This paper is experimental results of investigating the efficiency of horizontal vacuum drainage system. Effects of size and shape of drain on horizontal vacuum drainage were studied. Model tests in the laboratory with soft marine clay were carried out with drain pipe of having three different diameters and PBD (Plastic Board Drain) of strip shape so that consolidation settlement of soft clay due to applied vacuum pressure, amount of discharge, ground settlement and distributions of pore pressure and undrained shear strength were measured during testing. From results of model test, amount of discharge due to vacuum pressure was increased with the diameter of pipe drain whereas the drain efficiency of pipe in per unit area of drain surface was decreased with diameter of pipe. The rate of discharge per unit time was reduced very fast with diameter of pipe. Settlement of ground surface with time was increased with diameter of pipe as a result of increase of discharge to drain pipe.
This study was carried out to investigate safety evaluation of agricultural reservoirs due to raising the embankment. The seepage analysis and large-scale model test were performed to compare and analyze the pore water pressure(PWP), leakage quantity, settlement and piping phenomenon in the inclined core type and the vertical core type embankments. The PWP after raising the embankment showed smaller than before raising the embankment and the stability for piping after raising the embankment. The allowable seepage quantity and the allowable leakage for the steady state and transient conditions is within the range of safe management standard. After raising the embankment in the inclined core, there was no infiltration by leakage. For the vertical core, the PWP showed a large change by faster infiltration of pore water than in the inclined core. In a rapid drawdown, inclined core was remained stable but the vertical core showed a large change in PWP. Settlement after raising the embankment showed larger amounts of settlement than before raising the embankment. The leakage quantity before raising the embankment and the inclined core type showed no leakage. From the result, an instrument system that can accurately estimate a change of PWP shall be established for the rational maintenance and stabilization of raising the embankment for agricultural reservoirs.

Efforts on the continued increase of local government's fiscal spending related to improving the residential environment are desirable to counter the declining phenomenon of urban decline. At the same time, however, it is also important to know how to operate limited finances more efficiently to improve the residential environment. This study aims to contribute to the rational allocation of fiscal expenditure and the creation of productive results for the improvement of the settlement environment. To this end, this study analyzed the efficiency of financial expenditure related to the improvement of the residential environment in 225 local governments nationwide. The relationship between financial expenditure and residential environmental performance was also measured and the CCR, BCC and SBM models were used to measure efficiency. The analysis showed that most local governments need to scale back their fiscal spending related to improving the government environment. In addition, it was required to prepare feasible spending plans by bench-marking the processes of residential environment improvement projects in areas such as Haman-gun, Jongno-gu, Seoul, and Seocho-gu, which are considered to be under efficient operation.
There has been growing agreement that geotechnical reliability-based design (RBD) is necessary for establishing more advanced and integrated design system. In this study, resistance factors for LRFD pile design using CPT results were investigated for axially loaded driven piles. In order to address variability in design methodology, different CPT-based methods and load-settlement criteria, popular in practice, were selected and used for evaluation of resistance factors. A total of 32 data sets from 13 test sites were collected from the literature. In order to maintain the statistical consistency of the data sets, the characteristic pile load capacity was introduced in reliability analysis and evaluation of resistance factors. It was found that values of resistance factors considerably differ for different design methods, load-settlement criteria, and load capacity components. For the total resistance, resistance factors for LCPC method were higher than others, while those for Aoki-Velloso's and Philipponnat's methods were in similar ranges. In respect to load-settlement criteria, 0.1B and Chin's criteria produced higher resistance factors than DeBeer's and Davisson's criteria. Resistance factors for the base and shaft resistances were also presented and analyzed.

In this study, an experiment with large-scale model was performed according to raising embankment in order to investigate the cause of collapse by a change in water level of reservoir. Also, the settlement and pore water pressure by high water level and a rapid drawdown were compared and analyzed. After raising embankment for inclined core, there was no infiltration by leakage. For the vertical core, the pore water pressure showed a largely change by faster infiltration of pore water than in the inclined core. In a rapid drawdown, inclined core was remained stable but vertical core showed a largely change in pore water pressure. A settlement after a raising embankment showed a larger measure of settlement than before the raising embankment. The leakage quantity before a raising embankment and an inclined extension showed no leakage. Leakage in vertical extension was measured 160 $l$. From the result, a instrument system that can accurately estimate a change of pore water pressure shall be established for a rational maintenance and stabilization of raising embankment for agricultural reservoir.
Tropical organic soils having more than 65% of organic matters are named "peat". This soil type is extremely soft, unconsolidated, and possesses low shear strength and stiffness. Different conventional and industrial binders (e.g., lime or Portland cement) are used widely for stabilisation of organic soils. However, due to many factors affecting the behaviour of these soils (e.g., high moisture content, fewer mineral particles, and acidic media), the efficiency of the conventional binders is low and/or cost-intensive. This research investigates the impact of different constituents of cement-sodium silicate grout system on the compressibility behaviour of organic soil, including settlement and void ratio. A microstructure analysis is also carried out on treated organic soil using Scanning Electron Micrographs (SEM), Energy Dispersive X-ray spectrometer (EDX), and X-ray Diffraction (XRD). The results indicate that the settlement and void ratio of treated organic soils decrease gradually with the increase of cement and kaolinite contents, as well as sodium silicate until an optimum value of 2.5% of the wet soil weight. The microstructure analysis also demonstrates that with the increase of cement, kaolinite and sodium silicate, the void ratio and porosity of treated soil particles decrease, leading to an increase in the soil density by the hydration, pozzolanic, and polymerisation processes. This research contributes an extra useful knowledge to the stabilisation of organic soils and upgrading such problematic soils closer to the non-problematic soils for geotechnical applications such as deep mixing.

