선박 시스템은 복잡하고 고도화되어 있으며, 각 요소 간 업무연관성이 굉장히 높다 보니 관련된 사고를 예방하기 위해서는 사고를 분석할 때 사고의 직접적 원인을 찾아 제거하는 전통적인 순차적 접근방법에 더하여 전반적이고 통합적인 시스템의 측면에서 접근할 필요가 있다. 이에 본 연구에서는 전통적인 사고분석 기법과는 다른 STAMP 방법론을 사용하여 선박에서 발생한 화재사고를 분석한다. 이 분석을 통해 선박 내 화재를 예방하기 위한 안전 요구 사항, 부적절한 결정과 조치, 상황, 장비 결함 및 사고분석 결과에서 도출된 권고 사항을 포함한 다양한 요소를 검토한다. STAMP를 이용한 사고 예방에 대한 종합적인 접근을 통해 선박이라는 전체 시스템 내에서 구성 요소 수준에서 대안 평가를 제시하고, 단순한 사고분석 뿐만 아니라 사고 예방 및 위험 평가에도 체계적으로 활용하고자 한다.
Open port has the designated course and traffic jam of ships happens often. This fact may connect to ship crash easily. And the accident happens due to violation of navigation mainly. In ship crash between Neoblue and Shinkwang 7 at incheon open port, the Korean incheon maritime safety tribunal shows that the violation of navigation and duty of attention at the open port would produce ship crash directly. Wherefore, the interpretation and application of navigation are important to protect future ship crash accident. The points of navigation as objects of study are divided into two categories, interpretation and application of navigation on crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, interpretation and application of navigation on crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other. And as conclusion, I refer the legal responsibility both Neoblue and Shinkwang 7 in detail. The results of this study as follows : First, in case of crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, public order in open port act can be applied by priority. However, in applying the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application are mandatory considerations. Second, in case of crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other, we should focus on the reasons of crew. Also, the reasons of crew need strict conditions. These means that the awareness of crash danger and recognition of special circumstance including limit state of ships, existence of emergency danger, non escaping crash danger by only observance of navigation. And in case of this state the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application should be considered by priority, too.
This paper is mainly concerned with the assessment of safe navigation between ships moving each other in restricted waterways. The numerical simulation of manoeuvring motion was conducted parametrically to propose an appropriate safe speed and distance, which is required to avoid sea accident under the different conditions, such as ship-velocity ratios, ship-length ratios, separation and stagger between ships. As for the calculation parameters, the ratios of velocity difference between two ships were considered as 0.6, 1.2, 1.5 and the ones of ship-length difference were regarded were regarded as 0.5, 1.0, 1.18. From the inspection of this investigation, it indicates the following result. Firstly, the separation between ships is more needed for the small vessel, compared to the large vessel. Secondly, the lateral distance between ships is necessarily required for the velocity ration of 1.2, compared to the cases of 0.6 and 1.5. The manoeuvring characteristics based on this investigation will be very useful for keeping the safety of navigation from the practical point of ships design and traffic control in confined water.
The initial response to a marine accident can play a key role to minimize the accident. Therefore, various decision support systems have been developed using sensors, simulations, and active response equipment. In this study, we developed an algorithm to predict damage locations using ship motion data with bidirectional long short-term memory (BiLSTM), a type of recurrent neural network. To reflect the low frequency ship motion characteristics, 200 time-series data collected for 100 s were considered as input values. Heave, roll, and pitch were used as features for the prediction model. The F1-score of the BiLSTM model was 0.92; this was an improvement over the F1-score of 0.90 of a prior model. Furthermore, 53 of 75 locations of damage had an F1-score above 0.90. The model predicted the damage location with high accuracy, allowing for a quick initial response even if the ship did not have flood sensors. The model can be used as input data with high accuracy for a real-time progressive flooding simulator on board.
