The Economic Impact of Changing the Status of Korea to a Developed Country in WTO Negotiation (한국의 WTO 선진국 지위 전환에 따른 경제적 효과)

  • This study aims to estimate the economic effect of Korea's transition to a developed country in WTO negotiations. If Korea develops into an advanced country, it must give up many advantages in the agricultural sector. In particular, limiting the scope of sensitive items, giving up the selection of special items, and drastic tariff reductions are expected to have greater negative effects on the agricultural sector. According to research results, Korea's GDP rose slightly from 0.2 to 0.8 percent following the DDA settlement. Especially when China is classified as an advanced country along with Korea, Korea's GDP appears to be growing even more. On the other hand, damage is expected in most areas of agriculture. The trade deficit in the agriculture sector is expected to widen as output in the agricultural sector decreases, and import growth exceeds export growth. In the non-agricultural sector, there are no significant differences in the change in WTO status. However, if China is grouped together as an advanced country, the export growth rate of the Korean manufacturing industry appears greater.

  • During the last ten years, there have been many studies related with settlement and reinvigoration of CM. These researches have shown that the application of CM has been not reinvigorated in Korean construction industry yet, because of some problems such as the insufficient application of the public sector, the policy matters and the CM fee estimates. But the present condition data of the Korean CM Market shown in these studies was insufficient for the standpoint of Market itself. Also, some of these studies compared the Korean CM Market with The America CM Market, to study the foreign CM markets. However, because the Korea CM Market only has the CM for Fee Market but the American CM Market has the CM for Fee and the CM at Risk, the Korea CM Market must be not only compared with the America CM Market but also compared with the America CM for Fee Market. Therefore, the purpose of this study is to determine the present condition of the Korea CM Market through the compare and contrast of the Korean CM Market, American CM Market and American CM for Fee Market, by the Market Growth rate and Market Share. This study further aims to verify whether Korean CM market was implemented.

  • Similarity rule in order to predict the field settlement and consolidation time from oedometer test is not clear because of the thickness, loading time, rate of loading increase, dependence on strain inherent of clay. To investigate the one-dimensional consolidation tests with permeability tests varied loading period and specimen thickness were carried out the application of similarity rule. Main conclusions are 1) f(=1+e)-logk line is a unique property of the soil, 2) $c_{\nu}$, k need no correction, 3)similarity rule is depends on the positions of f-logp line and primary consolidation line.

Evaluation of Stability of CLC through Strength and Reduction of Drying Shrinkage (강도 및 건조수축 저감을 통한 CLC의 안정성 평가)

  • This study intends to conduct tests on subsidence and drying shrinkage by mixing CaO-CSA expansion materials to ensure the stability of CLC, and to understand its properties. Based on CLC of 0.6, the replacement ratio of CaO-CSA expansion material was conducted at five levels compared to blast furnace slag, and the results are as follows. The replacement of CaO-CSA expansion material at an appropriate level produces ethringhite and potassium hydroxide, and it is believed that the internal voids of CLC and the Tobelmorite interlayer structure are charged to increase the structural stability, leading to an increase in compressive strength and a decrease in the drying shrinkage. However, it is judged that tissue relaxation due to excessive substances in the high replacement ratio affects the stability of CLC. In the future, we will conduct additional experiments on density, absorption rate, flow test, and settlement, and evaluate and analyze the stability of CLC by selecting the optimal replacement ratio of CaO-CSA expansion materials.

A Study on Innovative Design Approaches for Implementing an Intelligent ICT-Based Smart Highway

  • This research, conducted over a three-year period starting from 2020, was a collaborative project between practitioners in the field of VE design and the Korea Expressway Corporation, aimed at innovating the design VE project to construct an intelligent ICT-based smart highway and enhancing highway driving performance and customer satisfaction. The research included R&D support for payment and management systems integrated with IOT technology, the application of the developed prototype at highway sites, and analysis of user performance evaluation. Based on the Innovation Work Roadmap of the Korea Expressway Corporation, the research process involved collaboration between a public participation group and an expert group, considering the technical feasibility of data-based ICT technology through the National Idea VE Contest. The final VE design results were implemented at the Seongnam tollgate site with budget support from relevant departments, followed by a satisfaction survey. It is expected that the continuous contributions to achieving an ESG society, such as the increase in the number of customers using the tolling zone equipped with smart upgrades, along with their satisfaction rate, and the reduction in carbon emissions and total settlement time of highway users, will be sustained.

