China's "two sessions," namely, the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC), has significant meaning to the political life of the nation. It collects opinions and advice from different groups of people annually. "Two sessions" 2013 was especially eye-catching, because new state leaders were elected at the meetings. Using CATI (Computer Assisted Telephone Interviewing) system, the Media and Public Opinion Center of Fudan University (FMORC) conducted surveys of China's "two sessions" every year from 2007 to 2013. In 2013, the influence of new media on public opinion has become increasingly significant. Microblog and WeChat have become two types of important media for Shanghai residents to express their opinions and take part in China's "two sessions." Based on the empirical findings, this paper examines Shanghai Residents' cognition, attitudes and expressions towards "two sessions" 2013 and analyzes how new media affect the public opinions on significant political events.
Examining how the CCP operated social services in Shanghai neighborhood[linong] in early 1950s, this article reveals the hidden relation between social service and rectification of neighborhood organizations in 1954. One of the main purpose of 1954 rectification was to guarantee provision of grassroots level of the city by recruiting local cadres, the implementers of social services. Though series of social service, such as night patrol, cleaning and public charity were indispensable for residents' life and welfare(fuli)[福利] of neighborhood, the social services was the something most of the Shanghai residents were reluctant to do. The result was the shortage of human resource for social service, triggering the "nominal position(gua ming)[掛名] " phenomenon. During political rectification of neighborhood organizations in 1954 Shanghai Municipal government tried to solve this 'decline of human resource in social services' problem by attracting the unemployed to the position of basic level cadre. To be specific, it demanded jobless person in neighborhood to be registered in time if they want a job placement. And it used that registration as the nominee of cadre in re-election process of the rectification campaign. The government measures were closely related to Shanghai people's inclination to rely on party-state when they try to get a job. Hence political rectification in neighborhood organizations become the strategic tool of city governance to mobilize residents in operating social services. So this article suggests that the CCP's urban governance was a complex and nuanced process to induce urban residents' interest and voluntarism beyond the suppression-oriented totalitarian perspective.

Pollution regulation made Shanghai the first city in modern China to implement overall pollution control and levy environmental protection fees. It also enabled the Chinese to gradually fight for their rights in urban governance. Urban pollution also brought business opportunities; in the highly commercial city of Shanghai, it promoted the development of some industries. Regeneration of abandoned industrial facilities can heighten the availability through potential values that cannot be found in newly-built buildings and through the sense of overscale space. Furthermore, backward regions can be activated by assigning their identity and establishing social-cultural infrastructures. The aim of the present study is to analyze and integrate of characteristics of design expression based on a case of creative space in Shanghai. A research on the creative space in Shanghi designedly proceeded according to government's extensive administrative support and policy. We keep appearances of industrial buildings as close as possible to their original condition, thereby revealing symbolism and forming unique characteristics that distinguish them from those of other areas. While keeping the shape characteristics of the bridge8, M50, Red Town, 2577 Greative Garden and 1933 Shanghai, we designed spaces in terms of spacial variability, oneness, accessibility and continuity and activated areas by inducing residents' participation and fostering art and cultural oriented facilities. These characteristics of design expression are factors to be considered in regenerating abandoned industrial facilities internally and hopefully they are used as a reference of design plan.