사고에서 인명을 구조할 수 있는 시간인 골든타임의 중요성은 날로 커져가고 있다. 특히 해양사고의 경우 발생 위치에 따라 구조세력이 도착하는 데는 수시간이 걸릴 수 있으므로 이에 대한 대비가 필요하다. 본 논문은 해상에서 긴급상황이 발생하여 대피항로를 선정 시, 선박운항자 관점의 우선 고려사항을 도출하는 것을 목적으로 한다. 이를 위해서 선행연구와 해양사고 재결서 및 국내선사의 비상대응 매뉴얼 분석을 통하여 선박 대피시의 고려사항을 식별하고 선박운항자를 대상으로 AHP 분석(의사결정계층 분석)을 실시하였다. AHP 분석 결과 선박운항자는 인명의 안전을 선박의 안전보다 약 6배 중요하게 생각하며, 대피항로를 선정하기 위해서는 주변의 해경함정에 도움요청, 피난항 위치, 비상투묘, 주변선박 도움요청, 표류, 임의좌주 순으로 고려하는 것으로 나타났다. 우선순위를 이용해서 긴급상황 발생 시 공황 상태의 선교에 선박운항자의 의사결정을 도울 수 있는 기초 정보자료로 제공할 수 있다.
Currently, majority small ship's clutch for power transmission to propeller relies on multi plate hydraulic clutch regardless its size. Most of the small ships do not have a spare equipments of clutch. Furthermore, many ship engineers do not have an ability as well as enough experience to solve this problem related to the hydraulic clutch during the voyage. Therefore, any small problems cause many serious marine accidents. Once the clutch has problem, almost of all ships can not sail by itself anymore and it must be towed by salvage boat, maritime police ships, or fish guidance boat etc. In this case, all the accidents will be categorized as a marine accident and they all need to go through marine accident court inquiries. In this study, an understanding of each crew on hydraulic clutch system has been profoundly measured. Furthermore, the knowledge on an emergency navigation protocol of each crew has been also profoundly checked. Additionally, various surveys on hydraulic clutch classes has been performed and its satisfaction of crews on this topic have been carefully checked based on various feedback from students who took these courses. All of the above data from this study will be used to reduce marine accidents in current marine industry.
Although Korea coastal area has the increasing potential marine accident due to frequent ship's encounter, increased vessel traffic and large vessel, there is no specific model to evaluate the navigating vessel's risk considering the domestic traffic situation. The maritime transport environmental assessment is necessary due to the amended maritime traffic law. However, marine safety diagnosis is now carried out by foreign model. In this paper, therefore, we suggest a domestic traffic model reflecting the characteristics of korea coastal area and navigator's risk as we named PARK(Potential Assessment of Risk) model. We can evaluate the subjective risk by establishing the model and model output into maritime risk exposure system. To evaluate this model's effectiveness, we used ship handling simulation and applied, analyzed collision accident which occurred in korea coastal area. And also, we applied integrated to an ECDIS program for monitoring traffic risk of vessels with real time based AIS data and apply to evaluate traffic risk in busan harbor waterway. As a result, we could evaluate busan harbor waterway risk effectively.
The rescue methods for the marine casualties are limited due to the characteristics of operation environment of the vessel. Especially the most of marine accidents have been occurred at the bow structure of ship. Moreover the failure of bow structure may lead to catastrophic mishaps. In this paper, the extents of damage of a bow structure fracture subject to collision accident was investigated by using numerical method. The computer simulation approach by using Finite Element Method was employed to accomplish this goal. A finite element model, a 3D model of ship, has been utilized to evaluate damage of bow structure according to collision scenario. In conclusion, we have demonstrated that the plastic deformation occurred at the bow structure. Also it was shown that the collision angle clearly plays a role in determining amount of damage of ship structures.

It can be said that the relationship between the maneuvering ability of operators and the navigational environment affects the safe degree of navigation in the collision avoidance situation. In order to reduce the occurrence probability of accident and to maintain the safety, it is necessary to clarify the relationship between human behavior and navigational environment. In this study, therefore, we analyzed and discussed the relationship between the maneuvering characteristics and the safety focused on human behavior as a fundamental factor of marine accidents using ship handling simulator and questionnaire. As a result, we concluded that navigational environment changes variously and the maneuvering ability of operators also varies with the navigational environment, and the ship handling characteristics strongly affect the occurrence probability of accident.
Loss of human lives and properties including environmental damage due to large scale accidents requires change of our perception to marine safety. IMO is trying to re-establish overall marine safety system through long term plan such as GBS. Along this line, current regulation based safety evaluation is in process of changing into performance based methods, and for this transition, simulation based safety evaluation during design stage considering damage is highly necessary. In this paper, first, damage scenario is developed from IMO regulations and accident case studies. Then an integrated and simulation based safety evaluation prototype system considering both damage stability and structural safety is developed for the use during ship design process.