The Current Situation of Construction Arbitration and Suggestions to Increase its Use in Korea (우리나라의 건설중재 현황과 활성화 방안)

  • The construction arbitration field has developed considerably since the latter half of the 1990s. Through analysis of construction arbitration cases taken up by KCAB, this paper intends to show the present condition and the improvement direction of construction arbitration in Korea. The number of construction arbitration cases filed at KCAB has been increasing rapidly after 1997, but recently the rate of increase has tended to decline. From 2000 to 2003 the number of arbitration cases increased 23% each year, on average, but in 2003 the increase was only 7.6%. In the very beginning, public construction claims made up the majority of all construction cases, however, civil construction claims are increasing gradually. The arbitration amount in the construction field is very high, owing to public construction claims. For example, the arbitration amount per case was 5 billion won, on average,. in the public construction field. It is shown that the claimants of arbitration are mostly constructors and the main reasons for making claims are to demand payment for construction and payment for additional work. KCAB investigated the performance status of arbitration awards. The voluntary performance rate for awards in construction arbitration is nearly 80% and in 11%, a suit was filed to appeal the arbitration award. In spite of the development of construction arbitration, some improvements are requested. There have been arguments about the effectiveness of selective arbitration agreement in the General Terms of Construction Contract. This has caused a decrease in arbitration cases, so improvements in this dispute settlement clause need to be made. Enforcement of arbitration awards is granted by the judgment of a court. Resulting from this, appeals for arbitration awards are not allowed, however, up to three appeals for the enforcement of awards are allowed in court. As such, the enforcement system for arbitration awards needs to be improved and simplified.

An Analysis of Biotope Structure in Terms of Species and Biotope Preservation in Metropolitan Area -In the case of Soosung District in Daegu- (생물종 및 서식지 보전의 관점에서 본 대도시의 비오톱 구조분석 -대구광역시 수성구를 중심으로-)

  • The purpose of this research is to analyze of biotope structure focused on the evaluation for the species and biotope preservation in the case of Soosung District in Daegu metropolitan city. We analyzed the structure of urban biotope, and investigated the disposition of space and several characteristics through the material collection relating to the existing urban ecological material and the field investigation. The results of this study were as follows; 1) The result of biotope type classification was divided into 17 biotope type groups and 90 biotope types belonging to them. 2) The biotope type of mixed forest(QD) has the highest rate in occupation area, 1.764ha and the biotope type of cultivation areas by vinyle-hothouse(KC) has the lowest rate, 0.3ha. 3) In the result of the first evaluation for the species and biotope preservation, biotope types such as QB, QI, PA, PB, NB and NC etc. possess great value. Particulary, these biotope types come from forest areas and transition zone. They have not appeared in the inner of cities. 4) The biotope types such as CA, NA, NB, ND and PB are proved to possess high value in the result of rarity and riskiness evaluation. There appear EE, MA, NB, QC and QD in IV grade which is impossible to have them regenerative. They usually have appeared in forest areas. 5) There emerge 3a biotope type that has the highest value in the result of the second evaluation such as CC, EE, KF, LD, MB, NC, PB, QB and QI etc. Most of them were presented into the large area of site size and were distributed in the forest areas intensively. So, it is certain that the space for the species and biotope preservation connected with residential district is scarce. 6) The detailed biotope plan must be made out specially continuously. It is about biotope spaces that are especially important for the species and biotope preservation from the result of this research. Also, the study on the detailed index settlement of the urban landscape plan based on the biotope map must be continued.

