the efficiency loss using a well-established optimization software.
At container terminals, a major measurement of productivity can be work-efficiency in quay-side. At the apron, containers are loaded onto the ship and unloaded to apron by Q/C(Quay Crane). For improving the productivity of quay crane, the more efficient Y/T(Yard Tractor) operation method is necessary in container terminals. Between quay-side and yard area, current transferring methods is single-cycling which doesn't start loading unless it finishes unloading. Dual-cycling is a technique that can be used to improve the productivity of quay-side and utility of yard tractor by ship loading and unloading simultaneously. Using the dual-cycling at terminals only necessitates an operational change without purchasing extra equipment. Exactly, Y/T operation method has to be changed the dedicate system to pooling system. This paper presents an efficient ship loading and unloading plan in container terminals, which use the dual-cycling. We propose genetic and tabu search algorithm for this problem.