The groundwater level (GWL) is an important subsoil condition for the design of foundation. GWL tends to fluctuate often with seasonal variation, which may cause unexpected, additional settlements with some reductions in the safety margin of foundation. In this study, the effects of fluctuating GWL on the load carrying and settlement behavior of footing were investigated and quantified. A series of model load tests were conducted for various GWL and soil conditions using a hydraulically-controlled chamber system. Changes in load level and rising and falling GWL fluctuation cycle were considered in the tests. Settlements during GWL rise were greater than those during GWL fall. The depth of the GWL influence zone ($\underline{d}_{w,inf}$) varied in the range of 0.3 to 1.5 times footing width and became shallower as GWL continued to fluctuate. Design equations for estimating GWL-induced settlements for footings were proposed. The GWL fluctuation cycle, load level and soil density were considered in the proposed method. Changes in settlement and factor of safety with GWL fluctuation were discussed.
Liquefaction is one of the most devastating geotechnical phenomena that severely damage vital structures and lifelines. Before constructing structures on problematic ground, it is necessary to improve the site and solve the geotechnical problem. Among ground improvement methods dealing with liquefaction, gravel drain (GD) columns and deep soil mixing (DSM) columns are popular. In this study, the results of a series of seismic experiments in a 1g environment on a structure located over liquefiable ground with different thicknesses reinforced with GD and DSM techniques were presented. The dynamic response of the reinforced ground system was investigated based on the parameters of subsidence rate, excess pore water pressure ratio, and maximum acceleration. The time history of the input acceleration was applied harmonically with an acceleration range of 0.2g and at frequencies of 1, 2, and 3 Hz. The results show that the thickness of the liquefiable layer and the frequency of the input motion have a significant impact on the effectiveness of the improvement method and all responses. Among the two techniques used, DSM in thick liquefied layers was much more efficient than GD in controlling the subsidence and rupture of the soil under the foundation. Maximum settlement values, settlement rate, and foundation rotation in the thicker liquefied layer at the 1-Hz input frequency were higher than at other frequencies. At low thicknesses, the dynamic behavior of the GD was closer to that of the DSM.
The construction of shield tunnelling in urban sites is facing serious risks from complex and changeable underground conditions. Construction problems in the sand-clay mixed ground have been more reported in recent decades for its poor control of soil loss in tunnel face, ground settlement and supporting pressure. Since the limitations of observation methods, the conventional physical modelling experiments normally simplify the tunnelling to a plane strain situation whose results are not reliable in mixed ground cases which exhibit more complicated responses. We propose a new method for the study of the mixed ground tunnel through which mixed lays are simulated with transparent soil surrogates exhibiting different mechanical properties. An experimental framework for the transparent soil modelling of the mixed ground tunnel was established incorporated with the self-developed digital image correlation system (PhotoInfor). To understand better the response of face stability, ground deformation, settlement and supporting phenomenon to tunnelling excavation in the sand-clay mixed ground, a series of case studies were carried out comparing the results from cases subjected to different buried depths and mixed phenomenon. The results indicate that the deformation mode, settlement and supporting phenomenon vary with the mixed phenomenon and buried depth. Moreover, a stratigraphic effect exists that the ground movement around mixed face reveals a notable difference.
Currently, many punitive damages (or statutory damages) and class action laws are discussed in relation to the consumer damage relief system. It is in the background of the argument that the introduction of such a victim relief system will solve many small and large consumer damages. There are many cases in which the punitive damages compensation or the class action system are introduced in relation to the food safety damage naturally. Although the introduction of such a system can clearly help the consumer to relieve large-scale damage, it can not solve all the problems at once because the company can reject the system despite the introduction of such a system. In particular, class action lawsuits should have the same type of damage, but most of the damage caused by food safety is accompanied by physical harm, resulting in various complications such as the physical characteristics of the victim, the health environment. The class action system may not provide a solution in that the content and type of the damage may be different. In this regard, this study aims to investigate the introduction of the food safety damage relief system through the introduction of an administrative dispute settlement system by an administrative agency that occupies an absolute position in the existing consumer protection from this point of view. In reality, the Food and Drug Administration, which is the largest among government agencies related to food, operates a passive attitude consumer protection system such as function like guidance, supervision and surveillance. And it is necessary to make a complementary proposal. In the current law, there is only a small part of the consumer protection work that is positively legal, and even after the damage is scientifically identified, it is not possible to present the solution to the damage suffered by the consumer through legislation. This is a fact that has been raised. In this paper, we propose a reasonable and rapid disaster relief procedure through a separate mechanism within the administrative agency, which is the administration agency, that the dispute settlement procedure due to food safety damage is insufficient by solving the case through the court through counseling, dispute adjustment and civil proceedings. In order to solve the problem of food insecurity and the food industry, various ways of rational solution of the problem were considered. The possibility of (1) Establishment of a food safety dispute resolution committee; (2) Establishment of a food safety disaster relief committee; and (3) Establishment of a food safety disaster relief committee was discussed. In addition, a plan for the creation of a food damage compensation fund was also proposed.