Analysis of Energy Use of Rural Village and Utilization of Community Facilities - Focusing on Community Facilities of Rural Amenity Resources - (농촌마을 에너지 사용 및 공동시설 활용 분석 - 농촌어메니티 공동생활시설자원을 중심으로 -)

  • Rural villages have many problems such as the collapse of rural village communities with continued over-depopulation and aging, reduced functions of towns and villages, deteriorated services with changes in the structure of settlement class and decreased use of the facilities. they also have difficulties in maintenance in spite of the increase of the roles of rural village community facilities. Various plans for the utilization of community facilities to promote the vitality of rural villages and the revitalization of communities have been needed. Thus, this study aimed to offer basic data to seek for future plans to utilize community facilities and reconstruct communities through an analysis of the current uses of energy and community facilities in rural villages. The results indicated that the consumption of petroleum was highest in mountain villages at an average of 187,475 won/month($137{\ell}$), followed by fishing villages at an average of 144,142 won/month($104{\ell}$) and rural villages at an average of 126,070 won/month($93{\ell}$). The rate of utilization of community facilities was reversely highest in rural villages at 84.3%, followed by fishing villages at 61.1% and mountain villages at 40.7%. This research also found that households saved energy when they used community facilities and areas with a high rate of utilization of community facilities at a lower average temperature in winter. It saved approximately 33% energy compared to other areas. Finally, efficient and economical methods for community facilities in villages to be newly developed and the remodeling of existing facilities should been needed in the future to contribute to reconstructing rural village communities that face a crisis of maintenance or abolition.

Evaluation of Catchbasin for Increasing Interception Capability of Stormwater Runoff (강우유출수 차집능력 증대형 빗물받이의 성능 평가)

  • It is not cost effective to raise the density of catch basins in preparation for heavy rainfall in terms of construction and maintenance. Our researchers have developed the new catch basin for increasing interception capacity of runoff with internal filtration structure. To compare interception capacity of an existing catch basin with the invented catch basin, a hydraulic experiment device with 4% of road gradients and 0.2% of road gradients was constructed. For runoff conditions of 4.4 l/s, 6.7 l/s and 10.4 l/s, capability of runoff and separation capability of debris (sand and leaves) were evaluated. As the main experimental results, the effectiveness of the developed catch basin has been verified with an increase in interception rate of approximately 22% for the runoff of 6.7 l/s as heavy rainfall. However, the results of invented catch basin showed only 4.5% of settlement rate of debris regarding sand. Therefore, the authors proposed an improved tilted screen structure additionally. After reviewing the performance of improved catch basin, application of the invented catch basin is expected to drain runoff effectively when it is applied to the faulty road drainage section.

  • Mediation is type of intervention in which the disputing parties accept the offer of the judge or a third party to recommend a solution for their controversy. Mediation differs from arbitration in being a voluntary resolution rather than a judicial procedure. Thus, the parties to the dispute are not bound to accept the mediator's recommendation. Resort to mediation has become increasingly frequent for civil disputes. Mediation has been successful in many cases of civil conflict. Mediation has become increasingly important for monetary disputes as well, particularly in damage cases. While most people consider mediation a far superior experience to court, everything I tell you a mediator should not do is something that at least one mediator I have dealt with has done to a client. In theory, a mediator should never share anything you tell him or her without your permission. In theory a mediator should not "spring" evaluations on anyone in a mediation without your permission (e.g. a mediator should never say "your case is worth \OOOO and I just told the other side that). In theory a mediator should not browbeat or threaten you. At the end, usually about 55% of the time with a good mediator in Kwangju Appellate Court in 2003, the parties reach an agreement that is in their best interests. If they decide to sign off on a signed agreement, the signed agreement is binding. I obviously feel mediation is a very good thing and the numbers and surveys bear me out. This article is written about how mediation is proceeded, what is the realities, what is the problem and what is the activating way. For this study, I research with legal sociological approach using Korean Judicial Year Boot judicial document and my experience as meditator in Kwangju District Court.
